This paper describes a novel disaster evacuation system using embedded systems such as smart devices for crisis and emergency management. In indoor environments deployed with the Bluetooth Low Energy(BLE) beacons, smart devices detect their indoor positions from beacon messages and interact with Map Server(MS) and Route Server(RS) in the Internet over the LTE and/or Wi-Fi functions. The MS and RS generate an optimal path to the nearest emergency exit based on a novel graph generation method for less route computation, called the Disaster Evacuation Graph(DEG), for each smart device. The DEG also enables efficient processing of some constraints in the computation of route, such as load balancing in situation of different capacities of paths or exits. All data interfaces among three system components, the MS, RS, smart devices, have been defined for modular implementation of our disaster evacuation system. Our experimental system has been deployed and tested in our building thoroughly and gives a good evidence that the modular design of the system and a novel approach to compute emergency route based on the DEG is competitive and viable.
In order to mitigate the damage caused by accidents in nuclear power plants (NPPs), evacuation strategies are usually managed on the basis of off-site effects such as the diffusion of radioactive materials and evacuee traffic simulations. However, the interactive behavior between evacuees and the accident environment has a significant effect on the consequential gap. Agent-based modeling (ABM) is a method that can control and observe such interactions by establishing agents (i.e., the evacuees) and patches (i.e., the accident environments). In this paper, a radiological emergency evacuation model is constructed to realistically check the effectiveness of an evacuation strategy using NetLogo, an ABM toolbox. Geographic layers such as radiation sources, roads, buildings, and shelters were downloaded from an official geographic information system (GIS) of Korea, and were modified into respective patches. The dispersion model adopted from the puff equation was also modified to fit the patches on the geographic layer. The evacuees were defined as vehicle agents and a traffic model was implemented by combining the shortest path search (determined by an A * algorithm) and a traffic flow model incorporated in the Nagel-Schreckenberg cellular automata model. To evaluate the radiological harm to the evacuees due to the spread of radioactive materials, a simple exposure model was established to calculate the overlap fraction between the agents and the dispersion patches. This paper aims to demonstrate that the potential of ABM can handle disaster evacuation strategies more realistically than previous approaches.
This study developed an algorithm to predict the most efficient evacuation protocol in an elementary school that has an irregular type of architectural planning. The assumption of this study takes a stand point that today's elementary schools are designed in unusual and irregular floor type and, therefore, past architect's knowledge regarding efficient evacuation will no longer effective to save lives. In this regard, this study applied an algorithm that is especially designed to find appropriate locations in general in the field of industrial engineering, which has been proven for many decades. Furthermore, this study not only adapted an engineering model but also conversed to examine spatial relationship and added the concept of group evacuation, which will delay the whole evacuation process, in the tested algorithm to make it more architectural. Consequently, this study compared its outcome with an existing elementary school and questioned its effectiveness in evacuation process based on the algorithm.
최근 사람이 많이 모이는 극장에서 갑자기 화재가 나서, 대피로를 찾지 못한 많은 사람들이 뒤엉켜 다치고 연기를 마시어 질식하는 등 대형 화재 사고가 있었다. 젊은 사람이 대부분인 상황에도 대피하지 못하였는데 만약 노약자였다면 더 큰 인명피해로 이어질 수 있었다. 특히 실내의 경우는 GPS로부터 정확한 위치정보를 전달받기 어렵기 때문에 비콘을 이용한 위치기반서비스와 직관적으로 스마트폰을 이용하여 증강현실로 대피로를 보여주는 긴급대피 시스템이 절실하게 필요하게 되었다. 본 논문에서는 비콘(Beacon)과 화재센서(IoT) 이용한 화재위치 및 대피로 경로 파악을 바탕으로 하여 증강현실 기반의 긴급대피용 스마트폰 앱을 개발하였다. 향후 제안 시스템이 사람이 밀집되는 실내공간에 적용된다면 갑작스런 화재사고에서도 신속한 대피가 가능하여 인명피해를 최소화 할 수 있을 것이다.
