작업환경측정 자료를 활용한 Dichloromethane 노출 매트릭스 구축에 대한 연구 (Construction of an Exposure Matrix Using a Risk Assessment of Industries and Processes Involving Dichloromethane)

  • A reduction in risk of occupational exposure to chemical hazards within the workplace has been the focus of attention both through industry initiatives and legislation. The aims of this study were to develop an exposure matrix by industry and process, and to apply this matrix to control the risk of occupational exposure to Dichloromethane (DCM). The exposure matrix is a tool to convert information on industry and process into information on occupational risk. The exposure matrix comprised industries and processes involving DCM, based on an exposure database provided by KOSHA (the Korean Occupational Safety and Health Agency), which was gathered from a workplace hazards evaluation program in Korea. The risk assessment of the exposure matrix was performed using Hallmark risk assessment tool. The results of the risk assessment were indicated by a Danger Value (DV) calculated from the combination of hazard rating (HR), duration of use rating (DUR), and risk probability rating (RPR) of exposure to the chemical, and were divided into four control bands which were related to control measures. The applicability of the risk assessment of the exposure matrix was evaluated by a field study, and survey of the employees of the exposure matrix groups. Among 45 industries examined, this study found that greater attention should be paid to two industries: the manufacture of other optical instruments and photographic equipment, and the manufacture of printing ink, and to one process among 47 examined, the packing process in the manufacture of printing ink, because these were regarded as carrying the highest risk. This tool of a risk assessment for the exposure matrix can be applied as a general exposure information system for hazard control, risk quantification, setting the occupational exposure limit, and hazard surveillance. The exposure matrix includes workforce data, and it provides information on the numbers of exposed workers in Korea by agent, occupation, and level of exposure and risk.

  • Scientists have long used conventional toxicological methods to establish 'safe levels of exposure' for chemicals presumed to have threshold health effects or doses below which significant effects are unlikely to occur. These same methods cannot be used to establish safe levels of exposure for non-threshold pollutants. such as carcinogens. Therefore. Federal regulatory agencies in the United States are using risk assessment methods to provide information for public health policy decisions concerning increases in risk associated with increases in exposure to carcinogenic and other non-threshold pollutants. Acceptable exposure/risk levels are decided by policymakers who consider descriptions and estimates of risks together with social and economic benefits from the uses of the chemical. 1bis paper focuses on the development of quantitative risk assessment approaches by Federal regulatory agencies in the United States, and identifies the mathematical models currently being used for risk extrapolation. including their inherent uncertainties. The uncertainties and limitations of these methods have led some scientists to question the utility of quantitative risk extrapolation. The experience of the; U.S. Environmental Protection Agency (EPA). as summarized in this paper. can provide a realistic basis for evaluating the pros and cons. Finally. shortcomings in current risk assessment methods and their use in policy decisions are explored. and areas for possible improvement. given current scientific knowledge. are identified.

  • Consumer Product compounds are used in homes and disposed in wastewater where they typically receive waste treatment. After treatment, sludge and effluent are released to the environment resulting in the potential exposure of terrestrial and aquatic organisms to these compounds. To ensure the environmental safety of these compounds, the environmental risk posed by chemicals released into the environment must be assessed. A reasonable, consistent and cost-effective method to conduct environmental risk assessments and to prioritize testing of these chemicals is needed which addresses risk to organisms residing in the terrestrial and aquatic compartments of the environment. This paper provides a fundamental understanding of the technical basis of environmental risk assessment using the major surfactant(i.e., LAS) used in the laundry detergent industry worldwide as a case study.

  • Recent criticisms of the conduct and use of risk assessment by regulatory agencies have led to a wide range of proposed remedies, including changes in regulatory statutes and the development of new methods for assessing risk. The mandate to this Committee was more limited. Our objective was to examine whether alterations in institutional arrangements or procedures, particularly the organizational separation of risk assessment from regulatory decision-making and the use of uniform guidelines for inferring risk from available scientific information, can improve federal risk assessment activities. Before undertaking to determine whether organizational and procedural reforms could improve the performance and use of risk assessment in the federal government, the Committee examined the state of risk assessment and the regulatory environment in which it is performed. In this chapter, we define risk assessment and differentiate it from other elements in the regulatory process, analyze the types of judgments made in risk assessment, and examine its current government context. Because one chronic health hazard, cancer, was highlighted in the Committee's congressional mandate and has dominated public concern about public health risks in recent years, most of our report focuses on it. Furthermore, because activities in four agencies--the Environmental Protection Agency (EPA), the Food and Drug Administration (FDA), the Occupational Safety and Health Administration (OSHA), and the Consumer Product Safety Commission (CPSC)--have given rise to many of the proposals for changes in risk assessment practices, our review focuses on these four agencies. The conclusions of this report, although directed primarily at risk assessment of potential carcinogens as performed by these four agencies, may be applicable to other federal programs to reduce health risks.

