일본의 빈집을 활용한 지역사회 커뮤니티 거점공간 분석 - 교토시 「빈집활용 & 마을만들기」 모델 프로젝트를 중심으로 - (Analysis of Local Community Spaces Bringing Empty Homes Back into Use in Japan - Focused on Empty Home Utilization Model Project of Kyoto City -)

  • Purpose: By identifying the contents of the "Empty Home Utilization & Community Revitalization Model Project" which is a pilot project of empty homes back into use in Kyoto City and analyzing the characteristics of the case housing, the purpose of this study is to find out implications and suggest improvements for the domestic empty home utilization project. Methods: The scope of the survey covers seven project sites in the period from 2014 to 2016. The research method is to derive the physical and operational characteristics of the project, through the literature reviews related to bringing empty homes back into use in Kyoto City and the field survey including the space measurement and the operator interview. Results: First, in order to succeed in bringing empty homes back into use for community revitalization, the selection process of the project and the role of the public in and after supporting the project are important. Second, the important features that are required as a physical characteristic of the project are an advantage in location and an interactive space that is available at all time like a community cafe at the entrance. Third, as an operational characteristic of the empty home utilization project, it is advantageous for the local residents to participate as a business actor or an operator, and it is the continuous use of residents and outsiders by implementing an operating program that is suitable for the characteristics of the local community. Implications: The physical and operational activation factors to bring empty homes back into use need to be included as the project screening standards. And it is necessary for the public to develop the Intermediate Support Organization and to participate in linking with residents in order to carry out the empty homes utilization project effectively.

  • Purpose: This study is to identify the implications and improvement solutions to plan the local community spaces bringing empty homes back into use that fit for regional characteristics, by analyzing the Empty Home Utilization Project implemented in Nam-gu, Incheon. Methods: Among 20 homes sponsored by the Project, five homes being currently operated were analyzed in depth, and features of exterior and interior spaces, and operational characteristics of the subject homes having been renovated through the project sponsorship were examined. Results: A plan is being established to systematically manage deserted or empty homes by assigning classification to each home in Nam-gu, Incheon and they are being utilized as a community space, a place of business or a cultural art space. Most of the physical improvements only included minor repairs such as redoing interior finish, as no major renovation was implemented including layout change and wall removing. Absence of major changes including improvement of house structure resulted in problems regarding accessibility and safety. Also, there was a limit to utilize the spaces only with support on physical improvement cost for empty homes, and it was identified that positive support for renovation should be conducted in accordance with its uses for the purpose. Implications: To complete the Empty Home Utilization Project successfully, it is most critical to reflect the resident opinions and demands, and discover local operators. Furthermore, for sustainable operation of local community space, additional plans for support would be required including financial support and training local leaders, consulting support for operation, encouraging community participation, and connecting with neighbor community.

보안을 위한 홈 오토메이션 시스템 개발 (Home Automation System Development for Security)

  • 본 논문은 보안이 강화된 홈 오토메이션 분야로서, 비디오 도어폰의 카메라와 캠으로 획득된 영상을 DVR 장치로 보내어 이들을 저장하고 조회하는 기능을 개발하는데 있다. 특히, 외출 중 방문객이 초인종을 누르면 방문객의 영상을 자동 저장함으로써 방문객에 대한 정보를 확인할 수 있다. 한편 각종 센서를 이용하여 부재중 집의 상태를 확인할 수 있다. 이들 정보는 홈 오토메이션 및 웹 기반 시스템을 이용하여 인터넷으로 실시간 확인할 수 있다. 부재중 집에 이상 징후가 발생할 경우 휴대폰으로 집 주인에게 상황을 문자 전송할 수 있는 홈 시큐리티 시스템을 개발하였다.

빈집제도의 역할과 개선 방향에 관한 연구 (A Study on the Role and Improvement Direction of Empty Homes Policy in Korea)

  • 본 연구는 국내 빈집문제를 개선하기 위해 영국, 프랑스, 독일, 미국, 일본의 제도와 비교하여, 국내의 빈집제도의 개선 방향을 고찰하였다. 빈집을 억제하기 위하여 국내에서는 '농어촌 정비법', '건축법', '빈집 및 소규모 정비에 관한 특례법'을 기반으로 하는 제도를 포괄적으로 규정하고 있다. 영국은 강제적인 빈집개량을 시작으로 하는 중앙정부와 지자체의 빈집 재활용 프로그램을 특징으로 하고 있다. 프랑스는 빈집세를 시작으로 빈집 및 유휴 부동산을 재이용하여 주택시장에 공급하는 특징을 가지고 있다. 독일은 빈집을 자원으로 인식하여 재이용하기 위한 프로그램을 운용하고 있다. 미국은 민간 부동산 정보망을 활용한 감정 평가 시스템과 커뮤니티 랜드 트러스트, 랜드뱅크 등의 제도를 통한 부동산 시장의 조정을 기본으로 한다. 일본은 행정명령, 빈집뱅크를 통한 빈집관리, 지자체의 빈집상담과 진단, 수리비 지원으로 빈집을 관리하고 있다. 빈집문제를 적극적으로 해결하기 위하여 빈집의 현황과 주변 환경을 고려한 세분화된 가이드라인이 필요하다. 그리고 지자체가 빈집문제에 적극적으로 개입 할 수 있는 제도적인 근거가 마련되어야 하며, 빈집의 재이용을 위한 세제 및 비용지원을 위한 제도가 되어야 한다. 빈집정보의 지자체간 공유를 위한 정보공유 시스템 또한 필요하다. 그리고 빈집이 주택시장의 자원으로 활용하기 위해 주민, 도시·건축 전문가, 민간사업자로 구성된 협의체 구축이 요구된다.

