Discussion on the Indicator System and Methods of Environment Impact Assessment for Port Master Planning

  • Planning Environment Impact Assessment is regarded as one of the most important measures to achieve sustainable development in China. Conduct environment impact assessment for port planning was prescribed by Environment impact Assessment Law of the People's Republic of China. This Paper introduces the basic concept of Planning Environment Impact Assessment and Port Planning firstly, and then discusses the assessment indicators and assessment methods adopted in the Environment Impact Assessment for port planning. At last, the application of the indicators and methods are illustrated in case studies based on the practice on Port Planning's Environment Assessment in China.

사회환경분야 환경영향평가 개선방안 (A Study on the Improvement Scheme of Environmental Impact Assessment in Social Environment)

  • The purpose of this study is to understand the process and characteristics of social impact caused by development projects through research and analysis on issues presented during development projects carried out in Korea. Furthermore, on the basis this analysis, this study proposes possible improvement measure environmental impact assessment for minimizing social impact of development projects in the future. Issues related to development projects are generated mainly by the following three causes. Initial social impact can occur when a development project directly causes certain changes in natural, living and social environment. Operational problems related to assessment are another cause of social impact, and it can also occur when changes in natural and living environment work in tandem with social environment sphere. Social impact of development projects is not brought about solely by changes in social environment, but is the result of interaction of factors such as changes in social, natural, living environment and problems related to assessment or operation/management. As to why the current environmental impact assessment could not provide satisfactory solution to the issues mentioned above, this study suggests the following reasons: limitations of assessment method used in social environment category, difficulties in defining assessment criteria, limitations inherent in criterion referenced assessment method, insufficient issue-making in local community, and lack of participation on the part of local residents. Possible solutions for these limitations are as follows: 1) To identify local issues in social environment category through participation of local experts in scoping stage, 2) To adopt deliberative method for local participation, 3) To utilize social survey technique.

  • The air quality simulation models in wide use for air quality impact assessmetns are reviewed. After an intensive survey and comparative study upon the environmental impact assessment reports submitted to Ministry of Environment during 1990~1998, we could identify the major common problems with the air quality impact assessment procedures. Several remedies are presented here, including use of the screening models applicable to the complex terrain.

  • 본 연구에서는 해양에서 진행되는 개발사업으로 인하여 해양환경에 미치는 영향을 효율적으로 판단할 수 있는 평가지수들을 비교·검토하였다. 해양수질 분야에는 수질평가지수(WQI), 해양저질 분야에는 유해화학물질 정화지수(CIHC), 부영양화 정화지수(CIET), 농축계수(EF), 해양저서생물 분야에는 저서건강도지수(BHI), 저서오염지수(BPI)를 선정하였다. 개발사업에서 관측된 자료를 각각의 평가지수에 적용하여 평가지수의 특성 및 효용성을 파악하였다. 수질평가지수, 유해화학물질 정화지수, 저서건강도지수가 평가방법 및 평가기준이 명확히 정의되어 있으며, 통합적인 환경영향 분석이 가능하였다. 동 연구에서 제시된 지수이외에도 해양환경을 평가하는 다양한 지수가 있으며, 사업별 특성에 따라 적합한 지수를 활용하는 것도 중요하다.

  • EIA has been introduced as a tool for environment protection into promulgation of the Environment Preservation Act in 1977, which replaced the Pollution Control Act in Korea. EIA system has been improved with the enlargement of project type, public participation, guideline improvement, and regulatory development. Recently, Environmental Impact Assessment(EIA) Act will have an important role for sustainable development. This article deals with regulatory development, implementation order, EIA project type, and EIS preparation guidelines by Act promulgated and amended, also it explains comparison analysis of Environmental Policy Act and Environment Impact Assessment Act Major results are summarized in the table.

해역이용협의 제도 상 '재협의'의 개선방안에 대한 고찰 (A study of 'Re-consultation' on Marine Environment Impact Assessment)

  • Re-consultation on Marine Environment Impact Assessment (MEIA) says that business operators are then licensed back from the disposition authorities undergoing a consultation process to change business plans. Marine Environment Management Act has provisions(Article 94) with respect to a case where the scale of business, the period of business, reflects the basic plan, including a plan to change a variety of reasons. But increasingly diverse types of businesses and projects which are the subject of MEIA, As it appears that the vulnerability issues and the problem of the re-consultation. In this study conducted an analysis of the literature review and comment on the re-consultation report four years. In addition, it presents a check to the problem through concrete examples related to the re-consultation and proposes improvement measures.

