Applying policy and health effects of air pollution in South Korea: focus on ambient air quality standards

  • Objectives South Korea's air quality standards are insufficient in terms of establishing a procedure for their management. The current system lacks a proper decision-making process and prior evidence is not considered. The purpose of this study is to propose a measure for establishing atmospheric environmental standards in South Korea that will take into consideration the health of its residents. Methods In this paper, the National Ambient Air Quality Standards (NAAQS) of the US was examined in order to suggest ways, which consider health effects, to establish air quality standards in South Korea. Up-to-date research on the health effects of air pollution was then reviewed, and tools were proposed to utilize the key results. This was done in an effort to ensure the reliability of the standards with regard to public health. Results This study showed that scientific research on the health effects of air pollution and the methodology used in the research have contributed significantly to establishing air quality standards. However, as the standards are legally binding, the procedure should take into account the effects on other sectors. Realistically speaking, it is impossible to establish standards that protect an entire population from air pollution. Instead, it is necessary to find a balance between what should be done and what can be done. Conclusions Therefore, establishing air quality standards should be done as part of an evidence-based policy that identifies the health effects of air pollution and takes into consideration political, economic, and social contexts.

경남 지역 대기환경기준 설정을 위한 기초조사 (Basic Survey for Establishing Regional Air Quality Standards in Gyeongnam)

  • This study provides a basis for research to establishing air quality standards in Gyeongnam. The trends and deviations in air quality concentrations and short-term environmental standards were analyzed. Furthermore, the regional standards and World Health Organization's (WHO) air quality guidelines (AQGs) were taken into account. The annual average PM10 standard for cities anc counties ate 40 ㎍/㎥ and 30 ㎍/㎥, respectively. SO2 and NO2 are achieving national standards and need to be strengthened to the minimum regional standard and WHO AQGs. The PM2.5 standard, which has not reached national standards, needs to be set at the level of national standards, and is also the target level for 2024 of the Gyeongsangnam and national PM2.5 management plans.

국내 지하수 수질관리체계 개선을 위한 유럽 지하수 문턱값 비교 (Comparative Study of Groundwater Threshold Values in European Commission and Member States for Improving Management of Groundwater Quality in Korea)

  • Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.

호스피스 시설기준 수립을 위한 디자인 가이드라인 비교연구 (Comparative Review of Design Guidelines of Hospice Facilities for Establishing Standards)

  • Purpose: This study aims to analyze design guidelines for hospice facilities in the US, UK, and Canada focused on design considerations and space requirements, and utilizes them as baseline data for establishing standards for Korean hospice facilities. Methods: Comparative review was carried out to investigate hospice care models, design consideration, and room sizes and requirements for design guideline of hospice facilities in United States, UK and Canada identified on electronic database and review articles, and to examine major characteristics and tendencies of hospice facilities. Results: The hospice care models characteristics in design guidelines is generally largely divided into hospital-based hospice facility, Nursing home-based hospice facility, and daycare hospice. The design considerations in hospice facilities focused on medical efficiency, flexibility, barrier-free environment, person-centered care, and stability. There is also a need for single resident room, rooms for the patient's family, and isolation room for infection control. Implications: it is recommended to establish standards for the installation and operation of required and recommended rooms and considerations when establishing the standards of hospice facilities in Korea. This Study is limited to a simple comparative analysis of the framework of guideline.

한방용 뜸기구 표준화 동향 (Standardization Trends of Moxibustion Devices)

  • Objectives : Moxibustion-related standards have been established by organizations such as the International Organization for Standardization (ISO) and the Korean Standards Association (KSA), among others. Methods : We summarized moxibustion-related standards that have been published by ISO and KSA. Results : Technical Committees 249 (ISO/TC 249), which was established in 2009, has been established moxibustion devices standards in working group (WG) 4. International standards have been established for moxibustion devices, smokeless moxibustion devices, moxa floss quality, and electric heating moxibustion equipment. Work on international standards for infrared moxibustion-like instruments and moxibustion device terminology is currently in progress. Conclusions : Korea has taken a central role establishing international standards for a wide range of moxibustion devices, supported by fundamental research data in this field. To continue its influence in establishing these international standards, further studies providing the basis for moxibustion device standardization are required.

