International electronic commerce is different with international commerce in the aspect using electronic media and non-face transaction so there are some problems as authentication, integrity and non-reputation. These problems of electronic document and signature are resolved from electronic certification system. To introduce and develop the electronic certification in the international electronic commerce, it needs to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it needs to compare each nation's law or guideline. In conclusion, to resolve problems of certification and develop certification system in the international electronic commerce, we make uniform rule of international electronic certification and harmonize the technology of electronic certification.

Almost business enterprises have recently used electronic commerce to conduct their business. Electronic commerce has come to encompass the Internet as well as EDI on private networks begun in the 1960s. The Internet is already changing the way that many companies conduct their business. Domestic electronic commerce has rapidly enhanced, while Int'l electronic commerce has gone steady. There are four issues for developing of Int'l Electronic Commerce. Firstly, The EDI Standardization is to be uniformed and prevailed over the world in UN/EDIFACT authorized by ISO. Secondly, There are two useful systems on Electronic Document Transmission, so called, Bolero project system and Trade Card System. It is thought that Bolero system will be more useful for large trading enterprises, especially, who need a Letter of Credit and electronic B/L, while T/C system is proper to small trade companies who do not need those. Successful results of Bolero system is very important for Int'l electronic commerce enterprises. Thirdly, to secure electronic signature, Int'l Certification Authority is essential for the users of Int'l electronic commerce. Trusted way of distributing public keys is to use a Int'l Certification Authority. The Int'l Certification Authority will accept user's public key, along with some proof of identity and serve as a depository of digital certificates. Both governments and the International business community must involve archiving keys with trusted third parties. Finally, It is important that all the nations and UNCITRAL continue efforts to make legal bases in Int'l electronic commerce concerned, including electronic signature, certification etc.

This study describes the works on development of a scenario-based WBT system of electronic commerce to introduce and activate electronic commerce in our society because it is mostly required to correctly understand electronic commerce and timely educate its users and technicians for entering into global electronic commerce that binds every commercial area regardless of the borders and nationalities. This system, WBT(Web - Based Training of Electronic commerce), consists of two parts. The one part provides a general concept of EC. This is developed to meet the needs of beginner for EC. The other is a simulator for cyber shopping mall. It is designed for teaching how to shop at cyber shopping mall based on various scenarios. In addition, we can simulate ourselves for EDI, which enables trading partners to conduct routine business transaction, such as purchase orders, invoices and shopping notices with it. Our commitment to the development of this application is consistent with the objectives of being easy to learn electronic commerce and its applications in real world.

Electronic commerce using internet is rapidly increasing a method to introduce and sell goods. persons who buy products in electronic commerce prefer to make interactive communications by multi users about products rather than show product informations. Reserved interactive transaction system for electronic commerce is electronic commerce system that is able to make a real communication buyers and customers. In this paper, e intend to design and implement reserved interactive transaction system for electronic commerce. it is efficiently used in middle and samll transaction system and able to make similar applications to sell and negotiate products for commercial transaction.

As electronic commerce under the digital economy environment evolves rapidly affecting the structure of our economy and individual life styles, the need for metrics system to evaluate the performance of electronic commerce activities remarkably increases. Reviewing the characteristics of electronic commerce and some issues related to its measurement, this paper proposes a framework to measure the performance of electronic commerce business activities. the proposed framework customizes the balanced scorecard method for electronic commerce practices and can be applied effectively to electronic commerce businesses as an appropriate measure.

Increasing of electronic commerce users and high-capacity multimedia data is the main causes of increasing of load and network traffic in electronic commerce system. Increasing of load and network traffic brings the delay of service about client's request. And it's becoming factor that decreases customer satisfaction and corporation's competitive ability. So it is needed to research that consider efficient management and response time of electronic commerce system. In this paper, we designed electronic commerce system based on local server with web cashing function in order to solve load problem of electronic commerce system. And we proposed web cashing algorithm for local web server and analyzed performance by an experiment.

In order to construct a successful electronic commerce system, three main essential factors must be satisfied to obtain the best effective outcomes. The three main essential factors are as follows : economic factor, effectiveness factor and convenient factor. In order to understand the role of these three factors, one must have some insight knowledge about security to assist him to implement these three factors in his construction of an electronic commerce system. This paper analyses a implementation mechanism of security systems based on the SET 1.0 standard for electronic commerce systems, thus providing an effective plan for the construction of a security system in the SET-based electronic commerce field. This paper helps to analyse the elements of security vulnerabilities in the SET 1.0 standard implementation and also helps to understand the SET 1.0 protocol.

Electronic transaction using electronic documents be carried without direct person to person meeting, there is the possibility to use other's identity illegally without notice and to verity authenticity of transaction. It is very hard to find out that the electronic documents on the process of submitting is forged documents or not and also has much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic transactions, certification system with cryptography skill are inevitably necessary. Also there is needed legal base in the electronic document as functional equivalent of the paper document. Recently there are so many commercial certification service provider(CPS) such as Identrus, Bolero, TEDI but their establishment of CPS, certification process, guideline and so on are different each CPS. Therefore, this kind of situation can make user confuse. To introduce and develop the electronic certification in the international electronic commerce not domestic electronic commerce, it need to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it need to compare laws and guidelines. In conclusion, the most important thing to resolve problems surrounded certification and develope certification system in the international electronic commerce make uniform rule of international electronic certification to recognize internationally from each nation or at least, need to harmony laws and guideline in each nations.

This study introduced the new technologies that are expanding the realm of electronic commerce to the Internet and small business. Each of the key components of electronic commerce(contracts, signatures, notaries, payment systems and adult trails)are supported in the new electronic commerce. Electronic commerce is more than just handling purchase transactions and funds transfers over the internet. Despite Electronic commerce's past roots in transactions between large corporations, banks, and other financial institutions, the use of the internet as a way to bring Electronic commerce to the individual consumer has led to shift in viewpoint. In this study, we examined the current development and application of Electronic payment system. Two different payment systems are used and under application. One is IC-card type of payment system which has gained popularity in England, Hong-Kong, and many other countries as a substitution of cash. The other type of payment system is e-cash, which is used more conveniently for the payment through internet. In the commercial transaction sellers use various sales strategies to increase profits, and this kind of sales strategies often causes damage to customers, it, moreover, is true that these examples happen in the electronic commercial market much more than in traditional one because of the characteristics if the electronic commerce. That's why people transact one another without face-to-face meeting in the electronic commerce market, so people one likely to fall for a trick to cheat and deceive. It's no doubt that the frequency of crime is higher than in face-to-face market. For that reason Cooling Off System, Consumer Compensation Insurance, Mutual Aid Association and Billing Payment Deposit System are in force the law related electronic commerce to protect customers' rights. In this paper it will be discussed about the periods of Cooling Off System and a received commodity notice of the Billing Payment Deposit System. Regarding these periods seven days for Cooling Off period and three days for a received commodity notice period are stipulated under the law of related electronic commerce to protect customers' rights, But each period has to be differentiated depending on each goods for this period to be reasonable and proper. Therefore in this study it will be focused on these facts and each period will be classified by the goods' purpose of purchase and quality.
