건설업 종사자의 상지 근골격계 증상에 영향을 미치는 업무관련 요인 (Work-related Risk Factors Associated with Upper Extremity Symptoms among Construction Workers)

  • Objectives: The purpose of this study was to identify work-related risk factors associated with upper extremity symptoms among construction workers using the fourth Korean Working Condition Survey(KWCS). Methods: Subjects were 2,724 construction workers selected from 50,007 respondents in the 2014 KWCS. The presence or absence of upper extremity symptoms and work-related risk factors, including individual, physical, and psychosocial factors, were used as variables. A multiple logistic regression analysis was performed in order to evaluate the relationship of the upper extremity symptoms with work-related risk factors. Results: Upper extremity symptoms were significantly associated with: employment type(OR: 1.57, 95% CI: 1.18~2.09); job satisfaction(OR: 2.06, 95% CI: 1.33~3.18); verbal abuse(OR: 2.06, 95% CI: 1.33~3.18); tiring or painful posture(OR: 2.33, 95% CI: 1.73~3.15); carrying or moving heavy loads(OR: 1.68, 95% CI: 1.23~2.24); repetitive hand or arm movement(OR: 1.42, 95% CI: 1.06~1.91) Conclusions: In order to prevent the upper extremity musculoskeletal disease in the construction industry, it is necessary to stabilize employment, enhance job satisfaction, and eliminate violence in the workplace and improve physical work environment.

한국고용직업분류에 의한 수해양산업의 직업분류에 관한 연구 (A Study on Standard Classification of Fisheries Occupation by KECO)

  • The purpose of this study was to classify the standard classification of fishery occupations base on KECO(Korean Employment Classification of Occupation) in Korea. The result of this study was as follows. First ranks was fisheries duties, second ranks were classified into five categories. That were administration duties management duties financial affairs duties, social service duties marketing duties individual service duties, construction duties civil engineering duties, machinery duties manufacture duties repairing duties, production duties. Third ranks classify based on second ranks. Administration duties management duties financial affairs duties were classified fishery administration, fishery management, fishery financial affairs. Social service duties marketing duties individual service duties were classified fishery social service, fishery marketing, fishery individual service. Construction duties civil engineering duties were classified fishery construction, fishery civil engineering. Machinery duties manufacture duties repairing duties were classified fishery machinery duties, fishery manufacture, fishery repairing. Production duties were classified fishery processing, marine products, fishery environment. Fourth ranks was classified according to third ranks.

국소배기장치의 규제개선에 관한 연구 (A Study on Regulation Improvement of Local Ventilation System)

  • 국소배기장치를 설치하려는 경우 환경부 허가를 받더라도 고용노동부 허가를 새로 받아야 한다. 이는 대기환경보전법 뿐만 아니라 산업안전보건법 제48조2에 따른 제조업 유해위험방지계획서를 착공 15일 전까지 제출하도록 되어 있기 때문이다. 현행 환경부 대기환경보전법에서는 국소배기장치의 오염원을 대기 중으로 배출되는 부분만 규제하고 산업현장 내에서의 근로자 안전보건에 관한 내용은 산업안전보건법 등 고용노동부 소관 법률로 관리된다. 환경부의 승인을 받은 것임에도 고용노동부의 불승인 사례가 증가하여 생산지연 및 추가 개선비용에 따른 사업장의 불만이 커지고 있다. 또한, 화재 폭발의 위험성이 큰 국소배기장치의 경우 화재 폭발에 의한 중대산업사고 위험성이 증가하고 있다. 원인은 배풍량, 제어속도, 반송속도, 덕트구경, 화재폭발 위험성 등의 설계가 미흡했기 때문이다. 이는 국소배기장치 승인기준 및 절차는 대동소이 하나 산업안전보건법에서 근로자의 안전보건 및 화재 폭발에 대한 심사항목이 추가되어 있기 때문이다. 본 연구에서는 환경부와 고용노동부에서 이원화 되어 있는 국소배기장치 설치 승인기준을 비교 분석하여 합리적인 제도운영 방안을 모색하고자 한다.

