Currently the population of rural areas in Korea continue to decline due to low birth rate, aging population, and migration. This phenomenon is accelerated over time. And as a result, there are some declining phenomenon in rural society. And it is same in the residential and basic living conditions of rural villages. The increase ratio of empty houses exacerbates the rural landscape, acts as a cause of crime and bring out various social and economic problems such as worsening settlement conditions and local slums. The study is carried out to prevent this phenomenon by investigating the architectural contents of empty houses in the village, surveyed residents and owners and finally analyzed and synthesized to make a plan to utilize empty houses in the village. This study was conducted from June to December 2021. The conclusions are followings: 1. The empty houses in Korea were 1,511 million in 2020, 8.2% of the total number of houses, whereas those in Jeollabuk-do were 95,412, 12.9% of those of houses, and those in Gimje-city, the subject of this study, were 5,944. It is up to 15.8%. In particular, empty houses in Hacheon village, the site of this study, accounted for the highest ratio, with 25% of the total number of houses. 2. To understand the utilization and improvement of empty houses, surveys and interviews were conducted to residents and owners of Hacheon village in Gimje, and most of the residents submit proposals that empty houses were not desirable in terms of village landscape and safety. The owners don't have intentions of selling or leasing them. They want to remodel them and rent for a specific period. 3. As the physical condition of the empty houses(9empty houses) 6 empty houses of them are good. 4 of them are in poor condition. 4. By synthesizing these contents, nine empty houses in Hacheon village will be remodeled as the space for those of rural start-up young people, smart farm area, community space and rental housings for rural returnees.

Keumsan-gun is the area where there are many mobile populations as the place to be adjacent to Daejon. There is the tendency that the empty houses at Keumsan area are increasing as 1,115 houses every year as of 2001. So, this researcher examined and analyzed the actual state by grasping the present situation of empty houses centering around Keumsan-gun. And, this researcher could obtain the following conclusion as the result that this researcher progressed the study so as to present the application scheme of empty houses. As for Keumsan-gun, farming populations are more than other city and gun at Choongcheong Southern Proince Area as the area formed with mountain groups topographically. Thus, it is forecast that the appearance of empty houses will increase, as the population decrease and the residents to have migration plan will appear higher than other city and gun in the future also. Therefore, as for the superannuated empty houses that use is impossible, to service by removing will be helpful to the image uplifting of village. In addition, as for the empty houses that use is possible, the establishment of system to connect buyers by rebuilding them as garden houses and weekend houses etc. through purchase and sale and long-term lease etc. is necessary.

본 연구의 목적은 빈집 관리 활용을 위한 기초 연구로서 빈집 소유주들의 관리 활용 실태 및 인식에 대한 조사 분석을 통해 대응 방향을 모색하기 위한 것이다. 빈집의 관리 활용이 활성화되기 위해서는 실태에 대한 다각적인 분석 자료 축적이 선행되어야 하지만, 관련 연구가 부진할 뿐만 아니라 소유주의 행태나 인식에 초점을 맞춘 연구는 거의 전무한 실정이다. 본 연구의 대상은 전북 완주군 13개 읍면에 소재하고 있는 빈집의 소유자 중 2012년 10월 현재 빈집 상태의 주택을 소유하고 있다고 확인된 응답자 212명으로서, 빈집 관리 활용 실태 및 계획, 빈집 활용에 대한 인식, 인구사회학적 특성 등에 대해 전화설문을 실시했다. 조사 결과를 바탕으로 빈집 소유주 특성, 빈집 특성, 소재지 특성 등을 도출했으며, 빈집 소유주들의 애로사항 해결을 위한 지원 방안을 제안했다.

Purpose: An increase of empty houses is recognized a serious problem in residential environmental improvement areas and old downtown. The government recognizes the empty houses as a reason for the accelerated formation of local slum, and a negative element threatening the residential environment and urban landscape. Therefore, it has a high interest in the use of empty houses in urban regeneration projects. In this study, we propose a site selecting method for the composition of Art-Village by using empty houses. Method: The main process of this study is to create a dot map and contour map based on a survey of the empty houses on Gwang-ju Metropolitan City. Based on this result, the sites were selected on the basis of the five principles; 1) Density of Empty Houses, 2) Accessibility, 3) Resources of Amenity, 4) Related Plan, and 5) Regional arrangement Result: As a result, this research proposed methods of selecting sites for art village by using empty houses. The eight regions were selected in Gwang-ju Metropolitan City.

