This paper is primarily intended to present quantitative evidences for land surface albedo difference among seven metropolitan cites in South Korea. An empirical study for experimental sites was conducted to confirm how a standard MODerate Resolution Imaging Spectroradiometer (MODIS) instrument offers the viable method of measuring and comparing the regional heterogeneity of albedo among administrative districts. The metropolitan cities like Seoul located in dense building environment do result in much lower albedo than those exposed in much more sub-urban surface (e.g KwangJoo). These experimental results indicate that an urban surface such as building and road is a crucial explanatory variable for lower albedo. It is confirmed that the urban surface such as building and road could be employed as a proxy of the lower albedo burden in the metropolitan area. It is anticipated that this research output could be used as a valuable reference to confirm the potential of introducing the new concept of "administrative districts specific albedo management" to support more scientific and objective decision-making in the process of GHG (Greenhouse Gas) reduction project.
Soft clay is widely distributed in the southeast coastal areas of China. Many large underground structures, such as subway stations and underground pipe corridors, are shallow buried in the soft clay foundation, so the dynamic characteristics of the soft clay must be considered to the seismic design of underground structures. In this paper, the dynamic characteristics of saturated soft clay in Shanghai under the bidirectional excitation for earthquake loading are studied by dynamic triaxial tests, comparing the backbone curve and hysteretic curve of the saturated soft clay under different confining pressures with those under different vibration frequencies. Considering the coupling effects of the confining pressure and the vibration frequency, a fitting model of the maximum dynamic shear modulus was proposed by the multiple linear regression method. The M-D model was used to fit the variations of the dynamic shear modulus ratio with the shear strain. Based on the Chen model and the Park model, the effects of the consolidation confining pressure and the vibration frequency on the damping ratio were studied. The results can provide a reference to the earthquake prevention and disaster reduction in soft clay area.
In re-assessing the Jacket-type fixed steel structures, the current standards often allow the simplicity of corrosion sections using local buckling or equivalent section approach to applying empirical formulae of frame stress and resistance analyses. However, those approaches can lead to significant errors for non-uniform corroded frames in a specific area, including force distribution, stress, and allowable strength of the tubular section, compared to the actual cases. This paper investigates a suitable approach to determine the actual stress on non-uniform corroded tubular frames under compression through the non-linear ABAQUS model by considering the effect of large deformation on the frame axis and the frame section. There are 3 scenarios of interest. In the 1st and 2nd scenarios with simple corrosion cases, the stress ratios using the numerical model and theoretical formulae correspond to the calculation of allowable strength reduction ratios in standards. However, scenario 3, which describes non-uniform corroded sections based on survey data, provides considerable differences in results. Therefore, it proves the reliable and effective results when using this method to analyze the resistance of the actual corroded section in the Jacket platforms.
To minimize the negative alterations in hydrologic and water quality environment in urban areas due to urbanization, Low Impact Development (LID) techniques are actively applied. In Korea, LID facilities are classified as Non-point Pollution Reduction Facilities (NPRFs), and therefore they are evaluated using the performance evaluation method for NPRFs. However, while LID facilities are generally installed in small, distributed configuration and mainly work with the infiltration process, the existing NPRFs are installed on a large scale and mainly work with the reservoir process. Therefore, some limitations are expected in assessing both facilities using the same method as they differ in properties. To solve these problems, in this study, a new method for performance evaluation was proposed with focus on bio-retention LID facilities. EPA SWMM was used to reproduce the hydrologic and water quality phenomena in study area, and SWMM-LID module used to simulate TP interception performance by installing a bio-retention cell under various conditions through long-term simulations. Finally, an empirical formula for Load Capture Ratio (LCR) was derived based on storm water interception ratio in the same form as the existing method. Using the existing formula in estimating the LCR is likely to overestimate the performance of interception for non-point pollutants in the extremely low design capacity, and also underestimate it in the moderate and high design capacity.

