관세철폐가 친환경연료 산업에 미치는 일반균형적 파급 효과 (General Equilibrium Effects of Trade Liberalization on the Diffusion of Environment-friendly Fuels)

  • 본 연구는 우리나라가 자유무역정책을 실시할 경우 경제 전반과 친환경연료인 바이오디젤 산업에 미치는 영향을 정태적 연산가능일반균형모형(CGE)을 이용하여 분석하였다. 이론적으로 자유무역과 환경 간의 관계에 대해서는 '공해안식처 가설'이 1970~1980년대를 풍미하였으나, 1990년대 이후 Townsend and Ratnayakee 등은 자유무역이 생산효과, 규모효과, 구조효과, 규제효과를 통해 친환경기술 도입을 촉진하는 기능이 있음을 역설한 바 있다. 본 연구는 이러한 측면에서 과연 무역자유화의 효과로서 관세철폐가 우리나라 바이오디젤 산업에 어떤 영향을 미칠 수 있는지를 정량적으로 분석했다는 점에서 의의가 있다. 연구 결과 관세가 철폐되면 농업부문 산출은 전반적으로 감소하는 반면, 바이오디젤 산업은 팽창하며, GDP와 소비자 후생이 증가하는 것으로 나타났다. 바이오디젤 산업이 팽창하는 것은 원료인 대두유가 해외에서 수입됨에 따라 관세를 철폐할 경우 원료 수입가격이 하락하기 때문이다. 즉, 토지 생산성 측면에서 우리나라에서 생산되는 원료를 바이오디젤 원료로 이용하기보다는 동남아나 북 중남미 등에서 원료를 개척하여 수입하는 것이 경제적 이익을 극대화할 수 있고, 자유무역은 이를 더욱 가속화시킬 수 있다는 것이다.

유비쿼터스 영농일지 시스템의 구현 (Implementation of System for a Ubiquitous Farming-diary)

  • In this paper, we propose a ubiquitous Farming Diary System which can support the easy and reliable recording of a farming diary for the certificate on environment-friendly agricultural products by using the USN(Ubiquitous Sensor Network) technologies. By using growth-related data, the system can also control farming facilities remotely and automatically. To achieve this goal, the UFDS(Ubiquitous Farming Diary System) is consisted with 3 layers. The first 'physical layer' can collect data from sensors, cameras and facilities then controls the growth environment based on the analyzed information. The second 'Middle layer' can process and store the data from 'physical layer' to sensor manager, image manager, control manager and diary manager separately. The third 'application layer' can provide growth-related services to users through various applications. The UFDS can recording grow history information automatically and Easily. Besides, the system can make an accurate and reliable farming diary with multimedia information such as motion and sound. Furthermore, environmental information such as temperature, humidity, luminance and soil conditions (soil temperature, soil humidity, soil EC) can be monitored in real-time and the facilities managed in remote sites.

우리나라 친환경 농산물에 대한 소비자 의향분석 (An Analysis of Consumer's Taste on Environment-Friendly Agricultural Products in Korea)

  • 본 연구는 소비자의 친환경 농산물에 대한 반응과 친환경 농산물 구입의향에 미치는 영향요인을 체계적으로 규명하기 위해 경험적 통계학적 분석을 시도함으로써 소비 확대와 친환경 농업정책 수립을 위한 시사점을 발견하는데 목적을 두었다. 소비자들의 친환경 농산물에 대한 인식의 정도와 주요 구입처, 친환경 농산물의 단점, 친환경 농산물을 구입하지 않는 이유 등 구입 실태에 대한 것은 설문조사를 통하여 살펴보았고 이를 토대로 친환경 농산물 구입의향에 영향을 미치는 요인들을 살펴보기 위하여 가설을 설정하고 그 가설을 검증하기 위해서 ANOVA분석, 상관분석으로 변수들의 관계를 살펴보았으며, 다중회귀분석을 통하여 가설을 검증하였다. 친환경 농산물에 대한 소비자 성향 분석 결과 친환경 농산물에 대한 구입이 있는 소비자는 전체 응답자의 88.2%였으며, 채소류를 가장 많이 소비하는 것으로 나타났다. 구매이유는 건강이나 질병치료를 위해서가 많았으며, 대부분 소비자들이 친환경 농산물의 가격이 높아 구입이 어렵다는 의견도 많았다. 그리고 일반농산물과의 선호도에서는 85.8%가 친환경 농산물에 대해 긍정적으로 생각하고 있었으며, 장래에도 가격이 저렴하고, 재배 유통과정이 확실하면 계속 구입하겠다는 의견이 89.3%로 나타났다. 따라서 친환경 농산물에 대한 소비자 의향에서 나타난 친환경 농산물의 소비 저해 요인을 최소화하고 소비를 확대시키기 위해서는 재배 및 유통 과정을 투명하게 소비자에게 알려 소비자가 신뢰할 수 있도록 철저한 품질인증 관리와 함께 관행재배 농산물이 유사 판매되지 않도록 하며, 잔류 농약으로부터 안전한 건강식품이라는 것을 소비자에게 인식시키는 일이 무엇보다 중요할 것으로 생각된다. 그리고 친환경 농산물 판로를 다양하게 하고, 고소득층이 사는 지역을 대상으로 일반 생필품과 함께 친환경 농산물을 구입할 수 있는 장소를 확대하는 한편, 생산 및 유통 판매 과정에서 발생되는 비용이 절감시켜 지나치게 높은 가격으로 판매되지 않도록 하여 친환경 농산물이 일반 농산물보다 더 비싸게 받아야 하는 이유를 소비자가 납득할 수 있도록 근거를 제시하는 등 소비 확대 노력이 전개되어야 할 것으로 생각된다.

