지속가능한 도시개발을 위한 환경관리방안의 모색 - 청주시를 중심으로 - (Environmental Management towards Sustainable Urban Development of Chongju City)

  • The object of this study is to suggest some alternatives for environmental management towards sustainable urban development of Chongju city in Korea. This study analyses urban environmental indicators (population density, land use, road, park, car, etc.), level of air and water pollution and solids waste generation by comparing Chongju city and other large cities. Some alternatives towards sustainable development in Chongju city would be summerized and suggested as higher concentrated land use(compact city), mixed land use, supply of mass transit, establishment of regional environmental standards, total emission regulation of air and water pollutants, the preparation of Local Agenda21 of Chongju, and the introduction of strategic environmental assessment(SEA) into environmental impact assessment.

  • Recently, the semiconductor and display industries have tried to reduce the emissions of perfluorocompounds (PFCs) from the globally environmental regulation. Total amount of PFC emission can be calculated from the flow rate and the partial pressures of PFCs. For the precise measurement of PFC emission amount, the mass flow controlled helium gas was continuously injected into the equipment of which scrubber efficiency is being measured. The partial pressures of PFCs and helium were accurately measured using a mass spectrometer in each sample extracted from inlet and outlet of the scrubber system. The flow rates are calculated from the partial pressures of helium and also, PFC destruction and removal efficiency (DRE) of the scrubber is calculated from the partial pressure of PFC and the flow rate. Under this method, the relative expanded uncertainties of the flow rate and the partial pressures of PFCs are ± 2% (k = 2) in case the concentrations of NF3 and SF6 are as low as 100 μmol/mol.

Measurement and analysis of tractor emission during plow tillage operation

  • In Korea, the U.S. Tier-4 Final emission standards have been applied to agricultural machinery since 2015. This study was conducted to analyze the emission characteristics of agricultural tractors during plow tillage operations using PEMS (portable emissions measurement systems). The tractor working speed was set as M2 (5.95 km/h) and M3 (7.60 km/h), which was the most used gear stage during plow tillage operation. An engine idling test was conducted before the plow tillage operation was conducted because the level of emissions differed depending on the temperature of the engine (cold and hot states). The estimated level of emissions for the regular area (660 m2), which was the typical area of cultivation, was based on an implement width of 2.15 m and distance from the work area of 2.2 m. As a result, average emission of CO (carbon monoxide), THC (total hydrocarbons), NOx (nitric oxides), and PM (particulate matter) were approximately 6.17×10-2, 3.36×10-4, 2.01×10-4, and 6.85×10-6 g/s, respectively. Based on the regular area, the total emission of CO, THC, NOx, and PM was 2.62, 3.76×10-2, 1.63, and 2.59×10-4 g, respectively. The results of total emission during plow tillage were compared to Tier 4 emission regulation limits. Tier 4 emission regulation limits means maximum value of the emission per consumption power (g/kWh), calculated as ratio of the emission and consumption power. Therefore, the total emission was converted to the emission per power using the rated power of the tractor. The emission per power was found to be satisfied below Tier 4 emission regulation limits for each emission gas. It is necessary to measure data by applying various test modes in the future and utilize them to calculate emission because the emission depends on various variables such as measurement environment and test mode.

실내 공기질 공정시험방법과 기준의 동시 개정에 따른 실란트 제품의 TVOC 관리수준 평가 (Evaluation of TVOC regulation level of sealant products in accordance with simultaneous revision of testing method and regulation value in the law of indoor air quality management)

  • 환경부에서는 오염물질 다량 방출 건축자재의 효율적인 관리를 위해 다중이용시설 등의 실내 공기질 관리법의 시행 규칙 일부를 개정하였다. 특히 액상건축 자재인 실란트의 경우 시험방법과 초과기준이 함께 개정되어 기존 관리 수준과 개정 관리 수준의 직접적인 비교가 불가능하다. 따라서 이 연구에서는 실란트의 개정 시험방법의 각 요소들이 오염물질 방출강도에 미치는 영향과 타당성을 기존 시험방법에 대비하여 검토하였다. 이를 통하여 개정된 오염물질 방출 관리기준을 평가하였다. 특히 실란트는 제품마다 완전경화에 소요되는 시간의 편차가 커서 시험기간 내에 완전히 경화되지 않는 제품들도 다수 있는 것으로 나타났다. 그래서 경화시간이 빠른 제품들만 대상으로 개정된 시험방법을 적용하여 실험하였다. 그 결과 개정된 실란트의 관리기준은 기존의 관리기준에 비해 2.5 배 이상 약화된 것으로 나타났다. 개정된 실란트의 시험방법을 모든 실란트 제품에 적용하기 위해서는 시험기간을 연장하거나 실란트 시험편을 빨리 경화시킬 수 있는 시험방법으로 개선이 필요하다.

목질제품의 포름알데히드방출량 측정방법과 개선방안 (Measuring Methods and Their Improvement of Formaldehyde Emission from Wood-Based Panels)

  • This paper attempted to review measuring methods of formaldehyde emission from wood-based panel products. Methods included for the discussion were desiccator methods, extraction method, and various chamber methods. First, the procedures and testing conditions of 24-hour desiccator method was critically reviewed, and an improvement of this method was proposed to meet international standards. Two different small chamber methods ($20\ell$ and $1m^3$ chamber methods) were also compared in terms of their advantages and disadvantages. In addition, the regulation levels of formaldehyde emission of wood-based composite panels were compared for different countries. The selection of a reference method of measuring formaldehyde emission of wood panel products should consider the ease of conducting test and cost required. Results should be exchangeable for different methods.

