A Study on the Policy Priorities for the Enhancement of the Trans-shipment Competitiveness of the Port of Busan

  • This paper intends to evaluate the policies which are considered necessary to enhance the T/S competitiveness of Busan's port, and thereby present suggestions to the government which would best implement the results of this research. This research first raises the claim that the majority of the following four conditions: location of the port, port productivity/service level, status of network with overseas ports, and cost competitiveness, should be satisfied in order to maintain a competitive T/S port. Based on these four conditions, seven policies, which are individually pertinent to the four conditions, have been drawn up for proposal, and they are also analyzed in the survey, where all the eligible samples participate to ensure if they are effective in enhancing the T/S competitiveness of Busan. Proposed important policies are a) Terminal operator integration, b) port infrastructure expansion, c) global carriers owned terminal operation, d) enhancement of national carrier's competitiveness, e) feeder carriers' owned terminal operation in new port, f) institutional support for effective and convenient environments for handling T/S cargo, and g) volume incentive expansion. From the analysis by which all the relevant parties (Carriers, Terminal Operators, Port Authority) are answered, it was found that all the seven policies have relevance in strengthening the transshipment competitiveness of Busan's port. Whereas in the analysis that uses AHP methodology to compare the significance among the different policies, it was found that terminal operator integration has the highest priority in terms of increasing transshipment competitiveness.

글로벌 항만컨테이너터미널 경쟁력 제고 방안 (Analysis on Enhancement Plan of Competitiveness of Global Port Container Terminal)

  • GTO의 경쟁력 제고 방안 요인 중 대분류 세 가지 요인에 대한 분석결과는 "주관적인 요인"이 4.21점, "경영환경적인 요인"이 3.94점, 그리고 "정부 정책적인 요인"이 3.90점이었다. 세 가지 요인 중 주관적인 요인의 평균평점이 월등히 높아 결국 GTO의 경쟁력을 제고하기 위해서는 GTO 스스로 물동량을 확보하고, 항만물류서비스를 제고하는 등의 노력을 하는 것이 가장 중요하다는 것을 나타내고 있다. 하지만 경영환경적인 요인과 정부 정책적인 요인의 평균평점은 거의 동일하여, 이 두 가지 요인은 GTO의 경쟁력 제고에 거의 동일하게 영향을 미치고 있다는 결론이다. 즉, 주관적인 요인의 평균평점이 월등히 높다는 것은, GTO의 경쟁력을 제고하기 위해서는 항만 컨테이너터미널을 운영하는 GTO 스스로가 가장 우선적으로 (1) 로컬 및 환적 컨테이너 물동량을 확보하고, (2) 신속성 정시성 안정성 등 항만물류서비스를 제고하며, (3) 생산성을 높여 저렴한 요율을 적용하여야 하고, (4) 선사 유치 및 전략적 제휴 등을 통해 물동량을 확보하는 것이 가장 중요하다는 것을 의미한다. 한편 경영환경적인 요인(3.94점)이 정부 정책적인 요인(3.90) 보다 약간 높지만 거의 동일한 평균 평점을 기록하고 있는데, 이것은 경영환경적인 요인, 즉 세계경제의 발전 및 컨테이너 물동량의 증가, 컨테이너선사의 발전 및 Alliance, 항만의 인지도, 중추항만으로서의 기능 등도 GTO의 경쟁력을 제고 하는데 상당히 중요하며, 이와 더불어 선진적인 항만개발정책, 선전진적인 요율 정책, 환적물량 확보 등을 위한 인센티브 정책 등 정부 정책적인 요인도 GTO의 경쟁력을 제고 하는데 상당한 영향을 미치고 있는 것으로 보인다.

