Conceptual Design of Navigation Safety Module for S2 Service Operation of the Korean e-Navigation System

  • IMO introduced e-Navigation concept to improve the efficiency of ship operation, port operation, and ship navigation technology. IMO proposed sixteen MSPs (Maritime Service Portfolio) applicable to the ships and onshore in case of e-Navigation implementation. In order to meet the demands of the international society, the system implementation work for the Korean e-Navigation has been specified. The Korean e-Navigation system has five service categories: the S2 service category, which is a ship anomaly monitoring service, is a service that classifies emergency levels according to the degree of abnormal condition when a ship has an abnormality in ship operation, and provides guidance for emergency situations. The navigation safety module is a sub-module of the S2 service that determines the emergency level in case of navigation equipment malfunctioning, engine or steering gear failure during navigation. It provides emergency response guidance based on emergency level to the abnormal ship. If an abnormal condition occurs during the ship operation, first, the ship shall determine the emergency level, according to the degree of abnormality of the ship. Second, an emergency response guidance is generated based on the determined emergency level, and the guidance is transmitted to the ship, which helps the navigators prevent accidents and not to spread. In this study, the operational concept for the implementation of the Korean e-Navigation system is designed and the concept is focused on the navigation safety module of S2 service.

EMS fund, is it functioning or fumbling? (응급의료기금, 무엇이 문제인가?)

  • Purpose. Based on the comparison and analysis with those of United States, the aim of this research is to find the problems in current management, operation and future directions of emergency medical service (EMS) fund in S. Korea and to provide basic resources and appropriate measures to make a right decision in policies for EMS fund. Methods. Data from Ministry of Health and Welfare and other various sources during 1995 to 2012 were collected and analyzed. Results. From our analyses, several problems are identified in EMS fund operation. In brief, problems discerned are as follows. First, whereas the purpose and direction of EMS fund operations in United States are highlighted and focused on pre-hospital EMS system and associated infrastructures which need to be constructed, those of S. Korea are emphasized mainly on the in-hospital EMS system so far. Second, on the contrary to the fact that the EMS funds in United States are tuned to pre-hospital EMS system to provide prompt and efficient emergency care at the emergency scene of pre-hospital stage and to achieve the development, design, planning and demonstration projects for pre-hospital EMS systems, up to date, our investment of EMS funds demonstrated an excess biased inclination toward the construction of in-hospital EMS system, which is far from the realization of constructive and vital pre-hospital infrastructures. Third, while emergency medical technician is important and principal body in the management of emergency medical funds in United States, so far, no EMS funds in S. Korea existed for EMTs including the job condition, improved treatment and working environment for them. Conclusion. In conclusion, we strongly suggest that the problems pointed out must be revised and corrected. Current usage of EMS fund needs to be redirected predominatly to pre-hospital EMS system. Otherwise, unless current management and investment of emergency medical funds in S. Korea are applied and used for the vital necessities and demands of EMTs, public EMS units and private EMS units as well as related units in pre-hospital EMS system as in the cases of United States, in our consideration, they must be suspended or abolished.

  • Arbitration has grown a unique resolving method for international commercial disputes. However, it has considered a similar court process, such as interim relief, during arbitration proceedings. Further, it would be asked for urgent measures before the arbitrators are constituted in the proceedings. In this case, the disputing party has to apply in the court. This is an unattractive factor in international arbitration; therefore, some institutions are trying to reform such an inconvenient system by adopting the emergency arbitrator. The purpose of this study is to look into ways of utilizing the emergency arbitrator for effective dispute resolution in shipbuilding and shipping industries. The emergency arbitrator needs to solve problems such as making a decision on leaving cargos in the ship, matters involving a ship arrest, or issues regarding vessels under construction. In order to utilize the emergency arbitrator system, it needs to make a close partnership with related institutions, prepare Korean-style standard shipbuilding and shipping contracts, and provide training programs for new emergency arbitrators and staff of institutions. Next, the arbitration institution has to have a great working relationship with a court. Finally, it should try to implement a new system, such as on-line service, for the procedures of the emergency arbitrator.

  • The emergency evacuation support system supports evacuation assistance when an urgent disaster occurs. We have implemented evacuation route search algorithm to assist people's escape when a disaster occurs such as fires or terrorism in the building. The algorithm will guide the escape route at the fastest emergency exit of each region at the emergency state. The algorithm calculates the escape route by applying the weighting factor of age groups and population density around the emergency exit and of other regions. So the system helps escape to bypass the crowded emergency exit and the disaster area, and reduces the congestion of emergency exit and overloading of evacuation route.

