최근에 노후화된 도시정비사업으로 토지의 집약적 이용을 위해 아파트 및 공동주택을 초고층 및 고층 아파트 구조물로 재건축 승인함에 따라 인근 주거지역의 일조권 침해에 따른 사회문제로 대두되고 있다. 특히, 교육시설에 있어서의 일조량 침해에 따른 교육환경 여건은 많은 문제점을 내포하고 있다. 따라서, 본 연구에서는 이러한 교육환경 일조량 분석을 위해 Auto $CAD^{(R)}$ 프로그램을 이용하여 교육시설물에 대하여 3차원 모델링으로 구성하였다. 그리고, 시뮬레이션 기법으로 교육시설에 있어서 창과 운동장을 채광기준면으로 설정하여 태양의 움직임에 따른 진태양시의 일조량을 아침 8:00에서 오후 4:00까지1분 단위로 계산하였다. 또한, 아파트 신축공사 전 후의 피해에 따른 교육시설의 일조환경을 수치화하였고 일영투사법에 의해 제작된 영상과 비교하여 교육환경 일조량을 검증할 수 있었다. 향후 이러한 시뮬레이션 기법을 활용하여 교육환경일조량 분석에 효율적으로 사용될 수 있을 것으로 기대된다.

Today, the paradigm of education is changing from teacher-centered, facility-centered, supplier-centered to student-centered, people-centered, and user-centered. In 2019, the Ministry of Education promoted the school space innovation project to provide a school space as a balanced life space, such as learning, play, and rest, through educational activities led by students, who are the leaders of the future society. Based on this, Incheon Metropolitan City Office of Education prepared a manual for practice while carrying out a project to build a future classroom. In those projects 'user participatory design' is applied as a new design approach and facilitators play an important role as experts in the process of user participatory design. However, it is different from the guidelines by the Ministry of Education in terms of facilitator role; facilitator in Incheon's future classroom projects can be in charge of designer part. This was possible because the design scope was limited to the classroom space and the construction permit work was not applied, and the Incheon Metropolitan City Office of Education seems to be able to successfully implement the plan derived through 'user participatory design' under the responsibility of the facilitator. However, this may be considered to be inconsistent with the basic purpose of the school space innovation project. In the case of the school unit project, it is considered that more systematic supplementation is necessary.

As policy for regional development in bottom-up style is introduced, each local government reflects opinion of regional residents and experts, and continues to strive for active use of regional capability and natural resources. As a result, there are active movements for regional development in Eup and Myeon unit or village unit inside local government. Comprehensive arrangement project in areas of Eup and Myeon is proceeded with a goal of improvement of life quality for regional residents through strengthening base function of Eup and Myeon areas and improving function of basic service by expanding facility of optimal level available to an unspecified number of the general public such as educational, cultural, welfare facility etc. in Eup and Myeon areas which are base space of rural communities. For analysis method of region for selecting areas where comprehensive arrangement project is done, this study suggested analysis of connection structure based on interaction and analysis of centrality. And empirical analysis was carried out with Buyeo province in Chungcheongnamdo.

BIM has been a reliable construction project management tool to handle various kinds of construction information generated in the facility life cycle. To take these advantages, researchers have been promoted numerous studies in a residential, a commercial, and an educational facilities with a large number of on-going projects. However, despite running as the role of essential energy supplier, power plant related BIM research is relatively insufficient than others. In particular, due to the extending of the facility service period and the requirement of the complicated construction project management for 'overhaul' and 'repowering' in the power plant maintenance phase, the needs for using BIM have been increased gradually. For using BIM based maintenance, it is needed to consider an information collecting methods and necessary to develop an appropriate breakdown structure to share information. Therefore, 'EBS' is produced by reviewing the previous research related to BIM and analyzing the repair activities in the maintenance phase. Proposed 'EBS' must be useful not only a judgment between capital expenditure versus revenue expenditure but also appropriate maintenance strategies development for property management.

교육시설물 BTL 사업은 2005년 긴요하고 시급한 공공시설물을 앞당겨 공급하겠다는 취지하에 시작되었으며, 2007년 3월 준공이 완료되어 운영단계로 접어들면서 유지관리 업무에 대한 관심이 증대되고 있다. 그러나 BTL 사업 시행 초기이고 처음 운영단계에 접어들면서 운영 및 유지관리 업무에 실적 Data가 전무한 실정이다. 이에 본 연구는 교육시설물 BTL 사업의 효율적인 유지관리 업무 수행을 위해 업무 프로세스 도출 및 유지보수 Item을 규명하였다. 이를 통해 유지보수 업무 수행 시 발생되는 정보를 DB화하여 효율성을 극대화 할 수 있는 교육시설물 유지관리시스템 모듈 설계를 목적으로 한다.

