A Study on the Reduction of $CO_2$ Emissions and Operating Costs of the Ship in Port by Shore Electric Power (육상전력 사용에 따른 정박중인 선박의 $CO_2$ 배출 및 운항비용 절감에 관한 연구)

  • Recently, nations around the world are putting various efforts in many aspects to decrease greenhouse gases and international cooperation is urgently required. As part of these efforts, the shipping industry is working towords establishing "green parts" that reduce the carbon content of the greenhouse gases emitted in ports and can also decrease the operating costs. This study has tried to look for how to supply shore power instead of suppling ship's own generated power as a basic researches for reduction of carbon emissions and construction of "green parts" system. And in this paper, the training ship 'SAENURI' of Mokpo Maritime University under actual operation was selected to investigate for environmental and expense effects. The results of this study showed that $CO_2$ emissions Mere reduced 34% and operating costs Mere reduced approximately 31% in case of using the shore paper.

Current treatment status and medical costs for hemodialysis vascular access based on analysis of the Korean Health Insurance Database

  • Background/Aims: The Republic of Korea is a country where the hemodialysis population is growing rapidly. It is believed that the numbers of treatments related to vascular access-related complications are also increasing. This study investigated the current status of treatment and medical expenses for vascular access in Korean patients on hemodialysis. Methods: This was a descriptive observational study. We inspected the insurance claims of patients with chronic kidney disease who underwent hemodialysis between January 2008 and December 2016. We calculated descriptive statistics of the frequencies and medical expenses of procedures for vascular access. Results: The national medical expenses for access-related treatment were 7.12 billion KRW (equivalent to 6.36 million USD) in 2008, and these expenses increased to 42.12 billion KRW (equivalent to 37.67 million USD) in 2016. The population of hemodialysis patients, the annual frequency of access-related procedures, and the total medical cost for access-related procedures increased by 1.6-, 2.6-, and 5.9-fold, respectively, over the past 9 years. The frequency and costs of access care increased as the number of patients on hemodialysis increased. The increase in vascular access-related costs has largely been driven by increased numbers of percutaneous angioplasty. Conclusions: The increasing proportion of medical costs for percutaneous angioplasty represents a challenge in the management of end-stage renal disease in Korea. It is essential to identify the clinical and physiological aspects as well as anatomical abnormalities before planning angioplasty. A timely surgical correction could be a viable option to control the rapid growth of access-related medical expenses.

The Importance of International Transport and Logistics Infrastructure in the Economic Development of the Country: The Case of the EU for Ukraine

  • For twenty years, in the EU there has been a trend of a lack of maritime infrastructure and a redundance of the road one, which has a negative impact on the economy. The intermodal transport market structure in the EU has not changed over the past ten years. The stability of transport systems due to the lack of changes in the transport market remains under threat, affecting supply chains and networks through the optimization of warehousing and transportation costs. The research methodology is based on a quantitative assessment of cause-and-effect relations between economic growth and transport and logistics in the EU. A statistical analysis of security indicators, intermodal and modal transport, international trade in goods within the EU and in the world trade in goods, the dynamics of GDP of the EU countries, the level of openness of the EU economy, investment and maintenance costs of different modes of transport and infrastructure has been carried out. The results show that in 2000- 2010 there were positive changes in the transport and logistics infrastructure of the EU, which had a positive effect on trade, openness of the economy of the EU, GDP growth. However, at that time, negative effects of environmental impact and the load on road and rail transport were accumulating. Investment in different modes of transport is limited, and technical maintenance and infrastructure maintenance costs form a significant part of GDP of the EU. A slowdown in economic growth leads to budget constraints and infrastructure financing gap. As a result, the freight and passenger intermodal and modal transport market structure remains virtually unchanged. The load on rail and road transport remains stable, despite the reduced level of transport hazards. Transport productivity has declined over the past ten years. Herewith, the intensification of trade and the openness of the EU economies require constant modernization and innovative renewal. The EU policy in this direction remains normative, uncontrolled, which is reflected in investment differences within the EU and maintenance costs.