일반적으로 기존의 비상 대피용 유도 시스템은 비상등 또는 유도 LED와 같이 시각적인 부분에 의존하고 있다. 실제로 화재인 경우에는 연기 때문에 시야 확보가 힘든 경우가 많다. 본 논문에서는 이런 경우를 대비하여 방향성을 가진 음향을 사용하여 비상 대피 유도 시스템을 설계 및 구현하였다. 이 때 모든 스피커는 편리한 설치를 위해 오디오 직렬 전송 기법을 사용하였다. 대피 경로를 위한 최단 경로 알고리즘은 플로이드 알고리즘을 사용하였다. 오디오 직렬 전송 기법의 단점인 단선에 대한 대책으로 자동 고장 진단 기법을 제안하였다. 시스템 제어와 감시는 PC와 USB 프로토콜 연결을 통하여 이루어진다. 제안한 시스템은 가상의 비상 대피 환경에서 표본 집단의 대피 실험의 효율성을 검증했다. 결론적으로 제안된 시스템은 비상 상황에서 대피율의 증가를 확인하였고 오디오 직렬 전송 기법으로 쉽고 저가의 비용으로 설치 가능하다.
최근, 각종 자연재해와 산업재해로 인한 피해규모의 증가와 이에 따른 대책 수립의 필요성이 증가하고 있으며 재난 규모 역시 대형화, 거대화됨에 따라 피해규모는 점점 더 심각해지고 있다. 이러한 각종 재난 시 재난대피계획의 핵심은 재난대피에 소요되는 시간추정, 병목지점 파악 등을 포함하며 이러한 재난대피계획의 수립과 평가를 위해서는 적절한 재난대피모델이 필요하다. 또한, 기존 연구가 주로 건축물 실내를 대상으로 재난 시 대피경로분석이 주를 이루기 때문에, 자연재해 시 지역을 대상으로 하는 재난대피모델에 관한 연구가 미진하여 도시 내의 재해영향권에 대한 재난대피모델 구축 사례가 없는 실정이다. 이에 본 연구에서는 Cube Avenue를 이용하여 거시통행 수요모형을 설계하고 미국 노스 다코다(North Dakota)주의 파고(Fargo)시의 도로 네트워크를 대상으로 재난 대피 시뮬레이션을 수행하였다. 결과적으로 본 연구에서 제안된 중규모 재난대피모델은 기존 통행수요모형의 네트워크와 입력 변수들을 이용하여서 동적 분석을 할 수 있어 시간과 비용을 절약할 수 있는 재난대피 시뮬레이션 분석에 활용 가능함을 확인할 수 있었다. 본 연구의 결과는 향후, 국내 대도시권에 적용이 가능하며 시나리오를 기반으로 한 다양한 재난모의 실험 및 평가가 가능한 모델 개발에 활용 가능할 것이다.
방재설계를 하는데 있어서 피난의 주체인 재실자가 화재시 신속하고 안전하게 피난 가능 하도록 피난방법의 최적으로 정립하는 것이 핵심적 사항이다. 건설 기술의 발전으로 많은 초고층 건축물이 세워지고, 초고층 건축물은 다양한 위험을 내포하고 있으며 재해의 정도를 증대시키고 있다. 초고층 건축물의 기본 설계 단계에서, 화재시 재실자가 피난 계단과 엘리베이터를 동시에 시용하여 피난하는 것을 고려 할 수 있으나, 이러한 피난 계단과 엘리베이터를 동시에 이용안 대피 성능 평가는 적립되어 있지 않다. 본 연구에서는 Virtools를 이용한 VR 기법을 사용하여 화재시 재실자가 비상 엘리베이터 및 피난계단을 동시에 이용하여 피난 할 경우에 대한 대피성능평가를 시뮬레이션을 통하여 분석하였다.
