Suncheonman-Bay and its surrounding areas play important roles as habitats for migratory birds. However, sustainable management of these areas is difficult because of the development pressure of private lands. Therefore, the areas surrounding Suncheonman-Bay must be classified as additional protected areas; for this, it is necessary to gather concrete and objective evidence and ensure protected area management. Further, compensation measures must be considered when acquiring a private property as an additional protected area. In this study, we distinguish protected areas, such as core, buffer, and transition areas, within a private area by using data from the Winter Waterbird Census of Korea and MARXAN software, a spatial conservation prioritization tool. We applied ecosystem services to apply Payment for Ecosystem services (PES) as compensation measures. Watershed conservation (supply), climate control (regulation), supporting habitats (support), and recreation (culture) etc. were evaluated by calculating the economic value of these ecosystem services. Eastern, western, and northern forests and rice fields of Suncheonman-Bay were shown to have a number of core areas for the preservation of endangered species. The ecosystem service value of the additional protected areas was estimated at 17.5 million KRW/ha/year. We believe that our study result could be used to establish protected areas to preserve major habitats, as well as include areas adjacent to such major habitats that play a vital role in endangered species conservation. In addition, through this study, we highlight the need for an objective basis to establish protected areas.
This study aimed at comparing protected areas of Korea and Australia based on international conservation criteria by IUCN and analyzing what we need to improve for future management of protected areas of Korea. The registration status of protected areas of Korea listed on IUCN were 11 places in the Ia, 17 in II, 7 in IV, 7 in V; in total 42 places were recorded. However, the lists were missing many important areas. In Korea, we have only 4 protected area categories out of 6 indicating ecological diversity and management in its protected area system are insufficient. On the other hand, 9340 protected areas of Australia were listed on IUCN and evenly distributed in the total of six categories. Therefore, Korea should investigate measures for system establishment which ensures the diversity and indicative of our natural ecosystems and establish balanced system of protected areas including all IUCN categories I-VI through revaluation of natural, cultural, economic and social conditions and the needs.
This study aims to establish the integrated system of national protected areas by identifying OECMs which are not officially recognized as protected areas, but effectively and enduringly deliver the conservation of biodiversity and ecosystem service to expand them up to the level recommended by the international community. In order to identify them, candidates for OECMs were listed and it was developed a three-step systematic screening tool based on preconditions, essential characteristics, and sustainable means for conservation outcome of them. As a result of using the tool that considers domestic conditions, seven areas which included Development Restriction Zones, Urban Natural Park Areas, Fishery Resources Protection Zones, Riparian Zones, Natural Recreation Forest Zones, Water Source Protection Areas, and Buffer Zones for Korea National Arboretum were selected as OECMs. And the system of national protected areas was built by integrating them with national protected areas(NPA). Compared with the NPA, the system has been expanded by them and has reached to 17.88%, exceeding the target of 17% for terrestrial and inland water protections. It was proven that they were very effective in enlarging these protections. However, it failed to contribute to the target for marine protections. The expansion of marine protected areas requires different approaches, such as discovering new types of marine protected areas or linking them to biologically important marine areas all over the world.
The study is conducted to establish the National Protected Areas Integrated System(NPAIS) which includes National Protected Areas(NPAs) and other conservation measures in terms of effective ways for biodiversity conservation. Additionally, it is carried out to evaluate progress toward quantitative expansion goals in Aichi biodiversity Target 11. The NPAIS consists of NPAs and other effective area-based conservation measures(OECMs). There are two different types of OECMs. OECMs type I, including water-source protection Areas(WPA), riparian zones(RZ), fishery-resource protection zones (FPZ), and urban natural park zones(UNPZ), is a potential protected area which is recommended to be incorporated into the NPAs for effective management. OECMs type II means development restriction zones(DRZ), natural recreation forests(NRF), and buffer zones for Korea national arboretum(BKNA). As a result of evaluating the quantitative expansion goals of the NPAIS, terrestrial and inland water protected areas exceed 17% of the quantitative goal in Aichi biodiversity Target 11. The larger the area of individual OECMs and the lower the degree of overlap with NPAs, the higher the contribution of them to the terrestrial and inland water protected areas. DRZ contributes to enlarge more than 3% of quantitative expansion. And RZ and NRF contribute more than 1%. The marine protected areas are expanded by $1,425km^2$ through FPZ, but the expanded area is very small as comparing with the total marine area. It adds only 0.321% to the quantitative expansion. The rest of OECMs also has very poor quantitative expansion contributions in the marine area. Consequently, the NPAIS is effective for quantitative expansion of land areas, but not for marine areas.