중고령자 빈둥우리가계의 부채보유여부와 가계 재무상태: 소득과 자산 수준을 고려하여 (The Middle-Old Aged Empty Nest Households' Debts Holding and Financial Status: Considering the Level of Income and Assets)

  • This research was conducted for the analysis the middle-old aged empty nest households' debt holdings and their financial status(emergency fund index, liquidity index, debt burden index) considering the level of income and assets. In order to accomplish this study, we made use of the KReIS third beta-version data. The results of the analysis were as follows. First, in all income asset groups there were more non-debts holding houses compared to debt holding houses. Moreover in debts holding houses, compared to other groups high income high assets groups were more. Second, the households that possessed more assets, had more debts. Third, the financial status of the households holding debts were more vulnerable compared to households that had no debts. Moreover, all income asset groups' emergency fund index were low. Households having no debts possessed low real assets and so the liquidity index was higher in holding debts households. In holding debts households, debt burden index was high. And especially these houses suffered from high debt burden when their income and asset were low.

  • This study aimed at proposing an policy improving directions of the rural empty homes grant scheme in Korea. The implementation procedures and results of the relevant schemes / projects on optimum use of rural empty homes at home and abroad were reviewed by literature and internet searches. From the reviewing results, an tentative set of policy directions for project improvement were proposed ; extension of project scope to all the redundant resources, dual focussing of project objectives on housing innovation and economic regeneration of communities, and systematization of project plan and implementation especially in the statutory aspects.

수산물의 기능성 재사용 포장용기 사용을 통한 물류합리화에 관한 연구 (A Study on the Effects of Functional Reusable Packing Containers for Marine Products on Logistics Rationalization)

  • Disposable marine product packaging materials such as wooden, Styrofoam, and corrugated cardboard boxes have a very low reuse rate, thus causing the logistics costs to rise and making it difficult to establish a unit load system for marine products. Disposable packing containers to be discarded are accompanied by resource and environmental issues home and abroad. Transportation vehicles for marine products have to return empty without loading different kinds of products after delivery due to the smell and properties of marine products, thus posing as an obstacle to logistics rationalization. In an effort to overcome those limitations, this study examined the stages of transportation including "producer-wholesale market in the producing area-commission merchant-wholesale market in the consumption area-commission merchant-quasi-wholesale market-consumer" and also analyzed the utilization and distribution of disposable packaging materials currently used in the circulation of marine products including wooden, Styrofoam, and corrugated cardboard boxes. Based on the analysis results, the investigator developed a logistics rationalization model capable of promoting semi-permanent reuse and lowering empty vehicle rate on return routes as an alternative to address environmental issues caused by disposable packaging materials, which have been an obstacle to the logistics rationalization of marine products, packaging costs in the process of repeating packing and unpacking at each stage of marine products circulation, and empty vehicle rates on return routes after marine products delivery.

전업주부들의 TV홈쇼핑 중독구매성향에 관한 연구 (Full-time Housewives' Addictive Buying in TV Home shopping)

  • This study compared full-time housewives' propensity for TV home shopping addiction by different socioeconomic, psychological, and purchase-related characteristics. And it identified the factors that influenced full-time housewives' TV home shopping addiction. The data were obtained from a questionnaire completed by full-time housewives (n=225) lived in Seoul and were analyzed by t-tests, ANOVA, and a multiple regression analysis. The findings of this study were as follows: First, full-time housewives' propensity for TV home shopping addiction was higher in the relatively old aged group. Those who graduated from graduate schools had lower scores in the scale of TV shopping addiction. Also, middle income group showed higher propensity for addictive buying. Second, the propensity for TV home shopping addiction was higher among those who had low self-esteem, who had higher level of empty self Also, those who had experienced material compensations as a child showed higher propensity for addictive purchase. Third, the propensity for addictive buying in TV home shopping was higher among those who had higher propensity for materialism, who took a serious view of markers or friends. Those who abuse their credit cards were more likely to have TV home shopping addiction.

  • 최근, 공유경제는 일반인들에게 인식이 좋아지면서 급부상하고 있다. 그래서 다양한 분야에서 자신의 물건, 집, 재능 등을 공유하는 현상이 많아지고 있다. 대표적으로 "Airbnb"와 같이 집 주인이 여행이나 출장으로 집을 비워둘 때, 자신의 집을 공유하는 쉐어하우스가 가장 활발하게 거래되고 있다. 쉐어하우스를 통해서 집주인은 비어있는 집을 이용하여 수익을 낼 수 있고, 고객들은 저렴한 가격으로 여행지나 출장지에서 숙소를 이용할 수 있다. 기존 쉐어하우스 시스템에서 고객들은 매번 비어있는 집을 확인해야하고, 깁 주인은 고객들의 입주신청을 기다려야하는 불편함을 없애기 위해 웨이팅리스트를 기반으로 한 서비스 플랫폼을 구현하고자 한다. 이 플랫폼을 통해 고객들은 원하는 집에 입주대기를 신청하여 대기 순서를 부여받아 매번 집을 찾아야하는 불편함을 해소할 수 있을 것이다.
