Purpose: This study proposed a DEA (Data Envelopment Analysis)-based stepwise benchmarking target selection for inefficient DMU (Decision Making Unit) to improve its efficiency gradually to reach most efficient frontier considering resource (DEA inputs and outputs) improvement preferences. Methods: The proposed method proceeded in two steps. First step evaluates efficiency of DMUs by using DEA, and an evaluated DMU selects benchmarking targets of HCU (Hypothesis Composit Unit) or RU (Real Unit) considering resource improvement preferences. Second step selects stepwise benchmarking targets of the inefficient DMU. To achieve this, this study developed a new DEA model, which can select a benchmarking target of an inefficient DMU in considering inputs or outputs improvement preference, and suggested an algorithm, which can select stepwise benchmarking targets of the inefficient DMU. Results: The proposed method was applied to 34 international ports for validation. In efficiency evaluation, five ports was evaluated as most efficient port, and the remaining 29 ports was evaluated as relative inefficient port. When port 34 was supposed as evaluated DMU, its can select its four stepwise benchmarking targets in assigning the preference weight to inputs (berth length, total area of pier, CFS, number of loading machine) as (0.82, 1.00, 0.41, 0.00). Conclusion: For the validation of the proposed method, it applied to the 34 major ports around the world and selected stepwise benchmarking targets for an inefficient port to improve its efficiency gradually. We can say that the proposed method enables for inefficient DMU to establish more effective and practical benchmarking strategy than the conventional DEA because it considers the resource (inputs or outputs) improvement preference in selecting benchmarking targets gradually.
The research on the efficiency analysis of domestic auto parts companies is mostly based on the calculation of the magnitude of the performance creation such as the sales amount compared to the input assets. However, the performance indicators such as sales, operating profit, and net profit are directly related to the cost structure and This cost structure is affected by changes in the firm's asset and capital structure. As a result, it is considered that efficient capital procurement needs to be done at the same time to create efficient management performance through proper investment. This study focuses on this point and attempts to measure the efficiency of procurement capital relative to the sales and other performance indicators generated by the first 33 suppliers who supply parts to Hyundai Kia Motors. Among the methods of evaluating efficiency, the DEA model based on the linear programming method is most widely used as a nonparametric method but The efficient frontier-based DEA model has the limitation that it can not use the variables that have a downward influence on the efficiency. This is inadequate to directly consider variables such as borrowings and total liabilities related to capital procurement. Including the rolling black out in 2011, Korea has suffered from rapid increase of electricity consumption and demand forecasting failure for last five years. In addition, because of the Fukushima disaster, high fuel prices, and introduction of new generation sources such as renewables, the uncertainty on a power supply strategy increases. Consequently, a stable power supply becomes the new agenda and a revisino of strategy for new power generation sources is needed. In the light of this, we appraises the sixth basic plan for long term electricity demand and supply considering the changes of foreign and domestic conditions. We also simulate a strategy for the new power generation sources using a portfolio analysis method. As results, a diversity of power generation sources will increase and the share of renewable power generation will be surged on the assumptions of a cost reduction of renewable power sources and an increase of fuel costs. Particularly, on the range of a risk level(standard deviation) from 0.06 and 0.09, the efficient frontier has the most various power sources. Besides, the existing power plan is not efficient so that an improvement is needed. Lastly, the development of an electricity storage system and energy management system is necessary to make a stable and efficient power supply condition.
In this study, an evaluation system for a water resources technology research and development project, which is one of the 21C frontier R&D programs sponsored by Korea Ministry of Science and Technology, is proposed. The purpose of this paper is to contribute in the implementation of an efficient R&D policy scheme and in the successful commercialization and diffusion of water resources technologies through proper evaluation of water resources technology R&D projects. The evaluation system is consisted of two levels of evaluation categories and attributes to reflect qualitative evaluation as well as quantitative evaluation of the water resources technology development. The weights of 4 evaluation categories and 26 attributes are calculated by using Analytic Hierarchy Process(AHP). To demonstrate the evaluation system, a numerical example of water resources technology evaluation is presented.
The purpose of this study is to investigate the production efficiencies of the Korean aquaculture fishery with respect to species and methods using a Data Envelopment Analysis. The study extracted the 8 fishes in each of the sea cage culture, aquarium basin, and enclosed aquaculture for the analytical purposes. First, the study estimated the technical, pure technical, and scale efficiencies of the total of 24 aquaculture fishes based on the traditional DEA under the assumptions of both CRS and VRS. 2 fishes were identified as the efficient DMUs under the CCR-model, and 6 fishes under the BCC-model. Second, we tested to see if there was any difference in production efficiencies regarding those three different methods of aquaculture. we could not find any evidence of the differences in efficiency using a rank sum test based on the traditional DEA. However, we could do find that the pure technical efficiency in the sea cage culture was lower than others at 1% level of significance and the pure technical efficiency in enclosed aquaculture was also lower than others at 5% level of significance using Bilateral-DEA, which could explicitly consider the heterogeneity in the 3 production methods of aquaculture. Finally, the study obtained the 95% confidence intervals of the efficiency scores for the 24 fishes under our study using the smoothed bootstraping method in the process of the re-sampling in cooperation with both a kernel density estimation and a reflection method. At the same time, we could estimate the bias-corrected efficiency scores while the traditionally estimated efficiency scores suffered from the biases in the process of solving a linear programming with the deterministic nature of a production frontier. And hence, we could distinguish the differences in production efficiencies of the 8 fishes with respect to those 3 methods of aquaculture.