Modelling the multi-physics of wind-blown sand impacts on high-speed train

  • The wind-blown sand effect on the high-speed train is investigated. Unsteady RANS equation and the SST k-ω turbulent model coupled with the discrete phase model (DPM) are utilized to simulate the two-phase of air-sand. Sand impact force is calculated based on the Hertzian impact theory. The different cases, including various wind velocity, train speed, sand particle diameter, were simulated. The train's flow field characteristics and the sand impact force were analyzed. The results show that the sand environment makes the pressure increase under different wind velocity and train speed situations. Sand impact force increases with the increasing train speed and sand particle diameter under the same particle mass flow rate. The train aerodynamic force connected with sand impact force when the train running in the wind-sand environment were compared with the aerodynamic force when the train running in the pure wind environment. The results show that the head car longitudinal force increase with wind speed increasing. When the crosswind speed is larger than 35m/s, the effect of the wind- sand environment on the train increases obviously. The longitudinal force of head car increases 23% and lateral force of tail increases 12% comparing to the pure wind environment. The sand concentration in air is the most important factor which influences the sand impact force on the train.

  • Environmental Impact Assessment (EIA) in Korea has worked toward environmental conservation and decision making since the Environmental Impact Statement of 1981. In order to implement the EIA process effectively, we have developed a system for and various methods of EIA. Among these methods, the Environmental Information System, which was introduced recently in Korea, can be used to integrate geographic and attribute data effectively. This study includes methods by which we may use the Environmental Information System. First of all, it explains building EIA factors on the natural environment, the living environment, and the socio-economic environment defined by Environmental Impact Statement regulations in Korea. This study also presents some applications of the assessment methods concerning suitability analysis of landfill sites. Finally, it shows the effectiveness of the Environmental Information System in odor impact assessment. Based on these analysis, the study makes some conclusions for the applications of the Environmental Information System.

환경영향평가 협의 내용 분석을 통한 데이터 수요 도출방안 - 수환경 분야를 중심으로 - (Derivation of Data Demand through Analysis of Agreed Terms and Conditions on Environmental Impact Assessment - Focusing on the Water Environment -)

  • 환경영향평가에 대한 문제점으로 인한 개선 필요성이 제기되고, 데이터 기반의 환경영향평가의 중요성이 증가하고 있다. 본 연구에서는 환경영향평가의 수환경 분야(수질, 수리·수문, 해양환경)의 협의 내용 분석을 통해 데이터 수요를 도출하였다. 수환경 분야의 환경영향평가 협의 내용 총 400건(4,180문장)을 평가항목(수질, 수리수문, 해양환경) 및 환경영향평가 단계(현황조사 추가, 영향예측 및 평가, 저감대책 수립, 사후환경영향조사)별로 분류 후 유형화하였고, 해당하는 협의 내용 유형 별 데이터 수요를 연계하였다. 협의 내용 유형화 결과 수질 분야 18개, 수리·수문 분야 14개, 해양환경 분야 17개의 유형으로 분류되었으며, 데이터 수요 연계 결과 수질 분야 254개, 수리·수문 분야 102개, 해양환경 분야 74개의 데이터 수요가 도출되었다. 평가항목으로는 수질 분야, 환경영향평가 단계 상으로는 저감대책 수립 분야에서의 협의 내용 유형 및 데이터 수요가 가장 높은 빈도로 나타났으며, 세부 협의 내용 유형으로는 비점오염 저감 대책이 가장 많은 빈도로 나타났다. 이는 항목의 상대적 중요도와, 환경영향평가의 주요 목적과 연계된 것으로 판단되었다. 환경영향평가 협의 내용 분석을 통한 데이터 수요의 도출은 환경영향평가서 작성의 고도화에 기여할 수 있으며, 환경영향평가 데이터 체계화를 통해 다양한 의사결정자의 데이터 활용도를 높일 것으로 기대된다.

  • 환경영향평가 정보지원시스템은 환경영향평가 관련 정보의 다양화, 최신화 및 질적 향상, 그리고 평가서 및 협의 의견 등의 자료를 데이터베이스화를 통하여 평가서 작성의 기간단축 및 사회적 비용절감과 안정적인 서비스를 제공하여 사용자의 편이를 제공하여 환경평가제도 운영의 효율성을 극대화하기 위하여 추진되고 있다. 이 연구에서는 본 시스템의 지리정보서비스를 소개하고 사용자들의 편의성 향상과 서비스 지원범위 확대 등을 위하여 시스템 사용자의 설문조사를 통한 지리정보서비스의 활용성 개선방안을 제시하고자 수행하였다. 지리정보의 자료 업데이트 관련한 개선방안으로 환경공간정보의 자료수집, 구축, 그리고 활용을 위한 일원화된 인벤토리 구축을 위하여 데이터하우스의 단계별 유통 및 연계방안을 수립하여 제시하였다.
