(Background) Recent biotechnological breakthroughs are shedding new lights on various ethical and legal issues about human biological material. Since Rudolph Virchow, a German pathologist, had founded the medical discipline of cellular pathology, issues centering around human biological materials began to draw attention. The issues involving human biological materials were revisited with more attention along with series concerns when the human genome map was finally completed. Recently, with researches on human genes and bioengineering reaping enormous commercial values in the form of material patent, such changes require a society to reassess the present and future status of human tissue within the legal system. This in turn gave rise to a heated debate over how to protect the rights of material donors: property rule vs. no property rule. (Debate and Cases) Property rule recognizes the donors' property rights on human biological materials. Thus, donors can claim real action if there were any bleach of informed consent or a donation contract. Donors can also claim damages to the responsible party when there is an infringement of property rights. Some even uphold the concept of material patents overtaking. From the viewpoint of no property rule, human biological materials are objects separated from donors. Thus, a recipient or a third party will be held liable if there were any infringement of donor's human rights. Human biological materials should not be commercially traded and a patent based on a human biological materials research does not belong to the donor of the tissues used during the course of research. In the US, two courts, Moore v. Regents of the University of California, and Greenberg v. Miami Children's Hospital Research Institute, Inc., have already decided that research participants retain no ownership of the biological specimens they contribute to medical research. Significantly, both Moore and Greenberg cases found that the researcher had parted with all ownership rights in the tissue samples when they donated them to the institutions, even though there was no provision in the informed consent forms stating either that the participants donated their tissue or waived their rights to ownership of the tissue. These rulings were led to huge controversy over property rights on human tissues. This research supports no property rule on the ground that it can protect the human dignity and prevent humans from objectification and commercialization. Human biological materials are already parted from human bodies and should be treated differently from the engineering and researches of those materials. Donors do not retain any ownership. (Suggestions) No property rule requires a legal breakthrough in the US in terms of donors' rights protection due to the absence of punitive damages provisions. The Donor rights issue on human biological material can be addressed through prospective legislation or tax policies, price control over patent products, and wider coverage of medical insurance. (Conclusions) Amid growing awareness over commercial values of human biological materials, no property rule should be adopted in order to protect human dignity but not without revamping legal provisions. The donors' rights issue in material patents requires prospective legislation based on current uncertainties. Also should be sought are solutions in the social context and all these discussions should be based on sound medical ethics of both medical staffs and researchers.

This study was conducted to establish a principle on the fields of National Technical Qualification(NTQ), and aimed at developing criteria on requirements of the qualification that will be managed as the national technical qualification. In order to achieve the objective of the study, we examined the directions of setting the Jurisdiction of national technical qualification through role assignment between the state and private sectors. Also, we reviewed related documents, conducted Delphi survey, consulted the expert group and had an interview session for this study. There are five criteria of the jurisdiction of NTQ presented as follows. First is the field which disturbs social orders or has possibility of harming the good public morals; second, the field that requires high standards of ethics or is directly linked to life, health and safety of the public; third, the field which requires national attention for training of manpower as it is an area that is difficult for private sector to approach or it requires national management; fourth, the field which requires repair or maintenance of resources of traditional culture but is difficult for the private sector to have an access to and fifth, the field where it needs to protect the interest of the nation in the inter-nation relationships. The concrete and detailed standard on the five criteria is also presented in the study.
Research in detecting fake information gained a lot of interest after the US presidential election in 2016. Information from unknown sources are produced in the shape of news, and its rapid spread is fueled by the interest of public drawn to stimulating and interesting issues. In addition, the wide use of mass communication platforms such as social network services makes this phenomenon worse. Poynter Institute created the International Fact Checking Network (IFCN) to provide guidelines for judging the facts of skilled professionals and releasing "Code of Ethics" for fact check agencies. However, this type of approach is costly because of the large number of experts required to test authenticity of each article. Therefore, research in automated fake news detection technology that can efficiently identify it is gaining more attention. In this paper, we investigate fake news detection systems and researches that are rapidly developing, mainly thanks to recent advances in deep learning technology. In addition, we also organize shared tasks and training corpus that are released in various forms, so that researchers can easily participate in this field, which deserves a lot of research effort.
Companies have been making considerable efforts to develop innovative products for better competitiveness in the market, however, the education curriculum for innovative product development (IPD) in domestic universities needs has not been well developed. The present study was intended to identify the needs of students and practitioners regarding teaching subjects, pedagogical methods, and industry-academia collaboration that can be reflected in the development of IPD education curriculum. Through a literature survey 46 IPD teaching subjects of 7 categories (planning, feasibility analysis, concept development, product design, manufacturing process design, production, and ethics & law) were selected. Opinions on the preferences and importances of the teaching subjects, pedagogical methods, and industry-academia collaboration were collected from 53 college students who took courses of product development and 36 practitioners working in product development. While the students preferred the balanced teaching of all the subject categories, the practitioners suggested planning and concept development be taught with high importance; 6 subjects (product development strategy, customer needs identification, market research, concept generation method, design ideation method, and ergonomic design) received high ratings of preference and importance. The students preferred the mix of various pedagogical methods (lecture, discussion, presentation, practice, and case study) and provided needs on each pedagogical method. Lastly, the students wanted an opportunity of learning through industry-academia collaboration and the practitioners provided ideas for mutual benefits between industry and academia. The needs of students and practitioners identified in the study can be effectively applied to develop a better IPD education curriculum.

