The Legal Regime for International Interests in Aircraft Equipment under the Cape Town Convention and Protocol (케이프타운 협약및 의정서 상 항공기 장비의 국제담보권에 관한 법적 제도)

  • The Convention on International Interests in Mobile Equipment and the Protocol to the Convention on International Interests in Mobile Equipment on Matters specific to Aircraft Equipment were adopted on 16 November 2001 at a diplomatic conference held in Cape Town under the joint auspices of UNIDROIT and ICAO. The entry into force of the Cape Town Convention and Protocol have occurred on 1 March 2006. The Cape Town Convention and Protocol provides an international legal regime for the creation, perfection and priority of security, title retention and leasing interests in aircraft equipment, which will be underpinned by an international registry. The purpose of this paper is to explain the objectives and principles of the Cape Town Convention and Protocol, to review the provisions relating to the international interests in aircraft equipment and international registry for their protection under the Cape Town Convention and Protocol, and to discuss the Issues on Korea's accession to the Cape Town Convention and Protocol. As the anticipated results of this paper, it will contribute to facilitate the financing of the acquisition and use of aircraft equipment of high value or particular economic significance in an efficient manner, and to save very large sums of money annually in financing charges, also the international interests in aircraft equipment will be recognized and protected universally.

A Study on the Housing Life Style of Families Living in Metropolitan Areas I: with special reference to patterning of Housing Life style (대도시 가족의 주거생활양식에 관한 연구 I - 주거생활양식 유형화를 중심으로 -)

  • The aims of this study are to establish a mode of housing life style that meet the demands of families living in big cities, and the contribute to the development of a better housing life style pattern by considering metropolitan residents' choice of housing and basic concepts of their behavioral patterns. The results of this study were as follows: 1. Value orientation of family life was divided into value orientation of family and value orientation of housing. Value orientation of family was constituted of four factors such as 'harmony', 'leisure and hobbies', 'individual development and its support' , 'education' . Value orientation of housing is constituted of three factors such as 'physical characteristics of house' , '\`environmental condition', 'socio-economic conditions of housing'. The comprehensive life values were constituted of six factors such as 'the importance of communal family', 'the importance of housing decoration and housing life benefits', 'the importance of security and holding environment' , 'the importance of familial harmony', 'the importance of privacy', 'the importance of convenience and natural environment'. Based on three factors, were found to be fine types of value orientation of family life which were 'pursue healthy of family', 'comfort of family', 'clean environment', 'convenient environment', and 'harmonious relationship among family members'. Variables influencing the value orientation of family life were property and price of housing. 2. Consumption propensity when buying house, furniture and durables were constituted of four factors which were propensity to 'beauty', 'fashion', 'tradition and symbol', and 'pragmatic use'. Based on these factors, there were found to be four types of consumption propensity when buying house, furniture and durables which were 'fashion', 'tradition and symbol', 'beauty', and 'pragmatic use'. Variables influencing spending habits were found to be objective social class (SES), types of residence, wife's educational background, and price of housing. 3. Propensity to using space were constituted of three factors which were 'convenience', 'politeness and social grace', and 'housekeeping'. Based on these factors, there were found to be three types of propensity to using space which were 'individuality', 'convenience', and 'politeness and housekeeping'. Variables influencing propensity to use of space were found to be objective social class (SES), wife's educational background, types of homeownership and price of housing 4. According to this study, there were found to be six patterns of housing life style: 1) family that seeks formalist life, 2) family that seeks harmonious life, 3) family that seeks active healthy life, 4) family that combine various factors, 5) family that seeks convenience, 6) family that stresses environment.