  • Recently the study about a smart health care which is combined IT with BT to provide a variety of health care services are being actively investigated. In order to provide the best possible emergency medical services in a short period of time, it is necessary that the rapid emergency measures in the event of an emergency essential. In this paper, we propose an emergency medical service platform to take effective first aid to person who has a NFC tag or NFC-enabled mobile smart phones in an accident. Using NFC, it is possible to help without physical contact to the patient unconscious to emergency incidents such as falling down in everyday life. In this paper, we design and implement an mobile emergency medical system that can deliver first aid information ask for help in case of emergency.

  • A lot of people were trapped in elevators without power supply when BLACK-OUT situation occurred in 2011. The telephone network of control room connected to the elevators had problem operating poorly. In this paper we propose an ICT based elevator emergency call device prototype system and evaluate the performance of the system. The proposed system quickly responds in emergency situation to guarantee passenger safety. For the goal, firstly the system tries to connect to a control room. If it fails the system attempts to call numbers for emergency contact and a rescue team sequentially. The system is designed to quickly support emergency contact as well. Finally, the information of elevator failure is rapidly transferred to the failure process device by the proposed system.

  • In Korea, overall disaster prevention system or 119 emergency rescue system has been established to protect life and fortune of citizens. This system supports command & control operation, emergency 119 caller location indicator, automatic formation of fire troops and dispatch, and emergency management. To do this, various new information technologies such as GIS, telematics, CTI and TTS are applied to implement the system. In the future, however, it is not impossible to prevent a large scale disasters caused by world climate environment change and complication of city culture using the current system. In this paper, we propose enhancement plan for overall disaster prevention system to solve this problem.

  • This paper focuses on emergency source and control of substation against the consequence of power system breakdown or outage. the aim of the paper is to provide ideas and guidance concerning methods of using AC/DC combined emergency source for power system control to restore power system after unforseen events, such as outages caused by natural disaster. so the emergency source and lamp is very important for restoration control of substation after outage. therefore, this paper proposes countermeasure and method for security of substation emergency source and lamp which is restored at breakdown.

  • Impatience characteristics are an important factor to be considered in the defense field, which is sensitive to time, but there are not many cases applied. In addition, due to the difficulty of analysis that must consider various probabilistic factors (breakdown/maintenance distribution, impatience characteristics, etc.), military decision makers consider only simple data (number of occurrences per year, maintenance time, etc.) Therefore, in this study, a model capable of analyzing the performance of the emergency maintenance system for determining the appropriate size and organization of military and civilian maintenance personnel was presented in consideration of impatience characteristics and probabilistic factors. And through numerical analysis, the appropriate size of the military and civilian emergency maintenance teams was analyzed. This study is significant in that it can improve readiness of operational power and prevent waste of defense budget through efficient operation of the military's emergency maintenance system.

  • Purpose: The Tox-Info system is a poisonous substance information database developed by the Korean National Institute of Food and Drug Safety Evaluation. The aim of this study was to estimate the coverage effectiveness of the Tox-Info system by comparing the toxic substances included in the database with the distribution of the toxic substances implicated in the cases of intoxicated patients presenting to emergency departments. The secondary aim of the study was to propose any additional substances that should be added to the database. Methods: We retrospectively reviewed the medical records of patients suffering with toxic exposure who had visited any of 12 selected emergency departments in Korea from January 2010 to December 2011. The identified toxic substances were classified into groups including prescription drugs, agricultural chemicals, household products, animals or plants, herbal drugs, and others. We calculated the coverage rate of the Tox-Info database relative to the number of intoxication cases and the type of toxic substances involved. Results: A total of 5,840 intoxicated patient records were collected. Their mean age was $46.6{\pm}20.5$ years and 56.2% were female. Of the total intoxication cases, 87.8% of the identified toxic substances were included in the Tox-Info database, while only 41.6% of all of the types of identified toxic substances were included. Broken down by category, 122 prescription drugs, 15 agricultural chemicals, 12 household products, 14 animals or plants and 2 herbal drugs involved in poisoning cases were not included in the Tox-info database. Conclusion: This study demonstrated the clinical usefulness of the Tox-Info system. While 87.8% of the substances involved in the cases were included in the Tox-Info database, the database should be continuously updated in order to include even the most uncommon toxic substances.