  • The United States Environmental Protection Agency (EPA) characterized the cancer hazard of di(2-ethylhexyl)-phthalate (DEHP) as a B2 group (probable human carcinogen) and proposed "Guide-lines for Carcinogen Risk Assessment". This guidelines proposed alternative methods for analyzing carcinogen dose-response data and for extrapolating the effects of observed at high dose to predict that might occur at lower doses relevant to human exposure. This proposed guidelines state that "If in a particular case, the evidence indicated a threshold, as in the case of carcinogenicity being secondary to another toxicity that has a threshold, the margin of exposure analysis for toxicity is the same as is done for a non-cancer endpoint". DEHP is excellent candidate for reconideration under the new guidelines for carcinogen risk assessment (John Doull et al., 1998). This study is conducted about risk assessment for infant exposure on DEHP in powdered milk wing methodology in EPA's new guideline on carcinogenic risk assessment. Estimated cancer risk of DEHP in powdered milk and cow milk is 2.83$\times$$10^5$ (using cancer potency: 1.4$\times$$10^2$/ (mg/kg/day)) as mean and MOE is 12075 (using selected NOEL 20 mg/kg/day) as mean. mg/kg/day) as mean.

폐광산 주변 토양 중금속 오염노출농도 우려기준과 위해성 비교 연구 (Comparison of Heavy Metal Pollutant Exposure and Risk Assessments in an Abandoned Mine Site)

  • 본 연구에서는 중금속에 의한 토양환경영향평가 시 노출농도 기반의 평가와 위해성 기반의 평가를 비교하였다. 이를 위해서 폐광산 지역에서 중금속 오염노출을 조사하였다. 발암위해도와 비발암위해도 평가 결과, 토양섭취의 영향이 토양접촉의 영향보다 지배적이었고, 우려기준을 초과하는 경우에는 총 위해도도 기준을 초과하였다. 우려기준을 초과하지 않는 경우도 대부분 총 위해도 기준을 초과하였으므로, 위해도 기반의 평가가 노출농도 기반의 평가보다 더 민감한 기준이라는 기존 인식을 확인하였다. 하지만 토양접촉 경로의 비발암위해성 결과들의 심층 분석 결과, 우려기준을 초과함에도 위해도 기준을 초과하지 않는 경우들이 검출되었다. 본 연구에서는 신뢰성 있는 폐광산지역의 토양오염정화사업 타당성 평가를 위해서는 현재 노출농도기반의 평가 위주에서 위해성 기반 평가로의 정책 전환의 필요성이 확인되었고, 위해도 원단위 및 판단기준의 객관적 설정을 위한 연구 필요성이 제시되었다.

Determining the reuse of metal mine wastes based on leaching test and human health risk assessment

  • Meeting the regulations based on the short-term leaching tests may not necessarily assure the environmental and human health safety of reusing mine wastes. This study investigated heavy metal leachability of four metal mine waste samples (e.g., Z, Y, H, and M) and human health risk of reusing them as construction materials. The heavy metal leachability did not depend on the total heavy metal contents. For example, the Z sample contained greater amounts of As and Fe than Zn, but the leachates contained only Zn at a detectable level. This can be attributed to the crystalline structure and heavy metal fractions of the mine wastes. The leaching test results suggested that the four mine waste samples are potentially reusable. But the Z and M samples reused in industrial areas imposed carcinogenic risks. This was largely attributed to As that is exposed via dermal contact. The Y and H samples reused in residential areas imposed carcinogenic risk. The major exposure route was the ingestion of crops grown on the mine wastes and Cr was the major concern. The two-stage assessment involving leaching tests and risk assessment can be used to promote safe reuse of mine wastes.