  • 본 연구는 국내 녹색산업의 경쟁력 강화를 위한 클러스터 형성방안을 제시하고자, 녹색산업의 지역경쟁력과 영향요인을 분석했다. 첫째, 신재생에너지산업은 경기, 경남, 충북, 충남, 울산, 전남에서, 탄소저감산업은 울산, 경기, 경북, 충남, 서울, 충북, 인천에서 각각 경쟁력이 있는 것으로 나타났다. 둘째, 신재생에너지산업은 기업, 노동, 연구개발 등의 요소조건 부문이, 탄소저감산업은 성과, 정책 제도, 시장점유, 산업특화 등의 구조 및 경쟁 부문이 가장 중요한 요인으로 분석되었다. 셋째, 녹색산업은 기존의 산업기반이 양호한 지역에서 상대적으로 경쟁력이 있는 것으로 나타났다. 따라서 국내 녹색산업의 경쟁력 강화를 위해서는 기존 산업기반의 녹색화와 더불어 선택과 집중의 전략이 요구된다.

  • Amidst dynamic business environment, creating competitive advantage, source of competitiveness, is a critical issue for international port operations. To overcome limitations of prior studies adopted cross-sectional approach, this study reviews a way to continually sustain and create competitive advantage, based on the case of Busan port in South Korea. Development plans, operations and management practices from2005 to 2014 were investigated and reviewed. Results revealed that enhancement of infrastructure, new engine to sustainable growth, green and safety, and partnership enhancement were a source of creating competitive advantage. The results help theoretical advances on competitiveness and its durability, and provide useful insights for creating competitive advantages and future improvement in international port operations.

  • In knowledge information society entering global unlimited competition era, our middle and small sized companies are the base of national and enterprise competitiveness and core base of national economy as an origin of jobs. The competitiveness of middle and small sized companies is so important to decide the level of the competitiveness of the whole industries, but the gap from big sized company is much low in comparison with advanced countries from angles of important factors of enterprise growth, productivity and technological competitiveness, so, it's urgent to improve the competitiveness through productivity enhancement. The purpose of this research is to do a positive study on effects of learning organization management outcomes of middle and small sized company on enterprise productivity among various types of outcome brought for strengthening of enterprise competitiveness. It confirmed learning organization has functions and usefulness as a management tool bringing positive effects on enterprise productivity through the Productivity improvement.

Measurement of Urban Competitiveness Based on Innovation Indicators in Six Metropolitan Cities in Korea

  • In recent years, some experts have shown that urban competitiveness is more important than national competitiveness. They have also argued that innovation will make cities more competitive. The purpose of this paper is to create Korean urban competitiveness index, and to also highlight strategic aspects for enhancement of urban competitiveness of metropolitan cities based on innovation in Korea. First, we will present various factors and indicators of urban competitiveness based on three components for innovation: formation of cluster, human capital, creative economy. Available literature and statistical analyses will be used. Second, scores of urban competitiveness will be developed based on Analytic Hierarchy Process (AHP). Evaluation of scores with weights will be used for this purpose. The resulting weights are 0.3672 for the formation of cluster, 0.3318 for human capital, and 0.3010 for creative economy, respectively. Finally, we present urban competitiveness using the standardized T-score. The most competitive city based on innovation is Daejeon(1st), followed by Gwangju(2nd) and Daegu(3rd). Three least competitive cities are Incheon (6th), Busan(5th) and Ulsan(4th).

베트남 일반은행의 경쟁력 제고에 관한 연구 (Competitiveness Enhancement for Local Commercial Banks in Vietnam)

