Recently, the power supply situation has deteriorated and the plan has issued to utilize of emergency generators for securing standby power. If a part of Emergency Generators was utilized by peak shaving, it can be avoiding over-investment in supply power facility. In this paper we investigate management of Emergency Generator and understand the current situation. So, we verify demand response resource possibility of Emergency Generator.

Our country is promoting the introduction of new means of transportation due to insufficient supply according to the existing demand of road traffic. Among them, manless light railroad transit is settled down as the most definite alternative. However, new traffic systems such as manless light railroad have certain difference between characteristics of hardware and software and subway system. Therefore, there will be many differences compared to the existing contingency system when accidents occur. Railway management organization has to establish railway contingency plan and acquire permission from the minister of the Ministry of Land, Transport, and Maritime Affairs. However, as commercial transportation is available, a new traffic system also should establish contingency plan. Therefore, the establishment of systematic contingency plan is suggested in order to analyze characteristics of manless light railroad in the beginning of introduction and to make contingency response available.

강우는 자연과 인간에게 중요한 자원이다. 적절한 강우는 농작물의 성장과 토지의 온도를 일정하게 유지시켜줌으로써 우리 사회가 안정적으로 유지되도록 하는 매우 중요한 역할을 한다. 그러나 태풍 및 집중호우 등과 같이 특정 지역에 계획강수량보다 더 많이 발생한 집중강우는 시설물 및 인간에게 커다란 피해를 입히기도 한다. 이에 따라 미국, 일본 등 국외 선진국의 수재해 대응기관들은 시설운영자와 재난전문가, 응급대응인력들에게 가이드라인을 제공하기 위해 수재해 EAP(Emergency Action Plan)를 작성 운영하여 시설물을 보호하고 강화하는데 활용하고 있다. 대표적인 예로, 미국의 FEMA와 DHS는 시설물과 인명을 보호하기 위해 댐, 제방 등을 위한 다양한 EAP를 운영하고 있는데, 특히 FEMA는 EAP를 시설물이나 인명에 가해지는 피해나 기능적 충격과 같은 응급상황을 감소시키기 위해 작성하는 공식문서로 규정하고 있으며, 이 EAP를 통해 응급 시에 발생할 수 있는 모든 상황뿐만 아니라 평상시 발생할 수 있는 시설물관리상의 문제까지 대응이 가능하도록 규정하고 있다. 이에 본 연구에서는 미국, 일본 등 국외주요국과 국내에서 사용중인 EAP 관련 규정을 분석하여 국내 상황에 적합한 EAP 체계를 제안하였다. EAP는 예방, 준비, 대응, 복구의 재난단계별로 시설물과 인명을 보호하기 위해 재난전문가들과 시설운영자들이 취해야 할 업무, 응급장비 운용 등의 내용을 담고 있다. 본 연구를 통해 개발된 EAP 프레임워크는 테스트베드 적용을 통해 적정성을 평가받았으며, 국내 홍수재난 위험을 감소시키기 위한 절차와 방법 개선에 기여할 것으로 기대된다.

Purpose: During the pandemic, a large number of orders forced online retailers of fresh produce to quickly change their emergency logistics capabilities to meet the needs of ordinary consumers during the pandemic. Our research aims to help online retailers establish an emergency physical distribution framework for fresh produce during disasters to meet consumer needs. Research design and methodology: 160 effective responses were collected from the online response team in Wuhan, China, and exploratory factor analysis was used to determine the emergency logistics capability framework. Twelve experts were invited online to collect their scoring opinions and use the entropy method to determine the importance of emergency logistics capabilities. Results: Our results have identified a total of 17 emergency logistics factors for online retailers, and we found that Transportation route planning and reconstruction capabilities, Emergency plan planning ability, and Supply chain real-time information sharing capability are the most important in the overall framework. Conclusions: This research completely established the physical distribution framework of fresh agricultural products online retailer in emergency situations. It enriches academic resources in the field of emergency distribution and provides a scientific basis for corporate managers to improve their physical distribution capabilities in emergency situations.

