On Improving the Electrical Safety Systems based on the Systems Engineering Method (시스템 공학 기법에 의한 전기안전시스템 체계 개선에 관한 연구)

  • In this paper we discuss the problems related with the existing electrical safety system that is influenced by all the socio-technical factors including the electrical safety law, government organizations, and their practicing rules and regulations. Sometimes intangible practices also affect the safety issues. It is our intention to incorporate all those factors effectively and systematically in improving the electrical safety system. Since, the problem in nature is so complex, an approach based on the systems engineering (SE) method could be a good candidate. Specifically, as a first step of the SE process we performed the requirements analysis of all the factors mentioned above and some recommendations from the experts in the field. In the work environment utilizing a computer-aided SE tool, the requirements are verified and managed efficiently although the data base is complicated in general in tracking the changes. Next, by analyzing the verified requirements, a functional architecture is developed to achieve an improved electrical safety system. We also did the reverse engineering of the existing electrical safety system to explore potential problems there. The result can also help improve the existing one. Overall, a systematic approach to constructing electrical safety system based on SE is proposed for the first time in this paper. Note that the method described here can be adopted in the study of other safety systems.

  • A roadmap for Electrical Safety Technology has been designed based on the study that has been contributed by the specialists, professors and researchers in electral safety field. The roadmap is divided into five major fields including, for instance, the electrical fire accidents roadmap. The other four roadmaps are for electrical shock accidents, electrical facilities accidents, electrical safety policies and electrical safety culture-education, respectively. Each roadmap has a purpose, a scope, and a technical characteristic. Following the roadmaps can result in significant reduction of electrical fire accidents, electrical shock accident victims and so forth. The result can also be utilized in guiding the planning and development of the future electrical safety technology.

On the Development of Preventive Electrical Safety Plan Using Operation Concept Document (시스템 운용 개념서 활용을 통한 예방적 전기안전 계획서 개발에 관한 연구)

  • The current electrical safety plan developed for the national electricity system has been playing an important role in handling a variety of electrical accidents. However, it can be more effective to prevent or reduce those accidents if a preventive electrical safety plan is available. In this paper, an approach to developing the safety plan is described. We first discuss the contents that should be included in the plan. Noting that an effective plan requires the system level consideration of all the factors affecting the safety issues, an operation concept document (OCD) is considered. The OCD can allow us to understand the behavior of the safety system based on the operation environment, the system functions, the performance requirements, all at the system level of the safety system. Thus, the OCD can be useful in developing the safety plan. A detailed description then follows on how the OCD is developed for the electrical safety system under study. Finally, we discuss how the developed OCD can be used in deriving the preventive electrical safety plan.

  • The standard of living has been getting higher by reason of industrialization and economic growth. It makes people have more cultural desire(wants). Because of reasons mentioned above, a number of entertainment place and performance with high-tech is increased. This has been brought also increasing a number of electrical accident such as electrical shock, electrical fires and accidents of electrical facilities. This paper suggests technical, operational and special precautions of actual electric main line systems in entertainment places and is also written on the purpose of being applied with related provisions to designing electrical facilities, construction, check-up and inspection and maintenance for preventing further electrical disasters in entertainment places.

  • Infrared thermography is one of the most valuable and cost-effective diagnostic techniques for predictive maintenance on electrical systems. For the installations, the thermography can identify major problems, which if left unattended could lead to breakdowns. The result thermal images depend upon operator skills, inspection technique, and weather conditions. When the thermographer is applied to remote monitoring, the conditions of the systems are not perfectly analyzed because operators are hard to know the weather effects of the installed place. Therefore, this paper defines the effect by weather conditions these factors will influence the final results. The purpose of this paper is to define the weather effects that a thermographer needs to consider for successful condition analysis.

  • This Paper present about loop impedance measuring method by a comparison & analysis of the earthing systems in IEC60364. And comparing analysis about only considering a resistance and considering resistance & inductance. Result, For measuring of loop impedance than must measured resistance and reactance. And TT earthing system was lower fault current then TN systems, but an electric shock was higher then TN systems.

  • This study tested the electrical, structural, and thermal safety of LED lighting products, available on the market. Five recessed LED systems, 20 W each, and five fixed LED systems, 25 W each, were selected. Dielectric strength tests, live part electric shock protection tests, and thermal tests were conducted on the LEDs. These were key tests for user safety, according to the specification of the safety criteria for electric products, KC 60598-1, South Korea. In addition, the wiring temperature of UL1007, 60227 IEC 08, and UTP cables, was measured. The results of the study gave an in-depth examination of the safety of LED lighting systems for users.

  • To apply the appropriate new grounding system to domestic power system, safety has to be guaranteed under the given circumstances. It is not possible to decide the safety of grounding systems by the experimental test because safety experiments directly relate to the human life and the installed electric machines. Therefore, the computer simulation program to decide the safety of grounding systems based on the IEC standard systems, has to be developed. This paper proposes the computer simulation based method to decide the safety of grounding system with the concepts of touch voltage, step voltage, human resistivity, and applied electric current according to the several conditions of human body located in the corresponding grounding systems. The proposed method is implemented by Matlab/Simulink and Visual C++ programming tools for its visualization.

  • Failures of equipments for train control systems are linked directly to extensive damages of human lives or financial losses from the increasing uses of train control equipments utilizing computers. Then safety activities for assuring safety and reliability are needed during the system life-cycle. Risk analysis is important phase to increase safety from determining the risk presented by the identified hazard. In this paper, we investigated several methods for risk estimation of safety activities, and then we drew a comparison between original methods to suggest optimized one in the application to train control systems. In the result of the comparison, we had plan to propose the risk analysis method called Best-Practice(BP) risk method combining advantages of the qualitative and the quantitative analysis. In addition, we attempted to apply the BP-risk method to domestic train control systems handling in Korea.

  • This paper presents protection techniques against electric shock in low voltage DC(direct current) grounding systems depending on the analysis of earth fault current paths. Firstly, the comparison between alternating current and direct current on human was conducted, and current threshold values for each current path and for long duration were analyzed. Secondly, the analyses of the earth fault current flows were performed depending on the grounding types and earth fault conditions. Lastly, based on these analyses, adequate protection measures of electric shock depending on low voltage DC grounding types were provided.
