환경규제 준수를 위한 PDX 표준의 자동차 부품 업계 BOM 적용 (Application PDX to BOM of Auto Parts Manufacturers for Environmental Regulation Compliance)

  • The environmental regulation of a product is a global trend. The environmental regulation directives such as RoHS, WEEE, ELV and REACH have impacted Korean export-oriented auto parts manufacturer and affects the export of the product to aboard. In electronics manufacture and auto parts manufacturer, there are different systems for environmental regulation compliance. Nowadays the automotive mechatronics parts in a car are increasing. The HEV and intelligent car will need more mechatronics parts. It is necessary to apply the environmental regulation system of electronics to the automotive parts. In this paper, we proposed the application of PDX standard used in electronic industry to the BOM of the auto parts manufactures and showed an example of generated BOM for selected auto part using PDX. The PDX-based BOM can be used for the recording of environmental substances of the automotive mechatronics part and help the collaboration across auto parts manufactures in accordance with environmental regulation.

  • 발파진동을 계측하여 예측방법의 타당성을 검토하였고, 환경규제 기준으로의 변환방식을 규명하였다. 진동레벨과 진동속도의 환산거리 설계 적용성은 진동속도가 더 좋았다. 따라서 설계나 시공은 진동속도로 관리하고 이를 법적 기준인 진동레벨로 변환할 필요성이 있었다. 기존의 변환식 중에서 충격진동 데이터로만 구성하여 변환식을 구하였고, 동시에 측정된 진동속도와 진동레벨의 상관식에 의한 변환식을 구하였으며, 퓨리에 변환을 하여 각 주파수 별로 감각보정하여 진동레벨을 구하였다. 세 가지 방법을 이용하여 변환한 결과 모두 오차가 있으므로 변환에 의한 피해 보상의 판정에는 무리가 있었으나, 그 중에서 발파시 동시에 측정된 수직방향 성분 PPV와 진동레벨의 변환식이 가장 실용적으로 판단되었다.

  • The study show that things about the noise control are indicated at The Noise & Vibration Control Act and the other Act. Also, the details program and total government ministries' program for the noise control are indicated what are the advance noise control plan. The study consist of the four part which are "Draw up the environmental noise infrastructure plan; the install shall be done the noisemap & the automatic noise measurement devices", "Resetting of environmental noise standard at the application area and Introduce of indoor noise; the guide for region classification of the noise standard & indoor noise", "Setting of aircraft noise standard and Program of measurement point operation; the noise-assessment-standard shall change from WECPN to new index($L_{den}$, $L_{dn}$, $L_{Aeq\;24h}$) & the operation and control of aircraft noise measurement changes from local environmental office to central control center" and "The method of noise regulation at construction site and the plan on making of standard for vibration regulation; It shall be made that the guideline of construction noise should include a target-construction, noise standard etc & the ministries shall unify control about construction vibration of the blasting vibration". The advance noise-policy will improve efficiency to deal with civil appeal & damage on residents about noise.

  • 발파소음을 계측하여 예측방법의 타당성을 검토하였고, 환경규제 기준으로의 변환방식을 규명하였다. 환산거리에 따른 발파소음의 예측은 환산거리와 음압레벨의 상관성이 더 좋았으나, 상관계수가 낮아서 환산거리 설계 의한 발파소음의 조절은 어려움이 있었다. 발파시 동시에 측정된 음압레벨과 소음레벨의 상관식에 의한 변환과, 음압레벨의 우세주파수에 해당하는 청감보정회로의 보정치만큼 간이 보정하여 변환하는 방법과, 퓨리에 변환을 하여 청감보정한 후 소음레벨을 구하는 방법을 시도하였다. 세 가지 방법 모두 변환하는 데에는 많은 오차가 발생하였으나 우세주파수, FFT를 이용한 변환보다는 발파시 동시에 측정된 음압레벨과 소음레벨의 상관식에 의한 변환 방법이 가장 실용적인 방법이었다.

김해시 본산공단 주변지역의 환경대기 중 주요 악취물질의 농도 특성에 관한 연구 (Odorous Compound Concentration Levels in Bon-San Industrial Area and Its Surrounding Regions)

  • In this study, the characteristic of offensive major odorous compound from the Bon-San industrial complex in Gimhae were determined by analytical methods of Gas Chromatography, High Performance Liquid Chromatography and UV/VIS Spectrophotometer. The kind of major odorous compounds examined acetaldehyde, sulfur compounds, ammonia and styrene. The concentration of all odorous compounds at 3 sampling points of industrial complex were lower than those of regulation standard levels of the industrial complex in Korea. The mean concentration of hydrogen sulfide was 0.0235 ppm at sampling point 2, it was higher than other sampling point. Complex odors was lower than regulation standard levels of the industrial complex in Korea.