본 연구의 목적은 인구소멸 및 고령화로 인해 대두되고 있는 심각한 사회문제 중 하나인 빈집 발생에 초점을 두고 지자체 자료를 활용하여 그에 따른 시사점을 제시하는 것이다. 연구 대상은 전국에서 빈집 비율이 가장 높은 전남지역 중 목포시를 대상으로 하였으며 지자체의 빈집실태조사 자료를 통해 빈집의 등급별 현황을 지도로 도식화하여 공간적 분포현황을 파악하였다. 빈집 실태조사 결과 목포시에서 진행 중인 도시재생전략계획의 사업지구 내 목포시 빈집의 90%가 포함되어 있는 것으로 확인되었다. 현재 빈집정비사업은 빈집 매입의 어려움, 지자체 예산 부족 등으로 순조롭게 진행되기 어려운 상황이기 때문에 사업이 신속하게 진행되기 위해서는 목포시 내 도시재생전략계획과 연계하여 사업을 추진하는 방안을 마련해야 한다.

The purpose of this study is derived by Utilization Strategy for Rural empty houses stability of Return to the Farm and Rural. The main findings can be summarized as follows. First, the recent return to the farm and rural has increased, and life patterns of diversification, and the retirement of the baby boomer generation return to the farm and rural ratio differed by region. Second, the required first order accurate and detailed to maximize the utilization of the rural empty houses Survey, and the integrated management system based on it should be built. Third, the public lead in pushing for policy to take advantage of an empty house, leasing and management capabilities by strengthening return to the farm and rural characters, revitalizing rural and residential stabilization is necessary. Finally, in order to enhance the utilization of the rural empty houses should prepare return to the farm and rural, Multi-Habitation and a common space for existing residents for a variety of purposes. The results of these studies has a significance that can promote rural housing return to the farm and rural, resource utilization and stable settlement, and rural areas activated at the same time. Utilization of specific rural empty houses feasible policy being prepared, by linking rural areas that can bring effects on the activation of alternative hope.

본 연구는 국내 빈집문제를 개선하기 위해 영국, 프랑스, 독일, 미국, 일본의 제도와 비교하여, 국내의 빈집제도의 개선 방향을 고찰하였다. 빈집을 억제하기 위하여 국내에서는 '농어촌 정비법', '건축법', '빈집 및 소규모 정비에 관한 특례법'을 기반으로 하는 제도를 포괄적으로 규정하고 있다. 영국은 강제적인 빈집개량을 시작으로 하는 중앙정부와 지자체의 빈집 재활용 프로그램을 특징으로 하고 있다. 프랑스는 빈집세를 시작으로 빈집 및 유휴 부동산을 재이용하여 주택시장에 공급하는 특징을 가지고 있다. 독일은 빈집을 자원으로 인식하여 재이용하기 위한 프로그램을 운용하고 있다. 미국은 민간 부동산 정보망을 활용한 감정 평가 시스템과 커뮤니티 랜드 트러스트, 랜드뱅크 등의 제도를 통한 부동산 시장의 조정을 기본으로 한다. 일본은 행정명령, 빈집뱅크를 통한 빈집관리, 지자체의 빈집상담과 진단, 수리비 지원으로 빈집을 관리하고 있다. 빈집문제를 적극적으로 해결하기 위하여 빈집의 현황과 주변 환경을 고려한 세분화된 가이드라인이 필요하다. 그리고 지자체가 빈집문제에 적극적으로 개입 할 수 있는 제도적인 근거가 마련되어야 하며, 빈집의 재이용을 위한 세제 및 비용지원을 위한 제도가 되어야 한다. 빈집정보의 지자체간 공유를 위한 정보공유 시스템 또한 필요하다. 그리고 빈집이 주택시장의 자원으로 활용하기 위해 주민, 도시·건축 전문가, 민간사업자로 구성된 협의체 구축이 요구된다.

