The aim of this study is to validate an integrated air monitoring approach for assessing airborne formaldehyde (FA) in the workplace. An active sampling by silica gel impregnated with 2,4-dinitrophenylhydrazine, a passive solid phase microextraction technique using O-(2,3,4,5,6-pentafluorobenzyl)hydroxylamine as on-fiber derivatization reagent, an electrochemical direct-reading monitor, and an enzyme-based badge were evaluated and tested over a range of 0.020-5.12 ppm, using dynamically generated FA air concentrations. Simple linear regression analysis showed the four methods were suitable for evaluating airborne FA. Personal and area samplings in 12 anatomy pathology departments showed that the international occupational exposure limits in the GESTIS database were frequently exceeded. This monitoring approach would allow a fast, easy-to-use, and economical evaluation of both current work practices and eventual changes made to reduce FA vapor concentrations.

The efficiency of the regional fiscal policy implementation is based on the achievement of target criteria in the formation and distribution of own financial resources of local budgets, reducing their deficit and reducing dependence on transfers. It is also relevant to compare the development of financial autonomy of regions in the course of decentralisation of fiscal relations. The study consists in the cluster analysis of the effectiveness of fiscal policy implementation in the context of 24 regions and the capital city of Kyiv (except for temporarily occupied territories) under conditions of fiscal decentralisation. Clustering of the regions of Ukraine by 18 indicators of fiscal policy implementation efficiency was carried out using Ward's minimum variance method and k-means clustering algorithm. As a result, the regions of Ukraine are grouped into 5 homogeneous clusters. For each cluster measures were developed to increase own revenues and minimize dependence on official transfers to increase the level of financial autonomy of the regions. It has been proved that clustering algorithms are an effective tool in assessing the effectiveness of fiscal policy implementation at the regional level and stimulating further expansion of financial decentralisation of regions.

Purpose: The purpose of the present study was to investigate needs and satisfaction on the medical services of cancer patients in Jeju Special Self-Governing Province. Methods: Total 174 cancer patients, who visited at the clinic of Jeju National University Hospital, submitted informed consent and participated in this study from July 13 to July 30, 2009. Self questionnaire was used and data were analyzed with Kolmogorov-Smirnov test, Mann-Whitney U test, ANOVA, and Kruskal-Wallis test. Results: Participants expressed the needs of most economical support (3.38 out of 4), followed by counseling of treatment plan (3.22), information of disease (3.07), and disease management except cancer (2.97). Participants were satisfied most with religious counseling (3.41), followed by nursing service support (3.39), employment counseling (3.26), and counseling for family or interpersonal relationships (3.26). The satisfaction of economical support was the lowest (1.98). Satisfaction of men was higher than women, and needs in patients who were living with children was the highest. Patients who were living alone or with children showed the lowest satisfaction about the medical services. There were no significant differences in the general characteristics, however, participants who were older than 60 years of age or had higher income showed lower needs and higher satisfaction. There were no significant differences in the medical characteristics, however, thyroid cancer patients and patients who were treated with radiation therapy or transarterial embolization showed low satisfaction. Conclusion: Cancer patients seemed to need more economical support, information of treatment or disease, and symptom management. Furthermore, there were various needs about the services, depending on family formation or economical support of patients. Therefore, it is certain that patients who were suffering from other cancers, except the 5 major cancers, needed more services. In conclusion, continuous and systemic policy to consider patient's characteristics and needs are needed in community as well as health care system.
This paper investigates the possibility of expanding pay-for-performance (P4P) program as a provider payment system, in terms of financial, economical, and political sustainability. In order to expand the sustainable P4P, P4P should have usefulness in terms of economic value as well as efficiency in the financial aspects of health care. More importantly, the P4P would be politically sustainable only when both providers and consumers can accept. Korea's healthcare system seems to have logical ground for the P4P program financially and economically. However, how well the P4P can work remains to be proven in its implementation. After 43 tertiary hospitals applied the P4P program for acute myocardial infarction (AMI) and C-section in 2007, the number of hospitals adopting the P4P program for AMI and C-section has increased to 316 in 2011, and an incentive for hospitals applying the P4P has risen to 2% from 1% of health insurance benefits. This shows that the P4P program introduced by Health Insurance Review and Assessment Service is quite successful. In addition, people are aware of the need for improved P4P program and policy alternatives have been already made. Therefore, it is very important to come up with politically supportable strategies that can make providers and consumers accept the P4P program while maintaining the governance of the existing health insurance policy. To this end, there are some tasks to be considered. First, the expansion of the P4P program should be placed on the agenda of the Health Insurance Policy Review Committee, the highest decision-making body, and a separate agency for P4P planning should be established. Second, for more efficient P4P program, the processes of review and assessment, currently carried out separately, should be integrated into a single process. Third, infrastructure to measure the quality of medical services should be sharply expanded. Fourth, the current paradigm for the assessment should be changed. Lastly, a P4P program for consumers should be considered. Given that the consumers in Korea can use medical services freely, the National Health Insurance Corporation could initiate the P4P program for consumers as a means of controlling excessive use of medical services and adjusting consumer's moral hazard.