In recent years, national and local government's air quality management and climate change adaptation policy has been significantly strengthened. The measures in the two policies may be in a relationship of trade-off or synergy to each other. Greenhouse gases and air pollutants are mostly emitted from the same sources of using considerable amounts of fossil fuels. Co-benefits, in which either measure has a positive effect on the other, may be maximized by reducing the social costs and by consolidating the objectives of the various policies. In this study, the co-benefits were examined by empirically analyzing the effects of air pollutants and greenhouse gas emission reduction, social cost, and cost effectiveness between the two policies. Of the total 80 projects, the next 12 projects generated co-benefits. They are 1) extend restriction area of solid fuel use, 2) expand subsidy of low-$NO_x$ burner, 3) supply hybrid-vehicles, 4) supply electric-vehicles, 5) supply hydrogen fuel cell vehicles, 6) engine retrofit, 7) scrappage of old car, 8) low emission zone, 9) transportation demand management, 10) supply land-based electric of ship, 11) switching anthracite to clean fuel in private sector, 12) expand regional combined-energy supply. The benefits of air pollutants and greenhouse gas-related measures were an annual average of KRW 2,705.4 billion. The social benefits of the transportation demand management were the highest at an annual average of KRW 890.7 billion, and followed by scrappage of old cars and expand regional combined-energy supply. When the social benefits and the annual investment budgets are compared, the cost effectiveness ratio is estimated to be about 3.8. Overall, the reduction of air pollutants caused by the air quality management policy of Gyeonggi-do resulted in an annual average of KRW 4,790.2 billion. In the point sources management sector, the added value of $CO_2$ reduction increased by 4.8% to KRW 1,062.8 billion, while the mobile sources management sector increased by 3.6% to KRW 3,414.1 billion. If social benefits from $CO_2$ reduction are added, the annual average will increase by 7.2% to KRW 5,135.4 billion. The urban and energy management sectors have shown that social benefits increase more than twice as much as the benefits of $CO_2$ reduction. This result implies that more intensive promotion of these measures are needed. This study has significance in that it presents the results of the empirical analysis of the co-benefits generated between the similar policies in the air quality management and the climate change policy which are currently being promoted in Gyeonggi-do. This study suggested that the method of analyzing the policy effect among the main policies in the climate atmospheric policy is established and the effectiveness and priority of the major policies can be evaluated through the policy correlation analysis based on the co-benefits. It is expected that it could be a basis for evaluation the efficiency of the climate change adaptation and air quality management policies implemented by the national and local governments in the future.

Gravel Compaction Pile (GCP) method is currently being designed and constructed by empirical method because quantitative design method has not been developed, leading to various types of and frequent destruction such as expansion failure and shear failure and difficulties in establishing clear cause and developing measure to prevent destruction. In addition, despite the difference with domestic construction equipment and material characteristics, the methods applied to the overseas ground is applied to the domestic as it is, leading to remarkable difference between applied values and measured values in variables such as bearing capacity and the settlement amount. The purpose of this study was, therefore, to propose a reasonable and safe design method of GCP method by analyzing the settlement and stress behavior characteristics according to ground strength change under GCP method applied to domestic clay ground. For the purpose, settlement amount of composite ground, stress concentration ratio, and maximum horizontal displacement and expected location of GCP were analyzed using ABAQUS. The results of analysis showed that the settlement and Settlement reduction rate of composite ground decreased by more than 60% under replacement ratio of 30% or more, that the maximum horizontal displacement of GCP occurred at the depth 2.6 times pile diameter, and that the difference in horizontal displacement is slight under replacement ratio of 30%.

This study is an effort to develop a series of empirical procedure for the determination of design flood for a small watershed based on the unit hydrograph theory. It is shown that a flood discharge of a watershed with a specific return period can be expressed as a product of its watershed area, rainfall factor, runoff factor and flood peak reduction factor. Since the procedures for the determination of rainfall factor and runoff factor were already developed in the previous study (13) a series of step-by-step procedure is devised to empirically determine the flood peak reduction factor in the present study. Using the methodology developed herein the 50-year design flood, which is of concern in the drainage of agricultural lands, is estimated for a watershed on upper Kyungan River and compared with the design floods by the existing methods now in use. The flood peak reduction factor was correlated with the dimensionless parameter consisted of the rainfall duration divided by the basin lag time, which was computed from the derived unit hydrographs by the method of moment. The unit hydrographs of various durations were synthesized by the method of build up and S-curve. A multiple correlation was also made between the basin lag time and the physiographic parameters of the watershed, i.e., the stream length and the average stream slope.