Adjustment of the Appropriate Cost Support Rate for Measuring the Working Environment (작업환경측정 적정 비용지원율 수준으로의 조정 방안)

  • Objectives: An appropriate level of cost support is being proposed to maximize the participation rate. In addition, as the amount of support is highly concentrated at the level of the limit under the current level of supports, the level of cost support is low when the actual level of cost of measuring the working environment exceeds the limit. This paper describes the adjustment of an appropriate cost support rate. Methods: First, this paper analyzes the current cost support status using data from the KOSHA. Second, an alternative for adjusting the cost support rate is presented in consideration of the incentive aspect. Third, we present simulation results for the average cost support rate, the impact of each alternative on finance, and more. Fourth, the most desirable adjustment method is presented after comparing and analyzing the results of various alternatives. Results: In this paper, we present a new scale model. This model is a mixture of flat-rate, fixed rate, and subside cap. It is expected that the new model will not only facilitate participation in businesses with low measurement costs, but also have the effect of controlling measurement costs for institutions that incur greater costs. It is also expected that setting a cap will have the effect of considering government finances and inducing excessively costly institutions to reduce costs. Thus, the new model is likely to be superior to others. If the fourth plan is applied to new businesses and the fifth plan is applied to sustainable businesses, the average cost support rates will be 87.68 percent and 65.18 percent, respectively, and the needed finances will be 2.5 billion won, 18.8 billion won, and 21.3 billion won in total. Conclusions: It seems most desirable to introduce a new model that combines flat-rate, fixed-rate, and subsidy cap systems and achieve an appropriate cost support rate through this model.

Development of Defect-Repair Method-Cost Mapping Algorithm of Concrete Bridge Using BMS Data (BMS 데이터를 활용한 콘크리트 교량의 결함-공법-비용 매핑 알고리즘 개발)

  • As aged infrastructures have been increased, the importance of accurate maintenance costs and proper budget allocation for infrastructure become prominent under limited resources. This study proposed a mapping algorithm between representative defects, repair methods, and the estimated maintenance costs for concrete bridges. In this regard, using BMS (Bridge Management System) data analysis, bridge repair methods were classified and matched with defects according to their locations, types, and sizes. In addition, the maintenance costs were estimated based on the amount of work-load and quantity per unit using CSPR (Cost Standard Production Rate). As a result, the level of accuracy was an average of 85.1 % compared with the actual bill of quantity for Seoul bridge maintenance. The accuracy of maintenance costs is expected to be enhanced by considering the various site conditions such as pier height, extra charge conditions, additional equipment, etc.

Economic Efficiency of the Korean Container Terminals: A Stochastic Cost Frontier Approach

  • Purpose - Recent issues such as vessel enlargement, strengthening of environmental regulations, and port smartization are expected to increase costs and intensify competition in the port industry. In the new normal era, when external growth has reached its limit, the efficient operation of ports is becoming indispensable for achieving sustainable growth. This study aims to identify the determinants of inefficiency by examining the cost structure and efficiency of container terminals in Korea and furthermore propose the political implications to derive the maximization of efficiency. Design/methodology - This study estimates the cost function of container terminal operators and identifies the efficiency of container terminals using stochastic cost frontier (SCF) in the first stage. In the second step, the SCF results are compared with the data envelopment analysis (DEA). Last, this paper proposes efficiency determinants on container terminal operation to establish appropriate strategies. Out of the 29 container terminal operators in South Korea, 13 operators participated in the survey. The translog cost function was estimated utilizing a total of 116 observations collected over the 2007-2017 period. Findings - Empirical analysis shows that economies of scale exist in Korea's container ports, which provides a rationale for the government's policy to establish the global terminal operator by integrating small terminal operators to enhance competitiveness. In addition, as a result of the determinants analysis, container throughput, weight of direct employment costs, and labour cost share have positive effects on improving cost efficiency, while inefficiency increases as the length of quay increases. More specifically, cost efficiency improves as the proportion of direct employment costs to outsourcing service costs increases. Originality/value - This study contributes to analyzing the inefficiency factors of container terminals through efficiency analysis with respect to a cost function. In addition, this study proposes the practical and political implications, such as establishing a long-term manpower pool, the application of the hybrid liner terminal system, and the construction of a statistical data system, to improve the cost inefficiency of terminal operators.

