Deduction of Emergency Stop Situation Factors for Water Electrolysis Facilities (수전해 설비에 대한 비상정지상황 발생 요인 도출)

  • There are various types of hydrogen production methods, but among them, the alkaline water electrolysis method produces hydrogen by electrolyzing water, and unlike other methods, it can produce green hydrogen that does not emit pollutants and greenhouse gases. There are many different potential risk factors inherent in the water electrolysis process. So it is necessary to predict an emergency situation in advance and to safely manage and take countermeasures according to the emergency situation. Korea Gas Safety Corporation (KGS) CODE AH271 stipulates legal matters to secure safety, but it is not detalied. Thus it is necessary to take measures to safely control and manage it according to the situation in which an emergency stop is required. In this study, based on KGS CODE and HAZOP for alkaline water electrolysis facilities, factors that can cause emergency situations were derived and countermeasures were prepared.

  • In this paper the pressures and flowrate distributions in the loading/unloading piping system of LNG carrier have been investigated in the case of unsteady flow state as well as steady one. Under emergency situation the main cargo pumps are forced to fail, and the ESD(Emergency Shut Down) valves and Stop valves are closed within set-time. The surge pressures according to the variations of valve closing time have been computed to recognize the surge phenomenon due to sudden decrease of flowrate. By means of these analysis results, the most important factors on the in-pipe surge phenomenon of cargo loading/unloading piping system of LNG Carrier are the type of ESD and Stop valves, valve closing time, and the pipe arrangements.

  • This paper formulates the principle of the magnetic actuator break system (MASS) for emergency situation driving a car. When the exciting break system of a car is broken, MASS will be able to stop the car by the electric system. MASS controls the rotating wheel to slow down gradually while holding and laying the wheel down several ten times per second. We present the magnetic field and dynamic behavior analyses for the magnetic actuator break system using finite element method (FEM) associated with parameter, for calculating the displacement of the moving parts and the supplying current.

  • Antilock brake system(ABS) prevent the wheels of road vehicle from locking up and skidding so that the braking force is from static friction instead of kinetic friction. Therefore ABS helps drivers maintain steering control during breaking situation particularly at an emergency stopping situation.   • In this paper, a simulator hardware and control design for an electronic parking brake (EPB) are proposed for emergency vehicle braking when the hydraulic break and anti-lock brake systems (ABS) fail to function. EPB systems are designed specifically for park braking and are usually installed on the rear wheels. However, in an emergency situation when all vehicle brake systems fail, the EPB can be utilized to stop the vehicle and track the target slip ratio as the ABS. This paper analyzed the non-linear EBP of the type of motor on caliper (MoC) based on experiments. A simulator hardware is also designed to validate the performance of the designed EPB controller in terms of braking distance and performance in tracking the target slip ratio. Through the experimental analysis, it is confirmed that a sliding mode controller can be applied on a non-linear EPB to track the target slip ratio.

  • Although This study is to produce various considerations for the proper time and feasibility of new runway with Incheon international airport $4^{th}$ runway development case. In order to validate the feasibility of runway development, it is main considerations to be increased airport capacity for accommodating increase air traffic demand, secure stable airport operation without degrading service level, cope with emergency situation and maintain competitive among competitive airports which are developing new runway. Conclusionally, to develop new runwlay at the proper time for sustainable and stable airport operation without stop is the best way of maintaining competitiveness among foreign competitive airports.

A Study on Lawsuit Cases and Measures of Emergency Medical Service (응급의료서비스 중 발생되는 소송사례와 대책 연구)

  • Civil complaints and lawsuits filed in the process of providing emergency medical service include fall accident on the way of carrying the patient, transfer consent, refusal and rejection of rescue request, range and behavior restriction of emergency medical technicians, false registry of logbook, neglect of duty and emergency patient, and violation of traffic laws on the way of dispatch to the scene of accident. This study suggested the measures by cases as follows. 1. The accidents on the way of carrying a patient could be divided into fall of patient and fall by paramedic's mistake. In the former case, damages caused by the ambulance's shaking must be notified to the patient and guardian and recommended to fasten seat belt, in the latter case, the plan of patient's posture, route of transport, rescue and equipments should be comfirmed before fixing the patient. 2. Transfer consent must be made as implied when the patient is unconscious under delusion and was not able to consent physically, and paramedic must take an action by his judgment and record details of services on logbook. 3. When a patient refused to transfer, get 'confirmation of transfer refusal' and inform him of refusal. Paramedic should receive the signature. In addition, in case of refusal, transfer request should be made after hearing doctor's opinion and it should be notified to transfer request and superintendent of fire station after making 'confirmation of transfer refusal'. 4. Emergency medical technicians should perform their duties within the range of services prescribed by Article 41 of Law of Emergency Medical Service and Article 33 of Its Enforcement Regulations and shall not make announcement of death. In case of reporting the death to guardian, it is desirable to use record data like ECG results. 5. The best way to have protection from legal problems is making and keeping the exact records of accident and patient. Paramedic should not mention his subjective opinion about the accident-related matter. He must record correctly and keep the original medical records. 6. As emergency medical technicians are responsible for taking care of emergency patients, they must contact a briefing room when they meet a difficult situation suddenly due to vehicle stop or treatment of other patients and then must have support from neighboring hospital and other safety centers. 7. Since the ambulance operator is responsible for safety and careful driving of ambulance, he must be careful when he violates traffic regulations unavoidably. The operator should drive slowly below 10km/h at an intersection and pass it after getting way from general vehicles driving from all directions.

