The recent surge in the production and handling of hazardous materials in Korea necessitates developing and implementing robust emergency response plans. These plans are crucial in safeguarding the well-being of workers and residents in the event of an incident. The consequence analysis methodology outlined in the KOSHA guidelines provides a foundation for designing emergency response plans in the event of chemical accidents. However, the consequence analysis is evaluated based on assumed accident cases or worst-case scenarios. Consequently, the emergency response plan based on the consequence analysis may overestimate the damage area, complicating rescue efforts and unnecessarily increasing costs. More information and parameters become available after an accident, enabling more accurate consequence analysis. This implies that the results of consequence analysis based on this detailed information provide more realistic results than those based on assumed accidents. This study attempts to optimize the resource allocation and cost-effectiveness of emergency response plans for chemical accidents. Existing procedures and manuals are revised to elucidate the proposed model and conduct real-time consequence analysis. The existing emergency response plan is compared to verify the proposed model's efficacy. The obtained results indicate that the proposed model can exhibit better performance.

최근 자연적 사회적 요인으로 인해 재난의 규모와 복잡성이 점점 증가하는 양상이며, 이로 인해 단일 기관의 대응만으로는 한계가 있다. 다수 기관이 동일한 현장에서 재난대응을 할 경우 유기적인 상호 협력을 위해서는 사전에 합동대응을 위한 대비가 필요하다. 재난대응계획은 재난발생 시 대응기관 간 역할과 책임을 규정한 것으로서, 특히 합동대응을 원활히 하기 위해서는 기관 간에 수평적 수직적 상호협력체계가 명시되어 있어야 한다. 본 연구에서는 현재 수립하고 있는 안전 관리계획, 위기대응매뉴얼 등 다양한 계획과 매뉴얼들의 현황을 살펴보고 문제점을 도출하였으며, 외국 사례의 분석을 통해 실효성 있고, 수직적 수평적 협력이 가능한 재난대응계획의 구조와 내용 등 발전방안을 제시하였다.

The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.

With reference to nuclear emergency information concerning the national emergency plan for nuclear accidents, the response plan for the atmospheric nuclear emergencies of the U.S. National Oceanic and Atmospheric Administration (NOAA) was reviewed and described for introducing an overview on it to the Korean Association for Radiation Protection (KARP).

In this study, we analyzed the accident scenarios of chemical plants through the analysis of lots of chemical accidents and using experts knowledge, and looked into the method of prevention and response. Moreover, we developed a systemic and actual Emergency Response Plan Software(ERPS) that could prevent, prepare and respond totally for the chemical industry facilities using the data from the accident effect estimation from the local society and the geographic information of a chemical plant. The ERPS consists of the information for the plant and process, the consequence analysis and the ERPTA(Emergency Response Plan Tree Analysis). In conclusion, the program developed in this study could help effectively all the chemical industry facilities to prevent and respond to possible accidents.

방사선비상계획은 기술적 대응과 행정적 대응으로 분류 가능하다. 본고는 국내원전 방사선비상계획을 행정적 대응의 관점에서 검토하고 개선방안을 제시하였다. 검토한 분야는 비상조직의 구성, 비상조직 발족기준, 비상요원 선정, 방사선비상계획서의 분량이다. 또한 현행 방사능방재훈련 방법의 한계를 설명하고 이에 대한 개선방안도 제시하였다. 모쪼록 여기에 제시된 개선방안이 국내 원전 방사선비상계획과 방사능방재훈련에 적용되어 보다 유용한 비상계획이 수립되고, 실질적인 방사능방재훈련이 되는 계기가 되기를 기대한다.

본 연구는 공항여객터미널 일반구역에서 재난상황 발생에 대한 대응능력을 향상하기 위한 기초적인 연구로서, 공항비상계획과 재난 발생 시 항공사 지상직원의 비상대응 실태를 조사하였다. 첫째, 공항비상계획은 한국의 김포공항과 일본의 국토교통성의 공항피난계획을 조사하여, 국내 공항비상계획이 구체적이지 않음을 확인하였다. 둘째, 체크인카운터에서 근무하는 항공사 지상직원 100명을 대상으로 설문조사를 실시한 결과 응답자의 69%가 재난상황에서 본인의 역할을 인지하지 못하고 있었으며, 90%가 비상대응에 관한 교육을 받지 않았고, 98%가 일반구역에서의 재난훈련을 받지 않았다. 교차분석을 통해 근속연수가 근무하고 있는 공항의 체감안전도와 재난발생 시 역할인지에 유의미한 결과가 확인되었다. 따라서 향후 공항여객터미널 일반구역의 재난현장 대응능력 향상을 위한 공항 비상대응계획의 개선과 항공사 지상직원에 대한 재난대응 강화 교육 및 훈련을 진행할 것을 제언한다.

재난상황하에서는 신속한 지역단위 재난복구를 전문적으로 담당하는 인력이 필요하다. 그러나, 현재의 재난대응체계에서는 대민지원, 자원봉사 등 수준에서 재난복구를 시행하고 있으므로 전문성 부족으로 인한 초기대응 및 재난복구 지연, 재난 지속시 대응 미흡 등 다양한 문제점이 발생하고 있다. 그러므로, 재난상황시 지자체단위 초기 대응능력 구비와 신속히 재난복구를 할 수 있는 전문성을 가진 부대의 창설이 필요하다. 따라서, 본 연구에서는 재난상황하 긴급 재난복구를 통한 지역안정과 재해 주민구호, 재난이전으로의 신속한 전환을 위한 예비군 긴급대응부대를 창설과 운용방안 수준의 방향성을 제시하였다.

Emergency preparedness plan(EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings(people, property and environment), and the boundary of accident recovery plan(ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet(MSDS), standard operation procedure(SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

사고 대응 가이드라인은 사고 발생 시 그 영향을 줄이기 위한 수단으로 중요한 역할을 한다. 유용한 사고 대응 가이드라인의 개발을 위하여 개발 절차에 공학적 방법론의 적용이 필요하다. 본 논문에서는 기존에 존재하는 사고 대응 가이드라인 작성 방법론에 Bow-Tie 기법, 사고 전개 모델, 위험 대응 의사결정 등 위험 관리 기법을 적용하였다. 이러한 방법으로 일반화된 사고 대응 가이드라인 작성 절차를 제안하였으며, 직접적으로 활용할 수 있도록 Sheet를 개발하고, 특정 Case를 적용하여 Sample Guide를 작성하였다.