화학공장에서 현실적인 사고피해 최소화 대책수립 방법을 제시하기 위하여 API-581 절차를 이용하여 누출 시 나리오를 설정하고, 정량적 원인분석이 가능한 한국형 위험기반검사(KS-RBI) 프로그램을 사용하여 사고 영향범위를 산출하였다. 그리고 위험성 평가를 실시하였다. 그 결과, 화학공장의 사고피해를 최소화하기 위해서는 4가지 누출공의 크기(소, 중, 대 및 파열)와 검출 및 차단 시스템의 등급에 따른 누출시간을 사용하고, 고장빈도에 의한 가중평균과 최악의 누출의 경우를 동시에 고려한 피해면적을 산출하여 비상조치계획을 수립하는 것이 바람직하였다.

Recently, natural disasters happened to the Korea frequently. Disaster in the present society has been changed and increased it impacts and extent of danger as the society develops. So, Korean people feel uneasy about the unpredictable disaster. Therefore the capability of administration system, and cooperation and support between related organization become more necessary. This study aims to find out better ways of disaster management system which can protect people's lives and fortune from all sort of national disasters. To research policy reform, it is necessary to analyze disaster response organization(national disaster prevention countermeasures headquarters and so on), interorganizational relationship, law system etc. Especially, in this study, role appreciation of government was analyzed to get the rational policy reform measure. Suggestion : First, it is necessary Establishing a consolidated organization for disaster managing and united response organization is necessary such as Federal Emergency Management Agency(FEMA) which controls an over all aspects of disaster management. And it is necessary to develop Integrated Administrative Control System based on comprehensive plan. When the accidents happen, it needs to be many equipments and various specialized personnel. So, to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. Also, as soon as the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, All the citizens have to keep safety rules, and also to take a safe action in ordinary daily life.

승조원의 안전 교육은 생명과 직결되므로 필수적으로 수반되어야 하는 교육이다. 선박 비상 대응 교육은 좌식 교육 보다 실습 교육으로 제공했을 때, 피교육자의 만족도 및 교육 효과가 높게 나타난다. 하지만, 선박 비상 대응 교육은 실습으로 진행하기에는 현실적으로 시간 및 장소 등의 교육 여건이 부족하다. 최근들어 교육에 있어 VR을 사용하는 기술이 각광을 받고 있다. 가상 현실을 통한 실습은 시간 및 장소의 여건에 구애받지 않고, 교육 효과를 높일 수 있으므로 타 교육 기관에서도 지향하고 있는 교육 방법이다. 한편, VR 기반의 교육을 하기 위해서는 관련 기술 개발과 컨텐츠 개발이 필수적으로 수행되어야 한다. 본 연구에서는 VR 기반의 컨텐츠 개발을 수행하였다. 개발 시나리오는 항행과 사고 대응 방안에 대한 내용이며, 좁은 수로와 제한 시계에서의 항행에 대해 개발하였다.

In general, lots of containers including various dangerous materials are transported to the port located in big cities such as Busan where massive residents live. Thus, it's really important how to make the emergency response for the leak accidents of dangerous materials and evaluate the direct or indirect damages to adjacent areas. In this study, in order to make reasonable emergency plans, CA (Consequence Analysis) is employed after selecting a key hazardous and noxious material, hydrogen fluroide. This material accounts for the third largest portion of cargo volume among all dangerous materials and can cause a huge damage in case of leakages. As a case study, Busan North port is selected as a test port since the portion of dangerous materials is higher than that of other ports in Busan. It is assumed that 1 ton of hydrogen fluoride is spilled at Busan North port. CA is performed to assess the impact of this accident. Throughout CA, the ERPG-2 range of a leak accident can be evaluated and this result can be used for decision making tools for mitigating the impact of a leak accident. To mitigate the damage of this accident, suitable a protective equipment and resident evacuation procedures should be prepared. Finally, this study can provide a systematic approach to make the emergency plan for reducing economical and personal losses.

In this paper, the fire safety management plan and the emergency action program for the railway safety improvement were reviewed. In the fire safety management plan, a series of preventive methods answering to such as a smoke exhaust installation, a fire warning device and a guide inducement will be come into preparation. Also, the damage reducing methods such as complement of fire safety equipments, establishment of refuge & escape system, consolidation of real-time control on fire response and operation procedure will be required for early repressing fire and minimizing fatality.
