The ICT Operation Performance by a New ICT Investment and Policy Consistency of Government Organizations (정부조직의 신규 ICT 투자와 정책 일관성에 따른 ICT 운영 성과)

  • The purpose of this study is to examine an organizational ICT(Information and Communication Technology) performance by ICT investment and policy consistency of government organizations. As the rapid development of ICT is becoming an essential element of social culture, the ICT operation of bureaucratic government also is becoming important. The central government has invested substantially new ICT for improving the quality of nationwide service and to promote administrative efficiency. However, various departments of government occur frequently duplication investments of ICT, and budget conflicts between organizations caused difficulties in maximizing ICT competency. I will confirm the ICT operational performance by ICT investment behavior and organizational work competency as well as the significance of ICT policy consistency. The method of study used a structural equation. The research model set ICT investment behavior as independent variables, organizational work competencies and policy consistency as mediations, and operational performance as dependencies. As a result of the research, New ICT interests show negative effects that caused work change between government organizations and government-funded body. But, New ICT convergence shows positive effects on increasing the two competency variables. The two competency variables show negative effects that caused changes in ICT policy consistency and show no impact on the ICT operational performance. The ICT policy consistency shows a positive effect on enhancing ICT operational performance. The study contribution explain updated the contingency theory and because the ICT policy consistency is essential, negotiation between government organizations will be important. Future research will require a qualitative study through interviews in government organizations about consistency enhance of ICT policy.

Effect of the Organization's Autonomous Working Environment and Trust among Members on Workers' Job Immersion (조직의 자율적 근로환경과 구성원 간 신뢰가 근로자의 직무몰입에 미치는 영향)

  • In the recent era of the fourth industrial revolution, many industries aim to maximize the efficiency of products and services by introducing cutting-edge technologies such as artificial intelligence and big data. In this situation, organizational culture is changing a lot due to the influx of the MZ generation with strong individualistic tendencies and the decreased face-to-face communication between members. However, active communication with colleagues is still essential to maximize performance, and the margins created by simplifying work processes and automating processes must be used for creating work performance. This requires cooperation and commitment through the job immersion of members who have an active attitude. This study analyzed how the organization's autonomous work environment and trust among members, which are creative work performance conditions, affect job immersion using raw data from the Occupational Safety and Health Research Institute. As a result, it was found that both the organization's autonomous working environment and trust among members significantly effected the members' job immersion. in order to achieve productivity and value improvement in companies, efforts are needed to increase workers' job immersion by building an autonomous working environment and trust among members. The results of this study are expected to contribute significantly to the search for ways to increase workers' job commitment to improve organizational productivity.

Balancing Efficiency and Flexibility in Software Project: The Role of Team Collective Improvisation, behavioral integration, and member diversity

  • The successful management of software (SW) projects is a continuous concern to managers, which is attributed to the contradictory demands that most projects are facing; meeting user requirements within time and budget limit while flexibly dealing risks during the progress of the projects. The present study asserts project performance and risk mitigation are not tradeoff but to be achieved simultaneously, which is called SW project ambidexterity. Drawing on the literature on organizational behavior, hypotheses are developed speculating the relation among project performance, risk mitigation, team collective improvisation, team behavioral integration, and team diversity. Using empirical data collected from 102 SW project teams of 507 team members in South Korea, empirical analysis indicates team collective improvisation is a significant antecedent to SW project ambidexterity, playing a pivotal role to balance the contradictory demands. Furthermore, team behavioral integration positively influences the degree of team collective improvisation, and the magnitude of the relation is partially contingent on the team members' age and major diversity. The present study advances theory by providing a context specific explanation about the SW project ambidexterity and its precedents.

Structural Model of Nurses' Career Commitment (간호사의 경력몰입에 관한 구조모형)

  • Purpose: This study was done to construct a hypothetical model to explain the factors influencing career commitment of nurses. Methods: Three factors (individual internal-, job- and career-characteristics) and 8 sub-factors were measured with Likert scales. Data collection was conducted from Jan. 11 to 31, 2011 using self-report questionnaires. Participants(738 nurses) were selected from 6 hospitals in 2 metropolitan cities of South Korea. Collected data were analyzed using SPSS Window 16.0 and Amos 19.0. Results: 1) Among the 3 factors, career commitment was most strongly influenced by career-characteristics. 2) Career commitment wasinfluenced by organizational-career-management but not by personal-career-management. 3) Career commitment was influenced by individual internal-characteristics but not by job-characteristics. 4) Of the 8 sub-factors, career commitment was most strongly influenced by desire-for-growth but not by self-efficiency. Conclusion: The results of this study indicate that in order to improve career commitment of nurses it is necessary to implement custom-made career development policies considering individual characteristics in the organizational level.

