Developing Creative Cities in Australia: A Case Study on the City of Maribyrnong, Victoria (호주의 창조도시 개발사업에 관한 연구: 멜버른의 맬버농시를 사례로)

  • This paper attempts to analyse the processes, key actors and projects contributed to the urban renewal and creative city policies of the City of Maribyrnong, Victoria, Australia. The paper introduces how former military lands are redeveloped into new urban areas mixed with arts, cultural, commercial, residential and university activities. It articulates major actors involved in the creative city policies with governments, universities and non-government organisations. It is interesting to note that Maribyrnong uses Victoria University in vitalising declining old urban areas. It is also interesting to do the same that the city does adopt the concept of "creativity" in urban renewal policies; however, it does not use the same concent of creativity appeared in the textbooks of the major authors of creative city or creative economy, such as Richard Florida and John Howkins.

  • Accumulation of more than 20,000,000 vehicles since the establishment of the quality of life and economic development needs several parking lots and cause crack problem in Korea. Related structures in large cities due to the lack of parking garage attached to secure underground parking structures are actively being built, and the basement parking lot will continue to increase more stories and the trend is expected to be larger. But so far, construction of the underground parking structure is related to a number of problems, including cracks in the structure. Therefore, in this study, repair, reinforcement and a few non-economic losses in the current design criteria are presented. The review of the structure used to current design criteria is to minimize crack and maximize usability.

A Social Responsibility of Landscape Architecture as a Green Infrastructure for Environmental Justice Realization

  • The main task of landscape architecture is to create a higher quality of the environment by utilizing resources or to provide effective stewardship for the preserved environment. These outcomes enhance the correlation between humans and the environment. Landscape architect deals with direct use of market economic goods in private property resources such as capital, land, plant, structure. But it also has indirect use of non-market economic goods in public resources like scenic view from the forest, sea, urbanscape, and refreshing atmosphere. At this point, landscaping products should have a role of public goods, and even these attribute to individuals or certain group. From the results of neo-liberalism regime in modern era such as guarantee of private property, deregulation for free market, and reduction of social welfare, minority has getting less opportunity to enjoy the quality life in ecotop and social welfare. With all future, landscape architecture should have the role of social infrastructure through planning concept that ensures public interests first. The virtuous functions of Green Infrastructure is a proper tool in realizing environmental justice in that it efficiently protects environment, and distributes fair benefits to all people.

  • Fuller's earth deposits from Miocene sedimentary sequences in Gyeong Sang-do contain up to 95% Ca-montmorillonite accompanied by cristobalite, clinoptilolite, mordenite, quartz, feldspar and X-ray amorphous material. Differential thermal analysis, infrared and electron microscopic data are given for the montmorillonite component. The ease with which the exchangeable calcium of the montmorillonite could be replaced by sodium (to give a product with properties similar to that of a bentonite) was monitored by the Atterberg liquid limit test. Some samples tested as possible binders for foundry moulding sands gave results that compared favourably with material currently being used for this application. Many of the samples also met the OCMA specifications for clays used in drilling muds.

Needs for the Planning of Group Homes for the Elderly with Dementia of Lower Income Classes (저소득층의 치매노인 그룹홈 계획에 대한 요구)

  • This study aimed to examine the needs for the planning of group homes for the elderly with dementia in lower income class, who have more economic burden on the caring the demented aged. The survey was conducted by questionnaires collected from 300 respondents from December 2000 to March 2001. Methods of analysis were frequency distribution, mean and chi-square test. The results of this study were as follows: 1) The respondents perceived that the responsibility to take care of the elderly with dementia belonged to their family, not to society or the government, and the sons and daughters had to share the burden placed on care-givers. 2) The awareness of group homes for dementia was relatively low. 3) The respondents' needs for the group homes with dementia could be summarized as follows; small scale plan with homelike atmosphere, a total of 6-8 residents, structural type of detached house or three-storied town house, 2-3 persons per individual room, and management system by non-profit organization or the government. There were no big differences between the respondents of this study and upper and middle class studies conducted by other research, except for some details. Referring to results of this study, it is asserted that group homes for the elderly with dementia would be embraced throughout the country if poetical assistance combined with economic support were provided.

