Principles and Guidelines for Social Impact Assessment: A Critical Review on the US Case (사회영향평가의 원칙 및 지침에 관한 연구 - 미국 사례를 중심으로 -)

  • Despite the ubiquitous practice of environmental impact assessment around the world, social impact assessment has been alienated from assessment process from the beginning. Not until 1993 was 'Interorganizational Committee' established in the United States to prepare for 'Principles and Guidelines for Social Impact Assessment.' This study is an attempt to critically examine US 'Principles and Guidelines.' First, the study traces history of social impact assessment to reveal why the latter became "the orphan in the assessment process." Second, it critically reviews 'Principles and Guidelines' to find its merits and defects. For instance, a principle regarding environmental justice is perceived as necessary as society has become conscious of social justice and equity while putting too much emphasis on predictive traits of social impact assessments only fosters "checklist mentality." Third, the study reflects on 'Principles and Guidelines' in particular and social impact assessment in general in order to probe what is social impact assessment. To do so, it pays attention to scholars, who have criticized technocratic and procedural elements of 'Principles and Guidelines.' They show that social impact assessment is philosophically and methodologically teleological in that "fluid and contested meanings" between social impacts and the public are meaningful in itself. And simple procedural guarantee of the public involvement, they argue, is not enough to define social impacts. Lastly, from the critical analysis of 'Principles and Guideline,' the study looks for alternatives to improve how to assess social impacts in a Korean context.

Influences of Consumers' Subjective Knowledge and Brand Image on their Purchase of Environment-friendly Agricultural Products (소비자의 주관적 지식과 브랜드 이미지가 친환경농산물 구매에 미치는 영향)

  • This study aims to prepare a solution necessary for boosting the consumption of environment-friendly agricultural products, positively reflecting consumers' opinions that expect supplies of safe agricultural products to secure the domestic farms producing environment-friendly agricultural products and at the same time, to meet consumers' needs. As a result of the hypothesis testing, of the subjective knowledge in Hypothesis 1, product knowledge had an impact on attitude, while purchase knowledge and use knowledge after purchase were not significant. Of the subjective knowledge in Hypothesis 2, purchase knowledge and product knowledge had significant impacts on purchase intention. Brand image in Hypothesis 3 had a significant impact on attitude, while brand image in Hypothesis 4 had a significant impact on purchase intention. As a result of the mediated regression analysis of Hypothesis 5, all of the subjective knowledge, purchase knowledge, product knowledge and use knowledge after purchase had an impact on purchase intention, partially mediated by attitude, and brand image, too, had an impact on purchase intention, partially mediated by attitude.

Auditory Interaction Design By Impact Sound Synthesis for Virtual Environment (충돌음 합성에 의한 가상환경의 청각적 인터랙션 디자인)

  • Focused on the fact that sound is one of the important sensory cues delivering situations such as impact, this paper proposes an auditory interaction design approach for virtual environment. Based on a few sampling of basic material sound for various materials such as steel, rubber, and glass, the proposed method enables design transformations of the basic sound by allowing modification of mode gains that characterize natural sound for the material. In real-time virtual environment, it also provides simulation of modified sound according to the change of impact situation's perceptual properties such as colliding objects' size, hardness, contacting area, and speed. The test results on cognition experiment for discriminating objects' materials and impact situation by sound showed the feasibility of proposed auditory interaction design method.

Environmental impact assessment for city logistics distribution systems

  • The external diseconomy is hampering sustainable development of the city logistics sector. Burdens on urban environment imposed by the city logistics industry have been put in the spotlight. Based on the principle of Life Cycle Analysis, the comprehensive environment impact for city logistics systems is measured. Firstly, with the city logistics service chain as a whole, its business processes and their interactions with environment are analyzed. In total four types of major environment impact categories are determined. Secondly, case study is made on three city logistics operators located in Jing-Jin-Ji region of China with different business modes, respectively self-operation mode, joint distribution mode and the $3^{rd}$ Party Logistics or 3PL mode. Through analysis of energy consumption and emissions for various business processes, their comprehensive environmental impact values are finally obtained. Thirdly, horizontally comparative analysis is carried out to these three modes of the urban logistics distribution systems. Results show the advantages of the 3PL and the joint distribution modes in developing greener urban logistics distribution. Future research avenues and policy suggestions are proposed finally.

  • Environmental impact assessment (EIA) is a tool used in planning development strategies and projects, and its use has been adopted into planning regulations in a number of countries. EIA has progressed from the consideration of pollution assessment, through the wider range of ecological assessment. Now EIA is required to consider the textbook of university students. Students taking lesson on EIA textbook are generally majoring in a variety of subjects, including environmental engineering, environmental health, environmental science, city planning, civil engineering, public policy, economics, and applied earth sciences. However, substantiality program of teaching material on EIA textbook has not been studied at expert society in the meantime, though a number of EIA textbook have been published every year in Korea. In current study, we presented the point at issue and improvement method of teaching material of EIA for student using domestic and foreign teaching materials and papers.