  • Recent industrial development and technological breakthroughs have made our life much more convenient, however, at the cost of environmental degradation resulting from indiscreet focus on development in combination of disregard of impact on eco system. Notably, global warming is one of the most serious environmental issues, triggering attention for environmental protection in Korea and elsewhere. To address such issues, nations around the world are beefing up environmental regulatory framework such as UNFCCC(United Nations Framework Convention on Climate Change) to tackle environmental challenges from global perspective. Against the backdrop, Korea has been engaging actively in global initiatives to reduce climate change, ratifying UNFCCC in 1993 and the Kyoto Protocol in October, 2002. However, unlike the government responding to environmental degradation in earnest, construction industry is far from making efforts to reduce wastes. Construction waste is a source of environmental deterioration world wide and adds to the aggregate cost that construction companies should assume. Korean construction firms also need to develop initiative aggressively to respond to changes in environmental policies and reduce construction costs. Therefore, this study aims at examining sources of wastes in construction sites and suggest solution in order to prod local construction companies to develop countermeasures.

Protection Motivation Theory and Environmental Health Behaviors: A Systematic Mapping

  • This study aimed to explore the themes and parameters of environmental health behaviors based on Rogers' protection motivation theory through a systematic mapping review. Using a systematic approach, a literature review was conducted of articles that adopted Rogers' protection motivation theory. A total of 11 articles on protection motivation theory using participants and environmental health as outcomes were identified in a search of CINAHL, Cochrane Library, EMBASE, Eric, PsycARTICLES, PubMed, and RISS between September 1 and September 8, 2021. Themes related to the environment and personal behaviors between 2002 and 2021 were extracted. The parameters based on protection motivation theory were identified through systematic mapping as fear appraisal, rewards of maladaptive response, severity, vulnerability, costs of adaptive response, response efficacy, self-efficacy, and intention. Self-efficacy and response efficacy considerably affected environmental health behaviors. Emotional fear appeal related to environmental hazards motivates an internal process that alters the threat appraisal and their coping appraisal. Environmental behavior perception and intention influenced on environmental health behaviors with small effect sizes. Therefore, a deeper understanding of the severity of environmental health issues could lead to the development of helpful, effective, and intensive interventions to promote healthcare among the vulnerable population.

A Study on Changes of Apartment Landscapes (아파트 조경의 변화에 관한 연구)

  • The purpose of this study is to identify landscaping costs for apartment landscapes, landscape facility factors, and the transition of spatial composition for landscapes. In addition, based on the questionnaires and analysis results for workers in related fields such as landscape design companies and construction companies, this study aimed at acquiring results for the development of current apartment landscapes and directions for improvement in the future. Through the results, it aimed at providing basic data for apartment landscapes in the future. Results showed that there was approximately a 2.6 times increase for landscaping expenses of actual apartment landscapes, and a 7.0 to 11.5 times increase in the future can be expected. The cause of such increase is the continuously growing demand for a more pleasant environment. Landscape facilities factors have been diversified, and most facilities are used as multi-purpose spaces rather than serving simple facilities. Questionnaires and field investigations showed that water facilities underwent the biggest changes, and the cause for such changes were found to be the introduction of new facilities such as water facilities and environmental structures, as well as the creation of integrated functions and spaces. Spatial composition for landscapes showed that multi-purpose spaces were established, and for the apartment differentiation strategy, there were many different changes such as theming of green areas and places for exchange among residents. For changes, the most changes were in green areas, and studies also showed that there were many changes for rest areas as well. The cause for such change is judged to have been brought about by the increase of landscape space by placing parking areas underground, and investigations showed that compared to green areas composed of large grass patches, recent apartments are establishing diverse and experience-based green areas.

A Study on the Proper Rate of the Safety Management Cost under the Construction Technology Promotion Act by Direct Calculation (건설기술진흥법 상 안전관리비에 대한 적산 및 품셈을 통한 적정 요율 산정에 관한 연구)

  • The safety management cost system under the Construction Technology Promotion Act has contributed greatly to the prevention of construction accidents according to the chronological changes and social demand, but various problems have been pointed out. The biggest problem is that the safety management cost is earmarked very low because other items of safety management costs except for the safety inspection are not appropriately included in the actual construction site. Furthermore, it has been pointed out that it is difficult to settle the orderer due to the lack of specific use criteria. Therefore, in order to secure the proper safety management cost, this study is to estimate the actual cost by using of specification, quantity, material cost, labor cost for each type of the safety management item The results of this study were compared with the 71 cases of safety management costs in the safety management plan. In addition, analysis of unclear or unnecessary items in the current safety management cost and criteria and suggestions for improvement are provided. It is hoped that the results of this study will contribute to the rational safety management rate calculation.