본 연구는 빈집 실태조사에 따른 농촌주거복지의 활용방안을 연구하고자 한다. 연구대상은 2013년 영월군 빈집을 대상으로 실태 현황조사를 하였다. 자료분석은 측정문항을 중심으로 하였고, 통계는 SPSSWIN 16.0을 사용하여 빈도분석, 평균분석을 실시하였다. 분석결과는 첫째, 빈집의 발생배경과 환경이 파악되었다. 둘째, 폐광과 이농현상으로 빈집이 증가되었고, 이는 지역의 경관을 훼손하며, 우범지대로 전락하는 사회문제로 나타났다. 셋째, 빈집을 활용한 리모델링, 정책지원, 다양한 변신유도, 체계적 관리, 주거복지, 지속적 홍보 등의 접근방법이 필요한 것으로 나타났다. 본 연구의 시사점은 빈집으로 인하여 발생되는 사회문제를 해결할 수 있으며, 활용방안을 통하여 농촌주거복지의 발전과 소득증대 및 환경개선은 물론이고, 도시민과 기존거주자를 빈집으로 유인할 수 있는 정책 자료가 될 것으로 사료된다.

The empty houses' problem is important in the local revitalization and local sustainability, and these phenomenon caused by various factors of the region. The population and housing census data are the most effective data available to study this phenomenon by small regions. In this study, logistic regression and multiple regression analysis were performed to understand the effects of population, household, and housing characteristics on empty houses using population and housing census data. Also, the scale and direction of the effect of each characteristic in large cities, small cities, and rural areas were compared. As results, there was a slight difference between cities and province regions in the district and housing characteristic variables. In the comparison of Eup-Myeon-Dong, the affected variables were different in the Dong and Myeon areas. The significance of this study is to examine the effect of the characteristics of population and housing on the vacant houses and to confirm that the factors affecting different regions.

도시 생애 주기에 따른 도시 노후화와 도시재생 정책에 관한 관심이 최근 급증하고 있고, 도시 쇠퇴의 가시적인 지표로 대표적인 사례인 공폐가의 발생과 활용 방안에 대한 관심 역시 최근 들어 그 중요성이 커지고 있는 실정이다. 본 연구는 2016년 4월 기준 광주광역시 공폐가 데이터를 이용하여 지리정보시스템과 공간통계기법을 활용하여 공폐가 발생의 공간적 분포 특성과 지역에 따른 공폐가 발생의 유형을 분석하였다. 공폐가 발생의 유형은 "도시재생 활성화 및 지원에 관한 특별법"에 의거하여 광주광역시에서 제작한 "2025 광주광역시 도시재생전략계획"의 10가지 도시 쇠퇴 진단 지표를 활용하여 분석하였다. 기존 공폐가 관련 선행연구 대부분이 시군구별 집계 자료에 제한되었던 것을 극복하여, 공폐가의 실제 위치를 행정동 단위로 분석하여 자세하고 신뢰성 있는 분석을 수행하고, 이를 통해 공폐가의 공간적 분포 패턴과 공간적 자기상관 관계 및 공폐가 발생 유형을 미시적으로 분석하였다. 연구 결과를 요약하면, 광주광역시 공폐가의 발생은 행정동 단위에서 정적인 공간적 자기 상관이 통계적으로 유의미하게 나타나고, 국지적 공간적 자기상관 분석 결과 일부 지역에서 공폐가 발생이 집중되어 있었다. 공폐가 발생과 도시 쇠퇴 요인들과의 상관관계는 삼각도표를 이용하여 시각화하고, 공폐가 발생 지역을 원인 유형별로 분류하였다. 본 연구를 통해 광주광역시 공폐가의 발생 현황과 공간적 분포를 파악하고, 지역별 공폐가 발생의 원인을 유형화하여 도시 노후화 현황과 지역별 대응방안에 대한 시사점을 제공할 수 있을 것으로 기대된다.