Nonlinear dynamic response of axially moving GPLRMF plates with initial geometric imperfection in thermal environment under low-velocity impact

  • Due to the fact that the mechanism of the effects of temperature and initial geometric imperfection on low-velocity impact problem of axially moving plates is not yet clear, the present paper is to fill the gap. In the present paper, the nonlinear dynamic behavior of axially moving imperfect graphene platelet reinforced metal foams (GPLRMF) plates subjected to lowvelocity impact in thermal environment is analyzed. The equivalent physical parameters of GPLRMF plates are estimated based on the Halpin-Tsai equation and the mixing rule. Combining Kirchhoff plate theory and the modified nonlinear Hertz contact theory, the nonlinear governing equations of GPLRMF plates are derived. Under the condition of simply supported boundary, the nonlinear control equation is discretized with the help of Gallekin method. The correctness of the proposed model is verified by comparison with the existing results. Finally, the time history curves of contact force and transverse center displacement are obtained by using the fourth order Runge-Kutta method. Through detailed parameter research, the effects of graphene platelet (GPL) distribution mode, foam distribution mode, GPL weight fraction, foam coefficient, axial moving speed, prestressing force, temperature changes, damping coefficient, initial geometric defect, radius and initial velocity of the impactor on the nonlinear impact problem are explored. The results indicate that temperature changes and initial geometric imperfections have significant impacts.

Presentation on Health Impact Assessment of Transportation Noise (교통소음 건강영향평가 소개)

  • Because many people suffer from physical and mental damage caused by the noise created by transportation infrastructure, including road traffic, rail, and aircraft, developed countries have conducted research on predicting and solving the impact to human health from being exposed to transportation noise. Therefore, this study suggests a fundamental plan to assess the health impact of transportation noise on the basis of domestic and foreign prediction results regarding the health impact of transportation noise. The domestic and foreign exposure-response expressions, including the noise index and the health impact indicator of annoyance and sleep disturbance, are compared, and it is found that domestic individuals show a more sensitive response to transportation noise. Based on domestic and foreign research, and a case study regarding the health impact of transportation noise, a fundamental plan to assess the health impact of transportation noise comprises the preparation of objective assessment standards through the improvement of exposure-response models, and the establishment of reduction measures which can improve the quality of the transportation noise environment.

Study on the soil related assessment factors in Korean Environmental Impact Assessment (환경영향평가 시 토양 관련 평가 항목에 대한 고찰)

  • Environmental impact assessment has been implemented for more than 30 years in Korea. During that period, various amendments were carried out about target plan and assessment factors. However, in current environmental impact assessment act, only a few factors has been considered for soil environment assessment. This study analyzes the national and foreign environmental impact assessment guidelines on soil related factors and figures out the problems and implications of Korean environmental impact assessment. In Korea, water quality, topography and geology, hydraulics and hydrology, and soil contamination were analyzed as a soil related factors. The main assessment targets were pollution related factors such as soil pollution levels, amount of rainfall runoff, and non-point sources. However, in the case of foreign guidelines, soil compaction, soil sealing, and soil salinization is being analyzed for evaluating function and quality of soil environment. The revision of soil-related factors are needed for sustainable development of Korea.

  • This study was aimed at analyzing the structural relationship among such factors as industrial environment, technological cooperation, technological innovation performance and management performance that are essential to technological innovation of small and medium-sized companies. For this aim, an analysis was conducted to determine which of the factors in industrial environment has impact on technological cooperation of small and medium-sized companies. An empirical analysis was also performance to find what kind of effects the technological cooperation may have on technological innovation and management performance. From the analyses, it became known that: first, changes in industrial environment have influence on technical cooperation factors including production technology, technical information, technical manpower and fund for technology that are assorted by means of factorial analysis; second, the technological cooperation of small and medium-sized companies has impact on their technological innovation performance; and third, the technological cooperation of small and medium-sized companies has impact on management performance.

  • Environmental monitoring system has been adopted and supplemented as inspection measures for the quantitative and qualitative changes of environmental impact assessment (EIA). Meanwhile it has been continuously pointed out that there is insufficient connection between environmental monitoring system and EIA. Often the agreed environmental impact assessment has not been fulfilled due to the argument of the cost, timing and situations of construction sites. Thus the purpose of this study is in search of the rationalized environmental monitoring system in order to harmonize the development and environmental conservation through the improvement of unreasonable aspects of the current EIA execution process. As to comply with the purpose, this research was carried out with three different but complimentary sources: environmental laws and regulations, foreign case studies of Japan, U.S.A. and Canada, and interviews with 73 experts. Finally, improved environmental monitoring system has been introduced reflecting the present process of EIA.
