기존 건축물의 운영단계 에너지효율 개선을 위한 관리 및 제도화 방안 연구 (A Study on the Institutionalization of Energy Efficient Operation and Maintenance Program for Existing Buildings)

  • Operational energy is the energy that is used during the occupancy stage of building life cycle. It is associated with relatively longer proportion of infrastructure's service life and can constitute 80-90% of the total energy. Assessing the energy use in buildings is essential since they are significant contributors to energy demand. In this regard, energy performance of buildings has become the focus of many regulations. This paper aimed to review the regulations about the energy performance of buildings during their operational stage in Korea. For energy efficient operation program for existing buildings, governments should implement policies and support voluntary programs that rely on collecting and managing building performance data and using this data to inform public and private-sector operation and maintenance strategies. Implementing these policies and programs requires tools and processes for collecting, curating, managing, analyzing, and publishing this data. Energy assessment tool, that is a data resource management tool that enables to assess energy use across the entire portfolio of buildings, is also required.

  • 전 세계적으로 다양한 해양에너지 개발사업이 활발하게 추진되고 있으며 세계 각국은 해양에너지 개발에 대한 투자와 정책지원을 확대하고 있다. 삼면이 바다로 둘러싸인 우리나라는 풍부한 해양에너지 자원을 가지고 있으며 그 중에서도 해상풍력, 조류발전, 파력발전, 해수온도차 발전 등에 관심과 투자가 더욱 집중되고 있다. 하지만 친환경적이라 여겨지는 해양에너지 개발사업이 오히려 환경을 훼손하고 지역주민과의 갈등을 유발하는 대상으로 지적되기도 한다. 이러한 문제는 경제적 효율성만을 강조하여 입지를 선정하거나 발전시설의 건설과 운영이 미치는 해양생태계와 해양환경에 대한 영향조사가 소홀히 되거나 현실적으로 이에 대한 정보수집이 어렵다는데서 출발한다. 이에 본 연구는 국내외 사례분석을 통해 우리나라 해양에너지 개발사업이 보다 친환경적으로 추진될 수 있는 정책적, 제도적 방안은 무엇인지 모색하는데 목적을 두었다. 본 연구에서는 해양에너지 개발사업 계획 수립 시 전략환경영향평가를 실시하여 환경성을 고려한 선제적 입지선정을 진행할 것과 해양에너지 개발사업의 건설과 운영과정에서 지속적인 해양환경 모니터링을 실시하여 환경영향자료가 확대되는 방안이 강구 될 것 등을 제안하였다.

  • 본 논문은 한국 에너지기술혁신체계 내에 존재하고 있는 고착(lock-in; Unruh, 2000, 2002) 요인을 분석하고 이를 해소할 수 있는 개선방향을 살펴보기로 한다. 고착요인은 한국 에너지산업을 형성해온 구조적 요인들로서, 시장 정부 산업내 부가가치창출망(value chain) 수요 등에서 대내외 환경변화에 대한 대응을 어렵게 하고 있는 요소들이다. 분석의 방법론은 case study적 자료분석을 택하기로 한다. 고착요인 중 정부측면에서 정책간 연계성의 미흡과 갈등, 에너지 시장측면에서는 독과점적 시장구조와 지배력, 산업내 부가가치창출망에서 망 자체의 미흡과 부가가치창출구조의 취약성, 수요측면에서 에너지 효율성의 저하 등이 분석되었다. 이에 따라 한국 에너지기술혁신체계의 개선을 이루기 위해서는 정부정책의 종합연계성 확보, 시장경쟁 촉진, 부가가치창출을 위한 산업조직 조정, 에너지효율성 제고 등이 정책적 시사점으로 제기되었다.

환경친화적 도시 조성을 위한 정책평가체계에 관한 연구 - 저부하형 도시 조성을 중심으로 - (A Study on the Policies Evaluation Framework for Environmentally Friendly City)

  • In terms of climate change communities have only during the 1990s begun to recognize that all greenhouse gas(GHG) emissions are directly or indirectly generated locally, through acts of agency, production or consumption. This has provided a boost to the role of local places in the debate since GHGs can be allocated and made understood locally and hence form the basis for specific policies, programs, plans and projects. The objectives of this study are to define a framework for making Environmentally Friendly City through enhancing integrated energy-urban policies and present framework to do comprehensive evaluation on energy related policies response and also explore the interrelation between energy related activities in each sector and policy and applies to Seoul mega city in Korea. Despite the growing recognition of the seriousness of urban environmental problems and their contribution to global environmental and social concerns, most analysts continue to study cities in parts rather than as a whole; we study sectoral sub-systems such as transport, air pollution or energy. While specialization is useful for detailed thinking, we also need to see each issue in the context of how each city works environmentally, economically, socially and politically. We therefore need integrative approaches to study of cities and need to understand how they function as systems. These framework presented in this study allows an organized and systematic analysis. These research results can provide useful, credible and timely input into the urban planning process. This study will be a helpful exercise to draw some policy implications of other cities in Korea and also East Asia that are in a similar stage with the these cities and developing plans on how to address them.