A Study on the Optimal EITC Program (근로장려세제의 최적 설계에 관한 연구)

  • Korea's public assistance system, represented by NBLS(National Basic livelihood Security), has disclosed critical problems despite the rapid increase in its budget, such as decreasing work incentive and deepening welfare trap. These typical problems of classical welfare system have been commonly witnessed in many other advanced countries. Therefore a number of efforts have been exerted to correct these problems by transferring the existing welfare system into a welfare-to-work(or workfare) system, and the most common one of such efforts is introducing the EITC(Earned Income Tax Credit)-type programs. They have already been implemented in many countries such as the USA, the UK and France, also Korean government decided to launch EITC program in 2009. This paper aims to propose some measures to improve Korean EITC program. For this, an optimization problem is constructed from the government's viewpoint. Optimal EITC program is defined to be a solution to the problem - a combination of phase-in rate, phase-out rate, and maximum credit that maximizes labor supply increase under a exogenously given budget constraint. Using a mechanism design analysis, we derive and characterize the optimal EITC program. Analysis results implies that Korean EITC structure needs to be modified so that phase-in rate is larger than phase-out rate and the upper limit of phase-out range becomes larger. Comparative static analysis results show that the feature of the optimal EITC program is sensitive to the change of income distribution, suggesting that if beneficiaries are categorized into different income groups, then it is desirable to apply distinctive EITC programs to each group.

A Study on Home Accidents of Preschool Children (from 1 to 6) in Korea and Prevention Measures (영유소아기 가정사고의 원인과 예방에 관한 연구)

  • Necessity and purpose of this study: In a large number of countries it has been founded that children′s domestic accidents are at great risk year by year In the United States, they publish detailed accident statistics at regular intervals. In Korea. there have been just a few studies on Accidents-At-Home of preschool children. But it can not be said that there have been any systematic statistics about this area. and any study accounting for the relations of home accidents and preschool: children in detail, Therefore, the purpose of this thesis was focused on the inquire of these relations so as to make a little contribution to Korean preschool children′s health and security measures. So, the detail-purposes are to study following questions and to testify following hypothesis. Prob. 1. What the types of accidents of Preschool children, where the place accidents occurred\ulcorner Prob. 2. What the cause of accidents and, the main factors of the cause\ulcorner Prob. 3. How about the number of their children. the disparity of age among their children and mother′s age in each case of accidents\ulcorner hypothesis 1. There will be differences in the density of protection of parents according to the number of their children. hypothesis 2, There will be differences in accident-types and first-aid methods according to parents socio-economic background. Method; This study employed the interviewing survey method, in which 130 preschool children ware random.sampled, who visit hospital to have medical care. These children (from 1 to 6 years olds) were selected at the emergency room of five hospitals in Seoul (Hosp: Severance, Woosok, Medical Center, Hanyang Medical College Hospital and Seoul Medical Col1age Hospital during study-period (from Aug. to Oct, 1973). Four head nurses in above Hospitals were employed as accident members for this study. Concerning research analysis, the method of hypothesis verifying is used. Conclusion: As two American experts on this subject. Dr, Raymond Neuter and Mr. Ross Mc Garland have drawn attention to "minor epidemics of accidents" that could be avoided by fairly simple measures. preschool children′s accidents could be avoided by parents fair attentions. In other words, one of the most common causes of preschool children′s accidents derived from their parent′s inattention. Therefore, one important task on this subject is to instruct the parents fairly about the children′s accidents. Many accidents could be avoided by the exorcist of a little self-discipline. Also, as much the prevention of accidents is important, as the first-aid Is Important and necessary at the case of the accidents. So, the methods of proper first-aid treatment must be emphasized, and must be taught in school, especially in girls school. And there could be other means available for prevention of accidents. Firstly, the public authorities can take legal measures. More stringent safety standards can be made enforceable by law. Building materials and equipment for domestic us: ought to meat minimum safety criteria at all times. Next the public itself has to understand the seriousness of the problem, and here the dissemination of information is of great importance. All mass media should be brought into play to promote greater public awareness of the question. At last, it will be needed to obtain more detailed epidemiological data through additional surveys and statistics after this study.