  • 본 연구에서는 베트남 일반은행들의 경쟁력제고를 의사결정의 목적으로 삼고 AHP 계층분석기법을 적용하여 이 문제의 해결을 돕기 위한 모형을 제시하고 있다. 은행 분야 전문가들을 대상으로 항목간 쌍방비교방식으로 이루어진 설문지를 배포하고 회수된 의사결정요소들의 상대적 가중치를 분석한 결과 다음의 세 가지의 주요 결과를 도출하였다. 첫째, 은행의 안전성이 베트남 일반은행들의 경쟁력확보에 있어 가장 중요한 평가기준이며 운용의 효율성, 무형가치의 보유정도 및 영업규모가 그 뒤를 뒤따른다. 둘째, 베트남 일반은행들의 경쟁력제고를 위한 대안으로 건전한 재무상태의 확보가 가장 우선시되어야 한다. 효과적인 경영관리시스템, 전략적 인적자원계획 및 고품질의 제품과 서비스 또한 높은 상대적 가중치를 보인다. 셋째, 건전한 재정확보를 위해서 악성부채 해결이 절대 필요한 것으로 나타났다. 또한, 효과적인 경영관리시스템을 구축하고 고품질의 제품과 서비스를 제공하기 위해서는 신기술의 도입이 매우 중요하다. 아울러 전략적 인적자원계획의 달성을 위해서는 임직원의 자질향상이 절대적으로 필요하다.

Development of Fashion Cultural Products with Korean Traditional Image for the Enhancement of Global Competitiveness: -Using Korean Traditional Botanic Patterns & Digital Textile Printing Technology-

  • The purpose of this study was to develop the high-value-added fashion cultural products with Korean image for the enhancement of global competitiveness. For this purpose, theoretical examination of the unique beauty of Korea and Korean image was first performed. Especially, characteristics of Korean traditional botanic patterns were investigated with LOHAS(Lifestyles of Health and Sustainability) philosophy which is the focus of the current design trend. Along with the above, the environmentally-friendly digital textile printing technology and Korean traditional botanic patterns were used to produce creative and globally-competitive fashion cultural products. Finally, a series of fashion cultural products were developed such as table runner, table mat and bedclothes.

국내 백화점의 특정매입 시스템에 관한 연구 (A study on tukjeongmeip system of Department store in Korea)

  • Many theorists have been asserting the advantageous of jikmeip system and disadvantageous of tukjeongmeip system in terms of competitiveness enhancement. But, department store is a business status where service is emphasized instead of price, it is advantageous to secure service competitiveness rather than price competitiveness. Therefore, by utilizing the professional merchandisers of the supplier even without having its own, the department store will keep the advantageous stand unless it is not a large buying system. Due to many items under control, distribution companies usually have limited source of professional merchandiser for each product. Thus, no matter how the importance of MD has been forced, when considering the practical situation, the tukjeongmeip will always have the competitiveness over the jikmeip.

A study on the Enhancement of Transshipment Competitiveness of Busan Port by Analyzing Factors Affecting Transshipment Competitiveness

  • It is understood that carriers evaluate several features of ports when fixing the T/S port. Those features can be enumerated as Geographic condition of port, Service network with overseas ports, Level of port productivity, Port infrastructure, Port services level, Port Authority's Policy direction mand Cost competitiveness. The objectives of this study are to: 1) determine if those factors could affect the T/S competitiveness of the port; and 2) to evaluate how Busan port conforms to those determinants factors in such extent. According to results of the analysis after surveying National global carrier, Intra-Asia carriers, Global overseas carriers, Terminal operators, and Busan Port Authority known to be highly influential samples, all factors were proven to be factors affecting the T/S competitiveness of the port. Meanwhile, in the analysis through AHP (Analytic Hierarchy Process) methodology about the order of weight among those factors, Cost competitiveness was answered as the most important factor. On the other hand, in the analysis to find the situation if Busan port conforms to those factors, Busan port was proven to satisfy those conditions to a moderate extent. In the analysis about the order of strength among those factors, Busan port was answered to have the highest strength in the geographic condition. However, it showed the bottom level of strength in the Cost competitiveness which was answered as the most important factor among samples for determining the T/S competitiveness of the port. This indicates that Government and Port Authority of Busan have to concentrate policy capabilities on the improvement of cost competitiveness of Busan port to enhance the T/S competitiveness. In this paper, four policy recommendations are given : Integration of Busan port operation into New port, Combining multiple operators into one or a few, Attracting Global mega carriers as the New port terminal operators, and Continuous Infrastructure expansion.