WASP 모의를 이용한 하천 수계 중금속 위해성평가 방법 (Quantitative Risk Assessment Method for Metals in Water Body using WASP)

  • According to the spatial movements of the Nak-dong river watershed, the changes in heavy metal concentrations were simulated by WASP7.3. The risk assessment was performed using the predicted data of WASP7.3. The target heavy metal was manganese (Mn). In the simulated manganese data of WASP7.3, the average concentration by regions was from 0.03 mg/L to 0.07 mg/L. It is lower than drinking water standard in korea. The risk assessment was presented that it was high at the junction of Nak-dong river and Kumho river. It was influenced by the discharge of industrial complexes and large cities which were located in the junction. In comparison of drinking water standard and predicted data of WASP7.3 risk assessment, whole watershed was also low level at predicted data. However, to keep the similar risk value ($10^{-7}$) in adults and children anywhere, it requires the additional treatment of the point source discharges. It was also reflected by regions. Through this study, it was possible to evaluate heavy metal influence in unattainable monitoring regions and to estimate heavy metal addition and reduction by locations. Therefore, the outcomes of WASP7.3 can connect with the risk assessment and it can evaluate the safety of human by regions.

다양한 실내 침투 휘발물질 농도 예측 방법을 이용한 토양오염물질의 실내흡입 위해성평가 (Risk Assessment of Volatile Organic Compounds for Vapor Intrusion Pathway Using Various Estimation Methodology of Indoor Air Concentration)

  • Indoor inhalation of vapors intruded into buildings is an important exposure pathway in volatile organic compoundscontaminated sites. Site-specifically measured indoor air concentration is preferentially used for risk assessment. However, when indoor air concentration of VOC is not measured, the indoor air concentration needs to be estimated from soil concentration or measured soil gas concentration of the VOC. Some risk assessment guidance (e.g., Korea Ministry of Environment (KMOE) and American Society for Testing and Materials (ASTM) International guidance) estimate the indoor air concentration from soil concentration while other guidances (e.g., United States Environmental Protection Agency (USEPA) and Dutch National Institute for Public Health (RIVM)) estimate it from measured soil gas concentration. This study derived indoor inhalation risks of intruded benzene in two benzene-contaminated residential areas with four different risk assessment guidances (i.e., KMOE, USEPA, ASTM, and Dutch RIVM) and compared the derived risks. The risk assessment results revealed that indoor air estimation approach from soil concentration could either underestimate (when the contaminant is not detected in soil) or overestimate (when the contaminant is detected in soil even at negligible concentration) the indoor air inhalation risk. Hence, this paper recommends to estimate indoor air concentration from soil gas concentration, rather than soil concentration. Discussions about the various indoor air concentration estimation approaches are provided.

A Proposal of Hazard/Risk Assessment Criteria and an Asbestos Management Method for Asbestos-containing Building Materials

  • Objectives: The AHERA method by the US EPA, ASTM E2356-04, and HSG264 by the UK HSE, all of which are hazard/risk assessment methods for asbestos-containing building materials, were reviewed and compared based on 231 homogeneous areas. In addition, the current Act on Asbestos Safety Management (enforcement: April 29, 2012) was reviewed and analyzed. This trial provided fundamental data for improving the current asbestos hazard/risk assessment method. Methods: For the hazard/risk assessment of 77 asbestos-containing public buildings including schools, 231 homogeneous areas were selected, each of which was assessed using AHERA, ASTM E2356-04, and HSG264. Results: The matching rate of the hazard/risk assessment stood at 20.4 percent between AHERA and ASTM, at 71.4 percent between AHERA and HSG264 and at 17.8 percent between ASTM and HSG264. The AHERA method includes a seven-category rating scale. There were three categories, two of which have three subcategories. ASTM provides two decision-making charts consisting of ten rating scales for current condition estimation and for potential for disturbance estimation. In addition, the HSG264 method has a total of 20 scores with four items, and then provides four grades. This HSG264 method cannot clearly separate current condition and potential for disturbance. Conclusions: In the Korean Act on Asbestos Safety Management, the hazard/risk assessment method for asbestos-containing building materials should consider balance between current condition estimation and the potential for disturbance estimation.