현재 교육시설 BTL 사업의 경우 사업적격성조사 정량적 VFM분석이 선행되는 과정에서 교육시설에 적합한 분석 기준이 미흡하여 정확한 분석을 수행하는데 많은 어려움을 겪고 있으며 적정 유지관리비 산정 시에도 미흡한 기준이 문제가 되고 있다. 교육시설은 많은 수의 학생들이 장시간 안전하게 사용해야하고, 학교급별 학생들의 활동량과 신체적 발달상태가 다를 뿐만 아니라 시설별 사용특성과 지역별 특성이 다르기 때문에 공동주택과는 다른 유지관리 기준을 고려하여야 한다. 따라서 본 연구에서는 교육시설의 특성을 고려한 유지관리 기준 설정을 위해 교육시설관리전문가를 대상으로 교육시설과 공동주택의 유지관리 수준을 비교 분석하여 교육시설에 적합한 유지관리 수준을 제시하고자 한다.

학교 시설이 가장 중요한 공공시설 중 하나라는 사실에도 불구하고 학교시설에 대한 정보가 체계적으로 관리되지 않고 있는 실정이다. 이에 본 연구에서는 학교시설 정책의 가장 기본적인 요소인 학교시설 현황에 대한 객관적인 데이터를 체계적으로 확보하기 위한 시스템 구축방향에 대한 연구를 진행하였다. 본 연구에서는 학교 시설 정보 관리 절차 및 학교시설의 정보 자료 관리 수준을 향상시킬 수있는 시스템 구축방향을 제안하였으며, 실무적인 활용이 가능한 서비스 제공을 위한 시스템 구축 설계방향을 제시하였다.

BTL 사업은 공공시설물에서 민간의 자본과 기술력을 통해 높은 성과를 낼 것으로 기대되고 있지만, VE의 최적 설계안을 선정하고 건물의 유지관리 비용 예측에 사용되는 LCC 분석은 다수의 복잡한 문제점을 가지고 있어 제한적으로 적용되고 있다. 본 연구의 목적은 국내의 BTL 사업에서 LCC 분석의 문제점을 분석하고 그 해결방안을 제안하는 것이다. 이를 위해 BTL 사업에서 주요 사업대상인 교육시설을 중심으로 LCC 분석을 두 가지 수준(대안선정 LCC와 건축 LCC)으로 구분하고, 이들의 주요 특징을 고찰하였다. 그리고 6가지 측면(비용분류체계, 수선정보, 생애주기, 비용의 시간적 가치, 수선정보 데이터베이스, LCC 분석모델)에서 사례연구를 통해 4가지 주요 문제점과 해결방안을 도출하였다. 이 연구의 결과는 민간과 공공분야 참여주체들의 중장기적인 계획과 실행에 의해 해결될 수 있을 것이다.

The purpose of this study is to analyze the 'Brera Academy', worked between 1935-1940 at Milano in Italy. Giuseppe Terragni(1904-1943) is, as it is well known, one of the representative architects in the period of Italian rationalism architecture. In particular, his 'Casa del Fascio(1928~1936)' is evaluated as a representative work of this period. The research is based on original drawings and letters, mostly produced by G. Terragni or relative person and office of this work. Through analyze on the design process, the research tries to reveal Italian rationalist's design method and strategy, especially in the educational facility project. There are at least three deferent phases in the design process; in each phase, there are fundamental changes such as a structural system, relationships between the traditional garden and new building or spatial sequences. So, this study attempts to clarify the design methodology and strategy of the Italian rationalist in the design of educational facilities through analysis of the design process of Brera Academy.

최근 신도시 개발의 증가와 학습 효율성 증가를 위한 학급당 학생 수 축소 정책에 따라 BTL 사업의 신설 학교시설물이 증가하고 있다. 국외 SOC 시설물의 사례를 보면 어느 시점 이후 운영 유지관리 비용이 급격하게 상승되어 예산부족 현상이 나타나고 있다. 이에 따라 BTL 사업 학교시설 또한 어느 시점 이후 운영 유지관리 비용의 예산부족이 예상된다. 따라서 효율적인 운영관리를 위하여 필요한 비용을 최소화하고 질적으로 높은 서비스를 제공하기 위한 자산의 가치를 최대화 시킬 수 있는 자산관리의 도입이 시급한 실정이다. 본 논문에서는 국외 SOC에 적용된 자산관리 사례를 통해 BTL 사업 학교시설물에 적용 가능한 자산의 가치평가 프로세스를 정립하고, 시설물 세부 평가요소 및 내용을 도출하여 현재 국내 회계법을 기반으로 한 자산의 가치평가 기법을 제시하는 것을 목적으로 하였다. 이는 학교 시설물의 운영관리 예산계획에 정량적 기준으로 활용이 가능하고, BTL 사업 교육시설물에 적용 가능한 자산관리 개념의 도입을 촉진시킬 수 있다.
