Barix Multilayer Barriers; a key enabler for protecting OLED displays and flexible organic devices

  • OLED display are extremely sensitive to water and oxygen. Developing a thin film encapsulation for this technology has for a long time been elusive. Vitex has developed a multilayer barrier consisting of alternating inorganic and organic layers which can meet the requirements for a successful protection for such displays. In this paper we will discuss the basic process, the model, the results on top and bottom emission OLED displays as well as the application of Barix layers on plastic to create flexible OLED displays. We will show that for displays all the requirement for the telecommunication industry can be met and that the we can scale up to a mass manufacturing process.

A Study on the Analysis of ERP System Selection Factors (ERP 시스템 선정요인 특성에 관한 연구)

  • ERP is the key-enabler of enterprise's informatization. Seletion of a right ERP system is one of the critical issues. Previous study shows that since a very few methodologies of selecting ERP systems are provided, most of companies have difficulty in Implementing ERP system. The purpose of this study is to analyze the characteristics of ERP system selection factors and develop the ERP evaluation methodology An empirical study is performed and shows that there are signigicant differences in ERP selection factors among ERP consultant, ERP developer, and system manager. The result shows that five factors such as general characteristics of software and supplier, technology characteristics of software and supplier, and Project management shills are significant. Based on the five factors, the evaluation methodology is developed. The methodology will help enterprises to make better decision in selecting ERP systems.

  • Business process redesign(BPR) has been widely adopted as an organizational change method since 1990s as the competitive pressures have forced organizations to constantly change. Although BPR has provided successful stories to gain dramatic improvement in performance and has been promoted as an enabler of organizational change, many organizations have faced serious challenges with widely mixed results due to the lack of understanding for potential organizational conflicts and the improper targeting of critical processes in the initial stage of BPR. This paper proposes a cognitive map based method to help organizational members identify potential organizational conflicts, capture core business activities, and suggests guidelines to lead to the necessary organizational change. A computerized tool has been developed to support the real world cases. Working procedure of the proposed method is illustrated with its application to the real BPR project of a dairy company.

  • To rapidly respond to uncertainties in the business environment whilst remaining competitive, every organization needs to be able to successfully introduce and manage organizational change. Cognizant of the role of information systems (IS) as an enabler of organizational change, many organizations have paid attention to Enterprise Resource Planning (ERP) systems for successful organizational change primarily because of their change-driving forces across organizations. This study focuses attention on the role of readiness for change in the ERP systems adoption. Readiness for change described as views about the need for organizational change is posited to be an antecedent of two expectancies about the system, performance expectancy and effort expectancy, which lead to actual system use. Based on data gathered from the users of the ERP systems, structural equation analysis using LISREL provides significant support for the proposed relationships.

  • There are increasing needs for an individual or enterprise to interchange documents electronically through communication network to enhance the efficiency of business, owing to rapid process of transactions. But e-commerce encounters the problems regarding the handling the electronic documents, that is to say, deposit and proof of the electronic documents. This paper deals with Authorized Electronic Data Depot as an integrated system for processing, relaying and proving documents that. Authorized Electronic Data Depot operates as e-enabler in exchanging documents in trust among administrative agencies and a comprehensive government directory, digital government seal certification system and DNS system. Authorized Electronic Data Depot leads public and private sectors to save the paper-related costs. But the regulations concerning an authorized electronic data depot is introduced in the course of revision of Electronic Transactions Act. The purpose of this paper is to suggest some guidelines in legalizing the authorized electronic data depot.

  • Many organizations attempt to plan information strategy reflecting their overall business and direction using the information engineering methodology. They also try to redesign the process for partial business area. The above two approaches can be combined because information technology Plays an important role as an enabler for business process reengineering. For theses organizations, a new information strategy planning procedure that considers reengineering of partial business is proposed in this study. The proposed procedure is designed to minimize the change of information strategy planning procedure of the information engineering methodology. The project of K company is used as the case study.

Evaluation of RTK Methods for Moving Vehicles and Practical Recommendations

  • Global Navigation Satellite Systems (GNSS) based precise positioning using Real Time Kinematic (RTK) technique has been proposed as an enabler of the formation operation of moving vehicles. In RTK methods, the integer ambiguity of GNSS carrier phase measurements must be resolved. Although there have been many proposed algorithms for the integer ambiguity resolution, the widelane combination of carrier phase measurements and LAMBDA methods have gained the most popularity in literatures when dual frequency GNSS measurements were used. In this paper, we evaluated five alternative methods to determine relative positions of moving base and rover receivers; the round-off scheme of widelane carrier phase, instant least-squares and Kalman filter-based LAMBDA with widelane carrier phase, instant least-squares and Kalman filter-based LAMBDA with dual frequency measurements. The paper presented the performance of each method using flight test data, which showed their strength and weakness in the aspects of time-to-first-fix, ambiguity resolution success ratio, and relative position errors. Based on that, we provided practical recommendations of RTK operations for moving vehicles.

  • Smart pole is one of mega trend in smart city development. It has multi-function to get as much as data from the street to better city management. And smart street lighting of smart pole as core part of smart city development is being implemented by many cities in globally. Refer to the latest edition of Navigant Research's Smart City Tracker includes smart city projects in 221 cities, a quarter of which are deploying smart street lighting ranging from initial pilots to citywide and regional deployments that span tens and even hundreds of thousands of lights. The most important feature of smart street lighting solution is "Connectivity" through the IoT technology. In order to implement the smart city, we should have so-called intelligent watchdog and mesh networked post for keeping the various smart city technology development progress and operation properly. Smart street lighting solution could be main infrastructure as an enabler for a range of smart city applications. We can talk about the expected role of smart street lighting for the smart city development on this paper.

Evolution of High-Tech Start-Up Ecosystem Policy in India and China: A Comparative Perspective

  • As the developed and developing economies make the transition to knowledge-based economies, the high-tech sector has been the primary engine in enabling this transformation. Given this context, the policy making and implementation abilities of the countries' local administration assume significance. This study therefore attempts to examine the policy evolution undertaken by China and India which resulted in the emergence of high-tech startup ecosystems in these countries. Further, using a theoretical framework for an ideal entrepreneurial ecosystem, it tries to understand the similarities and differences prevalent currently in the Indian and Chinese high-tech startup ecosystem. The results of the study indicate that although both the countries took different paths, from a macro-perspective, they follow the same pattern as observed in the US and Israel policy making - that of the change in the role of Government as a regulator to that of an enabler of the entrepreneurial ecosystem. The differences and similarities between the key entrepreneurial ecosystem components provide additional knowledge about the currently prevailing conditions of the ecosystem in these countries.
