The Developmental Program of Emergency Medical System in Correctional Facilities (교정시설 내 응급의료체계 발전방안)

  • The purpose of Emergency Medical System(EMS) is what a patient returns to society with recovering mental tone in the shortest time as giving prompt and proper medical treatment to patient in emergency situation, and the Correctional Administration(CA) is purposed for the convict to return and settle down to society after release from prison in success as executing schooling, enlightenment activity, vocational training to convict who was quarantined from the society for the term of imprisonment. The EMS and CA will coincide each other which is reverting people to society in safety. This study aims to suggest the developmental program of EMS in correctional facilities through the cause of emergency situation, system, human resources, establishment, medical equipments, state of budget and the point issue for safety of victim who has many chances that is exposed to physical damage and disease because of particularity of lower culture in correctional facilities and the staff who works there. First, in the view of the correctional facility security system, a proper number of the emergency rescuers should be employed. Second, the effective transportation system along with some emergency medical equipment needs to be established. Third, the correctional officers and the prisoners should be learned the first-aid training which is realistic, practical and systematic. Fourth, the cooperative system should be established such as 1339 emergency medical information center in society. Fifth, the Ministry of Health and Welfare must increase EMS budget for correctional facilities.

Simulation Analysis of Safety Evacuation in University Experiment Building

  • According to the actual situation of a university, the emergency evacuation simulation is modeled based on the physical sign, evacuation speed and personnel ratio using the pathfinder software.The experimental construction export utilization rate is compared with the preliminary simulation scenario. The simulation results show that the utilization rate of evacuation stairs and evacuation exits is significantly improved.The optimized solution can provide the most effective evacuation passage, and the research results can provide the basis for the rational planning and management of evacuation passage in university experiment building.

Human Performance Analysis of Emergency Tasks in Nuclear Power Plant (원자력발전소 비상직무에 대한 인적수행도 분석)

  • Reduction and prevention of human error is one of the major interests for the enhancement of system safety and availability in Nuclear Power Plants (NPPs). As human beings have become the weak point in the system safety, a systematic evaluation on human performance during emergency situation should be performed in advance to identify the potential vulnerability of human tasks. Though the data gathering and analysis from real field is an important precondition, there were no available data in nuclear field of korea. This paper presents the result of human performance analysis on emergency tasks in NNPs. Firstly, a task analysis was performed to identify the characteristics of operator tasks during emergency condition and to classify them into a set of generic emergency tasks. Secondly, simulation data were collected and analyzed for the emergency tasks using the full scope simulator of Younggwang NPPs. The analyzed human performance information cover the event diagnosis time, the execution time of each procedural step, observation parameters, typer of irrelevant response, pattern of communication among staffs, and so on. These performance data would be used for human reliability analysis and the research of human error as technical bases.

A Legal Consideraton of License and Certified Qualification of Paramedics (응급구조사의 자격과 면허에 대한 소고)

  • Purpose: The aim of this study is to identify the legal concept of a license and a qualification for health care personnel. We analyze the appropriateness of the qualification for the first-class paramedics and the sufficiency of 3-year job experience in substitution for college level academic major. Method: We reviewed Laws on Healthcare which stipulate academic and career qualifications for healthcare personnel for whom college-level academic training and job experience to get a license. Results: There is no legal consideration which permits major and educational background substituted by job experience. Only third-class hygienist who graduated from a high school or the equivalent with 3 year job experience can apply for first-class hygienist' national license examination without educational requirements. However, it is nothing to compare with first-class paramedics because the work of hygienist is not directly related to patients care and there is no need of doctor's supervision for hygienist' job. Paramedics have a major role in saving emergency patients in making prompt decision, applying appropriate emergency treatment, securing intravenous route, managing intubation, applying defibrillator, and etc. Conclusion: Ministry of Health & Welfare should grant license to paramedics and annul replacement of academic major background. In addition, it is imperative to broaden the scope of paramedics' job so that they can guarantee patient's life saving in emergency situation with quality major curriculum of college level.

The willingness, knowledge and self efficacy of CPR in Chinese students (중국 유학생의 심폐소생술에 대한 태도, 지식 및 자기효능감)

  • Purpose : The purpose of this study was to provide an appropriated direction for cardiopulmonary resuscitation(CPR) education by analyzing the attitude, knowledge and self efficacy of CPR for Chinese students in Korea. Methods : The questionaries were obtained from 179 Chinese students who studied in K university at G city from Sep 24, 2012 to Oct 4, 2012. The collected data were analyzed using SPSS WIN 19.0 program. Results : About 40% of the subjects had experienced CPR training. In cardiac arrest situation, 82.6% of the respondents were willing to CPR on family members and 58.1% of the respondents were willing to CPR on strangers. They had a very low CPR knowledge level (mean 34.4 out of 100) and self efficacy (4.6 out of 10). The self-efficacy was related to CPR willingness but not to CPR knowledge. Conclusion : It is important to enhance CPR performance for layperson education in Chinese students.