This study aims to emphasize the necessity of strengthening the information subject through the introduction of a new concept of rights called 'digital environmental rights' and proposes an improvement in the educational composition model of the information culture section in the information subject. Through the introduction of the concept of digital environmental rights, we intend to provide a logical basis for making the information subject a required subject. In addition, we intend to enhance the competencies required for living in a digital environment by improving the structure of the information culture section in the information subject. As a study on this, the logic of the concept of rights required in the digital environment is analyzed and the concept of digital environmental rights applied to it is established. Furthermore, by analyzing relevant curricula in major countries, including the United States, Australia, and Japan, which provide the main basis for digital environmental rights, an improvement plan for the educational composition in the information and culture education sector is formulated. The results of the study are as follows: First, digital environment rights are 'rights to enjoy a pleasant and safe digital environment'. Second, the components of digital environmental rights include rights for the environment (cyberethics), rights of the environment (cybersafety), and rights about the environment (cybersecurity). Third, in the major countries studied various educational structures are being implemented with regard to information-related education contents on the digital citizenship, code ethics, and new technology security.

This study was conducted with the goal to identify the degree to which elementary school students' knowledge about personal information protection practices impacted their actual behavior with regard to privacy protection. To fulfill this goal, knowledge about personal information protection was set as (1) knowledge about concepts of personal information, (2) knowledge of the rights of information holders, (3) knowledge about the code of conduct for information protection, and (4) awareness of the value of personal information. As for students' behaviors to ensure their personal information protection those were set as their habits to comply with the personal in-formation protection code of conduct and their efforts to respond and recover from any personal information violation. This study was conducted targeting 510 elementary students. The degree of the students' knowledge and their behaviors was measured by first distributing a self-report survey to the students and then analyzing their responses. The results of the analysis revealed the following: First, it was found that there are no differences among the four factors of knowledge and behavior according to the status of their education. Second, the two factors that primarily affected their personal information protection behavior were found to be their awareness of the information protection code of conduct and awareness of the value of personal information. This study holds significance in that it makes suggestions as to how personal protection practices should be taught to public school students.

The city of Suwon has introduced a dockless bike for the first time in Korea. In this study, a questionnaire was conducted for citizens to suggest improvement through satisfaction analysis. As a result of the survey, 88 % of respondents awarded the presence of a bike, and 90 % answered positively in terms of bike policy; whereas mature civic ethics showed an low satisfaction. For the purpose of usage, approximately 75 % of users mainly used for commuting, business, shopping, and the connection with mass transit. In the result of the primary means of a trip, a private car was most preferred before operation; However, it was found that mode transition has been actively carried out. This suggests significant implications for implementing sustainable urbanism. Meanwhile, The level of satisfaction significantly differed in the field of payment method, charge, usage guidance and publicity by an occupation and age groups commonly. Satisfaction in bike maintenance was statistically differed by an occupation. Satisfaction in Rental-return and registration procedures showed differences by an age groups. The results of this study will contribute to establishment related policies and to more activate dockless shared bike.
This study is due to global competition, the wall between regions is disappearing, customer needs are diversified, and market and technology are rapidly changing. Future growth engines, the importance of convergence capabilities for industrial competitiveness is being emphasized more. Therefore, companies should seek innovative means to increase the efficiency of the company by establishing optimized global management environment and establishing direction and strategy for utilization of convergence technology by improving industrial competitiveness. Firms must adopt and utilize related new technologies by strengthening their convergence capabilities through dynamic capabilities that are internal resource bases for new product development and process innovation. Globalize markets and technologies can expect higher innovation performance when aligning strategic direction with formalized technology competencies held by the firm and incorporating the convergence capabilities needed for technological innovation into processes. The study focuses on the effects of market and technology orientation on technological innovation performance, whether dynamic and convergence capabilities affect technological innovation performance, and dynamic and convergence capabilities to mediate between market and technology orientation. For the study, we surveyed 51.4% of global and multinational corporations that are internationally active or headquartered overseas. Based on the previous studies, hypotheses were established and the collected data were analyzed through utilization path analysis and Sobel test.
The purpose of this study is to check the extent to which "instruction of physician or dentist" defined in the Medical Service Technologists, etc. Act is applied in relation to radiography examination procedures for radiological technologists. In addition, the radiological technologists provide a very high level of education in areas related to radiography procedure ethics such as patient care, patient safety, and patient privacy protection, as well as specialized fields such as radiation-related examination methods, radiography examination dose, and patient exposure dose. Radiological technologists replied that they were receiving it consistently. In conclusion, in the current medical environment, the 'instruction' of a physician or dentist cannot be seen as being realistically performed. This study was conducted with the purpose of developing a checklist of questions to measure middle school students' AI capabilities. To achieve the goal of the study, literature analysis and question development Delphi survey were used. For literature analysis, two domestic studies, five international studies, and the Ministry of Education's curriculum report were collected through a search. The collected data was analyzed to construct core competency measurement elements. The core competency measurement elements are understanding of artificial intelligence (5 elements), artificial intelligence thinking (5 elements), utilization of artificial intelligence (4 elements), artificial intelligence ethics (6 elements), and artificial intelligence social-emotion (6 elements). elements). Considering the knowledge, skills, and attitudes of the constructed measurement elements, 31 questions were developed. The developed questions were verified through the first Delphi survey, and 10 questions were revised according to the revision opinions. The validity of 31 questions was verified through the second Delphi survey. The checklist items developed in this study are measured by teacher evaluation based on performance and behavioral observations rather than a self-report questionnaire. This has the implication that the level of reliability of measurement results increases.