충북 영동군의 농촌지도사업 (Agricultural Extension Services in YoungDong County , ChunaBuk Province)

  • Agricultural extension services in YoungDong county, ChungBuk province have tried and changed many things to overcome difficult situations since localization of extension services in 1997. The county Rural Guidance Office changed the name of the office as county Agricultural Technology & Extension Center (ATEC), and has been operated as a service center for all people who need help in agriculture. The recent efforts of the ATEC have been placed on eco-friendly agriculture and sustainable agriculture for protecting the natural environment of the county as well as production of safe agricultural products. In order to overcame difficult situations under the IMF, the ATEC has tried to find new ways for the extension services because of reduced extension educators under the IMF restructuring. The followings were a few examples of many efforts in various fields to overcome difficult situations in the rural county; 1) The ATEC has supported services to produce safe and high quality agricultural products and to increase their high value through extension services for food processing. 2) The ATEC has opened experimental fields for farmers who want to learn new technologies to cultivate grapes, persimmons, apples and pests etc., specialty fruit trees in the county. 3) The ATEC has implemented many kinds of programs to improve the quality of the extension educators to serve better.

친환경 식품 전문점의 점포속성이 지각된 가치와 충성도에 미치는 영향: 배송 서비스의 조절효과 (Effect of Eco-Friendly Food Store Attributes on Perceived Value and Loyalty: Moderating Effect of Delivery Service)

  • Purpose: The online market is growing the most in history due to the expansion of non-face-to-face commerce. In addition, as consumers' interest in health, food safety, and environment increases, interest in and consumption of eco-friendly agricultural products is also increasing. Therefore, in the case of a specialty store that sells eco-friendly organic agricultural products, a marketing strategy that can increase customer loyalty by reflecting these consumer needs is necessary. In this study, the store attributes of eco-friendly food stores are classified into location, assortment, price, quality, and employee service, and the effect of each store attribute on utilitarian and hedonic value is investigated. Research design, data, and methodology: The subjects of this study were customers who visited an eco-friendly food store. Of the 511 survey responses, 311 were used for statistical verification, excluding 200 who had not visited within the last 3 months. For statistical analysis, Smart PLS 3.0 was used, and after checking the validity and reliability of the items, hypothesis testing was performed. Result: As a result of the study, it was found that assortment, quality, and employee service among store attributes had a positive (+) effect on utilitarian and hedonic value. Second, location had no significant effect on utilitarian and hedonic value. Third, price did not appear to have a positive (+) effect on the utilitarian value, and it was found to have a positive (+) effect on the hedonic value. Fourth, It was investigated whether the presence or absence of delivery service had an effect on store attributes between utilitarian and hedonic value, and it was found that there was a significant effect between employee service and hedonic value. Conclusions: Among eco-friendly food store environment management will be required in order to provide food that meets the tastes and needs of consumers by diversifying the taste, standard, and quality grade of food, and to maintain or improve the quality. In order to unlike other stores, eco-friendly food stores have high price resistance from the point of view of consumers, so it is necessary to diversify promotional media such as YouTube and SNS to raise awareness of eco-friendly organic food.

  • To revitalize rural economy and to generate job opportunities in the Korean countryside through the specialized production of high-valued/environment-friendly farm products and the active promotion of green tourism in the farmland-remodelling project sites in 4 main riverside areas, this study developed the regionally differentiated development models of future-oriented agri-business complex. Through two rounds' expert group consulting/checking, related literatures review and similar case-projects benchmarking, a tentative model system was made and corrected, and finally, 6-development types with 24 model complexes proposed.