Remote Monitoring of Patients and Emergency Notification System for U-Healthcare

  • This study proposes a remote monitoring of patients and emergency notification system with a camera and pulse wave sensor for U-Healthcare. The proposed system is a server client model based U-Healthcare system which consists of wireless clients that have micro-controller, embedded-board for patient status monitoring and a remote management server. The remote management server observes the change of pulse wave data individually in real-time sent from the clients that is to be remote-monitored based on the pulse wave data stored by users and divides them into caution section and emergency section. When the pulse wave data of a user enters an emergency situation, the administrator can make a decision based on the real-time image information and pulse rate variability. When the status of the monitored patient enters the emergency section, the proposed U-healthcare system notifies the administrator and relevant institutions. An experiment was conducted to demonstrate the pulse wave recognition of the proposed system.

  • This investigation contains an awareness level on the Basic Emergency Treatment of Kindergarten Teacher in emergency surgery and internal medicine situations which frequently happen at the nursery. The result says there are 59.4% of them who are fully aware of the general emergency treatment but they need to know about education the partial parts. Especially 83.2% of them misunderstood the treatment of unconscious a small child with FBAO and 82.1% of them are confused with the manual ventilation. Also 67.4% of them said they would go to the hospital without giving first aid to a burn and 53.7% have wrong emergency treatment of abrasions. The educational program for the actual situation has been proposal as the responsibility of Kindergarten teachers are raising.

  • Bimodal tram is a transit with no-step floor for wheel-chaired persons, with docking to the station precisely and moving on schedule like train. Because of the automatic traveling of bimodal tram to search and follow the magnet embedded in roadway, bimodal tram should be careful about rainfall, snow and wind like a car driving on roadway in respect to natural disasters. Though response procedures in emergency are different according to the passengers' boarding, emergency mobilization is needed if any emergency situation happens. Emergency mobilization is the act of preparing for major catastrophic events, which may affect public transportation systems or their service areas, by assembling and organizing resources, including people, equipment, facilities, communications systems, expert technical support, and public information systems and protocols. Mobilization is the process that ensures that the right people will deploy appropriate resources at the correct time. Effective mobilization requires a partnership of local and state agencies. Public transportation operators and systems play vital roles in response to and recovery from emergencies and other unexpected catastrophic events. These systems, and their capabilities to mobilize resources, are profoundly affected by the decisions and directives of others during these activities. In this study, we focused on the emergency management for bimodal tram and reviewed the considerations about infrastructures under natural disasters, especially heavy rainfall.

Educational Needs in the Development of a Simulation Based Program on Neonatal Emergency Care for Nursing Students (시뮬레이션 기반 신생아 응급간호 교육 프로그램 개발을 위한 요구도 조사)

  • Purpose: The purpose of this study was to identify the current status and needs in neonatal emergency training for nursing students in Korea and to obtain preliminary information to develop a simulation based educational program on neonatal emergency care for nursing students. Methods: Structured questionnaires were distributed to five hospitals and ten nursing schools during April and May, 2012. Data were collected from 59 nurses who worked in the nursery or Neonatal Intensive Care Units and 13 nursing educators who had specialized in pediatric nursing. Results: Most nurses (86.4%) reported that they had experienced an emergency situation with newborns. Most nursing educators (84.6%) claimed that more intensive training with newborns is needed for nursing students. In particular, training in neonatal resuscitation (72.2%), respiratory distress (59.7%), and neonatal seizures (18.1%) were highly recommended as simulation based training for nursing students. Conclusion: A significant need for neonatal emergency educational programs was found. More efforts should be made to provide nursing students with knowledge and skills for working with neonates. The findings of this survey will ultimately provide a basis for developing a simulation based educational program on neonatal emergency care for nursing students.

  • For suddenly encountered emergencies, most people embarrass, and can not often deliver the correct message when they report. Recently in the commonplace smart software environment, it is important that they can transmit the correct individual emergency situation efficiently and can receive the best service, and can provide the efficient emergency medical services to real-time around the other emergencies. In this paper, we design a standard protocol for the rapid and accurate technology for transmitting XML-based structured messages to provide an efficient emergency medical services, and offers a emergency medical services protocol to make them available more efficiently.