  • EFI system has severe problems of heavy HC emission generated by large fuel droplets and non-uniform air-fuel mixture. Therefore, various atomization techniques are being developed in order to reduce HC emission. The one among those techniques is ar shrouded injector, which has better atomization ability and demands less power loss than other atomizers. Thus, the development of this air shrouded injector can be major topic to cope with international emission regulation. Nevertheless, there are few domestic and foreign studies which deal with air shrouded injector. In this study, the spray characteristics and atomization mechanism of the representative air shrouded injector were analyzed using PDPA system. From experimental results, the definite standards of air shrouded injector's spray characteristics were established.

뱀장어 양식장에서 발생하는 온실가스 배출량 산정 (Estimation of Green-House-Gas emissions from domestic eel farm)

  • The purpose of the study is to estimate the Green-House-Gas (GHG) emissions from domestic eel farm in the water recirculation system or still-water system by the assessment of energy consumptions and GHG emissions for establishing to reduce standards of GHG from a sustainable perspective. GHG emission components as seeds, feed, fuel, electricity, fixed capital, fish respiration, and others were analysed at the different culture type between water recirculation system and still-water system by 3 stage farm size of small, medium, large scale. The result showed that the mean GHG emission of the eel farm was $18.7kg{\cdot}CO_2$ in the stage of production per fish 1kg at different culture type and farm size. Therefore it could be useful for policy, planning, and regulation of aquaculture development with establishing GHG reduction standards.

  • This study aims to estimate the Green-House-Gas emissions from domestic farmed flounder in the southern sea and Jeju-Do, where is mainly produced, by the assessment of energy consumptions and GHG emissions from domestic fish farms for establishing reduce standards of greenhouse gas from a sustainable perspective. It needs to analyze such GHG emission components as feed, electricity, fuel, fixed capital, fish respiration, and liquid oxygen in two locations by 4 stage running water type farm size of small, small and medium, large and medium, large scale. The result showed that the mean GHG emissions were $36.83kg{\cdot}CO_2/year$ in the southern sea and $24.33kg{\cdot}CO_2/year$ in Jeju-Do, respectively, in the stage of production per fish 1kg at 2 locations and farm size from domestic farmed flounders, and it will give to be useful for policy, planning, and regulation of aquaculture development with establishing GHG reduction standards.

소출력 무선 수신기의 부차적 전파발사 규정에 관한 연구 (A Study on the Technical Regulation for Spurious Emission of Weak Field Strength Radio Receiver)

  • 소출력 무선설비로부터 발사되는 전파로 인한 혼신으로부터 다른 무선국을 보호하기 위해 사용 주파수에 따라 출력 강도를 제한하고 있으며, 수신기의 경우에는 불요 발사 전력을 규제하고 있는데, 국내의 경우에는 1GHz이하의 소출력 무선설비의 수신기의 부차적인 전파 전력에 관한 규정은 -54dBm으로 규정되어, 1GHz 이상의 소출력 무선설비의 경우에는 아직 그 규정이 마련되어 있지 않고 있다. 현재 1GHz 이상의 기기들이 통신시장의 확대로 인해 서비스가 증가하고 있어 국내 기준이 필요 상태이다.

경유승용차 도입이 터널 소요환기량에 미치는 영향분석 (The effects of introduction of diesel passenger cars on the ventilation requirements for road tunnels)

  • 2005년 하반기부터 국내 승용차시장에 경유승용차의 시판이 허용되면서 시장점유율이 점증하고 있어, 향후 서유럽의 경우와 같은 수준으로 까지도 증가할 것으로 예상된다. 본 연구에서는 경유승용차의 확대보급에 따른 터널 소요환기량 및 환기설비용량 변화를 검토하기 위하여 차령, 차종구성비, 매연 배출량 변화추이를 감안한 기준배출량을 달리하는 3가지 경우를 비교 분석하였다. 전형적인 2km 길이의 2차선 고속도로 터널을 대상으로 한 비교연구에서 현 환기설계기준상의 기준배출량과 경유승용차 구성비 40%를 가정한 Case 1의 경우, 현 설계기준보다 상대적으로 많은 소요환기량 및 환기설비용량을 요구하였다. 차령은 고려하나 경유승용차를 감안하지 않은 기준배출량을 설계에 반영하고 있는 실제 터널을 대상으로 한 Case2와, 차령 및 경유승용차 보급률을 동시에 고려한 배출계수에 의한 기준배출량을 적용한 Case3은 모두 EURO-3 규제기준과 비슷한 수준의 환기특성을 나타내는 것으로 분석되었다. 한편, 국내 기존 환기설계기준에 적용하고 있는 환경부 제작차 허용배출량 기준은 EURO-2 규제기준보다 높은 편으로 조사되었으며, 2006년부터 적용하고 있는 허용배출량 기준은 EURO-4 규제기준과 비슷하게 분석되었다. 본 연구는 향후 국내 경유승용차의 확대보급에 따른 경유차량 구성비의 증가, 매연 배출량 규제에 따른 매연배출량의 감소 등의 변화를 고려한 오염물질의 기준배출량 산정을 통하여 최적 소요환기량 및 환기설비용량 결정을 하기 위한 기초자료의 제공을 목적으로 하고 있다.
