Green Technology Innovation in the United States: The Obama Administration's Ambitious Program and its Prospects

  • The American Recovery and Reinvestment Act (ARRA), known widely as the "stimulus" bill, developed by the U.S. Congress and President-elect Obama in late 2008 and early 2009, is investing a significant portion of its $787 billion infusion of funds in future-oriented programs intended not only to "jump-start" the stalled American economy, but to promote the development of renewable energy sources and increase energy efficiency in appliances, buildings, transportation, and other sectors of the economy. These investments are expected both to create immediate employment in green industries and to build a more sustainable society in the long term. The Obama Administration's green energy initiatives are part of a larger emphasis on science and technology within its agenda. It has roots in the Obama campaign and is supported by an unusually strong science and technology team. Much of the activity is centered in the Department of Energy, which received a huge one-time increase in its fiscal year 2009 budget to support the new and expanded programs. Areas that have been neglected by the federal government R&D program for many years, including smart grid technology, solar, wind, and geothermal energy, received large boosts. Many of these programs - and, in fact, the broader concept of government involvement in commercial innovation - are politically controversial Previous attempts to expand research in these areas by liberal Democratic administrations and Congresses have been criticized and sometimes thwarted by conservatives. Whether President Obama's efforts will meet with more success, both politically and technologically, remains to be seen.

  • The Port treat 99.7% of freight for imports & exports in our country. So The Port is much accounted of the economy. Then the government and economy study about rasing port efficiency and productivity. But most of the studies are related with container terminal. Container is easy to treat. Because container is standardized. And it also is easy to implement to a system. But general terminal which treats bulk-cargo or general cargo is not. In this study, Stevedoring System applying PDA is developed by analyzing current system and business process. It is based on Web Service. So It is easy of access.

The Rise of Corporate Digital Transformation and Government Regulatory Innovation

  • Purpose - We attempt to provide a background, a review of current development of the digital technologies and their effect on the digital transformation process, and then offer our recommendations for identifying and taking strategic actions to exploit them. More importantly, we also aim to offer important recommendations for policymakers and practitioners how to better advance the innovation system by facilitating the development of digital technologies and take advantage of improvements in digital technologies. Research design, data, and methodology - This study undertakes an extensive and critical review of the digital transformation literature and identifies several important issues with relevant practical examples of best practices in the transition to digital transformation process. Results - This paper finds that digital technologies with strong technological backing have brought technological spillovers to the economy while also generating shocks. Conclusion - To maintain a healthy and developing market order, it is necessary for governments to innovate regulatory models. This study offers several important suggestions for government regulatory innovation that we believe should help to better deploy digital transformation initiatives and enhance the efficiency and effectiveness of government regulation in contributing more to the high-quality and healthy development of the digital economy.

진술선호방법을 이용한 공공 데이터의 가치 평가: 농업토양정보 데이터베이스 사례 (Valuation of Public Data Using Stated Preference Method: The Case of Agriculture Soil Database)

  • Purpose As Korean economy has been sluggish in recent years, firms' interest in publicly financed projects has increased due to the relatively increasing proportion in the economy. Since 1999, publicly financed projects in Korea need to undergo preliminary feasibility study to evaluate economic efficiency and policy quality if they are larger than a certain scale. The benefits of public projects are one of the most important factors in the preliminary feasibility study but are difficult to estimate due to their nature. Design/methodology/approach This study estimates the benefits of the agricultural soil information database, a public database in Korea. The method used in the study is the stated preference method which is formally used in Korea's preliminary feasibility study. Data are collected through surveys and a logit model is constructed to be estimated by the maximum likelihood estimation method. Findings As the first study evaluating a public database, this study can be used as a baseline in all public database projects developed in the future. In addition, this study can contribute to improving the understanding of both private companies and public organizations who are interested in the cost-benefit analysis and estimation procedure for the publicly financed projects.

중국 소학교 건축설계규범의 구성에 관한 연구 (A Study on the Architectural Design Standard for Elementary School in China)

  • China has been pursuing continuous education reforms in order to complement the shortcomings of traditional education and to prepare for a new era in accordance with the development of the economy and society. School facilities were rapidly increased due to rapid population growth in the 60s and 70s, but the quality of the school facilities was low considering the efficiency and economy, and the regional variation was serious. The National Standard for School Design was enacted in 1986. Since then, we have proposed a new national standard in 2011 in accordance with social change and educational needs, and it has reached the present time. The purpose of this study is to analyze the main contents of "Code for design of school(GB50099-2011)" which is a standard study for Chinese school design as a basic study to understand changes in school architecture in China.

  • It is considered that the construction industry is one of the pivotal players in the national economy in terms of Gross Domestic Production (GDP) and employment. Behind the positive role of this industrial sector to the national economy, the construction industry generates approximately 50 % of the total waste generation from all the industrial sectors. There are several measures to mitigate the adverse impacts of the construction waste such as reduce, reuse and recycle. Recycling would be one of the effective strategies for waste minimisation, which would be able to reduce the demand upon new resources as well as enhance reusing the construction materials on sites. The automated construction waste classification system would make it possible not only to reduce the amount of labour input but also mitigate the possibility of errors during the manual classification process. In this study, we proposed an automated waste segmentation and classification system for recycling the construction and demolition waste in the real construction site context. Since the practical application to the real-world construction sites was one of the significant factors to develop the system, a YOLACT (You Only Look At CoefficienTs) algorithm was chosen to conduct the study. In this study, it is expected that the proposed system would make it possible to enhance the productivity as well as the cost efficiency by reducing the manpower for the construction and demolition waste management at the construction site.