The Wetland Conservation Plan is used as a tool to set the management direction of wetland protected areas, and which is establishing a plan for the conservation, wise-use, and management based on wetland's condition. This study was conducted to establish a conservation plan considering the functions and management conditions of Upo wetland protected area. To this end, there are analyzed the current issues, plans and implementation status of Upo Wetland Conservation Plans in the past. The management elements to be considered in establishing the Wetland Conservation Plan were selected through prior research analysis and the priority of those elements was identified through the AHP. As a result, it was found that lack of considering the changes and performance evaluation of the existing plans in wetlands, conducting short-term projects related to maintenance original function of wetland, different management methods for wetland protected areas and other adjacent areas, lack of understanding and cooperation by stakeholders, inconsistencies in timing of the Conservation Plan and survey of wetland protected areas. In order to improve the problem, it needs to include the performance evaluation stage of establishing the conservation plan, strengthen cooperation of stakeholders and expertise, continuing of projects for wetlands' maintenance, priority of the project considering the management side, and to adjust the timing of plans to improve data availability.
The Jeongmaeks are Korea's unique forest space recognition system that diverged from the Baekdudaegan. The Jeongmaeks are easily exposed to pressure because it is adjacent to the living area. Among them, Nakdong-Jeongmaek has high biodiversity, but damage is accelerating. According to the Convention on Biological Diversity (CBD) in 2022, the target is to expand the area of terrestrial and marine protected areas to 30% of national territory by 2030. As of September 2023, the area of terrestrial protected areas in South Korea is only 16.97% of the country's territory. This is due in part to the high proportion of private forests in the region, which makes it difficult to establish protected areas. Therefore, there is a need to establish Other Effective Area-based Conservation Measure (OECMs), which pursue complex and effective conservation that considers multiple values, as an alternative to protected areas. This study aims to identify areas suitable for OECM and to provide opinions on the establishment of appropriate management plans for each value using SOM and InVEST Habitat Quality model. This study evaluated the habitat quality of 206 villages located within 1km of the Nakdong-Jeongmaek and compared the characteristics of villages classified by SOM. As a result, the habitat quality was 0.867 for Tourism village (ClusterIV), 0.838 for Conservation village (ClusterVI), 0.835 for Mixed village (ClusterI), 0.796 for Production (ClusterV), 0.731 for Rural village (ClusterIII) and 0.625 for Urban village (ClusterII). When the distribution was identified through statistical analysis, the Kruskal-Wallis test showed that the distributions were not identical, with a p-value of 1.53e-08. Dunn's test showed a difference between Tourism, Conservation and Rural, Urban village. However, Mixed village was overestimated due to the lack of villages and the small area included in the study area. Moreover, Conservation village was somewhat under-evaluated in the analysis due to the use of a single weight for protected areas. It is necessary to perform additional reinforcement of the value evaluation of Jeongmaeks by conducting Forest Resource Survey and the National Natural Environment Survey. Therefore, we believe that sufficient validity for the establishment of OECMs in the Nakdong-Jeongmaek can be provided by addressing these limitations and conducting additional research.
Philippine fisheries code of 1998 (Republic Act 8550), which is enacted to achieve food security by managing, conserving and protecting fishery resources, obliges local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection zone. Accordingly, Marine Protected Areas (MPAs) are the most extensively established as fisheries management and conservation tool and over 1,500 MPAs are reported in the Philippines. But there has been debate on the pros and cons of implementing MPAs because of the positive and negative impacts on local communities and fishermen. A dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. For the benefits and costs of MPAs, 43.6% of respondents thought the costs would be larger than the benefit, but 91% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, the estimated Turnbull lower-bound mean WTP (36.75ha) was php 493.6(US$ 11.3) per household to establish the additional MPA (36.75ha) in their municipality waters.
Marine protected Areas(MPAs) are specially designated zones of the sea that are designed to secure operation of ecosystem function and to restore marine ecosystem to the original state by excluding all detrimental human activities. MPAs have been proposed in many countries as means of realizing sustainable fisheries and recently MPAs are newly receiving attention as precautionary measure for global warming and climate change. The purpose of this paper is to examine the possibility of MPAs as fisheries management tools through a wide range of literature analysis and to suggest necessity of fisheries purpose of MPAs in Korea. Establishment of marine protected area can accompany various economic benefits such as restoration of marine environment, preservation of habitats, promotion of marine tourism and so on. Especially, a lot of case studies suggested that MPAs may bring out benefits to the fishing industry as a result of enhanced stocks. Fisheries benefits of MPAs on targeted species include increased abundance, increased mean individual size and age, increased reproductive output, enhanced recruitment inside and outside refuge, maintenance of genetic diversity of stocks, and enhanced fishery yields in adjacent fishing grounds, so called spill-over. MPAs for ecosystem conservation and protection of coastal wetland have been applied appropriately and effectively, however, the Korean MPAs system is still detective due to absence of fisheries purpose MPAs. Finally, suggestions for Korean MPAs can be summarized as following four recommendations; to establish number of small-scale MPAs rather than few large MPAs, to designate island and its surrounding areas as reserve, to consider MPA design with stock enhancement program, and to undertake co-management with Eochon-Gye, the traditional coastal community in Korea.
