Assessing Alternative Renewable Energy Policies in Korea's Electricity Market

  • This paper, focusing on the renewable portfolio standard (RPS), evaluates alternative renewable energy policies. We propose a tractable equilibrium model which provides a structural representation of Korea's electricity market, including its energy settlement system and renewable energy certificate (REC) transactions. Arbitrage conditions are used to define the core value of REC prices to identify relevant competitive equilibrium conditions. The model considers R&D investments and learning effects that may affect the development of renewable energy technologies. The model is parameterized to represent the baseline scenario under the currently scheduled RPS reinforcement for a 20% share of renewable generation, and then simulated for alternative scenarios. The result shows that the reinforcement of the RPS leads to higher welfare compared to weakening it as well as repealing it, though there remains room to enhance welfare. It turns out that subsidies are welfare-inferior to the RPS due to financial burdens and that reducing nuclear power generation from the baseline yields lower welfare by worsening environmental externalities.

  • Science & Technology(S&T) personnel have been Playing a major role to develop our country since S&T is the most important factor in enhancing national competitiveness in the 21st century, As S&T activities are done by S&T personnel, it is essential to improve the welfare of S&T personnel in order to increase the performance of S&T activities. We should motivate them to pour their efforts and energy in S&T activities. However, the issue of S&T personnel's welfare has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.

  • 본 연구에서는 경부고속도로 일부구간(신갈JC~수원신갈IC)에 압전에너지 하베스터를 설치한 후 수확된 전력으로 주거지의 가로등 전력을 대체하는 정책에 대한 비용편익분석을 실시하였다. 이때 비시장재효과인 하베스터 설치에 따른 주민의 사회적 편익은 구체적으로 지역 주민의 삶의 질 향상 효과, Blackout 대비효과 등을 포함하며 조건부가치측정법을 사용하여 추정하였다. 분석 결과 압전 에너지하베스팅 기술의 고속도로 적용은 사회적 편익효과를 고려하였을 때 경제성이 있는 것으로 나타났다.

  • The purpose of this study is to grasp the design characteristics of welfare facilities for the aged in Japan in order to establish the basic data for such facilities in Korea. In conclusion of analysis, the design characteristics of welfare facilities for the aged can be summarized as follows; the dignity of the individual, the privacy, the small group units, the sociopsychological support, the succession of regional and cultural factors, the nature, the safety, the interior materials for the old men, the improvement of staves' environment, the energy reduction and earth environment. The aged welfare equipments in Japan are her products which reflect the society and culture of Japan, therefore our efforts to convert them to equipments which are suitable to our culture and emotion are desired urgently.

가구부문 미시자료를 활용한 에너지바우처 효과 추정에 관한 연구 (A Study on the Analysis of Energy Voucher Effects Using Micro-household Data)

  • 에너지바우처사업은 약 60만 가구를 대상으로 연간 천억 원 가까이가 투입되는 에너지 복지분야에서 가장 규모가 큰 사업으로, 세계적으로도 매우 드문 사례이다. 본 연구는 에너지바우처 지급에 따른 가구의 에너지소비 확대 효과를 실증한다. 「한국복지패널」 저소득가구를 대상으로 성향점수매칭을 통해 비수혜가구를 추출하며, 단순 이분차분과 함께 고정효과 모형을 활용하였다. 바우처를 수혜한 가구에서 월평균 4,371~4,870원을 에너지소비에 추가로 지출하는 것으로 추정되었다. 지원액 대비 51.9~57.7%에 상당하는 비율로, 식품권의 23~56%와 비교할 때에도 가장 높은 수준에 해당된다. 바우처 지급이라는 에너지복지분야에서의 새로운 시도는 충분히 성공적으로 자리잡은 것으로 평가할 수 있다. 반면, 비수혜가구로부터 확인되는 사각지대의 문제나 에너지소비환경을 반영할 수 있는 차등 지원 등은 향후 해소해나가야 할 과제일 것이다.

피코크리켓을 활용한 지역아동센터의 녹색성장연계 융합프로그램의 개발 (Development of Convergence Study Program for Community Child Welfare Center linked Green Growth Using Pico-Cricket)

  • 본 연구는 빈곤및 결손가정등의 이유로 소외되어있는 지역아동센터 아동들의교육경쟁력 향상과 '글로벌창의 인재 양성' 이라는 국가의 미래지향적인 정책에 적극적으로 대처하기 위한 방안으로 녹색성장과 연계된 프로그램을 교육용 로봇을 활용하여 융합의 틀 안에서 개발하였다. 개발한 프로그램을 통해 지역아동센터 고학년 아동들을 대상으로 에너지 절약태도에 미치는 영향을 검증한 결과 녹색성장연계 융합프로그램이 기존의 프로그램에 비해서 통계적으로 의의가 있었으며, 지역아동센터 아동들의 에너지 절약태도 향상에 긍정적인 영향을 미친 것으로 확인되었다. 이를 통해 지역아동센터 아동들의 교육적 필요를 충족시키는데 도움이 될 것으로 기대된다.

