A study on the legal status and problem improvement of enterprise disaster management standard (기업재난관리표준의 법적성격과 문제점 개선에 관한 연구)

  • Purpose: The purpose of this study is to identify the legal status of enterprise disaster management standards established as part of business continuity management and to ensure resilience, and to improve the problem of application of industry disaster management standards in related industries. Method: We collected relevant data for the study and conducted a literature review on the logistical definition of laws and academic systems such as constitution and enterprise disaster reduction law, and HLS structure. Results: It has been confirmed that the enterprise disaster management standards in the Enterprise Disaster Management Standard are higher in the legal status than the ISO 22301: 2012 international standard. Conclusion: Through this study, it is necessary to establish a development direction of application and related regulations by clarifying the enterprise disaster management standard according to the enterprise disaster reduction law.

A Proposal of the Disaster Mitigation Activity Management System Model for Strengthening Disaster Prevention Activities (재난 예방활동 강화를 위한 재해경감활동관리체계 모델 제안)

  • Purpose: This study intends to review the procedures for the establishment of the plan for disaster mitigation activities and the system for the management of disaster mitigation activities for the requirements of the enterprise disaster management standard. Method: The requirements, including the activities of each stage of disaster management defined within the scope of the corporate disaster management standard, were identified, the operational cases of 'A' institution were reviewed, and the targets of continuous planning were reviewed to meet the requirements. Result: It was reviewed that the contents and procedures of each phase of disaster management, which is a requirement of the enterprise disaster management standard, are clearly defined, and a task continuity plan is established for each stage of activity. Conclusion: Conclusion : The PDCA model including the activities of each stage of disaster management activities was presented for the requirements of the enterprise disaster management standard, and the disaster mitigation activity management system model of the broad concept of disaster management including prevention and preparedness plans for disasters was presented.

Research on Improving the Method of Establishing a Disaster Reduction Activity Management System linked with In-house Suppliers (사내 공급자와 연계된 재해경감활동관리체계 구축방법 개선 연구)

  • Purpose: This study aims to study the reinforcement of the connection between the ordering agency and the in-house supplier's disaster reduction activity management system. Method: The requirements for the supplier strategy specified in the enterprise disaster management standard were identified, the application cases of agency A and supplier B were reviewed, and procedures for reinforcing the linkage of the disaster reduction activity management system were derived. Result: In order to clearly define the supplier strategy, which is a requirement of the enterprise disaster management standard, and to reinforce the linkage, it was studied that the procedure applied by the ordering agency and the supplier, and a standardized procedure for sharing the results produced by the procedure were necessary. Conclusion: Among the procedures for establishing a disaster reduction activity management system for in-house suppliers, an improvement plan was proposed to reinforce the linkage of important procedures, and the proposed contents and procedures were suggested to be reflected in the enterprise disaster management standards and related norms.

A Study on the Examination of Explosion Hazardous Area Applying Ventilation and Dilution (환기 및 희석을 적용한 폭발위험장소 검토에 관한 연구)

  • Classification of explosion hazard areas is very important in terms of cost and safety in the workplace handling flammable materials. This is because the radius of the hazardous area determines whether or not the explosion-proof equipment is installed in the electrical machinery and apparatus. From November 6, 2017, KS C IEC-60079-10-1: 2015 will be issued and applied as a new standard. It is important to understand and apply the difference between the existing standard and the new standard. Leakage coefficients and compression factors were added to the leakage calculation formula, and the formula of evaporation pool leakage, application of leakage ball size, and shape of explosion hazard area were applied. The range of the safety factor K has also been changed. Also, in the radius of the hazardous area, the existing standard applies the number of ventilation to the virtual volume, but the revised standard is calculated by using the leakage characteristic value. In this study, we investigated the differences from existing standards in terms of ventilation and dilution and examined the effect on the radius of the hazard area. Comparisons and analyzes were carried out by applying revised standards to workplaces where existing explosion hazard locations were selected. The results showed that even if the ventilation and dilution were successful, the risk radius was not substantially affected.