This paper proposes a method for effectively segmenting the hand region using a widely popular RGB color-based webcam. This performs the empirical preprocessing method four times to remove the noise. First, we use Gaussian smoothing to remove the overall image noise. Next, the RGB image is converted into the HSV and the YCbCr color model, and global fixed binarization is performed based on the statistical value for each color model, and the noise is removed by the bitwise-OR operation. Then, RDP and flood fill algorithms are used to perform contour approximation and inner area fill operations to remove noise. Finally, ROI (hand region) is selected by eliminating noise through morphological operation and determining a threshold value proportional to the image size. This study focuses on the noise reduction and can be used as a base technology of gesture recognition application.
With the accumulations of outcomes from archaeological excavations of mountain fortress of three kingdoms period, there have been studies about time-periodic territory range of mountain fortress, difference in the way(method) of construction, defence system and so on from various points of view. This is an empirical study on the construction method of the valley part of stone fortress. First of all, it is required to secure large quantity of fresh water for those who lived at mountain fortress. Especially when builders of fortress construct a fortification at the valley part of stone fortress, in advance they must sufficiently consider several options including the establishment of sustainable water resources. First, when it comes to build a fortification on a ridge[or a slope] of a mountain, you have only to consider a vertical stress. However, when it comes to build a fortification at the valley part of a mountain, You must have more sufficient preparations for the constructing process. Because there are not only a vertical stress but also a horizontal pressure simultaneously. Second, a fortification of mountain fortress built by using unit building stone is a structure of masonry construction like brick construction, and the valley part of it is where the construction of the fortification begins. Third, when it comes to build a fortification at the valley part of a mountain, it seems that they use a temporary method such as coffer dam in oder to prevent the collapse of the fortification due to heavy rain. Furthermore, in response to a horizontal pressure a fortification is built by the way of its plane make an arch, or by piling up the soil with the plate method(類似版築) and earthen wall harder method(敷葉) they increase cross-sectional area of the fortification and its cutoff capacity. In front direction they put the reservoir facility for the fear that the hydraulic pressure and earth pressure are directly transmitted to the fortification. The process of constructing the fortification at the valley part of a mountain is done in the same oder as follows; leveling of ground(整地) ${\Rightarrow}$ construction of coffer dam ${\Rightarrow}$ construction of the fortification between the both banks of the valley ${\Rightarrow}$ construction of the fortification at bottom part of spill way(餘水路) between the both banks of the valley ${\Rightarrow}$ construction of spill way(餘水路) & reservoir facility ${\Rightarrow}$ construction of the fortification at upper part of spill way between the both banks of the valley. Coffer dam facility seems to be not only the protection device on occasion of flood but also an important criterion to measure the proper height of spill way or tailrace(放水路). This study has a meaningful significance in that it empirically examines the method of reduction of the horizontal pressure which the fortification at the valley part of a mountain takes, the date the construction was done, and wether the changes in climate such as heavy rainfall influence the process of construction.
In order to resolve transportation system focused on vehicles which have led to all sorts of problems such as traffic congestion, air pollution and so on, Korea recently have tended to center around Transit Oriented Development(TOD) which is capable of initiating public traffic demands. It is imperative to develop objective evaluation method which is able to measure pedestrian environment and amenity in order to facilitate green transit. The purpose of this paper is to present evaluation indices and measurement framework of pedestrian environment by analyzing effect on TOD major planning factors such as diversity, density, design, and supply etc. For this, we applied evaluation index with regard to TOD planning factors, investigating connection to pedestrian and employed AHP (Analytic Hierarchy Process) so as to quantify the result of measurement in Jongro 3ga and Hangangjin station. As a result, we presented relationship between travel patterns of pedestrian and each TOD planning factor. More importantly, the proposed framework is expected to make the best of the visualization as well as evaluation method for the pedestrian accessibility, convenience of public transportation, and the mixed land-use patterns in subway area and transit center.