Analysis of EMI Between Overlapped Railway Signalling Systems and Its Countermeasure (철도신호시스템 중첩운영으로 인한 전자파장해현상 분석 및 대책)

  • ATS(Automatic Train Stop) system makes train stop when it runs over the speed limit and ensure the safe operation of train. Seoul Metro line 2 in Korea, which started its passenger service in 1982, has adopted ATS system for its signaling system. The ATS system has only a train stop function at the time of emergency, and Seoul Metro is planning to replaced them with ATC(Automatic Train Control)/ATO(Automatic Train Operation) system which can provide the dedicated speed control for headway reduction and automatic operation of train. Until all the ATS system is replaced with the new ATC system, both systems are to operate simultaneously at the same metro line. In this situation, ATS system sometimes reveals improper operation: train stops suddenly without any obstacles in front of it. These emergency stops cause interruption of passenger service, and abnormal abrasion of wheels and rail. This paper makes it clear that these interruptions are caused by EMI phenomena between ATS on-board device and ATC wayside device : Signal current flowing in AF track circuit of ATC is turn out to be a EMI source that prevent normal operation of the ATS on-board device. Although the two systems have different frequency-ranges (ATS system has frequency range between $78{\sim}130$[kHz] and ATC system has frequency range between $9.5{\sim}16.5$[kHz]), it turned out that EMI phenomena appears between the both systems. This is investigated by measuring the output signal from ATS on-board device passing over ATC wayside device. The FFT(Fast Fourier Transform) analysis of the signal reveals that AF track circuit signal is transmitted to the ATS on-board device and induce noise causing improper operation. The countermeasures to the EMI phenomena are examined in three ways; blocking EMI transmission, enforcement of EMS (Electromagnetic Susceptibility) of ATS on-board device, and blocking the EMI source. It is suggested that the practical solution be blocking EMI source temporarily, that is breaking AF track circuit signal when the trains with ATS on-board device pass over it. To this purpose, TODS(Train Occupation Detection System) is developed, and has made a success in preventing the EMI problem of Seoul Metro line 2.

  • This paper is performed to find out the stability of water-hammer in pipe line and pump station that is happened when additional water needs demanded. At first, the water supply construction project is planned to supply $6,000\;m^3/day$ through 17.9 km pipe line. But additional demand ($1,200\;m^3/day$) happened from Cheong-ra water reservoir. In this situation, air-chamber($4\;m^3$) and vacuum breaker valve(${\varphi}100\;mm$) are needed to prevent water-hammer. When the additional water is supplied, the existing facilities (air-chamber, vacuum breaker valve) are sufficient to alleviate shock not changing capacity alteration, judging from the airspace change and rise. Therefore, there is no problem for water-hammer by installing air-chamber($4\;m^3$) and vacuum breaker valve(${\varphi}100\;mm$) at the top of Yeo-ju hill.

  • This paper suggests an algorithm for detecting fault of longitudinal controller in autonomous vehicles. Guaranteeing safety in fault situation is essential because electronic devices in vehicle are dependent each other. Several methods like alarm to driver, ceding control to driver, and emergency stop are considered to cope with fault. This research investigates the fault monitoring process in fail-safe system, for controller which is responsible for accelerating and decelerating control in vehicle. Residual is computed using desired acceleration control command and actual acceleration, and detection of its abnormal increase leads to the decision that system has fault. Before computing residual for controller, health monitoring process of acceleration signal is performed using hardware and analytic redundancy. In fault monitoring process for controller, a process model which is fitted using driving data is considered to improve the performance. This algorithm is simulated via MATLAB tool to verify performance.
