발전입찰경쟁에서의 가격결정에 관한 분석 (Analysis of Price-Clearing in the Generation Bidding Competition)

  • As deregulation evolves, pricing electricity becomes a major issue in the electric industry. Participants of competitive marketplace are able to improve their profits substantially by adequately pricing the electricity. In this paper, game theory is applied to analyze the price-clearing in the generation bidding competition and the competition is modeled as the noncooperative and complete information. The result of this analysis can be useful in understanding spot price-clearing of electricity and generating entity's strategic behavior in the competitive electricity market.

  • Although electricity market structures may be different from each country, they have a long-term forward market and a short-term spot market in general. Particularly, a bilateral contract transacted at a long-term forward market fixes the electricity price between a genco and a customer so that the customer can avoid risk due to price-spike in the spot market. The genco also can make an efficient risk-hedging strategy through the bilateral contract. In this paper, we propose a new mechanism for deriving the optimal bilateral contract price using game theory. This mechanism can make the customer reveal his true willingness to purchase so that an adequate bilateral contract price is derived.

  • As deregulation evolves, pricing electricity becomes a major issue in the electric power industry. In this paper, game theory is applied to analyze price-clearing in the generation bidding competition with the competition modeled as the non-cooperative and complete information game. The result of this analysis can be useful in understanding spot price-clearing of electricity as well as GENCOs' strategic behavior in the competitive electricity market.

  • We estimated the price range of electricity transactions under the prosumer system, considering the spread of renewable energy and the prospect of introducing a surplus power trading system between power consumers in Korea. The range (min/max) of power transaction prices was estimated by prosumers and consumers who could purchase electricity from utilities if needed. It is assumed that utilities purchased electricity from prosumers and consumers under a Time-of-Use (TOU) rate, trading at a monthly price. The range of available transaction prices according to the amount of power purchased from utilities and the amount of transaction power was also estimated. The price range that can be traded is expected to vary depending on variables such as the TOU rate, purchased and surplus power, levelized cost of electricity, etc.

  • The variations of real time electric power price in competitive electricity markets have influence on electric power demands of the consumers. The effects of the consumers for electric power price can be expressed the price elasticity coefficient of the power demand as a measurement. Residential, commercial, and industrial consumers with different characteristics cause the different price elasticity of the power demand due to changing the pattern of consumption. It is necessary that the effects of electric power demands as a function of elasticity coefficient for each loads should be analyzed in Korea which is processing deregulated electric market. Therefore, this paper calculate the elasticity coefficient of each loads and analysis the effects of electric power demands as a function of elasticity coefficient of inflexible and flexible consumers in competitive electricity market.

준지도 학습 및 신경망 알고리즘을 이용한 전기가격 예측 (Electricity Price Prediction Based on Semi-Supervised Learning and Neural Network Algorithms)

  • Predicting monthly electricity price has been a significant factor of decision-making for plant resource management, fuel purchase plan, plans to plant, operating plan budget, and so on. In this paper, we propose a sophisticated prediction model in terms of the technique of modeling and the variety of the collected variables. The proposed model hybridizes the semi-supervised learning and the artificial neural network algorithms. The former is the most recent and a spotlighted algorithm in data mining and machine learning fields, and the latter is known as one of the well-established algorithms in the fields. Diverse economic/financial indexes such as the crude oil prices, LNG prices, exchange rates, composite indexes of representative global stock markets, etc. are collected and used for the semi-supervised learning which predicts the up-down movement of the price. Whereas various climatic indexes such as temperature, rainfall, sunlight, air pressure, etc, are used for the artificial neural network which predicts the real-values of the price. The resulting values are hybridized in the proposed model. The excellency of the model was empirically verified with the monthly data of electricity price provided by the Korea Energy Economics Institute.

전력 소비의 용도별 경제적 편익 평가 (Assessment of the Economic Benefits from Electricity Consumption)