건설업 산업안전보건관리비 사용 투명성 강화 방안 연구 (A Study for the Improvement on Use Transparency of the Occupational Safety and Health Management Cost in Construction)

  • The purpose of this study is to suggest ways to improve the transparency of occupational safety and health management cost (OSHMC) in order to create a safe working environment that can guarantee the health of construction workers. It was performed in the following procedures and methods. (1) collecting and analyzing resources related to the OSHMC in construction, (2) gathering stakeholder opinions for interviewing actual conditions, (3) deriving the improvement plans based on survey results and (4) suggesting direction for improvement of related laws based on the results of the research. As a result of this study, the following ways were found to be effective for enhancing transparency of the OSHMC in construction. (1) disclosure of usage details in sites, (2) Expansion of the standard for the OSHMC in construction, (3) Increase in fines for false use, (4) Establishment of the plan to improve the OSHMC ratio of small-scale construction sites, (5) Strengthen the role of supervisory and support organizations such as the Ministry of Employment and Labor and the Korea Occupational Safety & Health Agency. The result of this study is expected to be used as a basic data for future improvement of the occupational safety and health acts in Korea.

여수지역 비정규직 플랜트 건설 근로자의 안전보건 실태와 개선방안 (Health Status and Improvement Measures for Irregular Plant Construction Workers at Yeosu National Industrial Complex)

  • This study was conducted to evaluate health status and to propose health protection measures of irregular plant construction workers in Yoesu National Industrial Complex (YNIC). The status of safety and health management was examined in five areas including safety and health education, work environment monitoring, health examination, health management record, and personal protective equipment (PPE) for plant construction workers. The safety training rate for plant construction workers was reached high at 91%, The training was mostly consisted of safety accident related things, but training on hazardous materials was found to be insufficient. Workplace monitoring results showed that the compliance rate for work environment for irregular construction workers was 54% and workplace monitoring during turnaround (TA) period with high risk of exposure to hazardous agents has not been implemented. While 61.4% of irregular workers received the general health examination but only 36.8% received the special health examination. The special health examination was found to be conducted only upon welders from 2-3 years ago. The issue of health management record upon irregular construction workers was not being implemented. In case of PPE, basic safety protective equipments such as safety shoes, safety belt, safety helmet were being supplied well while the supply rate of respirator for organic vapor was relatively low at 40%. Based on this study, two suggestions to maximize the utilization of the current safety and health program were made while boosting its effectiveness in protecting workers' health. First, the role of owners (petrochemical plant) related to safety and health should be strengthened. Second, in consideration of the characteristics of construction workers who usually engage in short term employment and frequent movement, community based health management organization is suggested that can overcome such structural problem and carry out the implementation of health examination and sustained health management.

구조방정식 모형을 이용한 기능대학의 취업지도 활성화 방안에 관한 연구 (A Study on Job Search Plan of Polytech College based on Structural Equation Model)

  • 본 논문은 구조방정식(SEM : Structural Equation Model)의 모형을 이용한 기능대학의 취업지도 활성화 방안에 관한 연구로서 연구대상인 독립변인의 취업안정성 구성과 취업환경 구축 및 취업체 선정요소 등의 요인들에 대한 영향력을 검증하고 종속변인인 취업욕구의 요인이 취업지도활성화 방안에 미치는 요인에 대한 조사 분석과 이에 제시되는 지표의 결과에 따른 개선방안을 연구하고자 한다. 이를 위해 기능대학생을 대상으로 설문조사를 하여 독립변인과 종속변인의 요인들에 대한 관계를 조사 하였으며, 또한 취업욕구요인이 취업지도활성화 효과에 영향을 미치는 요인들을 AMOS 5.0 프로그램을 활용하여 구조방정식모형을 통한 분석을 실시하였다. 연구 결과 취업안정성과 취업체선정요인은 취업욕구요인에 크게 영향을 미치지 않는 것으로 나타나 기각되었으며, 독립변인 중 취업환경구축 요인(산학협력체제구축, 현장체험실무지도, 직업능력향상지도)이 종속변인인 취업욕구요인에 가장 유의하게 긍정적인 영향을 미치는 요인으로 채택되어 취업지도활성화에 결정적인 영향이 있는 것으로 분석되었다.