해외 주요국 수송용 바이오연료의 혼합의무 정책비교 분석 연구 (Study on Comparison of Global Biofuels Mandates Policy in Transport Sector)

  • Biofuls are considered as an option to reduce greenhouse gases emission, increase energy supply diversity and security of supply, as well as an opportunity for job creation and rural development. First of all, biofuls technologies have been promoted as a means for reducing the carbon intensity of the transport sector. Hence, in the last decade biofuels production has been driven by governmental policies. The key instruments widely adopted to foster production and increase consumption have been mandatory blending targets, tax exemptions and sibsidies. As one of the most powerful instruments, biofuel mandates require fuel producers to produce a pre-defined amount (or share) of biofuels and blend them with petroleum fuel. National biofuels mandates are in place 35 countries and partially in place in 6 countries. In this study, we reviewed status of global biofuels policies to reduce greenhouse gases in the European Union, United States and other countires worldwide. Especially, we discussed representative biofuels mandates policies same as Renewable Fuel Standard (RFS, US), Renewable Transport Fules Obligation (RTFO, UK) in transport sector.

수소경제 실현가능성 제고를 위한 전략적 니치 관리 (Strategic Niche Management for Enhancing Feasibility of the Hydrogen Economy)

  • This paper overviews the concept of the strategic niche management, which emphasises the social aspects of new technologies and calls for relevant government policies for socio-technical transition. Hydrogen energy technologies remain in the niche level, thus the SNM perspective is appropriate to be applied. The reason why, and the way how to see hydrogen as a socio-technical niche are discussed, followed by an analytic argument on hydrogen policies and their SNM characteristics. Final part of the paper deals the design of the socio-technical experiment. It is expected that this paper would contribute to not only policy development but also improving understandings on the socio-technical nature of hydrogen energy of hydrogen community.

Sum-Rate Optimal Power Policies for Energy Harvesting Transmitters in an Interference Channel

  • This paper considers a two-user Gaussian interference channel with energy harvesting transmitters. Different than conventional battery powered wireless nodes, energy harvesting transmitters have to adapt transmission to availability of energy at a particular instant. In this setting, the optimal power allocation problem to maximize the sum throughput with a given deadline is formulated. The convergence of the proposed iterative coordinate descent method for the problem is proved and the short-term throughput maximizing offline power allocation policy is found. Examples for interference regions with known sum capacities are given with directional water-filling interpretations. Next, stochastic data arrivals are addressed. Finally, online and/or distributed near-optimal policies are proposed. Performance of the proposed algorithms are demonstrated through simulations.

우리나라 녹색전력의 소비잠재력 연구 (Potential of the Green Power Consumption in Korea)

  • Although renewable energy sources are more environmentally friendly than fossil energy sources, it is far more costly, considering current technological standards. It would not present many competitive advantages in the power market. If the renewable electricity is viable in the market, the government should take 'visible' actions to compensate production costs. Popular policies, such as Feed-In-Tariff and Renewable Portfolio Standards, can help to attract investors into generators of renewable electricity. But presently, they are mainly financed through a undifferentiated increase of electricity bills and occasionally confronted with the opposition of the electricity consumers. And most policies tend to focus on increasing the supply of renewable electricity with little consideration toward elevating the motivation of consumers. This study evaluates the potential of environmentally friendly energy consumption and examines the 'green pricing' program which realize the potential.

  • Recently, many social, economical and political problems have occurred in the field of urban energy supply because of the depletion of fossil fuels and the international climate change agreements and the current energy-related laws focus on individual buildings which makes them difficult to implement. Also, the policies for energy savings have increased day by day, but it is difficult to establish efficient urban plan because of lack of integrated policies and institutions. Current legal systems for urban plan does not cover domestic and international climate change agreements, energy related industry's structural changes and other environmental problems such as embodied energy and global warming. This paper tries to investigate current conditions of legal system to provide fundamental materials for improving energy conservation in urban plan.

  • The Korean government announced various energy policies, such as the to reduce 37% of the business-as-usual (BAU) greenhouse gas emissions by 2030. The policies aim to increase the renewable electricity generation ratio to 20% by 2030. PVT is a hybrid technology, which combines photovoltaic (PV) and solar collectors. It is capable of generating electricity and thermal energy simultaneously. It has a great potential to be used as a renewable and clean solar energy. However, there exists a shortage of space for the installation of PVT systems in Korea. To overcome this, in this paper proposes four types of soundproof wall PVT air channels, which were designed and optimized, based on the CFD (Computation Fluid Dynamic) analysis results. The thermal energy generation for multiple PVT units connected in series and pressure drop sensitivity were analyzed, depending on inlet velocity.
