Study on subsidy policy of Electric Vehicle Using Break-Even Analysis (손익분기점 분석을 이용한 전기차의 보조금 정책 연구)

  • Since the release of mid-term domestic GHG goals until 2020, in 2009, some various GHG reduction policies have been proposed. In case of the transportation sector for the mid-term domestic GHG goals, it targets to reduce about 30% regarding the doemstic economic growth until 2020. A major reduction method in passenger cars considers an electric car. In this study we analyze some various scenarios to compare between internal combustion engine car and electric car using break-even analysis. Through the analysis we suggest a subsidy policy for electric car.

A Study on the Appropriate Level of Electric Light Duty Vehicle Purchase Subsidies (전기 소형화물차 구매보조금의 적정 수준에 대한 연구 환경편익과 TCO-parity를 중심으로)

  • This study analyzes the purchase subsidy for electric light-duty vehicles in terms of environmental benefits and total cost of ownership(TCO). For the environmental benefits, we considered the emissions from the power generation mix and reflected the change in efficiency of electric vehicles according to the temperature distribution. The environmental benefits of driving electric vehicles were estimated to be between KRW 2.2 million and KRW 5.3 million. Also, the TCO of electric vehicles compared to diesel vehicles under the current purchase subsidy was estimated to be about KRW 3.6 million lower for business use and about KRW 6.6 million lower for non-business use. These results imply that it is reasonable to lower the unit price of the purchase subsidy even within the same budget. Moreover, the remaining budget could be better spent on upgrading the charging infrastructure, which would reduce the inconvenience of charging for potential buyers.

  • Recently, various energy efficiency optimization activities are ongoing globally by integrating conventional grids with ICT (Information and Communication Technology). In this sense, various smart grid projects, which power suppliers and consumers exchange useful informations bilaterally in real time, have been being carried out. The electric vehicle diffusion program is one of the projects and it has been spotlighted because it could resolve green gas problem, fuel economy and tightening environmental regulations. In this paper, the economics of V2G system which consists of electric vehicles and the charging infrastructure is evaluated comparing electric vehicles for V2G with common electric vehicles. Additional benefits of V2G are analyzed in the viewpoint of load leveling, frequency regulation and operation reserve. To find this benefit, electricity sales is modeled mathematically considering depth of discharge, maximum capacity reduction, etc. Benefit and cost analysis methods with the modeling are proposed to decide whether the introduction of V2G systems. Additionally, the methods will contribute to derive the future production and the unit cost of electric vehicle and battery and to get the technical and economic analysis.

Does the R&D Subsidy of Developing Countries Overcome the First Mover Advantage of Foreign Firm? (후발국의 보조금정책은 외국기업의 선도자의 이익을 극복하는가?)

  • The Chinese government has been promoting core industries in accordance with the 'Made in China 2025'. As a result of injecting huge subsidies to develop core industries, a great success has been achieved in the electric vehicle and battery industry, however, the semiconductor industry has almost no performance. This study aims to examine whether the subsidy policy of a developing country helps their own domestic firm to overcome the first mover advantage of an advanced country's firm. From the game theoretical analysis, the results have shown that the subsidy policy of the developing country's government creates the profits shifting effect which arises from the developed country's firm to the developing country's firm. When there exists R&D efficiency gap between the two firms, however, most of these profit shifting effects are offset, which implies that the subsidy policy of developing countries is likely to fail.

  • As a part of environmental pollution mitigation in China, the number of environmentally friendly vehicles in China is proliferating, attention to vehicles that use environmentally friendly energy continues to increase, and China's new energy vehicle market is also growing rapidly. Similar to existing research, the focus of the subsidy is to provide financial support for electric vehicle buyers and the expansion of new energy vehicle charging infrastructure. Under these circumstances, this study attempts to understand the influence of Chinese consumers' green responsibility and other psychological factors on electronic vehicle purchase intention based on norm activation theory and theory of planned behavior. PLS-SEM examined the proposed hypotheses with 369 valid Chinese consumers, and all were supported. Our findings contribute to the extension of the research scope of Chinese consumers' intention to purchase electric vehicles and provide practical information for domestic and foreign firms entering China, the world's largest electric vehicle market.

