Ijang's Role and Stress as an Emergency Manager (재난관리자로서 이장의 역할과 스트레스에 관한 분석)

  • This paper examines the evolving role of ijang(village representative) and his job stress during Pyeongchang floods in 2006. Results based on telephone survey and interviews reveal that ijang played a crucial role in evacuating residents, allocating resources and commanding the recovery, although official job description considered him as only a mediator between local officers and villagers. Moreover, unexpected enormous burden created severe job stress to many ijangs; while 60 percent felt like quitting the job, about three fourth felt fretful whenever the telephone rang and lost some weights. Chi-square analysis also indicated that previous job training, villagers' abuse, and disaster damages were significantly related with job stress. These results suggest that the emergent human resources model rather than the command and control model can be an effective approach for a disaster management plan in rural Korea.

  • This study aims to suggest the improvement plan for clinical practice after examining the reality and the situation of clinical practice of EMT students. Clinical practice is as important as right to a variety of job experience in the convergence society and heating up according to appearance of NCS. Subjects were 115 EMT students. Data were collected for Jun. 16-17(2016), and analyzed by SPSS v. 18.0. Sophomores, who experienced only ER have a negative view about their future job prospect. On the other hand, juniors, who experienced ER and 119 rescue team have not virtually changed the way they view their future job prospect, supposedly due to the halo effect of the 119 rescue team clinical practices. Both groups wish to have opportunities to experience diverse clinical practices. This study suggests that will help students have a positive view about their job prospects by providing clinical practice institutions and solve the problem of difficulty in getting jobs.

Design and Implementation of a Real-time Automatic Disaster and Information Broadcasting System (시뮬레이션 프로그램 기반 실시간 자동재난 및 안내방송시스템의 설계)

  • The typical evacuation guidance system based on fire detectors, which is being widely used in theaters and large buildings, is often operated in an analog manner. In case of fire, it often causes the system to lose a wired line or wireless fire detection sensor, resulting in the difficulty of transmitting signals from a wired or wireless fire detection sensor to the main fire monitoring device. Accordingly, this paper has proposed the broadcasting system for disaster management, having an efficient evacuation guidance plan when a disaster occurs. The system reacts to an emergency situation along with fire alarm sirens in real time. We have implemented the above system by means of a simulation program that prints the evacuation guidance information (e.g., location and time of fire, and evacuation path) on an LCD located in a building through the fire sensor network in case of an emergency (e.g., actual fire). We have developed the simulation system by using mathematical algorithms, such as the optimal path search and the fire smoke diffusion algorithm. This simulation program considers the structure of a building and the location where the fire has initially occurred, applying it to the simulator.

  • The purpose of this study is to analyze the social behavior, especially, the evacuation-related social behavior, of the transients in the radiological emergency planning zone(EPZ) of nuclear power plants. So, the meaning and kinds of the evacuation and the significance of the trip generation time(TGT) have been reviewed. The characteristics of the social behavior of the transient around Ulchin, Wolsong and Kori sites was analyzed through field surveys by using the questionnaire. The major findings of this research implications are as follows. First, for securing the safe evacuation, the alternatives to effectively provide the information on the evacuation warning may be prepared. Second, it is necessary to establish the education and training of transient's evacuation. Third, it is needed that the cause and background of the evacuation refusal are identified and the new response plan to secure transient's safety is prepared.

A Study on the Present Condition and Countermeasure Plan for the Disaster Protection in Public Library of Korea (한국 공공도서관의 재난대비 실태와 대응방안 연구)

  • Recently, there have been a number of news reports on natural disasters, like earthquakes. typhoons, floods and tsunami, all over the world. Korea does not seem to be safe from such disasters or terror threats. As places with high numbers of visitors. libraries need to take preventive measures to be prepared for such disasters and threats. This paper analyzes the current status of emergency measures adopted by 75 public libraries in Seoul. Daejeon and Jeonbuk in Korea. For each library surveyed. the causes of and ways to recover from disasters were reviewed and detailed analyses were carried out in low areas: Implementation of preventive measures disaster management and equipment, status of human resources and assignment of people to disaster recovery, safety courses offered to library users and training methods. In addition, each area was analyzed in regard to possible solutions and ideas for improvement, as well as suggestions to upgrade disaster recovery systems in the future.

Design and Implementation of Geo-Social Information based Personalized Warning Notification System

  • In case of a emergency situation or a natural disaster, a warning notification system is an essential tool to notify at-risk people in advance and provide them useful information to survive the event. Although some systems have been proposed such as emergency alert system using android, SMS, or P2P overlay network, these works mainly focus on a reliable message distribution methods. In this paper, we proposed a novel design and implementation of a personalized warning notification system to help inform not only the at-risk people but also their family and friends about the coming disaster as well as escape plan and survival information. The system consists of three main modules: the user selection module, the knowledge based message generator, and message distribution modules. The user selection module collects the list of people involved in the event and sorts them based on their level of involvement (their location, working position and social relationships). The knowledge based message generator provides each person with a personalized message that is concise and contains only the necessary information for the particular person based on their working position and their involvement in the event. The message distribution module will then find a best path for sending the personalized messages based on trustiness of locations since network failures may exist in a disaster event. Additionally, the system also have a comprehensive database and an interactive web interface for both user and system administrator. For evaluation, the system was implemented and demonstrated successfully with a building on fire scenario.