World population has increased rapidly following the industrial revolution, reaching 7 billion in 2012. Several forecasts estimate that this number will rise to about 8 billion in 2025. Improvements of living standards in developing nations have also raised resource and energy demands worldwide. In consequences, human beings have faced many global and urgent problems, such as global warming, water and food shortages, resource and energy crises, and so on. Many ocean utilization technologies for avoiding or reducing such big problems have been developed, for examples $CO_2$ ocean sequestration, seawater desalination, artificial upwelling, deepwater mining, and ocean energies. It is important, however, to assess such technologies from the viewpoints of sustainability and public acceptancy, since the aims of those technologies are to develop sustainable social systems rather than conventional ones based on fossil resources. Inclusive Marine Pressure Assessment and Classification Technology Research Committee (generally called IMPACT Research Committee) of Japan Society of Naval Architects and Ocean Engineers, has proposed Inclusive Impact Index "Triple I" as an indicator, which can predict both environmental sustainability and economical feasibility, in order to assess the ocean utilization technologies from the viewpoints of sustainability and public acceptancy. This index was considered by combining Ecological Footprint and Environmental Risk Assessment. The Ecological Footprint and the Environmental Risk Assessment are introduced in the first part of this paper. Then the concept and the structure of the Triple I are explained in the second part of this paper. Finally, the economy-ecology conversion factor in Triple I accounting is considered.

Previously most of flood prevention efforts have been made for relatively large watersheds near to channel flow. However, as economical development and the expansion of leisure areas to mountainous region, human casualty by flash flood occurs frequently, requiring additional prevention activity. Therefore, to reduce the damage of human lives and property by flash flood, we develop an assessment method for flash flood occurrence for mountainous areas considering various factors involving it. PROMETHEE(Preference Ranking Organization METHod for Enrichment Evaluations) which is one of the MCDM(Multi-Criteria Decision Making) was adopted to assess the contribution of each factor to the risk of the flash flood in the mountainous area. The main evaluation criteria are classified into three categories, namely, the regional and rainfall characteristics, and geographical features. Also, the Entropy method is used to determine the weight of each evaluation criteria without survey. The suggested method based on PROMETHEE with Entropy method is applied to BongHwa region to verify its applicability. After applied, the method successfully assesses the relative risk of flash flood occurrence of each sub region in the BongHwa region. Out of the seventeen sub-regions, five, seven and five of them are evaluated as high-risk, medium-risk, and low-risk, respectively. To verify the results, we searched the historical data of flash flood and the flash flood had occurred in one of high-risk sub-regions at 2008.