산불피해지역 복구를 위한 정부지원이 지역경제에 미치는 파급효과 분석 (A Ripple Effect of Regional Economy by Government Aid for Forest Fire Restoration through the Input-Output Analysis)

  • 본 논문의 목적은 2000년 대형산불 발생지역인 강원도 내 삼척시, 고성군, 동해시를 대상으로 산업연관분석을 이용하여 산불피해 복구를 위한 정부지원액이 지역경제에 미치는 파급효과를 분석하는데 있다. 생산유발효과는 세 지역 모두 건설업을 제외한 모든 산업에서 직접 생산유발효과가 간접 생산유발효과보다 큰 것으로 나타났다. 소득유발효과는 생산유발효과와 비슷하였고, 고용유발효과는 세 지역의 모든 산업에서 간접 고용유발효과가 직접 고용유발효과보다 크게 나타났다. 동해시에서 전체적으로 삼척시, 고성군보다 생산유발효과 및 소득유발효과가 더 효율적인 것으로 나타났고, 삼척시에서는 고성군, 동해시보다 고용유발효과가 더 효율적으로 사용된 것으로 나타났다.

자연환경보전·이용시설의 공간조성 사례 분석 (Spatial Analysis on the Facility of Nature Environmental Conservation and Its Utilization)

  • The objectives of this research is searching for the improvement scheme of spacial use of the Nature Environmental Conservation and its Utilization Facility through the analysis of those existing facilities from the structural and operational view points. In this study, firstly, analysis is commencing with the distinction of lawful and operational concepts of Nature Environmental Conservation and its Utilization Facility. In law, the concept is defined as an individual facility, while practical use of the concept has been understood as a collective space itself. Secondly, frequency tables in regard to the duration of the construction, types of location and objectives, and facility numbers are prepared on the basis of 53 cases of completed and under construction facilities. Conclusively, through the comparisons of facilities of Korea, United Kingdom and Germany, the future considerations on the improvement of the facilities in light of structural and operational aspects has been recommended. In structural view, ecological conservation aspect should be considered from the planning stage of the facility. And at the operational stage, various considerations should be given to the employment of facility experts and development of educational programs respectively.

태양광발전시스템 성능 시뮬레이션을 통한 하수처리장 에너지자립율 산정 (Estimation of energy self-sufficiency in municipal wastewater treatment plant using simulated solar photovoltaic performance)

  • This paper presents energy self-sufficiency simulated in municipal wastewater treatment plants (WWTPs) by adopting solar energy production systems that vary with installation conditions. Relative to the national average energy consumption in WWTPs, the employment of 100 kW photovoltaics (PVs) was simulated to achieve 2.75% of energy self-sufficiency. The simulated results suggested that the installation of PVs toward South or South west would produce the highest energy self-sufficiency in WWTPs. When super-hydrophilic coating was employed in the conventional PVs, 5% of additional solar energy production was achievable as compared to uncoated conventional PVs. When 100 kW of PVs were installed in a future test-bed site, Kihyeung Respida located in Yougin, Sourth Korea, the energy self-sufficiency by solar energy was simulated to be 1.77% (2010). The simulated energy self-sufficiency by azimuth(direction) will be useful reference for practitioners in designing the solar PV systems in the WWTPs.

  • 최근 건축물이 대형화, 복합화되고 다양한 공법들이 시도되고 있다. 이에 건설장비 사용이 지속적으로 증가하고 있는 것은 물론, 그에 따른 안전사고도 지속적으로 증가하고 있다. 고용노동부 산업재해현황 발표자료에 따르면 건설업 사망사고 중 건설장비로 인한 사망사고 비율이 2009년부터 지속적으로 증가해오고 있는 실정이다. 범죄·교통 등 타산업의 안전분야에서는 평가지표 개발 또는 위험 지수 개발의 요구가 있어 정량적인 지수를 개발하는 연구가 지속적으로 연구가 진행되어 왔다. 반면에 건설장비는 재해사례를 분석하여 개선대책을 도출하는 연구는 되고 있으나, 위험 지수와 관련된 연구는 부재한 실정이다. 이에 본 연구에서는 사고사례를 기반으로 현장의 건설장비 위험 수준을 선행적으로 판단할 수 있는 정량적 지수를 개발하고, 현업에 활용 가능성도 확인해 보고자 한다.
