Since its establishment in 1948, World Health Organization (WHO) has tried and facilitated international cooperation of public health under the goal of "the highest attainable health," and gained outcomes like the eradication of smallpox and polio, turning itself into the representative of international public health. However, there was discord between member nations during the cold war era, and the status of WHO experienced rise and fall after its establishment. WHO, the representative international health organization, also has not been freed from influences from international regime changes, which means that the discussion on the internal causes of WHO functionings should be expanded more. In this study, functionalism was tested as one of international relations theory that tries to explain the establishment and role of WHO. Especially, this study analyzed the problems and problem-solving process that WHO had to face by using Imber's five steps theory that arranged chronologically the theory of Mitrany. We mainly investigated the secondary source that described historic facts on the rise and fall of WHO in terms of roles and functionings during establishment of WHO, the cold war era, and international cooperation of public health. The roles of WHO were analyzed by selecting the gains of WHO in the post cold war era. The functionalism arrangement of Imber was appropriate to some extent in explaining the establishment and role of WHO. The first step was International Sanitary Conference in 1851 that made nations to recognize international cooperation of public health, and the second step was the establishment of WHO that handles public health as an international organization. Recent cases of the Framework Convention on Tobacco Control and International Health Regulations showed that each nation agreed with an international norm that they had to cooperate each other to tackle infectious diseases and smoking, and this implies that these were emergence of global governance. This process was the third step of Imber's theory (nations had a gain from international cooperation would agree with the expansion of authority of international organization). However, the last two steps of the theory are still not realized. The partial success of WHO was based on the functional elements that WHO deals with non-political elements, human resources centering on professionals, and democratic decision making process. This essential and non-political characteristics mean that necessity of international cooperation catalyzed by WHO would continue despite of the global governance era when global health governance get faced more challenges.

The measurement of women's unpaid work is one of the important issues for the improvement of women's status and establishment of a women policy. The purpose of this study is to measure of household production of housewife and to estimate the ratio to GDP. And to emphasize the political meaning of housework The results are as follow; 1) The monetary value of housework of one housewife in 1995 was 783,050won by opportunity cost method . 2) The ratio of household production to GDP 1995 was approximately 16.5%.

In order to decommission safely nuclear power plant, it is necessary for the procedure of residual radioactivity investigation in site to provide detailed guidance for planning, implementing, and evaluating environmental and facility radiological surveys conducted to demonstrate compliance with a dose or risk-based regulation. This study presents the procedure of residual radioactivity investigation in decommissioning site - Historical Site Assessment, Scoping Survey, characterization Survey, Remedial Action Support Survey, Final Status Survey - on the basis of MARSSIM(Multi-Agency Radiation Survey and Site Investigation Manual) and investigation cases of decommissioned or decommissioning nuclear power plant.

In this study, distribution of population with economic activities in ingress step to advanced-age society, the current status for the economic activities of old people and the necessity of economic activities through employment and inauguration for old people were investigated. The current status for the economic activities of old people and the changes of economic activities since IMF were also reviewed, and the activation of senior club in regional society and establishment of old man power bank were proposed. The speed of ingress to advanced-age society in Korea is so fast compared with other developed countries that the participation in economic activities of old people is urgent for international competitiveness and their economic independence. Up to now, due to the related regulations and institutional inertia, the practical support of employment and inauguration has not been achieved, but, the practical support should be achieved by solving the problems regarding the regulations and institution.

Objectives : In this report, we were studied the current status and future about cultivation of medicinal plants in Japan. Methods : To analysis the management and production of medicinal crops in Japan, variation of importation and cultivation of four medicinal crops such as Angelica acutiloba Kitagawa, Cnidium officinale Makino, Paeonia lactiflora Pallas and Rehmannia glutinosa Liboschitz var. purpurea Makino within 22 years ($1981{\sim}2002$) were investigated. Also we analyzed the herbal drug market in Japan using literature. Results : In the results, cultivated area and amount of Angelica acutiloba Kitagawa and Paeonia lactiflora Pallas reduced more than 50% within 22 years ($1981{\sim}2002$). Production decrease of medicinal crops is alloting through contract production in China. The cultivation of Rehmannia glutinosa Liboschitz var. purpurea Makino is enforcing minimum procluction for seed security. Conclusion : We hope that this report stimulates research to investigate for the establishment of cultural practices in Korea.

This study is aimed at providing an analysis on the re-training needs in for environmental sector as well as on the current status on the employment of technicians in the environmental industry. The questionnaires of 450 technicians employed in 993 environmental businesses are collected. The survey questions were composed mainly of current status on the employment of technicians in the environmental field, specialty and duty in the working place, the relations with a licence, the level of satisfactory to duties and intention to leave hls/her job, difficultles in the working coditions, experiences of training related environmental techniques during a recent year, and the needs of re-training in the environmental industry. The policies on custom-oriented retraining and technical education, on the curricula by sector, on the establishment of retraining.

This paper defines the Safety Management System(SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the investigation of establishment and implementation status of domestic rail operators' SMS, the improvement directions of the current rail SMS are developed. First, to establish the continual improvement system for SMS, the guide which describe detailed continual improvement method for each steps of SMS including management review by CEO shall be established and implemented. Second, to settle the SMS based on the risk management, it is necessary to endeavor for converting the rail operators mind and to establish the supply system of operating model and basic data and to define the requirement precisely and to include in the related guide for the risk management.

Following the Five Year Measles Elimination Program, measles has been declared eliminated from the Republic of Korea since 2006. However, there remain challenges related to the surveillance of measles in the postelimination phase. Even though the routine surveillance system has revealed a gradual decrease in the number of reported cases since 2002, 4 resurgences have occurred, notably due to outbreaks. Because vaccine-modified measles is becoming widespread due to high vaccination coverage, conducting laboratory confirmation in each case becomes important. Moreover, susceptible individuals with measles have been identified through seroprevalence studies. Lastly, the efforts to improve the timeliness of measles reporting have led to the establishment of an active laboratory-based surveillance network, which has shortened the interval between diagnosis and notification. In these circumstances, searching for more sensitive and effective surveillance measures is important for maintaining the elimination status and preventing future outbreaks of measles in Korea.

The Configuration Management(CM) of Nuclear Power Plant(NPP) is an activity that maintains consistency among the design requirement, facility configuration information and physical configuration. It is a systematic approach to performing various engineering tasks such as change management by identifying, documenting the characteristics of plant Structures, Systems and Component(SSC). The first activity that should be performed the configuration baseline setting at the start of project. The configuration baseline of the NPP construction phase is the status of the SSC of the plant at a specified process and time, and the actual configuration changes depending on the condition of plant. In this paper, I have studied the current status of configuration baseline used in the software industry and general plant industry, method of establishment for the configuration baseline which was first applied to the construction of NPP.