  • It was designed as the mechanical excavation mass method on 176m because the safety thing is located around the site. But low-vibration blasting using an electronic detonator was proposed to improve constructability and economy. As a result of the suggestion blasting, both blasting noise and vibration were safe within the allowable limit, confirming the applicability of low-vibration blasting using an electronic detonator to the section. And compared with the mechanical mass excavation method, an economic evaluation was conducted about the section, and it was evaluated that there was an economic advantage as the construction period was reduced by 88 days.

Loading pattern optimization of VVER-1000 reactor core based on the discrete golden eagle optimization algorithm

  • The main features of the loading pattern optimization (LPO) problem, such as high-dimensionality, multi-modality, and non-linearity, make it difficult to achieve a truly optimal configuration. In recent years, metaheuristic methods have been successfully used to solve this problem. In this research, a discrete golden eagle optimization (DGEO) algorithm has been developed to solve the LPO problem in the first cycle of VVER-1000 reactor core. To evaluate the proposed algorithm, a linear multi-purpose fitness function has been used to improve the safety parameters of the reactor core by obtaining a flatter power distribution during the first cycle, and also to enhance the economic parameters by increasing the cycle length and reducing the cost of fuel recycling. For this purpose, a FORTRAN program has been written to map the DGEO algorithm for the LPO problem using the PMAX and PARCS core calculation code to compute the fitness function in each iteration. To speed up the calculations, parallel computing has been applied in the written program. The results demonstrated that the loading pattern, which is suggested by the DGEO algorithm, enhances all the safety and economic parameters in the fitness function. Thus, the DGEO algorithm is highly reliable for the LPO problems in the VVER 1000 reactor core.

  • This paper is a critical assessment of 'productive welfare policy' of the Kim Dae-jung adminstration and I tried to make several recommendations as alternatives. Quite contrary to concept of 'productive' welfare, which promotes less government intervention and more market-friendly approach, the Kim Dae-jung adminstration seems to have been moving in the opposite direction. As alternatives, I suggested i) work-fare rather than cash assistance, ii ) Employment Insurance Account to cover non-regular workers, iii) Medical Savings Account for minor medical services to reform medical insurance, and iv) enhancement of labor market flexibility by abolishing mandated retirement allowances in Korea I finally proposed the tuition and fellowship support program to the low-income group to enhance their economic status in a knowledge-based society.

Declining Fixed Investment and Increasing Financial Investment of Korean Corporations

  • This paper aims to determine factors causing the stagnation of Korean firms' fixed investment after the global financial crisis, using panel data for the period of 1999-2016. Fixed investment remained sensitive to cash flow and Tobin's q although their effects decreased after the global financial crisis. A decreasing trend of cash flow and an increase in Tobin's q since the early 2000's imply that the worsening cash flow was a major factor behind the sluggish investment after the crisis. Meanwhile, debt-equity ratio remained significant for non-chaebol affiliated firms, reflecting disparity in access to external financing. Volatility of stock returns also became insignificant after the crisis, casting doubt on the argument that uncertainty was a major factor contributing to the decline of fixed investment. Analysis of financial investment confirmed the significant effect of cash flow, larger than that on financial investment than on fixed investment. In particular, debt repayment and other financial investment, except share repurchase, were sensitive to cash flow. However, the substitution of fixed investment by financial investment is a consequence, rather than a cause of declining fixed investment.

Cost benefit analysis of introducing domestic food waste disposers on waste and sewage management systems (가정 내 주방용 디스포저 도입에 따른 사회적 비용편익 분석)

  • The use of food waste disposers (FWDs) can be an emerging option to manage organic food wastes in municipal sewage system. The cost-benefit analysis (CBA) of introducing domestic FDWs is conducted to access the allowable disposer market price and the economic impact on food waste management from conventional solid waste management system. If the convenience value of 10,000 won/month is taken into consideration based on survey results, the introduction of FDWs can lead to net economic benefits, allowing the capital cost of disposer up to 1,000,000 won/unit. Without the consideration of convenience value, the introduction of FWDs becomes profitable if the capital cost of disposer is less than 50,000 won/unit. In case that the value of convenience is more than 7,000 won/month, the reduction of food waste management cost is not valid for the introduction of FWDs to be non-profitable. However, if environmental externalities are considered, the proposed system could become breakeven with the cost of food waste management decreases by 54 % (60,000 won per ton).