생물다양성을 보전하기 위하여 생물의 서식처가 되는 주요 지역을 생태계 보호지역으로 지정하여 관리하고 있다. 보호지역의 생물다양성의 보존 및 확보 전략 수립에 타당성을 부여하기 위해서 보호지역간 생물다양성을 상대적으로 평가할 필요가 있다. 본 연구에서는 산림생태계에 해당하는 보호지역의 생물다양성을 객관적으로 비교할 수 있는 평가지표를 선정하였고, 이를 지리산 국립공원과 북한산 국립공원의 생물다양성 비교에 적용하였다. 평가지표를 선정하기 위해서 문헌 조사를 실시하였다. 언급된 빈도가 높은 지표들과 산림 생물다양성에서 중요한 역할을 하는 산림구조를 평가지표로 선정하였다. 이를 통해 선정된 평가지표는 총 7개로 종다양도, 종풍부도, 균등도, 희귀성, 교란종, 고유생물자원 및 산림구조이다. 지리산 국립공원과 북한산 국립공원에서 종다양도는 3.492와 2.943, 종풍부도는 8.998과 9.793, 균등도는 0.849와 0.680, 희귀성지수는 11.976과 10.783, 교란종지수는 0.214과 0.357으로 나타났다. 두 국립공원 모두에서 고유생물자원은 풍부하게 나타났다. 산림구조는 다양한 임상을 보이고 안정적인 4층 구조를 이루고 있으며 수관울폐도는 지리산 국립공원에서 더 높게 나타났다. 대부분의 평가지표에서 지리산 국립공원의 생물다양성이 북한산 국립공원보다 높은 것으로 평가되었다.
우리나라의 국토 및 환경 분야를 다루는 다양한 국가계획에서 생물다양성 보전 및 보호지역 주요 이슈가 어떻게 다뤄지고 있는지를 고찰하고 시사점을 도출하고자 하였다. 생물다양성협약의 "생물다양성 2011~2020 전략목표"와 "보호지역 결정문" 내용을 토대로 주요 이슈를 선정한 후, 주요 이슈별로 우리나라 국토 및 환경 관련 주요 중장기 국가계획 7개의 내용을 정리 분석하였다. 생물다양성 2011~2020 전략목표 5와 관련하여 녹지총량제, 습지총량제 등 거의 모든 국가계획에서 다양한 제도 도입과 활용을 다루고 있으며, 보호지역 확대와 관련된 전략목표 11(2020년까지 육상 육수 생태계 17%, 연안 해양 생태계 10%)의 경우 우리나라는 국토면적 대비 보호지역 15%(2015년), 연안 해양보호구역 13%(2015년, 2020년)로 목표를 제시하고 있다. 보호지역 결정문의 주요 권고사항인 국가별 보호지역 실행프로그램(PoWPA)의 장기 이행계획 수립 개정에 대한 내용은 언급되지 않고 있으나, 관심이 필요한 10가지 보호지역 이슈에 대해서는 각종 국가계획에서 다양하게 다뤄지고 있는 것으로 나타났다. 하지만, 그 내용의 충분성 및 국가 계획별 상호 연계성 등에 있어서는 개선의 여지가 많음을 보여주고 있었다. 특히 "보호지역 관리효과성평가"의 경우 당사국에 2015년까지 국가 보호지역의 60%까지 수행하고 그 결과를 보고하도록 권고하고 있으나, 각종 국가계획에서 이에 대한 직접적 기술은 없는 것으로 나타났다. 고찰내용을 토대로 한 제안사항은 (1) "국토종합계획"에서 자연환경 보전이 국가경쟁력의 주요 요소임을 인지하고 생물다양성 및 보호지역 이슈에 대한 내용 강화, (2) 관련 국가계획들간의 상호 연계성 강화를 통한 효과적인 국가 보호지역 목표 성취를 위해 국가 환경 분야의 최상위 국가계획에서 범부처 차원의 "국가 보호지역시스템 계획" 수립, (3) 국가차원의 "보호지역실행프로그램 중장기 이행계획" 수립, (4) 각종 국가계획에 "생물다양성 전략목표"와 관련된 성과목표 설정과 보호지역결정문에서 권고하고 있는 주요 이슈들 중 관리효과성평가 등 미흡한 분야에 대한 내용 강화이다.