  • The leakage of toxic chemicals impact seriously on human being and environment, therefore during their treatment process, a proper management system is necessary to control their toxic effect. This study was designed to suggest the management regulation that supports business managers and facilities management. There are no extra regulation to control emergency accidents and terrors in chemical facilities. Developed countries like USA operate the management standards to control the toxic chemical and facilities according to their toxicity and processes. In order to solve this problem, we have analysed the advanced nations standard methods of security in chemical plants to study the new security management regulation which helps to prevent the chemical accidents. Especially, in USA, CCPS (Center for Chemical Process Safety), SVA (Security Vulnerability Assessment) and RBPSs (Risk-Based Performance Standards) of DHS (Department of Homeland Security) were invest I gated. On the basis of the results, we have suggested the application methods of the security and safety regulation in Korea.

환경보전형 농업의 육성을 위한 퇴비화 법제개선에 관한 연구 (An Improved Regulation Scheme Concerning Compost for the Development of Environmentally Sustainable Agriculture)

  • Composting is very important in practicing environmentally sustainable agriculture because compost application conserve soil and its fertility. Composting is also another important factor in achieving high national recycling goal above 20%. To encourage composting, it is necessary to revise current regulations on composting. Current regulation set the limit only for 4 metals and the limit is significantly strict, especially for lead, which dictates less than 150ppm. In this paper, authors suggested reasonable standard for some heavy metal concentration in compost taking into account other country's criteria.

  • This paper has comprehensively reviewed fine dust control technology from emission sources. Owing to the stringent national regulation, domestic industries have made consistent efforts to develop the high efficiency facilities since 1960s. In these days, harmful particulate pollutants including dioxins and PAHs as well as $PM_{2.5}$ are also of critical interests in government and civic groups. In addition, simultaneous treatment of gas and particles is being widely studied. It is believed that hybrid facilities which integrate a few advanced equipment may meet the atmospheric guidelines.

환경평가 대상지역의 설정방안에 대한 연구 (A Study for Target Area Set-up Plan of Environmental Assessment)

  • This paper seeks for the set-up plan in the reasonable target area of environmental assessment. Domestically, the target area of environmental assessment is set up by the adjustment of opinion collection about the assessment scope result of an environmental factor. In a foreign country, the boundary of the target area for a development project is established with the environmental, economical, and social viewpoint based on the standard for significantly environmental impact. Based on the analysis of the present condition at home and abroad, the first set-up plan for the reasonable target area of environmental assessment is the preparation of the detailed term definition related to the target area of environmental assessment. The second is the arrangement of the judgement standard for significantly environmental impact. The quantitative assesment item can apply the present standard or regulation, and the qualitative assessment item can establish the standard based on factual and objective data. The last is the preparation of the reference material or the guideline for deciding the initial target area by the judgement standard and determining the final target area by opinion collection in the stage of scoping.

  • The environmental problems such as global climate change, global waming, ozone depletion, environmental pollution have been caused by the rapid economic growth, increasing in use of fossil fuels for industrialization and scientific technology development. Especially human activities are significantly altering the atomosphere's composition and its radiative properties. To Stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system, the international community adopted the UN Framework Convention on Climate Change in 1992 and Kyoto protocol in 1997. Also to protect ozone layer the international community adopted the Vienna Convention for the Protection of the Ozone Layer in 1985, and the Montreal Protocol on Substances that Deplete the Ozone Layer in 1987. To achieve global environmental objectives, some multilateral environmental agreements includes trade regulation. For example, Montreal Protocol includes the provisions to regulate the world trade of the sudstances which might destroy ozone layer. However Kyoto Protocol has no provisions to regulate trade and is not in force yet. Although there is no trade regulation article in Kyoto Protocol, the international world trade will be influenced by limitation and reduction of CO2 and strengthening the CO2 emission standard for import good. For example Korean car industy agreed with EU to reduce CO2 emission from new passenger car and Korean Semiconductor industry agreed with WSC(World Semiconductor Council) to reduce PFCs in 1999.
