  • In 1997, Korean government established the National Energy and Resources Plan, which targeted from 1997 to 2005 with strategic energy technology development. At the end of 2005, Korean government built a New National Energy and Resources Plan preparing for upcoming 10 years from 2006 until 2015 based on energy technology trees comparing with the previous plan, which based on the energy R&D projects. In this research, we prioritize the relative preferences and efficiency by an AHP/DEA CCR-I and BCC-I integrated model approach considering scale efficiency for well focused R&D and efficiency of developing Greenhouse Gas technologies as an extended research from a view point of econometrics as an extended research.

기존 건축물의 에너지 효율화 리트로핏 패키지 방안 (Energy efficiency retrofit package plan for existing buildings)

  • In the past few decades, the global population growth and rapid economic development have resulted in significant increases in building energy consumption. To reduce greenhouse-gas emissions and building energy consumption, building materials and energy technologies must be optimized. Building retrofitting is a more efficient method than reconstruction to improve the building energy performance. In order to improve the energy performance of existing buildings, this study proposed energy-efficiency retrofit plans and derived cost-effective retrofit plan. The energy efficient retrofit method is achieved through the packaging of energy technology and the energy and cost reduction effect of the energy efficiency retrofit package are analyzed. As a result of the study, the energy-efficiency retrofit package showed an energy reduction effect of up to 60% or more and a construction cost reduction of about 30%. This study argues that optimal energy and construction cost reduction of existing buildings are possible through the packaging of energy efficiency technology.

The Effect of Plan Shape and Diagrid Angle on Structural Efficiency of Tall Buildings

  • Achieving sustainable spaces is one of the emerging trends of tall buildings regarding their significant impacts on the cities. Reducing energy consumption and material using is investigated as a widely used approach to achieve more efficient tall buildings. Defining more efficient geometries and form modifications have been adopted for this goal. In this paper the effect of plan shape and diagrid angle on structural efficiency of diagrid tall buildings have been studied. A parametric workbench is applied to generate and analyze models. The goal is to find effective form parameters resulting in more efficient forms. Respectively, all models were generated in Rhino/grasshopper architecturally and analyzed by a finite element plug-in structurally. Based on the results, steeper angles almost cause more displacements and needs to be more stiffened. it can be seen almost more sided models need less weight for the structures and it could lead to more efficient forms.

  • Recently the train indusrty come to the fore because of Punctual, eco-friendly transportation system and becoming the main transportation. The construction plans for the trian depot for train's maintenance and storage increase constantly. For past few years, there were many construction plans, Bubal train depot, Gwangju train depot, Duckha train depot. Proper track distribution plan is important to carry out the design of railway depot for efficient maintenance operation and train storage. Through the proper design of track distribution plan, we can shorten the moving time, train movement distance, waiting time in train depot. In this paper, the verification of the track distribution plan's efficiency and appropriateness for railway depot as Bubal train depot's plan is studied and analyzed with the train depot management simulation program-Posrail(v1.0).

의료개혁 논의의 비교분석 (A Critical Analysis of the Perspectives on Health Care Reform in Korea)

  • This paper analyzed four different perspectives on health care reform in Korea in terms of the basic values, formulated problems and reform plans, implementation methods, and supporting groups. The medical security plan was insisted by social security specialists and social activists focusing on the integration of medical insurance coops in order to enhancing equity and right of the people. However, its perspective was limited to promoting security instead of reforming health care system. The government proposed the health care reform plans in 1994 and in 1997, focusing on promoting efficiency by remedying many problems in health care delivery system. However, its implementation was not successful due to the lack of organizational and financial supporters. Recently, two opposite proposals were issued. The market reform plan paid attention to revitalizing the market function to promoting efficiency by allowing hospitals to treat private patients instead of applying the medical insurance regulation. The government reform plan focused on intensifying governmental planning and intervention in the health care sector in order to removing inefficiency and promoting equity with the supports of social activists and labor unions. Finally, this paper proposed an alternative plan to promote harmonious social relationship between actors in the health care system.

  • In this article the author provided a brief introduction to the function and activation of 4-H fanning organization. The strategies developed to improve the environmental-friendly Agriculture are as following : the efficiency cooperatives of 4-H fanning organization, invitation of the upbringing plan of organization leader for promotion of the pilot region project of environmental-friendly Agriculture connected with green tourism, the establishment of reasonable management plan and strategies. In conclusion, there must be strategic measures to increase the income of environmental-friendly farmers. All of this information could be useful for the further development of the strategy for environmental-friendly Agriculture in organization and management.

  • In this paper, the analysis methods of available information are reviewed and it is elicited to the method of which the analysis results are applied to the Autonomous Decentralized Train Management System for the optimization at the point of the route control time and for making the efficiency shunting plan in the Autonomous Centralized Station Operation Control System. As the statistics and estimated information which are got through the utilizable information analysis are applied for the automatic route control function and the shunting plan management of the station operation control system, it is possible to use efficiently the station information by the autonomous route control system. And as the exact forecast information needed for the shunting plan establishment and the operation is provided to the operator, it is established to the efficient train operation plan.

  • This study investigates and analyzed electrical energy curtailment effect by each business department and by energy use efficiency elevation equipment because do an energy use plan that is enforced in each variety business that is developed in domestic by model. When plan the recent electrical energy use with this, I wish to contribute in energy use general planning establishment improvement that is aiming energy efficiency improvement newly by groping improvement plan moment deduce problem. Specially, search present condition and problem by electrical energy curtailment equipment application that probes mass and analyzed, and is applied in present our country according to analysis contents to the latest energy use plan that was enforced on energy use rationality narration but allowed purpose.

  • 본 논문은 혁신도시에 신재생에너지 도입계획을 수립하는 것이다. 최상의 혁신도시 계획은 경제성, 삶의 질, 지속가능한 개발을 가능하도록 하는 것이다. 균형잡힌 도시를 위해서는 환경 친화적이고 지속가능한 도시를 설계하여야 하고, 효율적인 빌딩을 위해서는 에너지 효율과 환경 문제를 고려하여 설계하여야 한다. 이 논문에서 우리는 다양한 건축물에 대하여 에너지 효율성을 분석하고 신재생에너지를 도입하기 위한 방법을 제시하였다. 결론적으로 각 혁신도시에 대하여 새로운 신재생에너지 계획을 제시하였고 분석하였다.

  • 본 논문은 수요 자원으로 활용이 가능한 조명제어 시스템을 연구하였다. 기존의 조명제어 알고리즘은 에너지수요에 관계 없이 에너지량을 절감하거나 수요자원으로 활용하기 위하여 수용가의 불편을 감수하면서 강제적으로 조명을 차단하는 알고리즘을 사용하고 있다 이 논문에서는 사용자의 근무 괘적성을 유지하면서도 수요자원으로서 활용이 가능한 새로운 조명제어 알고리즘을 제시하고, 시뮬레이션을 통하여 유용성을 검증하였다.
