Deducing Improvement Schemes for Public Medical Centers through Annual Progress Analysis (공공의료기관의 효율성 개선방안에 대한 연도별 추이분석)

  • This study examines the relative efficiency of 34 local public medical centers in Korea. In order to concretely grasp the causes of inefficiency and suggest improvement solutions, the desirable set point was established based on the actual value which needs to be improved. As a result of analysis, we determined that output must be increased while input is held constant in order to improve effectiveness through the actual value and set point. Efficiency cannot be achieved if input is augmented solely to increase output. Also, to increase output, the medical centers need to improve their quality without increasing any input for customer visits and hospitalizations. Further, in order to strategically promote effectiveness and efficiency of local public medical centers, these medical centers must focus on input resource and patient interchange through the mutual cooperation with local private hospitals and university medical centers.

  • As proceeding Munmin and Kukmin's government, it is to bring in regionalism of genernal public administration and police administration, specialization, efficiency issue, demand inventing of audit technique to meet this trends. Especially, according to supporting qualitative improvement of the audit, its environment faced that orienting performance audit emphasis on not the legality but the efficiency more systematic and scientific theory or technique. In order to attain police audit's efficiency through performance audit, this study discussed that scientific management techniques should be applied police audit. Accordingly, the primary purpose of this study is to apply public audit to scientific management technique, bring to light limits in public sector(especially, police sector). To be efficiency audit(namely, performance audit), 1) OR techniques are explained linear programming, network modeling, PERT/CPM, queuing matrix model, simulation, 2) Statistical analysis methods are argued delphi technique, data envelopment analysis(DEA), analytic hierarchical process(AHP), time series analysis models etc.

  • This study is intended to analyze the relation between G. D. Weisman's Way finding 4 elements the accessibility and efficiency of consumers as to eternal area for Seoul historical museum. The findings are summarized as the following three aspects. First, G. D. Weisman's Way finding element introduced in this study had a significant impact on visitor satisfaction.. It leads to the following conclusion: The higher the impact is, the greater accessaccessibility and efficiency are. Second, among 4 elements, the factor that had the biggest impact on the accessibility was 'visual-perceptual accessibility'. Thus, 'visual-perceptual accessibility' should be considered first to boost the accessibility to consumers. Third, among 4 elements, the factor that had the biggest impact on the efficiency was 'sign system'. Thus, 'sign system' should be considered first to boost the efficiency to consumers.

  • Data envelopment analysis(DEA) is a mathematical programming approach to asses s relative efficiency of a group of decision-making units. In view of the defects of existing models in evaluating efficiency of the system with P independent subsystems, Yang et al. [10] introduced YMK model with the assumption that decision-making unit(DMU) is independent of each other. But in some production systems, decision-making units usually have some relationships in this way or that. In this paper, DEA model is given by assuming that DMUs can cooperate with others in its subgroups. Some property and the efficiency relationship of the whole system and its subsystems are given.

A comparison of the traditional scoring system with the efficiency measuring system for evaluating the TQM activities

  • In this paper, we analyzed two methodologies to evaluate the total quality management activities comparatively. One of them is the traditional scoring system (TSS) by analytic hierarchy process (AHP) and the other is the efficiency measuring system (EMS) by data envelop analysis (DEA). It is demonstrated that the index by TSS and the efficiency index by EMS are not correlated. Also, the efficiency index by EMS in terms of company characteristics such as the size of company and ISO certifications is different from the index by TSS. The result implies that to evaluate the quality activities by EMS is needed as a supplementary methodology.

DCBA-DEA: A Monte Carlo Simulation Optimization Approach for Predicting an Accurate Technical Efficiency in Stochastic Environment

  • This article describes a 2-in-1 methodology utilizing simulation optimization technique and Data Envelopment Analysis in measuring an accurate efficiency score. Given the high level of stochastic data in real environment, a novel methodology known as Data Collection Budget Allocation-Data Envelopment Analysis (DCBA-DEA) is developed. An example of the method application is shown in banking institutions. In addition to the novel approach presented, this article provides a new insight to the application domain of efficiency measurement as well as the way one conducts efficiency study.

