Success Factors of Student Startups in Korea: From Employment Measures to Market Success

  • The Korean government has focused on universities or colleges as the main targets of its startup policy since the 2010s. However, the performance is not so good, with a low survival rate. The purpose of this study is to examine the factors that underpin the success of student startups. First, through a review of the literature, this study compared the success factors of student startups with those of venture startups, which means the general startup sector, as well as youth startups, also a focus of startup policy targeting youngsters outside universities or colleges. Second, we analyzed case studies of startup companies connected University H. The literature review showed that the main target of student startups is the employment of university students. There is a lack of studies on success factors; existing studies only emphasize the entrepreneurship of students. The results of case studies showed several factors of success similar to those of general venture startups: founders, business model and resources including team, and mentoring.

화력발전소 폐쇄와 항만인력 고용의 공정한 전환 (Coal-fired power plants closure and just transition of port labour employment)

  • This study examines the policy direction and specific countermeasures for addressing possible port labour issues from the perspective of Just Transition which may be raised by closing coal fired power plants in Korea. Current energy transition policy and port labour policy in Korea are reviewed and case studies in the countries which has experienced closure of coal fired power plants are undertaken. Although it varies from country to country, a similar approach was found that the employment problem of coal fired power plant closures and measures based on Just Transition regime to mitigate the negative impacts that occur in the region are the key to successful transition. It is suggested that countermeasures for port labour should be institutionalized for providing stakeholders with legal stability covering labours not only directly employed by the plants but also employed in entities in the whole supply chains.

  • Information technology is rapidly diffused throughout the world. Unfortunately, as the technology goes on the disabled vocational rehabilitation is more isolated in physically and mentally. A new paradigm, 'Digital practical use Opportunity' is a product of the tremendous technological changes driving the disabled vocational rehabilitation. The employment for the disabled vocational rehabilitation is a hot issue. Because lack of education rehabilitation cause many problems for the employer. Relating program of employment and education for the disabled vocational rehabilitation, they can get a job in a better condition. This study propose a model of good environmental employment for the disabled vocational providing them the way of getting a job so that they can go as a member of highly developed society. It conducted in society could fundamentally advance our knowledge about the structure of the employment of the disabled vocational rehabilitation, cure their feelings, give them a chance to live happier, stronger, healthier.

  • 노동시장 위기관리 시스템의 일환으로 국내외 경제상황 변동으로 야기되는 고용변화를 사전에 감지하는 단기고용변동의 상시적 예측이 요구된다. 이를 위해 본 논문은 경기선행지수 작성방식을 준용하여 비농림 민간부문 임금근로자 변동을 단기적으로 예측하는 고용선행지수를 개발하였다. 고용선행지수는 고용수준 그 자체보다 고용 동향의 국면 및 전환 시점, 변동 속도등 고용의 변화 방향을 조기 탐지하는 것에 중점을 두어 작성되었다. 개발된 지수에 대해 국면 전환 선행성 평가와 고용수준 변동 예측에 대한 모의실험을 통해 검증하고 활용방안을 제시한다.

Job Creation, Destruction, and Regional Employment Growth: Evidence from Korean Establishment-level Data

  • Using the Census on Establishments collected by Statistics Korea, we analyze how the patterns of job creation and destruction differ across counties (si-gun-gu). We measure aggregate employment changes due to establishment startups, expansions, contractions, and shutdowns for each county and quantify the role of such reallocations in explaining variation in employment growth across counties. Overall we find that both rates of net entry and job creation play an important role in explaining differences in net job creation rates across regions. Moreover, counties with high employment growth rates also tend to have high exit and job destruction rates, which suggests that an active process of job reallocation is a key source of regional employment growth.

Searching for the Cause of the Gender Gap in Employment Losses during the COVID-19 Crisis

  • The recession caused by the COVID-19 crisis has features that could disproportionately harm female employment. Risk of infection and social distancing measures may have disrupted jobs in face-to-face industries, which have traditionally hired more women than men. School closures and a consequent increase in childcare and homeschooling demands may have discouraged labor market participation by working mothers. Using the Economically Active Population Survey, I examine how female employment was affected by each factor. I find that the gender gap in the Employment to Non-participation (E to N) transition rates is twice as large as the gap in the Employment to Unemployment (E to U) transition rates. Women's overrepresentation in the face-to-face industries accounts for most of the gap in the E to U transition but only a third of the gap in the E to N transition. The rise in non-participation is especially pronounced among married women aged 39-44, the group most likely to have elementary-school-age children.