서울시 제화산업의 집적 특성 및 혁신환경 분석 (An Analysis of the Agglomeration Characteristics and Innovative Milieu of the Shoemaking Industry in Seoul)

  • 본 연구는 서울의 경제 환경 변화와 이로 인한 어려움 속에서 전통적인 도시형 제조업이 어떠한 이유와 방식으로 위기에 대응 해가고 있는지를 밝히기 위해, 서울시 제화산업을 사례로 공간적 집적 특성과 혁신환경의 속성을 분석하였다. 분석 결과, 성수동을 중심으로 한 집적지가 성장 중에 있으며, 이 지역을 중심으로 기획 및 디자인, 생산기술, 창업 및 인력수급, 경영 등의 부문에서 국지화된 투입${\cdot}$산출관계와 관련한 정적인 효율성을 넘어 동적 집적경제가 발생할 수 있는 잠재적 요인들이 내재되어 있음을 확인하였다. 이는 최근의 동적 집적경제 접근방식이 전통적인 제조업 집적의 발생과 집적경제의 속성을 설명하는 효과적인 틀이 될 수 있다는 것을 보여주는 것이며, 바로 이러한 분석을 통해 위기에 대응해가는 현 상황에 대한 설명이 가능하다. 그러나 아직 산업을 둘러싼 외적 지원환경과 제도적 플랫폼이 체계적으로 구축되어 있지 못하여, 제화산업집적지가 보다 높은 단계의 산업집적지구로 성장${\cdot}$발전해나가기 위한 전략적 접근이 요구되고 있다.

12리터급 경유엔진을 개조한 LNG혼소 화물자동차의 경제성 분석 (Economical Evaluation of a LNG Dual Fuel Vehicle Converted from 12L Class Diesel Engine)

  • 12 리터급 경유엔진을 개조한 LNG 혼소엔진에 대해 출력, 연비 및 배출가스등의 성능을 평가하였으며 이를 바탕으로 LNG혼소 화물 자동차의 경제성을 분석하였다. 출력은 경유엔진에 비해 5% 정도 낮은 수준으로 평가되었으며 엔진효율은 경유의 경우 37.4%, LNG혼소의 경우 35.9%로 경유엔진의 경우가 다소 높게 나타났다. 배출가스는 탄화수소를 제외하고 PM, NOx, CO 및 $CO_2$는 LNG 혼소의 경우가 낮은 특성을 보였다. 경제성 비교를 위해 연료비용과 환경비용 관점에서 각각 분석하였으며 유가보조금 및 할인을고려할 경우에도 LNG 혼소 화물차의 경제성이 있는 것으로 분석되었다.

u-City 구축사업의 지역경제적 파급효과에 관한 연구 (Regional Economic Impacts Induced by u-City Construction in Wha-sung and Dong-tan City)

  • In recent year, the u-City construction projects which integrate IT technology into urban infrastructures are being pushed forward by many local governments. These projects contain various purposes in an aspect of regional economy : to reinforce a competitiveness of region by increasing efficiency of urban managements and to revitalize regional economy by stimulating the regional high-tech industries that related to u-City construction. In this context, regional economic impact assessment of u-City construction projects is particularly important because, it give us information about effectiveness of u-City construction policy as a stimulus of regional high-tech industries and the policy feasibility of u-City construction projects that can be a base of public projects. However, it is challenging to assess the impact of u-City projects on regional economy properly due to a lack of understanding about industrial classification, and specific industrial inputs related to u-City construction. In this study, we suggest u-City industrial classifications, and specific-industrial inputs induced by u-City construction projects based on associated legislations, business report for a u-City construction, and results from previous studies. Using these classification and industrial input, we also investigate the regional economic impacts of a u-City construction project in Wha-sung and Dong-tan cities employing Input-output analysis. The empirical results suggests that u-City industries have relatively high in production inducement, and value added inducement compared to input of other industrial sectors. These results indicate that regional economic impact of a Wha-sung and Dong-tan u-City construction project are relatively high, but economic impacts of u-City construction projects vary according to the regional industrial structure, and the specific expense accounts of u-City construction projects.

연비 평가를 위한 6속 DCT기반 HEV 성능 시뮬레이터의 개발 (Development of Performance Simulator for 6-speed DCT-based Hybrid Electric Vehicle to Evaluate the Fuel Economy)

  • With aggravation of environmental contamination and energy resource exhaustion, Hybrid Electric Vehicles (HEV) that can be economically operated with low fuel consumption are receiving greater attention. For performance improvement of such HEV, the development of efficient transmission can be seen as one of core technologies such as performance of components and driving strategy. Dual clutch transmission (DCT) is actively studied as a transmission type for HEV due to its advantages of having excellent power transmission efficiency based on manual transmission characteristic, resolving the problem of power interruption, and realizing driving convenience of automatic transmission (AT). In this paper, one diesel HEV equipped with 6-Speed DCT, modelled using MATLAB/Simulink, and a performance simulator developed for this vehicle are introduced. Driving simulation with driving cycles such as FTP75 and NYCC was performed using the developed performance simulator, and the simulated results regarding state of charge and fuel economy, when AT and DCT are applied to this diesel hybrid vehicle respectively, are compared. This performance simulator can be utilized to develop a control algorithm for improving the fuel economy of HEV with DCT.