Adoption of Smart Sustainability Performance Measurement System (SPMS) in Hotels and Variations across Ratings, Reviews, and Operational Efficiency Scores

  • Hotels have recently started to implement enterprise information systems to measure and report sustainability indicators in a smart manner. However, a complex ownership structure in a hotel chain prevents full smart systems adoption at the individual property level. This study explores how a smart sustainability performance measurement system (SPMS) for waste management adoption correlates with customer ratings, customer reviews, operational efficiency scores, and between franchised and corporate-managed properties. We derive insights from the secondary data constructed from multiple sources for a large multinational hotel chain hotel. The findings suggest that hotels that adopt SPMS have better operational efficiency scores and more customer reviews. Within the hotels that adopted SPMS, corporate-managed hotels have a lower level of ratings than franchised hotels, but they have higher operational efficiency scores and more reviews. We discuss research implications for the concept of smart tourism and hotel management literature and managerial implications.

  • The Ministry of National Defense announced 'Defense Reform 2.0' that aims to strengthen the country's security for decrease of regional uncertainties, growing requirements for advanced technologies, and a need for more efficiency in the Republic of Korea(RoK) Armed Forces this year. It said RoK Armed Forces have to change efficiently in preparation for rapid decline in military service resources as demographic cliff turning into reality, and the rapid evolution of the "battlefield environment" caused by developments in military science and technologies. RoK Navy combat Management System(CMS) made by domestic proprietary technology since 2000s and development centered on Agency for Defense Development require design changes for added requirements. So in this paper, I propose method of design a low cost and high efficiency navy CMS architecture based on high performance server and virtualization technology. And I create a test environment for analysis performance and compare the performance of proposed navy CMS and existing navy CMS.

  • Following principal-agent relationship between government and funding agency effects on efficiency and management of project, this paper suppose that project management cost rate variable on outsourcing and administration of institution, applies multiple regression analysis and logit analysis by using factors that procurement status of institutional operating expenses and each subordinates scale (Budget, subject number) and method (Top-down/Bottom-up), not a total amount, for examining factors following project efficiency analysis and way of commission. The major variables which effect on efficiency of institution are management cost scale (0.36), institutional operating expenses ratio (-0.47), way of outsourcing, the factors that affect way of outsourcing are portion of project management cost (-38.5) and institutional operating expenses rate (-11.7). This means both legal and financial stability are necessary and it is avoidable moral hazard and adverse selection on principal-agent problem.

Efficiency Analysis of Public Service Organizations Using Stochastic Frontier Analysis (확률변경분석을 이용한 공공서비스 조직의 효율성 분석)

  • An organization must restructure itself once it makes outsourcing decisions. Outsourcing is a strategy that a company adopts to direct internal efforts into strengthening its core business processes while contracting other companies for strategically less critical tasks thereby improving organizational production efficiency, and the strategy inevitably involves organizational restructuring. While public service organizations have increasingly embraced outsourcing as well, only a handful of studies analyze the change in efficiency from organizational restructuring. Therefore, this study uses Stochastic Frontier Analysis (SFA) to test whether efficiency improved in Korea Expressway Corporation's restructured branch offices. Korea Expressway Corporation evaluated and grouped its branches based on road extensions management, traffic volume, the number of snow days, road deterioration, and the number of junctions to differentially allocate its personnel and budget. The extent of efficiency improvement in each group was compared, and results show that inefficiency did not exist in any of the groups. The efficiency index among the three group categories was similar across the board; 9 offices in the A-group with its expanded personnel and budget had an efficiency index of 0.954, 12 offices in the B-group with unchanged personnel and budget conditions had an index of 0.950, and 12 offices in the C-group with reduced personnel and budget had an index of 0.937. SFA facilitates efficiency analyses because it does not require pre-restructuring data. This study is easy to apply in practice and empirically tests efficiency improvement in organizational restructuring based on data collected from all the branch offices in Korea Expressway Corporation.