The Design and Protective Capacity Assessment of the Prefabricated PC Arch Ammo Magazines (아치형 조립식 PC 탄약고 설계 및 방호성능 평가)

  • This study suggests the design and assembly drawing of the prefabricated precast concrete arch ammo magazines using the numerical analysis as well as the explosion verification test. The protective capacity of the proposed magazines is identified with the maximum support rotation angles measured by explosion verification tests according to the U.S. Unified Facility Criteria 3-340-02. Using numerical analysis, it is examined that oval-type members are better than the semi-circle ones in terms of protective capacity. Based on this numerical results, the design and assemble drawing for the prefabricated precast concrete arch ammo magazine are developed. It is identified that the structure constructed by invented design and assembly drawing has enough protective capacity against blast pressure caused by 133.75kg TNT explosion. The detonation point cannot be open due to the military security. In sum, it could be concluded that the ammo magazine proposed in this study has reliable protective capacity with enough redundancy. The redundancy means that there are more economic design approach with reducing the curved wall thickness.

Factors Associated with the Middle-aged or the Old-aged Koreans' Enrollment in Private Health Insurance (국내 중고령층의 민간의료보험 가입에 대한 영향 요인)

  • In this study we investigated the factors determining people's decision on whether to subscribe to private health insurance, on how many private health insurances they subscribe to and the average amount of monthly payment from subscribers of private health insurances. For analysis, logistic regression analysis and multiple linear regression analysis were conducted on the sample of 8,167 people using 2008 Korean Longitudinal Study of Ageing(KLoSA) data. From the analysis, whether to enroll in private health insurance is found to be greatly influenced by population and socioeconomic factors as well as regular exercise, smoking, cognitive function scores, subjective health status, hospitalization, the number of outpatient services, free primary health screenings benefits. We also found that number of private health insurances purchased is affected by age, household income, subjective health status, drinking, free primary health screenings benefits and that the average amount of monthly payment for private health insurances purchased is influenced by age, marriage status, economic activities status, subjective sense of hierarchy, household income, drinking, hospitalization. This study is expected to contribute to show the healthy role of private health insurance so that the desirable direction in expansion of health security policy in Korea can be explored further.

A Study on the Suitability of Unified Project Management Framework Applying for IT Services in Public Organizations (공공기관 IT 서비스 종합관리 프레임워크 도입의 적정성 연구)

  • Recently in information business, managing and auditing are getting more difficult because of enlargement, intellectualization and convergence. In addition, ordering organizations have been having a difficult time choosing a service because not only there is a huge overlap between information audit system and PMO but also the work boundaries of those two are not clear enough. As the demand that a business managing and auditing frame work need to be more developed in terms of independence, quality, economic feasibility and responsibility has been increased, the Korea Association Of Information Systems Audit has been attempting to improve business management and audit system by proposing Unified Project Management Framework whose process is approximately constructed. This study introduces Unified Project Management Framework which is all-encompassing from the ordering at the very beginning of business to the operating in the post-processing step and then verifies its work scope through a comparative analysis with existing management systems. Also, this thesis examines the necessity of unification of audit system and PMO by analysing existing similar systems. At the end, this study, analyses the suitability of Unified Project Management Framework by evaluating it with IT goal frame of COBIT5 which is constructed based on BSC performance management index. The result of the analysis is expected to help people in charge understanding the features of Unified Project Management Framework before they apply it to practical business.

Quality of Working Life (직장생활에 대한 새로운 인식)