There are many occasions that the performance of a corps is influenced not only by its own efforts but by the commander of the next higher unit in a vertical organizational structure. When the direction of the commander in the next higher organization is different from that of the actual evaluation agency, the unit under evaluation may get rated lower than what it should deserve. This study suggests an alternative method to evaluate the performance of military units in the situation that there exist critical environmental factors which affect the performance. This method employes DEA, a non parametric method, and Constrained Canonical Correlation Analysis(CCCA), a parametric method which is used to estimate a efficient frontier with multiple dependent variables and constraints. This article also exploits a set of categorical environmental variables in the CCCA to improve the fairness of performance evaluation. It is shown that the introduction of the categorical variables helps evaluating the true performance of individual units such as battalions subordinated to different next higher commanders.

The human complement receptor type 1 (CR 1, C3 b/C4b receptor) is a polymorphic membrane glycoprotein expressed on human erythrocytes, peripheral leukocytes, plasma and renal glomerular podocytes, which consists of transmembrane and cytoplasmic domains with 30 repeating homologous protein domains known as short consensus repeats (SCR). CR1 has been used as an inhibitor for inflammatory and immune system for the past several years. Recently; it is reported that CRl was found to suppress the hyper-acute rejection in xeno-transplantation and can be used to cure autoimmune diseases. A soluble form of CRl, called sCRl, is a recombinant CRl by cleaving the transmembrane domain at C-terminus and has been expressed in Chinese Hamster Ovary (CHO) cells. Several purification methods for sCR1 from CHO cells have been reported, but most of them require complicated steps at high cost. Moreover, such methods are mostly performed under the pH condition apt to denaturing sCR1 and causes sCRl losing its activity. We here report a rapid and efficient method to purify sCR1 from CHO cell. The new method consists of a two-stage of cell culture by cultivating cells in serum medium followed by serum-free medium, and a two-stage of column purification by means of heparin and gel filtration column chromatography. By using this novel method, sCR1 can be purified in a simple and effective way with high yield and purity, furthermore, the purified sCR1 was confirmed to retain its activity to suppress the complement activation in vivo and ex vivo.
It is time to review the direction of R&D investment which is the source of change in knowledge information ages. The DEA(Data Envelopment Analysis) is a efficient method by using the ratio of input and output elements. In this paper, we analyzed industry relationship and efficiency by DEA in order to analyze ripple effect of the regional industry technology development project. According to these results, we found the primary affected factor in performance of this project was human resource, and the turnover of participated company was not on the rise yet. On types of the project, we could find the efficiency quotient of critical technique development project was higher than of common technique development project because project period or budget scale infected to project performance. We expect the enhancement of technique developer, tenn and budget, and it is necessary the project results should lead performance such as sales force and employee growth.

This paper considers the multi-objective optimization of a multi-service arrayed waveguide grating-based single-hop WDM network with the two conflicting objectives of maximizing throughput while minimizing delay. This paper presents a genetic algorithm based methodology for finding the optimal throughput-delay tradeoff curve, the so-called Pareto-optimal frontier. Genetic algorithm based methodology provides the network architecture parameters and the Medium Access Control protocol parameters that achieve the Pareto-optima in a computationally efficient manner. The numerical results obtained with this methodology provide the Pareto-optimal network planning and operation solution for a wide range of traffic scenarios. The presented methodology is applicable to other networks with a similar throughput-delay tradeoff.

Metabolic interactions of the three major cannabinoids, ${\Delta}^9$-tetrahydrocannabinol (THC), cannabidiol (CBD), and cannabinol (CBN) with steroid hormones were investigated. These cannabioids concentration-dependently inhibited $3{\beta}$-hydroxysteroid dehydrogenase and $17{\alpha}$-hydroxylase in rat adrenal and testis microsomes. CBD and CBN were the most potent inhibitors of $3{\beta}$-phydroxysteroid dehydrogenase and progesterone $17{\alpha}$-hydroxylase, respectively, in rat testis microsomes. Three cannabinoids highly attenuated hCG-stimulated testosterone production in rat testicular interstitial cells. These cannabinoids also decreased in levels of mRNA and protein of StAR in the rat testis cells. These results indicate that the cannabinoids could interact with steroid hormones, and exert their modulatory effects on endocrine and testicular functions. Metabolic interaction of a THC metabolite, $7{\beta}$-hydroxy-${\Delta}^8$-THC with steroids is also investigated. Monkey liver microsomes catalyzed the stereoselective oxidation of $7{\beta}$-hydroxy-${\Delta}^8$-THC to 7-oxo-${\Delta}^8$-THC, so-called microsomal alcohol oxygenase (MALCO). The reaction is catalyzed by CYP3A8 in the monkey liver microsomes, and required NADH as well as NADPH as an efficient cofactor, and its activity is stimulated by some steroids such as testosterone and progesterone. Kinetic analyses revealed that MALCO-catalyze reaction showed positive cooperativity. In order to explain the metabolic interaction between the cannabinoid metabolite and testosterone, we propose a novel kinetic model involving at least three binding sites for mechanism of the metabolic interactions.
