Comparison and Improvement of Domestic and Foreign Regulations for the Prevention of Suffocation Accidents (국외 질식재해 예방규정 비교를 통한 국내 규정 개선방안)

  • Objectives: 'Confined space' was only defined in the Safety and Health Regulations as a place where oxygen deficiency and hydrogen sulfide must be dealt with at the time of the initial enactment (1982). The danger of fire and explosion were added in 2003. We will compare and review the regulations related to confined space work under the current safety and health rules alongside regulations in other countries and prepare a plan to improve the system through enhanced clarity and execution. Methods: In a comparison of systems for the prevention of suffocation in confined spaces in major countries (Germany, United States, Japan) different concepts of the definition of confined spaces in different countries apparently due to differences in each country's legal implementation system, accident analysis methods, the status of safety and health implementation in workplaces, the precautions against actual confined space work, and the definition of confined spaces were found to be not much different between Korea and the other foreign countries. Results: In the case of Germany and the United States, a confined space is defined as a contextual concept rather than a place, so more careful attention is needed from operators or enclosed space managers as it is often necessary to judge the actual workplace. In the case of Korea and Japan, the interior of the place is mainly defined as a place, especially in the case of Japan, which concentrates on oxygen deficiency and hydrogen sulfide poisoning. Conclusions: For measures to improve regulations on the prevention of suffocation accidents in Korea, I would like to propose three major measures to improve the system in the rules on domestic industrial safety and health standards. It is necessary to prepare and provide a guide to ensure that the 18 types of confined spaces currently defined as confined spaces are clearly understood by field management supervisors or workers.

  • Recently social demands of fuel economy and environmental regulations require the development of light materials and new manufacturing technologies. In this point, the aluminum tube hydroforming process which is satisfied with good strength-to-weight ratio and recyclability is innovative concept. However the level of the aluminum tube hydroforming technology is low in comparison with that of steel tube hydroforming. In this paper, the hydroformability of aluminum tubes in different heat treatments is presented. Theoretical results for forming limits of the wrinkling and bursting are compared with experimental results of aluminum tubes.

  • Basting vibration and air blast were measured by particle velocity and overpressure as well as environmental unit, dB(V) and dB(A). Variables for vibration and noise show good relationship and proportional equations are suggested. But there are some variations, and it means that predictions by design variables are not valid for human damage estimation or limit application of regulations.

  • Environmental factors have become important in manufacturing planning due to governmental regulations and a growing preference for "green" products. However, planning decisions must also consider traditional dimensions such as production rate and quality. In this study, technology related to basic dicision method of environmentally conscious machining considered economic view was dealed. And experiments of dry type machining excluded coolant and semi-dry type machining using minimum coolant were established for the comparison of conventional machining ouputs.ng ouputs.

We have established a model system to study sodium chloride, an environmental factor, induced gene regulations. 2. ${\alpha}$ENaC, cox-2, and c-fos genes are regulated by sodium chloride at mRNA level as well as at protein level. 3. Regulation of ${\alpha}$ENaC requires syntheses of new protein(s). 4. COX-2 may have a important role for homeostasis in hypertonic situation.

  • The development of lightweight car bodies is the most prominent issue in the automotive industry today, in preparation of environmental regulations such as reduction of CO$_2$ emissions. Also, with the recent implementation of mandatory off-set collision test, many studies have been carried out to enhance the safety of automobiles. Recently, TRIP(Transformation Induced Plasticity) steel has developed as a prominent alternative due to its high strength and superior elongation. In this study, TRIP steel weldability is evaluated with lobe curve, continuous spot welds, shunt effect, and weld of edge position.

  • Explosions of dangerous goods such as accidents at Iri and Yongcheon Stations bring about a big damage and loss of assets. And leakage of toxic and dangerous materials may cause environmental pollution. Therefore, in developed countries, safety and operation codes for the carriage of dangerous goods were already established. In this study. we have searched. analyzed and summarized korean domestic codes concerning the carriage of dangerous goods for the drawing up of a korean safety standard code.

  • Recent issues in the automotive industries are, improvement of fuel efficiency according to the worldwide $CO_2$ regulation, passenger safety through enhanced crashworthiness, superior design and cost reduction due to price fluctuation of raw material. To meet these demands, steelmaking companies are developing advanced high strength steel and new process technologies such as hydroforming, TWB(Tailor Welded Blank), hot stamping and so on. In addition, eco-friendly and high corrosion resistant coating technologies are getting more attention to comply with the environmental regulations. In this paper, reviews and prospects of recent coating technologies for automotive use are presented.
