Application of Rapid Impact Assessment Matrix for Environmental Impact Assessment (환경영향평가에서 있어서 신속영향평가(RIAM) 기법 적용방안)

  • The rapid impact assessment matrix (RIAM) might be a new tool for performance of an environmental impact assessment (EIA), comparing with many traditional methods of EIA, which have produced large reports setting out the subjective judgement reached by the assessors. The main criticisms of E1A are in part a natural result of the traditional method used. RIAM uses a structured matrix to allow for such judgement, both subjective and those based on quantitative data, to be made on a like-by-like basis, and provided a transparent and permanent record of the judgement made. Also, the computerized RIAM system using software program allows for the matrix to be shown in graphical form, which greatly enhances the clarity of the results produced by this method. RIAM provides a system by which development options and scenarios can be rapidly evaluated. To illustrate the use of RIAM, an example from an EIA study using application of scoping by assessment criteria in Environmental Impact Regulation of Korea was given. The criteria that might be used to evaluation EIA methods, and how RIAM measures up against these criteria, are discussed.

  • Soil environment has not received much attention from the environmental impact assessor community although soil contamination may affect human health and the eco-system. This study was the first trial to discuss the role and importance of soil environment in the environmental impact assessment(EIA) and suggest possible environmental impact assessment schemes for soil. The objectives of the study were to show the effects of soil contamination on human health, the environment and the social community, suggest efficient EIA schemes in Korea and establish the basic concepts of soil environment assessment involving fate and transport of contaminants and its risk.

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

An Experiment Study on Floor-Impact Sound Insulation by Resilient Materials in Apartment Buildings (완충재의 종류에 따른 공동주택 바닥충격음 차단성능에 관한 실험연구)

  • In apartment buildings, floor-impact sound has bean regarded as the major source which induces complaints from residents. It is mainly due to the use of light-weight structures. The vibration produced by impact on one part of an apartment building would travel as far as the other parts of structure with a little alleviation. As a result, the impact sound from upstairs has been regarded as a main source of noise causing discontentment among occupants. This study was carried out to measure the floor-impact sound levels and evaluate the insulation performance of floor-impact sound for nine apartment buildings. The floor-impact sound levels were measured for twenty-five On-dol floor structures and various factors which influence the floor-impact sound were analyzed.

A study on the impact prediction in environmental impact statement (환경영향평가서 영향예측에 대한 연구)

  • The purpose of this paper was to analyze the content of impact prediction in EISS, in order to find the degree of the acuracy of impact prediction . 30 EISS were selected as analysis objects through variance miximization strategy. Content analysis of the selected EISS was performed by 5 analysis items, such as quantification of measurement, range of impact area, time frame of impact, likelihood of impact, and explict characterization of impact significance. The results showed that the accuracy investigated by the 5 items was very low. In conclusion, 5 suggestions were proposed in order to improve the credibility of EIS as a scientific report. The 5 suggestions were : 1) impact prediction should be described by quantitative measurement; 2) In establishing the time frame of the impact and the referent populatioin influenced by the impact, the characteristics of the proposed action should be carefully considerd; 3) the significance of the predicted impact should be quantitatively described; 4) specific description should also be used in the likelihood or the probability of the predicted impact in a real world; 5) equal emphasis should be put on the three environment, including natural and social as well as living environment.

  • Cumulative effects can be defined as impacts on environment which results from incremental impacts of a proposed project, which covers other past, present, and reasonably foreseeable future actions. The necessity of Cumulative Effect Assessment is that, when there are several projects near the project area, environmental effects of individual project can be larger or smaller than those of individual project without having projects nearby because of synergy, ascending and descending effects. This study was intended to help Environmental Impact Assessment practitioners identify spatial and temporal boundaries during the scoping stage. To do this, literature review of domestic and foreign legislations, guidelines, textbooks and papers related to Environmental Impact Assessment and Cumulative Effect Assessment was accomplished. This study suggests that continuous research be needed in order to identify spatial boundaries for other assessment fields and to develop methodologies for cumulative effect assessment.

  • As the environmental concerns in Korea have shifted gradually from the environmental pollutions to the quality of life (QOL) enhancement, it has become increasingly important to implement comprehensive assessment of environmental quality as possible. This is the major reason to develop Environmental Assessment Index. This study focuses on indices development of factors in Environmental Impact Statement Preparation Regulation. Environment in this regulation is composed of natural environment, life environment and socio-economic environment, and it is composed of 22 factors. EAI(Environmental Assessment Index)studied in this research is integrated by 16 factors. It will contribute to public participation in Environmental Impact Assessment process and environmental policy.

Reducing Plan of Environmental and Social Conflicts for Tidal Power Plant through the Analysis of Environmental Impact (조력발전사업에서의 환경적 영향 분석을 통한 환경·사회적 갈등 저감방안)

  • The major causes of environmental and social conflicts were analyzed through the samples of the construction and the management for tidal power plant abroad and inland. Based on the results, the eco-friendly and socially acceptable policy instruments for decreasing the scope and intensity of the conflicts were explored. Regarding environment issues, it was found that the tidal power project resulted in decreasing in tidal range and area of intertidal zone and in damaging to tidal flat and wetland conservation area. Also there are the characteristic change of tidal current and biological effect, etc. The major environmental and social conflicts were resulted from the distrust of environmental results to environmental impact assessment and prior environmental review and the distrust of project feasibility study, and insufficient activities of public participation. In this study, introduction to joint fact-finding(JFF) was reviewed as the measure of minimizing environmental and social conflicts.

The Impact of Environment and Adoption Factors on the Performance of Financial EDI systems (금융EDI시스템의 환경 및 도입 요인이 성과에 미치는 영향)

  • Many Korean banks and companies have adopted EDI to replace traditioanal paper documents by electronic ones, which can move much faster with greater accuracy, Also, it is expected to reduce overall costs and maintain good relationships with customers. However, in practice, the performance of EDI seems to be less than expected. The purpose of this paper is to identify the impact of environment and adoption factors on the performance of financial EDI. We proposed a model for the relationships based on the existing literature and peformed a survey of Korean commercial banks and companies using KTNET. The results of this study are as follows: First, the business environment represented by the size of companies and the frequency of transactions showed a negative impact on the performance in terms of efficiency, which is quite converse to the common belief. Second, the technical environment, including computing skills of users and operators, showed a positive impact on the performance in terms of effectiveness. Third, the clearer the adoption purpose, the higher is the performace as intended, while the initiative for the adoption process showed no significant impact.

  • Purpose: A lot of active researches have addressed the impact of a building on global environment, but most of the researches focus on a residential building and a large office building. Hereupon, this study assessed the impact on environment quantitatively through the analysis of input materials targeting a school building. Method:This study calculated embodied energy of input materials suggested in a construction statement on a school building using the input-output analysis. This study finally carried out environmental impact assessment by applying LCIA DB shown in the preceding researches to the calculated embodied energy. Result: The analysis result revealed that the environmental impact per unit area(/$m^2$) at a school building was $4.11E-02PE{\cdot}yr$, among which Construction was found to be $3.59E-02PE{\cdot}yr$, being analyzed to account for about 87% of the total environmental impact. Also, as a result of detailed environmental impact, the impact on global warming among the total environmental impact was analyzed to be high, accounting for about 76%.