  • Interest in the Quality of working life is spreading rapidly and the phrase has entered the popular vocabulary. That this should be so is probably due in large measure to changes in the values of society, nowadays accelerated as never before by the concerns and demands of younger people. But however topical the concept has become, there is very little agreement on its definition. Rather, the term appears to have become a kind of depository for a variety of sometimes contradictory meanings attributed to it by different groups. A list of all the elements it if held to cover would include availability and security of employment, adaquate income, safe and pleasant physical working conditions, reasonable hours of work, equitable treatment and democracy in the workplace, the possibility of self-development, control over one's work, a sense of pride in craftsmanship or product, wider career choices, and flexibility in matters such as the time of starting work, the number of working days in the week, Job sharing and so on altogether an array that encompasses a variety of traditional aspirations and many new ones reflecting the entry into the post industrial era. The term "quality of working life" was introduced by professor Louis E. Davis and his colleagues in the late 1960s to call attention to the prevailing and needlessly poor quality of life at the workplace. In their usage it referred to the quality of the relationship between the worker and his working environment as a whole, and was intended to emphasize the human dimension so often forgotten among the technical and economic factors in job design. Treating workers as if they were elements or cogs in the production process is not only an affront to the dignity of human life, but is also a serious underestimation of the human capabilities needed to operate more advanced technologies. When tasks demand high levels of vigilence, technical problem-solving skills, self initiated behavior, and social and communication skills. it is imperative that our concepts of man be of requisite complexity. Our aim is not just to protect the worker's life and health but to give them an informal interest in their job and opportunity to express their views and exercise control over everything that affects their working life. Certainly, so far as his work is concerned, a man must feel better protected but he must also have a greater feeling of freedom and responsibility. Something parallel but wholly different if happening in Europe, industrial democracy. What has happened in Europe has been discrete, fixed, finalized, and legalized. Those developing centuries driving toward industrialization like R.O.K, shall have to bear in mind the human complexity in processing and designing the work and its environment. Increasing attention is needed to the contradiction between autocratic rule at the workplace and democratic rights in society.n society.

Cellulosic Ethanol as Renewable Alternative Fuel (신재생 대안 에너지로서의 셀룰로스 에탄올)

  • Global warming crisis due primarily to continued green house gas emission requires impending change to renewable alternative energy than continuously depending on exhausting fossil fuels. Bioenergy including biodiesel and bioethanol are considered good alternatives because of their renewable and sustainable nature. Bioethanol is currently being produced by using sucrose from sugar beet, grain starches or lignocellulosic biomass as sources of ethanol fermentation. However, grain production requires significant amount of fossil fuel inputs during agricultural practices, which means less competitive in reducing the level of green house gas emission. By contrast, cellulosic bioethanol can use naturally-growing, not-for-food biomass as a source of ethanol fermentation. In this respect, cellulosic ethanol than grain starch ethanol is considered a more appropriate as a alternative renewable energy. However, commercialization of cellulosic ethanol depends heavily on technology development. Processes such as securing enough biomass optimized for economic processing, pretreatment technology for better access of polymer-hydrolyzing enzymes, saccharification of recalcitrant lignocellulosic materials, and simultaneous fermentation of different sugars including 6-carbon glucose as well as 5-carbon xylose or arabinose waits for greater improvement in technologies. Although it seems to be a long way to go until commercialization, it should broadly benefit farmers with novel source of income, environment with greener and reduced level of global warming, and national economy with increased energy security. Mission-oriented strategies for cellulosic ethanol development participated by government funding agency and different disciplines of sciences and technologies should certainly open up a new era of renewable energy.

A Study on the Health Care Utilization in Korea (우리나라 의료이용에 관한 연구)

  • A Nationwide health care utilization survey was conducted from March 11 to September 19, 1985 to assess the level of illness and the magnitude of medical care utilization. A probability sample of 15,427 persons was taken from 180 Enumerated Districts designated by the Economic Planning Board. Of those 4,500 housewives were proxy respondents. A interview was conducted with pre-tested questionnaire schedule which was recorded by well trained interviewers. Age and sex compositions of the study population were similar to those of general population structure in 1985. The major findings of this survey are as follows : 1) A total of 64.5% of the study population lived in city area and 35.5% lived in county area. 2) While no difference was observed in interview rate between city and county area, it showed statistically significant difference in the medical security program coverage rate between the two areas(44.7% and 37.1%, respectively) 3) Morbidity rate was 79 per 1,000 persons during the two week periods. There was difference in age and sex adjusted morbidity rates between city and county area. Furthermore morbidity rates by the status of the program were significantly difference between the two areas. 4) Average ambulatory care utilization rate was 7.2 visits per person per year and average admission rate was 1.8 per 100 persons per year. There was significant difference in average ambulatory care utilization rate by the program. but no significant difference in medical utilization rate between city and country area. 5) The major symptoms of the perceived illness was the respiratory system(44.1%). 6) A total of 50.4% of the perceived illness among the covered group by the program were treated at the hospital and clinics, but those who are not covered used primarily drug stores(61.3%).