  • The purpose of this paper is to establish standard for selecting musical materials for teaching English pronunciation in elementary school. For this purpose, 110 songs of wee sings and the curricula of English and Music of elementary school are analyzed, and the results became the basis of establishing standards. Four standards are established and each standard divided into several steps according to the degree of complexity. And the degree of complexity of two songs are figured out to know the possibility of application.

  • It is the greatest task to prescribe accurately and concretely consumer's needs of qualities into the product standards in an enterprise manufacturing and sailing products, From this point of view, Quality Function Deployment system is introduced to inguire into the establishing method of product standards closely Above all, the decision of quality characteristic in the product standards and the estblishing method of product standard are introduced to satisty in this repord. Applying to the product standards in Qulity Function Deployment system, frst it is systematically brought quality function to consumer's needs of qualities into the products. Second the method is concerned with quality function assurance applied in induction of product quality. Also it is available to establish method of product quality level in almost every company.

공간정보 표준 선순환체계 수립에 관한 연구 (A Study on Establishing Circulatory System for National Spatial Data Infrastructure Standardization in Korea)

  • 표준화의 목적은 생산, 소비, 유통 등 여러 분야에 있어 능률 증진 및 경제성 향상을 도모하는 것을 기본 목적으로 한다. 즉, 표준화 분야는 표준의 생산뿐만 아니라, 지속적인 활용 및 유지 관리가 지속적으로 순환될 수 있는 순환체계의 구축이 요구되는 분야이다. 이에 정부는 2011년 국가공간정보 표준화 연구를 통해 공간정보 표준의 활성화 및 체계적인 표준화 활동 추진을 위해 공간정보 표준 선순환체계의 구축을 제안하였다. 그러나 현행 공간정보 표준체계 분석 결과, 국내 공간정보 표준화 활동은 별도의 적합성 평가 인증 활동 없이 표준의 생산만을 반복하여 표준의 중복제정 등 여러 가지 문제점을 야기하고 있는 것으로 나타났다. 이에 본 연구에서는 표준의 생산 및 활용, 유지 관리 활동이 지속적으로 순환될 수 있는 표준 선순환체계의 구축을 위하여, 순환의 특징에 따라 표준 순환체계의 구조와 공간정보 표준 순환체계를 재정립하고 이에 따라 요구되는 각 구성요소들에 대한 개선방안을 제시하였다. 이를 통해 공간정보 표준의 선순환을 위한 거시적 관점에서의 전략적 방향성을 도출할 수 있었으며, 이는 향후 국가공간정보 표준체계 정비에 관한 중장기 로드맵 수립 시 유용하게 활용할 수 있을 것으로 판단된다.

영산강 하류부의 목표수질 달성을 위한 BOD 부하량 삭감방법의 비교 (A Comparison Between Reduction Methods for BOD Loadings to Achieve Water Quality Standards at the End of the Yeongsan River)

  • The key point in establishing water quality management measures is how to decide the load reduction for pollution sources. This study was performed to compare reduction methods for BOD loadings to achieve water quality standards at the end of the Yeongsan river. The target year is 2006 and 2011 and reduction methods are uniform treatment and treatment by influence rate. Using QUAL2E model, the study was performed under the conditions of establishing and non-establishing the publicly owned treatment works(POTWs). Uniform treatment which allocate the same reduction rate to pollution sources showed that all streams into the river should be applied for the reduction. However, treatment by influence rate which allocate the reduction rate by the order of influence rate showed that achieving target quality might be possible with a few streams for the reduction. But total amount of load reduction of streams was not significantly different from two methods.

  • As the size and complexity of software increases, it is important to ensure the quality of software through testing. Many organizations refer to international standards or test process models to improve the quality of software through establishing a systematic test process. However, these standards and process models provide general processes that do not reflect the characteristics of the domain or the organization's test policies and strategies. To establish a test process that reflects the characteristics of the organization, test policies and strategies based on the organization's quality objectives and the organizational and domain characteristics should be reflected. This study proposes specific methods for eliciting activities and information to establish organizational software test policies and strategies that are essential to establishing a test process that reflects the characteristics of the organization and the system.