생산자조직 단위 친환경농업 경영실태에 대한 분석 (A Case Study on Management Situations of Environment-friendly Farming of a Producers' Organization)

  • This case study surveyed management situations of environmentally friendly farming(EFF) producers' organization and their main activities. Farmers are aging as an average age of 55-year old and producing fruit-bearing vegetables. The EFF did not increase farmer's income, however, price and income was stabilized more than that of conventional farming because of contract farming. Farm household liabilities are caused by purchasing agricultural machinery, materials and so on. Farmers of EFF have been also cultivating conventional farming, but they don't plan much conversion intention of conventional farming into EFF owing to lack of differentiated and stable market for their EFF products. And they are guessing that EFF income will increase a little. For increasing of EFF income, they think that it is necessary to reduce production cost, produce high quality production, develop processing foods, enlarge contract farming and so on.

  • The objective of this study was to set priority for future core technologies in agricultural and environmental science using analytic hierarchy process(AHP). Forty-six technologies were derived by specialist meetings. Evaluation criteria, for setting the priority were decided as 'technology', 'marketability', and 'public'. Eighteen specialists in agricultural and environmental science answered to the questionnaire for AHP. As the results, 'technology' was decided as the most important evaluation criterion. The 'Feasibility' in 'technology' criterion, 'Market Growth' in 'marketability' criterion, and 'Impact to other industry' in 'public' criterion were decided as sub-criteria in each criterion. The most important technology was 'Risk assessment of toxic heavy metals and establishment of accreditation criteria for environmentally friendly agricultural products.

Test of Larvicidal Effect of Some Commercial Natural Products on Lepidoptran Plutella xylostella and Spodoptera litura Larvae

  • A diverse kind of environment-friendly agricultural materials(EFAM) for the control of insect pests is on the market. These EFAMs are a part of essential sources for the accomplishment of successful, sustainable, and environment-friendly agriculture. Thus, accurate information of these EFAMs is one that required for the success of environment-friendly agriculture, but, in reality, still appropriate information is absolutely in shortage. In this study, we, therefore, tested the efficacy of commercial EFAMs against two lepidopteran insect larvae, the diamondback moth Plutella xylostella(Lepidoptera: plutellidae) and the tobacco cutworm Spodoptera litura(Lepidoptera: Noctuidae). After the two insect pests were successfully stabilized in indoor environment the larvicidal activity was tested at $24{\pm}1^{\circ}C$, relative humidity(RH) of $60{\pm}5%$, and a photoperiod of 16L:8D, and mortality was determined 48 hrs after EFAMs are treated. The EFAMs that showed more than 90% of larvicidal activity were each six among 16 against both P. xylostella and S. litura and only three of them showed consistent larvicidal activity against both species, signifying species specificity of EFAMs and importance of selection of proper EFAMs depending on target insect pest.

국내 유통 농산물 중 과채류와 근채류의 잔류농약 모니터링 및 위해성 평가 (Monitoring of Pesticide Residues and Risk Assessment for Fruit Vegetables and Root Vegetables of Environment-friendly Certified and General Agricultural Products)

  • 전국 6개 도시에서 유통되고 있는 농산물 중 과채류인 토마토와 참외, 근채류인 마늘, 감자 및 양파에 대한 농약잔류실태와 위해성을 평가하였다. 수집된 250점의 시료는 GC/ECD, GC/NPD 및 HPLC/UVD을 이용한 다성분 동시분석법으로 잔류농약을 분석하였다. 분석 결과 42점 시료에서 17종의 농약이 검출되었으며, 관행농산물 32점, 유기농산물 1점, 무 농약농산물 4점, 저농약농산물 5점에서 검출되었다. 1점의 관행농산물 감자에서 검출된 myclobutanil, 8점의 관행농산물 및 2점의 저농약농산물 참외에서 검출된 procymidone은 작물에 대한 농약 잔류허용기준이 설정되어 있지 않은 농약이었으며, 관행농산물 감자에서 검출된 fenbuconazole 1점과 관행농산물 토마토에서 검출된 phorate 1점의 검출량은 잔류허용기준치를 초과하여 부적합 농산물로 분류되었다. 검출된 농약과 그 검출량을 토대로 농약의 1일 섭취허용량을 산출하여 식품을 통해 매일 섭취되는 농약이 인간에게 미치는 위해도를 평가한 결과 ADI 대비 최저 0.0064%에서 최고4.6035%로 낮은 %ADI 값을 보였고 5종의 농산물 섭취에의한 위해성은 낮은 것으로 판단되었다.