  • 전력은 인간의 생존과 산업생산에 있어서 필수적인 투입요소이다. 전력의 소비로부터 경제적 편익이 발생하며, 특히 전력소비의 경제적 편익은 전력과 관련된 정책의 다양한 분야에서 중요한 정보로 활용된다. 이에 본 연구에서는 전력소비로 인해 발생하는 경제적 편익을 평가하고자 한다. 전력소비의 경제적 편익은 소비자 지출과 소비자 잉여의 합으로 구성되는 전력 수요함수 아랫면적이다. 이때 소비자 지출은 쉽게 관측되는 반면에 소비자 잉여를 계산하기 위해서는 수요의 가격탄력성에 대한 정보가 필수적으로 요구된다. 본 연구에서는 주택용, 산업용, 일반용 전력을 대상으로 하며, 문헌 조사를 통해 전력의 용도별 가격탄력성에 대한 정보를 유추한다. 용도별 전력 수요의 가격탄력성은 각각 -0.332, -0.351, -0.263으로 추정되었다. 2013년을 기준으로 추정된 전력 1kWh 소비의 소비자 잉여는 각각 191.54원, 143.44원, 231.91원이며, 2013년 기준 전력의 용도별 평균가격은 각각 127.02원, 100.70원, 121.98원이므로, 전력소비자의 경제적 편익은 각각 318.56원, 244.14원, 353.89원이다. 소비자 물가지수를 이용하여 이 값을 2014년 기준으로 환산하면 주택용, 산업용, 일반용 순으로 각각 321.96원, 246.75원, 357.67원이다. 이 값은 전력공급사업의 경제성 분석에서 중요한 정보로 활용될 수 있다.

석유제품과 전력의 수요행태 변화에 대한 실증분석 (Changes in Elasticities of Demand for Oil Products and Electricity in Korea)

  • 석유제품은 1997년 이후 석유가격자유화가 시행됨에 따라 1990년대 중반을 기점으로 규제가격에서 시장가격으로 전환된 반면, 전력은 계속 규제가격으로 남아 있다. 이러한 가격규제제도의 차이는 최근에 관찰되고 있는 석유와 전력의 수요행태의 차이, 즉 전력수요의 지속적 증가와 석유소비 정체를 가져온 주요 요인으로 볼 수 있다. 이를 확인하기 위하여 본고에서는 석유제품과 전력의 수요추정식을 바탕으로 1981년부터 2011년 사이 월별 데이터를 10년의 표본기간으로 나누어 1년씩 이동시키는 이동회귀분석(rolling regression)을 통해 탄력성의 변화를 추적했고, 다음과 같은 결과를 확인할 수 있었다. 첫째, 1990년대 중반 이후 휘발유와 경유의 가격탄력성은 더 탄력적으로 변화한 반면, 가정용과 산업용 전력의 가격탄력성은 오히려 더 비탄력적으로 변화하였다. 둘째, 생산(소득)탄력성의 경우에는 석유제품과 전력에서 뚜렷한 패턴차이를 보이지 않고 있으며, 1990년대를 기준으로 나눈 시기별로도 특이한 변화가 나타나지도 않고 있다. 셋째, 휘발유와 경유 간에만 교차탄력성이 유의적으로 추정되었으며, 1990년대 중반 이전에는 휘발유의 교차탄력성이 의미를 가지는 반면, 1990년대 중반 이후에는 경유의 교차 탄력성이 의미를 가지는 것으로 나타났다.

Further Advances in Forecasting Day-Ahead Electricity Prices Using Time Series Models

  • Forecasting prices in electricity markets is critical for consumers and producers in planning their operations and managing their price risk. We utilize the generalized autoregressive conditionally heteroskedastic (GARCH) method to forecast the electricity prices in two regions of New York: New York City and Central New York State. We contrast the one-day forecasts of the GARCH against techniques such as dynamic regression, transfer function models, and exponential smoothing. We also examine the effect on our forecasting of omitting some of the extreme values in the electricity prices. We show that accounting for the extreme values and the heteroskedactic variance in the electricity price time-series can significantly improve the accuracy of the forecasting. Additionally, we document the higher volatility in New York City electricity prices. Differences in volatility between regions are important in the pricing of electricity options and for analyzing market performance.

Electricity Pricing Policy Alternatives to Control Rapid Electrification in Korea

  • Although South Korea experienced a rolling blackout in 2011, the possibility of a blackout in South Korea continues to increase due to rapid electrification. This study examines the problems of energy taxation and price distortions as possible reasons for the rapid electrification in South Korea, which is occurring at a faster rate than in Japan, Europe, and other developed countries. Further, we suggest new energy taxation and price systems designed to normalize electricity prices. In order to do so, we consider two possible scenarios: the first imposes a tax on bituminous coal for electricity generation and the second levies a tax to provide compensation for the potential damages from a nuclear accident. Based on these scenarios, we analyze the effects of a new energy system on electricity price and demand. The results show that a new energy system could guarantee the power generation costs and balance the relative prices between energy sources, and could also help prevent rapid electrification. Therefore, the suggested new energy system is expected to be utilized as a basis for energy policy to decrease the speed of electrification, thus preventing a blackout, and to induce the rational consumption of energy in South Korea.