  • Interpersonal trust is the mutual "faithfulness" on which all social relationship ultimately depend and applicable to the relations among people rather than to their psychological states taken individually. Recent development in the organizational sciences reflect the importance of interpersonal trust relationships for sustaining individual and organizational effectiveness, researchers have recongnized trust's influence on coordination and control at both institutional and interpersonal levels of organization. Because economic action is embeded within networks of social relationships. researchers have argued that efficiency within complex systems of coordinated action is only possible when interdependent actors work together effectively. Thus, for managers and professionals in organizations, developing and maintaining trust relationship is especially import. An Exploratory Study on the Balanced Scorecard Model of Social Enterprise

  • The purpose of this study is to develop BSC model of social enterprise. Performance analysis tool of BSC have been brought over from the business world, designed and created from the perspectives of profit-based businesses. The BSC is a strategic performance measurement and management tool designed for the private sector acting as a communication/information and learning system, to measure 'where we are now' and 'where to aim for next'. It prescribes a plan for translating 'vision' and 'strategy' into concrete action across four perspectives at different stages, depending on the business. These perspectives are 'financial', 'customer', 'internal processes' and 'learning and growth', each of which is connected by cause-and-effect relationships that reflect the firm's strategy. Social aims of social enterprise are to accomplish desired outcomes which are to employ vulnerable people and to provide social services. The measurement factors of financial perspective are stable funding, efficiency of budgeting, stakeholders' financial supports, and trade profit. The measurement factors of customer perspective are government, social service users, employees, local communities, sup plier, social activity company, and partnership with external organizations. The measurement factors of internal process perspective are organizational culture, organizational structure/management, internal/external communication, quality of products and services, information sharing. The measurement factors of learning and growth perspective are training and development, management participation, knowledge sharing, leadership of CEO and manager, and learning culture.

  • This paper forcuses on the measurement of increased work efficiency expected from the factory automation through random interactions of the organizational behavioral factors whose attributes can be changed with the implementation of the factory automations. Specifically the work reported here is concerned with modeling and analyzing the random interrelationships among the organizational behavioral factory which factory automation will have impact on throughout the time horizon of its implementation in terms of productivity. In addition, it is also concerned with developing a stochastic continuous simulation model to be used to assess the impact of factory automations.

An Empirical Study on Development of IS Evaluation Indices : In Case of Public Sectors (정보시스템 평가지표 개발에 관한 실증적 연구 : 공공부문을 중심으로)

  • In this research, the comprehensive evaluation model of IS(information systems) for public sectors is theoretically constructed through reviewing and integrating previous IS evaluation-related research. This model is hypothesized to consist of five sectors(System Sector, User Sector, Organization and Management Sector, Resource Management Sector and Strategic Contribution Sector), ten evaluation items belonging to these five evaluation sectors, and sixty two evaluation indices for these ten evaluation items. The results of empirical analyses to test the validity of the research model show that the evaluation sectors turn out to be the same ones as proposed in the hypothetical model. The evaluation items(System Quality, Information Quality, Service Quality) in System Sector proves to be consistent with the hypothetical model. However, in case of User Sector, two evaluation items(Perceived Usefulness and User Satisfaction) which are included in the hypothetical model are found to be merged into one item(User Satisfaction). And, it is shown that four evaluation items such as the Efficiency of Internal Process, Customer Satisfaction, Organizational Innovation, and the Degree of Informatization competence improvement are included in Organization and Management Sector, differently from the research model in which the items, Organizational innovation and the Degree of Informatization competence improvement, are not divided. As a final result, sixty two evaluation indices that comprise all the evaluation items belonging to five sectors are found to be reduced to fifty seven ones through factor analyses, criterion-related validity tests and reliability analyses.

A Study on Application of Web 3.0 Technologies in Small and Medium Enterprises of India

  • The purpose of this study is to explore how small and medium enterprises in India has identified the opportunities and challenges in adopting the Web 3.0 technologies to improve their productivity and efficiency. After an in-depth literature review, researchers framed a semi-structured questionnaire with open-ended questions for collecting responses from managers working in 40 Indian SME's representing five key economic sectors. The collected data was analyzed, and themes were encoded using the NVivo 11 computer-assisted qualitative data analysis software. Content analysis was used to analyze the data collected with the semi-structured interviews. This study identified five key themes and 12 subthemes illustrating the key advantages and challenges as perceived by the managerial leadership of SMEs. The five key themes identified in this study include integration of data and services, the creation of new functionalities, privacy and security, financial and technological challenges, and organizational challenges. The results of this study will benefit the organizational leadership of SMEs in planning and developing their short-term and long-term information systems strategies and will enable SME leaders to make optimal use of their information technology assets, improving the productivity and competitiveness of the firms. Web 3.0 technologies are considered as emerging technologies, so the advantages and challenges of using these technologies for SMEs have not been explored in the context of emerging economies, such as India.

The Relationship of Innovation Barriers, Innovation Activities and firm's performance (혁신 저해요소와 기업의 혁신활동 그리고 기업 성과의 관계)

  • It goes without saying that the technology innovation plays an important role in the sustainable growth of the firm in the global economy. It, however, is not easy to fulfill this simple and obvious fact. Because there are a lot of barriers hindering innovation activities of firms and innovations are interrupted or don't even attempts by this barriers. So in this paper, I study barriers of firms that try to innovation and how much negative impact exist on firm's innovation performance by that. And also I try to find influence on firm's performance because of declined innovation activities. To prove this, KIS(Korean Innovation Survey) 2008, which was surveyed by STEPI(Science and Technology Policy Institute), is used to find relationships among variables; innovation barriers, innovation activities and firm's performance. In the result, I find that financial barrier influence negatively to the process innovation with small business, capable barrier influence negatively to the process innovation with large business and organizational barrier influence negatively to the process innovation with both small and large business. And, it also appear that organizational barrier has not moderating effect but process efficiency has moderating effect significantly with small business that have more positive effect.