Investing Abroad, Transforming at Home: An Empirical Study of Outward Foreign Direct Investment and Korean Manufacturing's Servicification

  • This paper empirically examines the relationship between outward foreign direct investment (OFDI) of Korean manufacturing firms and the servicification of domestic employment using a firm-level panel data. In this study, considering the issue of low productivity in the Korean service sector, we categorize service employment into core and non-core services and investigate their relationship with OFDI using the firm-fixed effects model. The empirical results show that the share of core service employment exhibits a positive correlation with the extensive OFDI. On the other hand, the share of non-core service employment, which is expected to generate relatively low value-added, does not show a significant relationship with the extensive OFDI. When we divide the samples based on host countries and the type of subsidiaries, the impact on servicification varies depending on the technological capabilities of host countries and their participation in global value chains. Our study suggests that Korean manufacturing firm's internationalization strategies may facilitate a transition from labor-intensive employment, like the cases in advanced countries, to technology-intensive employment through OFDI and other means.

고용보험제도 사각지대 해소를 위한 정책대안의 검토 (Policy Options for Minimizing the Dead Zone of the Korean Employment Insurance System)

  • 본 논문은 고용보험 사각지대의 실태를 분석하고, 사각지대 해소를 위한 여러 정책 대안을 비교분석하여 합리적인 대안을 모색하고 있다. 고용보험 사각지대 해소를 위한 대안으로서 고용보험 미가입자의 가입 활성화 방안, 적용 제외 근로자의 적용 확대 방안, 실업급여의 관대화 방안, 비임금근로자의 고용보험 적용 방안, 실업부조 및 실업보험저축계좌제 도입 방안, 맞춤형 패키지 사업을 활성화 방안을 검토하였다. 전문가에 의한 설문조사와 객관적 평가 기준에 의한 평가 결과 각각의 대안은 나름대로의 장단점이 있지만 고용과 복지가 연계된 맞춤형 패키지 사업을 활성화하는 것이 바람직한 것으로 나타났다. 따라서 1차적으로는 고용보험 미가입자에 대하여 가입률을 높이고, 법령상의 적용 제외 근로자를 최소화하면서, 고용보험으로 보호하기 어려운 비임금근로자와 실업급여 수급자격이 없는 구직자 등에 대해서는 심층상담, 직업훈련, 집중적인 취업알선 등 맞춤형 패키지 사업을 활성화하는 것이 바람직하다.

제조업 혁신과 HPC(High Performance Computing) 활용 (Manufacturing Innovation and HPC (High Performance Computing) Utilization)

  • 본 연구의 목적은 두 가지이다. 첫째, 제조업 혁신과 관련하여 이론적인 측면에서 의미, 파급효과, 고려요소 등에 대해 고찰한다. 둘째, 고성능컴퓨팅(HPC) 활용 정책의 위상을 검증하고 미국과 한국의 상황을 분석한다. 각국의 제조업 혁신 정책은 공통적으로 생산성의 획기적 향상을 목표로 하는데 단순한 생산성의 개선이 아니라 패러다임의 전환을 수반하는 혁신 지향 정책으로서의 성격을 갖는다. 장기적인 성장과 고용을 위해서는 탈공업화를 대체하여 재공업화의 필요성도 있다고 보아야 한다. 제조업 혁신을 통해 고용이 일시적으로 또는 부분적으로 줄어들 수 있으나 간접적인 경로로 고용이 확대되는 효과가 더 클 것이다. HPC 활용의 정책은 제조업 혁신의 부분집합으로서가 아니라 별개의 흐름으로서 중요성을 갖는다. 미국의 경우 HPC 기반의 M&S 활동을 촉진하기 위해 정부주도로 애로요인 해소에 주력하고 있고 민관 합동체제를 통한 문제해결 방식을 추진하고 있다. 한국의 경우 HPC 기반의 M&S 활동에 관련된 생태계 조성이 필요하고 이를 위해 제조기업 M&S 활용 확대와 M&S 지원 전문기업 육성의 과제가 중요하다고 할 수 있다.

우리나라 산업단지 고용에 미치는 지역적 특성 분석 (Analyzing Impacts of Regional Characteristics to Industrial Complex Employment in South Korea)

  • 연구목적: 우리나라 산업단지 고용에 미치는 영향을 분석하는 것을 목적으로 한다. 연구방법: 첫째, 산업단지 고용 요인과 관련된 선행연구들을 검토하고, 둘째, 2015년 기준의 산업단지관련 자료와 통계청 자료 등을 이용하여 산업단지 고용 결정 요인들을 2단계 최소자승법(2SLS)을 이용하여 분석하였다. 셋째, 분석결과를 바탕으로 결론 및 시사점을 제시하였다. 연구결과: 산업단지 입주 대기업의 수, 생산액, 제조업의 다양성과 같은 변수들이 산업단지 고용에 긍정적인 영향을 미치는 것으로 났다. 또한 지역의 전체 제조업 고용자수, 외국인 비율, 대학 수, 재정자립도가 산업단지 고용에 중요한 요인으로 분석되었다. 결론: 산업단지의 고용 창출 정책은 산업단지의 기반시설 뿐만 아니라 지역적 특성도 함께 고려되어야 한다.