A simulation-based approach is proposed to study the protective actions taken by residents during nuclear emergencies using cognitive findings. Human perception-based behaviors are not heavily incorporated in the evacuation study for nuclear emergencies despite their known importance. This study proposes a generic framework of perception-based behavior simulation, in accordance with the ecological concept of affordance theory and a formal representation of affordance-based finite state automata. Based on the generic framework, a simulation model is developed to allow an evacuee to perceive available actions and execute one of them according to Newton's laws of motion. The case of a shadow evacuation under nuclear emergency is utilized to demonstrate the applicability of the proposed framework. The illustrated planning algorithm enables residents to compute not only prior knowledge of the environmental map, but also the perception of dynamic surroundings, using widely observed heuristics. The simulation results show that the temporal and spatial dynamics of the evacuation behaviors can be analyzed based on individual perception of circumstances, while utilizing the findings in cognitive science under unavoidable data restriction of nuclear emergencies. The perception-based analysis of the proposed framework is expected to enhance nuclear safety technology by complementing macroscopic analyses for advanced protective measures.
Background: Korea Atomic Energy Research Institute (KAERI) operates several nuclear research facilities licensed by Nuclear Safety and Security Commission (NSSC). The emergency preparedness requirements, GSR Part 7, by International Atomic Energy Agency (IAEA) request protection strategy based on the hazard assessment that is not applied in Korea. Materials and Methods: In developing the protection strategy, it is important to consider an accident scenario and its consequence. KAERI has tried the hazard assessment based on a hypothesis accident scenario for the major nuclear facilities. During the assessment, the safety analysis report of the related facilities was reviewed, the simulation using MELCOR, MACCS2 code was implemented based on a considered accident scenario of each facility, and the international guidance was considered. Results and Discussion: The results of the optimized protective actions were 300 m evacuation and 800 m sheltering for the High-Flux Advanced Neutron Application Reactor (HANARO), the evacuation to radius 50 m, the sheltering 400 m for post-irradiation examination facility (PIEF), 100 m evacuation or sheltering for HANARO fuel fabrication plant (HFFP) facility. Conclusion: The results of the optimized protective actions and its distances for the KAERI facilities for the maximum postulated accidents were considered in establishing the emergency plan and procedures and implementing an emergency exercise for the KAERI facilities.
재난 상황 시 대피 경로를 유도하기 위해 대부분의 건물 등의 구조물에서는 중앙통제센터나 안전요원의 안내 및 대피 경로 유도등을 통해 대피 경로를 안내하고 있다. 하지만 규모가 커지고 갈수록 내부 구조가 복잡해짐에 따라 비상 상황 시 안전을 보장할 수 있는 지능적 안내 시스템의 필요성이 증가하고 있다. 따라서 경로 탐색 알고리즘에 기반한 지능적 대피경로 탐색 및 안내 시스템이 제안되었고, 구조물 내 설치된 센서 노드로부터 수집된 상황 정보를 기반으로 중앙 서버에서 각 위치별 최적의 경로를 제시하는 방식으로 대피 유도가 이루어졌다. 그러나 대피자의 효과적인 대피와 함께 중요한 부분이 구조자의 효율적인 구조활동이다. 현재까지 대피자의 대피 경로 유도에 대한 연구는 다양하게 이루어져왔으나, 구조자의 효율적 진입 경로 탐색에 대한 연구는 전무하였다. 따라서 본 논문에서는 센서 네트워크 환경에서 유전 알고리즘을 적용한 구조자 진입 경로 탐색 방안에 대해 제안하였다. 제안된 방식의 실효성을 검증하기 위해 컴퓨터 시뮬레이션을 통해 제안된 방식의 성능을 검증하였고, 그 결과 작업량 기준의 적응도 평가 시 적응도가 일정 시간 내에 수렴되었으며, 각 출구별 이동하는 노드의 비율로 환산한 출구집중도 역시 최대값과 최소값 차이가 현저하게 감소하였다.