A Study on the Link between the Serious Accidents Punishment Act and the Enterprise Disaster Management Standard: Focused on the Serious Industrial Accidents (중대재해처벌법과 재해경감활동관리체계 연계방안 연구 - 중대산업재해 중심)

  • Purpose: This study is intended to confirm the business disruptive risk in the Serious Accidents, and propose a plan to comply with the Serious Accidents Punishment Act through the Disaster Mitigation Activity Management System. Method: Through literature review and case studies, the requirements and characteristics of each of the Serious Accidents Punishment Act, the Disaster Mitigation Activity Management System, and ISO 45001 were compared and analyzed, and implications were derived. Result: The business disruption and financial adverse effects caused by industrial accidents were identified. Based on this and by using the Disaster Mitigation Activity Management System, measures to link the documentation requirements of the the Serious Accidents Punishment Act to the Disaster Mitigation Activity Management System, and to manage the implementation records of the Serious Accidents Punishment Act's duty were derived. Conclusion: When establishing and operating the Disaster Mitigation Activity Management System, it can not only comply with the Serious Accidents Punishment Act but also contribute to maintaining business continuity and ESG management through the prevention of various disasters and the minimization of secondary damage, etc.

  • 본 논문에서는 「재난 및 안전관리기본법」에서 국가 및 지방자치단체를 대상으로 의무적으로 세우는 "기능연속성계획"과 「재해경감을 위한 기업의 자율활동 지원에 관한 법률」에서 기업을 대상으로 자율적으로 수립하고 있는 "재해경감활동계획"에 대한 일원화를 위한 「기업재난관리표준」에 대한 개정안의 구성체계를 제시하고자 한다. 이를 위해 현행 「기업재난관리표준」의 미비점들을 도출하고, 해당 미비점을 바탕으로 「기업재난관리표준」의 목차에 대한 사전적 개정안을 도출하였다.

  • 중대재해처벌법(이하 "동법" 병기) 시행 전후로 동법에 대응하기 위한 정부 지원과 학계 연구는 많이 진행되어 왔으나, 대부분은 사전 예방에 치중되어 재해 발생 이후 기업 운영상의 리스크 관리나 피해경감 등을 위한 연구가 부족하였다. 중대재해를 줄이기 위해서는 사전 예방이 우선이지만 재발방지 및 추가 피해 최소화 노력도 뒤따라야 한다. 따라서, 본 논문에서는 재난 및 업무중단성 사고에 대하여 예방, 대비, 대응 및 복구활동에 필요한 문서화된 관리체계를 규정하고 있는 재해경감활동관리체계(이하 "동 체계" 병기)를 활용하여 중대재해처벌법을 준수할 수 있는 방안을 연구하였다.

  • Government legislates a private sector preparedness act related to disasters such as natural, technological, and social ones. According to the law, it announces new standard for private sector preparedness. This paper illustrates a mitigation action plan based on the standard in terms of a cyber disaster. This plan includes organization, policy, assessment, impact analysis, strategy, plan, action, evaluation, and feedback. It will also help for business to mitigate a cyber disaster. Private sector accreditation and certification preparedness program which introduces on the law is the realization that enterprise disaster management will be expected as a great tipping-point.

An Evaluation of Sustainability Management Using Fuzzy Relation (퍼지관계를 이용한 지속가능경영 평가)

  • The aim of this study was to provide a method to assume the value of the continuous and possible management part to investigate the relationship between component of evaluation of Disaster Management and Sustainability Management in enterprise by obtaining Fuzzy Relation Matrix in view of necessity and possibility when there are new data. The index of Disaster Management was yielded from 100 small and medium-sized enterprises for 4 component of evaluations of based on ISO standard, and that of Sustainability Management was obtained from same enterprises for 6 component of evaluations in GRI G4 version of Sustainability Management guideline. The above results suggest that this model is significant by using 80 data as a training data and 20 data as a checking data from the 100 data obtained in this study.