경북 지역 고등학생의 에너지 음료 섭취 실태 분석 (Analysis on Intake of Energy Drinks of High School Students in Gyeoungbuk Region)

  • This study investigated intake of energy drinks, side effects and willingness to stop intake of 255 high school students in Gyeoungbuk region. The data were collected by the self-administered questionnaire. Frequency, t test, one-way ANOVA, Duncan's multiple range test, and ${\chi}^2$ test were conducted by SPSS Window V.21.0. About 78% of the respondents had experience of intake of energy drinks. The respondents were aware of energy drinks from 'advertisements on mass media (44.3%)', 'friends (32.2%)', and 'looking in stores (16.9%)'. The mean of the amount of energy drink intake per day was 30.62 mg. Forty-four percent of the respondents had energy drinks during an examination period, and 37% took it at home. The main reasons for intake of energy drinks were 'to fight off sleepiness', 'to recover from fatigue', and 'good taste' in order. Many respondents answered that energy drinks did not much help to increase concentration or learning ability. About 72% of the respondents experienced 'not feel sleepy' after having energy drinks. Half of the respondents experienced side effects such as palpitation, insomnia, and increase of urination. Most respondents had willingness to stop having energy drinks if it had bad effect on health.

한국 정신 요양 시설의 식단관리 분석 (Analysis of Menu Management in Korean Welfare Institutions for Mental - Disorders)

  • The purpose of this study was to improve menu management of welfare institutions for mental-disorders. Special objectives were: to analyze dietitians' special considerations for menu planning in the view of nutrition, recipients' food preferences, and foodservice management; and to interprete menus by food groups and food costs. An open-ended questionnaire was developed and sent to 55 dietitians of welfare institutions for mental-disorders by a fax. Dietitians were asked to write their special considerations for menu planning relating to the nutrition, recipients, and menu management. A total of 46 dietitians responded to the questionnaires. Also, 32 weekly menus were sent to analyze in this study. Results of this study showed that dietitians considered specially energy, proteins, vitamins, minerals, and fats for recipients's health conditions and daily RDA. However, dietitians wanted more information about right menu plan manuals for psychiatric patients. Analysis of weekly menus showed that milk and milk products were th most insufficient serving food group in these institutions. Also, snacks (p<0.05)and milk products (p<0.05) serving was significantly affected by higher food costs. The results implicated that future research on menu development should be necessary for nutritional balanced meal services in welfare institutions.

재가 노인들을 위한 노인복지관의 급식 식단 평가 (Evaluation of the Menus of Senior Welfare Centers for Home-bound Elderly)

  • This study examined the characteristics of the foodservice menu items offered at senior welfare centers to provide information on Korean senior menu development. A total of 514 lunch menu items were collected from 27 senior welfare centers in April, July, October and January. The most frequently served staple foods, soups, and side dishes were multi-grain rice, seaweed soup, Bulgogi, Kimchi, and liquid yogurt. The proportions of carbohydrate, protein, and lipids of total energy serving of senior welfare centers were 59.8%: 16.7%: and 22.8%, respectively. The nutrients served at less than 40% of the Recommended Nutrient Intake (RNI) and Adequate Intake (AI) of Dietary Reference Intakes for Koreans (KDRIs) were chloride (1.0%), vitamin D (1.3%), biotin (1.7%), magnessium (4.5%), Iodine (7.5%), pantothenic acid (8.0%), vitamin E (12.5%), vitamin $B_6$ (20.0~21.4%), vitamin K (21.1~24.3%), and water (35.7~39.7%). The nutrients served in excess of the daily intake goal and RNI were iron (98.9~127.1%), sodium (104.9%), and copper (1,100.0%).

사회복지회관 여자노인과 일반여자노인의 영양상태와 근력의 비교 (A Comparison of Nutritional Status and Muscle Strength of Elderly Women in a Social Welfare Center and Those Residing at Home)

  • In this study, the nutrient intakes, dietary quality, and muscle strength of elderly women in a social-welfare center of a large city were compared with those of elderly women at home in a large city. Also, the relationships between muscle strength and nutrient intake status were investigated in both elderly group. The results of this study were as follows: The ages of elderly in the social welfare center and of elderly in general home residing elderly were 68.2 and 70.3 years, respectively. The average energy and nutrient intakes of both groups were lower than the Korean RDA. There were no differences between the groups in terms of macro-nutrient composition and quantity. The elderly in center showed significantly lower intakes of vitamin $B_2$, niacin and calcium than the home-residing elderly. The hand grip strength and back muscle strength were lower in the elderly of social welfare center, but a significant difference was found only in the left hand grip strength. The muscle strength, especially the left hand grip strength of those in social welfare center, showed significant correlations with various nutrient intakes. In contrast, generally no relationship between muscle strength and nutrients intakes status could be found in the home residing elderly. The variances in the mean hand grip strength and the left hand grip strength 19.0% and 18.6% respectively, were explained by their ages. This is in contrast to 22.3% and 32.4% of calorie intake and vegetable protein intake in the elderly of the social welfare center. In conclusion, the status of nutrient intake in those in the social welfare center seems to be low, and it is assumed that the low calorie and vegetable protein intake may contribute to the muscle strength decline in the socioeconomically high risk elderly.