  • 정부는 전기차 보급 목표치 달성을 위해 인프라 확충, 보조금 지급 등 다방면에서 지원 정책을 펼치고 있다. 이 연구의 목적은 정부의 전기차 정책이 부족하다는 인식에서 시작하여, 전기차 등록 대수 및 전기차 충전소 현황을 연도별로 비교하여 지원 정책이 유의미하게 작용했는지 파악하고, 정책의 방향성을 제시하기 위해 수행되었다. 연구를 위해 국가통계포털 및 서울시 데이터센터 등에서 받은 지역별/연도별 차량수, 지역별 전기차 충전소 현황, 지역별 전기차 보조금, 차량별 전기차 보조금 등의 데이터를 수식과 DB 메소드를 통해 가공하여 정부의 정책판단에 유의미한 영향을 줄 수 있는 데이터들을 산출해내었다. 이 연구는 전반적인 전기차 시장의 흐름을 파악하는 데에 효용가치가 높다고 사료된다. 과거와 현재의 데이터를 기반으로 하여, 현 상황을 분석하는 데에 그치지 않고, 이후의 상황에 대한 대략적인 이미지와 로드맵을 제시할 수 있었다.

Analysis of Electric Vehicle's Environmental Benefits from the Perspective of Energy Transition in Korea (에너지 전환정책에 따른 전기자동차의 환경편익 추정연구)

  • The electric vehicle is a representative measure to reduce greenhouse gas and local air pollutants in the transportation sector. Most countries provide purchase subsidies and tax reductions to promote electric vehicle sales. The electric vehicles have been considered as zero-emission vehicles(ZEV) in light of the fact that there has been no pollutant emission during driving. However, recent studies have pointed out that the pollutant emitted from the process of generating electricity used for charging the electric vehicles need to be treated as emissions of the electric vehicles. Furthermore, the environmental benefits of electric vehicle replacing the internal combustion vehicle vary with the power mix. In line with the recent studies, this study analyzes the impact of electric vehicles based on the current power mix and future energy transition scenarios in Korea. To estimate the precise air pollutants emission profile, this study uses hourly electricity generation and TMS emission data for each power plant from 2015 to 2016. The estimation results show that the electric vehicles under the current power mix generate the environmental benefits of only -0.41~10.83 won/km. Also, we find that the environmental benefit of electric vehicle will significantly increase only when the ratio of the coal-fired power plant is reduced to a considerable extent.

A feasibility study for introducing electric vehicle taxis based on the life-cycle cost analysis (생애주기 분석을 통한 전기택시 도입에 대한 사업성 분석 연구)

  • The advantage of electric taxies is that people who are not familiar with electric vehicle(EV) can have easily experience to ride EV. So, EV taxi would be a reasonable strategy for triggering EV market expansion. However, the EV taxi can be adopted by taxi companies with financial benefits. Therefore the feasibility study should be required by analyzing the cost with the points of view of the taxi company. In this study we suggested the methodology for feasibility study of the EV taxi based on the real taxi data and presented political implication. According to the study result, EV taxies could have economic value under the specific conditions such that the government subsidy is added to the purchase price of the vehicle. Also, the charging time should be used as drivers' rest time or mealtime in order not to consider the loss cost. We suggest that the new feasibility study which compares an EV taxi with other alternative vehicles such as PHEV or with an old EV taxi is needed as the future works.

Analysis of Private Road Toll Discounts and Subsidy Payment Plan for Sunset-type Vehicles (민자도로의 통행료 할인 현황과 일몰형 통행차량의 보조금 지급 방안)

  • Vehicle toll discounts on private roads are categorized into two types: non-sunset and sunset. Sunset types refer to provisions in which all or part of a law loses its effect upon a specific legislator-set deadline. Vehicles eligible for 'sunset' discounts include cargo vehicles operating late at night and eco-friendly vehicles powered by electricity or hydrogen. Korean government has subsidized all reduced toll fees for vehicles classified as non-sunset types on private roads to operators, but no subsidies have been provided for toll reductions on sunset vehicles. The rapid increase in electric hydrogen vehicles escalates the burden of reduced toll revenue on private road operators. This study analyzed traffic volume and toll reduction data from eight private road operators nationwide as of the end of 2023 to propose the necessity and method of supporting sunset-type toll reduction subsidies. In 2022, the subsidy for non-sunset types amounted to 87.5 billion won, or 18.6 % of total traffic revenue. The toll exemption and reduction ratio under the concession agreement ranged from 4.0 % to 5.65 % of total traffic volume for each operator. Although the proportion of vehicles exempted from sunset traffic increased from 0.85 % in 2017 to 2.79 % in 2022, the reduction amount ratio reached 4.2 % (KRW 25.5 billion) of total traffic revenue in 2022. The escalating number of registered eco-friendly vehicles is gradually causing operating profit losses on private roads. In alignment with the government's policy to expand eco-friendly vehicles, it is imperative to consider including vehicles eligible for toll reductions listed under the sunset category for subsidy payments. The study established a minimum ratio for toll reduction assistance at 4.0 %, agreed upon between the road authorities and private operators. Three policy alternatives were proposed to ensure preservation of amounts exceeding this threshold for sustaining adequate toll revenue for private road operators.