This study aimed at presenting the improvement plan for estimation of the repair and replacement cycle to analyze these current problems by considering the repair and replacement cycle theoretically and examining estimation status of home and abroad, and then drawing implication and problem based on brainstorming and expert opinion. The findings of a study is as follows. First, the problem is, for the domestic, that there is no clear standard of division to the cycle of repair and replacement and the repair and replacement cycle considering capability to deal with the change by construction method, development of the function of material and the number of years of progress is not being applied. That is, an estimation of economical repair and replacement cycle which considers the case that a large scale repair with the level of remodeling is done between 25 years and 35 years is necessary. For estimating the repair and replacement cycle, foreign country is providing this according to the use or the level of function of a building, but it is not the case for the domestic. A characteristic of each building should be reflected and the standard of estimation of the repair and replacement cycle to new construction material or method should be prepared to improve this. In addition, the method of classification of the subject item for the repair and replacement is necessary to be reorganized to be able to apply the standard of initial construction item of a building. Also, it is considered that a service standard which can reset the repair and replacement cycle based on status of a building with escape from the existing definite setup of the repair and replacement cycle through the management of background data of the repair and replacement is going to be necessary.
Objectives : The purpose of this study was to determine correlation between coping strategies to disease and quality of life in chrome viral B hepatitis patients ; to investigate difference of coping strategies to disease and quality in life between chronic viral B hepatitis patients and normal persons ; and to identify major variables related to quality in life of chronic viral B hepatitis patients. Methods: The authors used Weisman coping strategy scale for measuring coping ability and efficacies, and the questionnaire for measuring quality of life including physical, psychological, social and economical aspects and satisfaction of sexual life was made by authors based on related literatures. Data were collected through questionnaire survey over a period from Sep 15, 1994 to Nov 11, 1994. Subjects served for this study consisted of 94 chronic viral B hepatitis patients visited to department of internal medicine at one general hospital and 100 normal persons visited to one general hospital for routine check up of health. The collected data were analyzed by SAS and the statistical methods for analysis were Chisquare, t-test and multiple regression analysis. Results : 1) It was revealed that coping strategies to disease significantly correlated to individual's quality of life. 2) There was no significant difference in coping strategies to disease between chronic viral B hepatitis patients and normal persons. However, chronic viral B hepatitis patients showed the lower scroes of quality of life in physical, psychological and economical aspects. 3) The most important variables which were influenced upon quality of life were coping strategies to disease and satisfaction of sexual life. That is, the more active coping strategies to diseases and the higher satisfaction of sexual life, consequently the higher quality of life was. Especially male patient group or normal persons showed each other the higher scores of quality of life in physical and psychological area than female group or patient group. 4) No statistically significant difference in coping strategies to disease and quality of life was found between HBeAg positive group and HBeAg negative group. Conclusions : The authors suggest that chronic viral B hepatitis patients may show the lower score of quality of life than normal person. Therefore, quality of life assessment should become an integral part of all clinical area that seek to assess the effectiveness of treatment. Also, through the interdisciplinary approach, a comprehensive paradigm that can better account for the effects of chronic disease on the individual' s quality of life should be developed.
Purpose : Cancer, one of the major causes of death in Korea, tends to become chronic due to the rapid development of diagnostic and therapeutic methods. As a result, the number of home-based cancer patients is in the increasing trend. However, on account of the insufficiency of continuous and comprehensive cancer patient management system, a number of cancer patients are left in a defenseless state. This study was designed for need assessment of home-based cancer patient to establish the community-based health care system for the comprehensive and continuous health care service to improve the quality of life of cancer patients and reduce rare burdens of their families. Methods : Through making a survey for needs assessment toward the health care service, the 455 respondents among home-based cancer patients answered the given enquetes to analyze the management status and problems of home-based cancer patients Results : 1) Unsatisfaction rates of pain control is 25.5 percent for mild cases, 46.5 percent for severe cases. 2) According to the needs assessment of home-based cancer patients, most of the respondents want to receive economical support, alleviation for the pain and symptoms, and the information of health care and consultation. So these needs account for the main contents of the home-based cancer patient management plan. 3) In the aspect of the satisfaction rate for basic care need, most items account for $20{\sim}30%$ of satisfaction. And the proportion of need for special case is under 5%, satisfaction rate for special care need is about 50% of satisfaction. So the home-based cancer patients are not being cared sufficiently. Conclusion : According to the result of need assessment, many home-based cancer patients received inadequate pain and symptom management. And Satisfaction rate for basic and special care need is low. So development of comprehensive and continuous health care service to improve the quality of life of cancer patients and reduce care burdens of their families is very necessary.

There is various kinds cause that influence to created DEM and orthoimage using stereo satellite images. Specialty, research about effect that GCP number gives to accuracy of DEM, orthoimage and modeling may have to be gone ahead. Therefore, this research increases GCP number by 5 to 30 and created each modeling, DEM and orthoimage using SPOT panchromatic images that resolution is 10m by digital image processing method. Accuracy assessment did by orthoimage using 20 check point. As a result, GCP number between 10∼30 modeling RMSE is 1 pixel low appear. Horizontal·vertical error that use orthoimage looked tendency that decrease GCP number increases, and confirmed by the most economical in GCP number 10∼15. Also, analyze correlation of GCP number and orthoimage position accuracy and presented improvement plan and research task hereafter.