A Systems Engineering Approach to Predict the Success Window of FLEX Strategy under Extended SBO Using Artificial Intelligence

  • On March 11, 2011, an earthquake followed by a tsunami caused an extended station blackout (SBO) at the Fukushima Dai-ichi NPP Units. The accident was initiated by a total loss of both onsite and offsite electrical power resulting in the loss of the ultimate heat sink for several days, and a consequent core melt in some units where proper mitigation strategies could not be implemented in a timely fashion. To enhance the plant's coping capability, the Diverse and Flexible Strategies (FLEX) were proposed to append the Emergency Operation Procedures (EOPs) by relying on portable equipment as an additional line of defense. To assess the success window of FLEX strategies, all sources of uncertainties need to be considered, using a physics-based model or system code. This necessitates conducting a large number of simulations to reflect all potential variations in initial, boundary, and design conditions as well as thermophysical properties, empirical models, and scenario uncertainties. Alternatively, data-driven models may provide a fast tool to predict the success window of FLEX strategies given the underlying uncertainties. This paper explores the applicability of Artificial Intelligence (AI) to identify the success window of FLEX strategy for extended SBO. The developed model can be trained and validated using data produced by the lumped parameter thermal-hydraulic code, MARS-KS, as best estimate system code loosely coupled with Dakota for uncertainty quantification. A Systems Engineering (SE) approach is used to plan and manage the process of using AI to predict the success window of FLEX strategies under extended SBO conditions.

Control System of Simulation-based Government Level Exercise for Emergency Preparedness (시뮬레이션 기반 비상대비 정부연습의 통제체제에 관한 연구)

  • This study is on the control system of simulation-based emergency preparedness 'government level exercise'(GOV-Ex), which provides main control elements required for each stage of planning, preparation, implementation, and follow-up measures and its operation concept. For this purpose, the control requirements of 'simulation-based government level exercise'(GOVSIM-Ex) was derived through the preceding studies on GOV-Ex and simulation exercise control in military exercise and disaster exercises and then the concept of operation was presented. The main contents are exercise planning and key event scenario, the linkage between simulation model and other models, the composition of the simulation control center and the organization's workstation(WS), DB, control and evaluation team etc. The study limited to the main control elements, not all the control elements required for the GOVSIM-Ex, and it has limitations that the specific implementation plan of some control elements proposed has not been presented. These are presented as a future research subject. The study will promote the development of the GOVSIM-Ex Control System and early settlement of GOSIMV-Ex in the future.

Research on Rapid Disaster Prevention Measures due to Leakage During Transport of Hydrochloric Acid Tank Lorry (염산 탱크로리 운송 중 누출에 따른 신속 방재방안 연구)

  • Purpose: The purpose is to find the optimal way to quickly block the leak in the event of a leak accident in a tank lorry transporting hydrochloric acid aqueous solution, a hazardous chemical, and to carry out effective disaster prevention work to minimize damage caused by the leak. Method: We organized the overall characteristics of hydrochloric acid and accidents that occurred during transportation by accident type and cause, and created a small tank that can be tested assuming a leak situation in a hydrochloric acid tanker, creating an environment similar to the leak situation, and leaking in various ways. I would like to experiment and organize blocking methods. Result: Through experiments, an effective leak blocking method was confirmed. We would like to summarize measures to quickly block a leak in the event of a leak and present the optimal disaster prevention plan that can be applied at the accident site. Conclusion: It has been confirmed that using a combination of adhesive tape and magnets is more effective in blocking leaks. Rapid response is possible by repeatedly training business emergency response teams and product transporters to appropriately select and respond to leak-blocking equipment. Additional research on various leak prevention methods is needed in the future.

An Analysis of Hydraulic Effect due to the Outflow of Paldang Dam at Hangang Parks (팔당댐 방류량에 따른 한강 시민공원의 수리학적 영향 분석)

  • Hangang Parks have been played an important role as the source of various Civilian activities by providing a natural space near Han River ever since it was developed. Due to the local-heavy rain caused by recent climate change, the Hangang Parks tends to be easily overflowed. Evacuation of the park in emergency and its controlled system should be made for the sake of Civilian's safety. In this study, various basic data and several parameters were analyzed to simulate the hydraulic effect of Hangang Parks based on the outflow in $P1/4{\div}1/4^3$ Dam. Rising effects of flood water level were investigated through the one-dimensional and twodimensional numerical hydraulic models. Relationships of water level and travel time of flood between key station and centeral part of each park were also identified. It can be used to forecast the future flood water level of each individual park in Hangang Parks. Obtained results can be used to establish the rational plan of usage, management, citizen's safety, and emergency action plan of the Hangang Parks as the flood is occurred from the outflow of Paldang dam.
