Northeast Asia is increasingly making a transition to distinctive and crucial region in the 21st Century and growing into one of world's top three economic spheres along with the EU and NAFTA. In 2003, Korean government announced the Northeast Asian economic hub country plan as an important agenda. As a means of coping with the changing global environment, Korean government designated Incheon in 2003 as the country's first Free Economic Zone ahead of Busan and Gwangyang Bay in the south of the country because Incheon has a geographical advantage linking North America and Europe with Incheon International Airport and Incheon Seaport. The purpose of this paper is to make research on establishment and operation of an arbitral body entitled ${\ulcorner}International Arbitration Center{\lrcorner}$ (IAC) within Incheon Free Economic Zone(IFEZ). For the purpose of this, the writer in this paper, reviewed the necessity of the IAC's establishment and its legal basis as well as the role and function of the Center. Also, the writer presented plans for how to operate the IAC and how to cooperate with the key arbitral organizations of foreign countries for the settlement promotion of commercial disputes including trade and investment. With development of the IFEZ, world-renowned enterprises will invest in the Incheon economic bloc and conduct economic activities, business operation, marketing, logistics, financing, etc. In this connection, diverse types of commercial disputes are expected to occur between foreign companies entering the IFEZ and Korean firms. In this connection, the Korean Commercial Arbitration Board(KCAB) has been operating its liaison office in the IFEZ since 2004. However, in view of the increasing arbitration demand, the IAC should be set up in the IFEZ in the near future by the positive support of the government in the respect of both administration and finance because the free economic zone-related law provides for the installation of arbitration organization. For the success of the IAC, the Center will have to provide not only good quality of arbitral services that can satisfy arbitration parties but also need to conduct researches and make efforts so that arbitration can be utilized well in the IFEZ. If the IFEZ can provide advantageous business environments to those multinational enterprises intending to the Incheon economic bloc, the IAC will also contribute to the settlement of commercial disputes arising from the Gaeseong Industrial Complex in North Korea in view of the geographical advantage and logistic benefit of the IFEZ. Finally, this paper also suggests a new model for a joint dispute resolution system by the initiative of Korean government and Korean arbitral organizations for the settlement of commercial disputes within Northeast Asia, for which the CAMCA(Commercial Arbitration and Mediation Center for the Americas) of NAFTA can be a good example.
Recently, high-concentration linked wastewater has been introduced into a nearby municipal wastewater treatment plants(MWTPs), but it is difficult to MWTP in local governments due to an unreasonable linked treatment charge system, and there is insufficient evidence or data to prove this. However, the MWTP, which is a national essential infrastructure, is generally exempt from the preliminary feasibility study, so there have been no cases where economic evaluation was conducted. Therefore, we proposed an improvement plan that can compensate for the disadvantages of the existing linked processing charges through previous studies. In this study, a comparative evaluation of how much economic feasibility can be improved compared to the existing ones when applying the improvement plan by conducting an economic analysis. For this, reference was made to the preliminary feasibility assessment data of the existing environmental facilities and the cost factors and benefit factors established during the modernization of the old sewage treatment facilities. As a result of the study, the B/C(Benefit/cost) value was quite low in the past, but when the improvement proposal proposed by the researchers was applied, it was confirmed that the B/C value increased close to 1. Therefore, it is considered to be very reasonable to calculate the linkage processing charge according to the linked wastewater load proposed by the researchers.

This paper deal with government logistics policy in related low carbon in China. The government policy of promoting low-carbon way is more dependent on the top-down enforcement rather than voluntary market principles. It will succeeded in transforming the environment-friendly image, to focus on creating a mindset the company can go on voluntary carbon-reduction. The three factors of low-carbon economy and the new energy and industrial development policy is technology and funding, and that most of the government's policy has a crucial role. Due to the nature of the Chinese economy, government policies impact on the development of the industry is very important, and even for China's industrial restructuring of the logistics industry in the areas of government policy support for green economic growth, its role is expected to be very large. In Future, Chinese government will promote low carbon policies through the optimization of the logistics network to reduce energy waste, pursue the low carbon-reduction of logistics machinery and equipment, and develop an mode to appropriate demand for green low-carbon economic growth.
This study analyzed the optimization method of forest management to enhance economic and public functions, as well as the interrelationship among timber production, carbon storage, and water conservation functions in Mt.Gari leading forest management zone. For these purposes, a forest management planning model was developed using Multi-Objective Linear Programming. The model had an objective function to maximize the total NPV (Net Present Value) of weighted timber production, carbon storage, water conservation, and constraints to limit the rate of change in timber production, percentage of each age-class and tree species area, percentage of conifers and broad-leaved trees area in each management zone, minimum timber production and timber sales amount. Based on the description of forest inventory and the comprehensive plan of Mt.Gari, we analyzed stand information and management constraints of the study area. We compared management alternatives using different weights in the objective function. Therefore, the total NPV was maximized in the alternative considering the three functions in equal proportion, rather than the alternatives of maximizing only one function. When all three functions were considered simultaneously, timber production offset the carbon storage and water conservation, and carbon storage and water conservation interacted synergistically. However, when considering only two of the three functions, all combinations of functions demonstrated tradeoffs with one other. Therefore, we discovered that by considering all three functions equally, rather than only one or two functions, the economic and public values of the study area can be maximized.
In accordance with importance of the economic value of forests and forest use, the paradigm of development and use has emerged as the dominant paradigm of forest policy. As forests are recognized as an important means of Wellness, the government pursues a policy convergence between forest use and conservation. So, this article analyzed whether the change of forestry convergence paradigm is reflected in policy or not. The purpose of this study was to analyze through content analysis and network analysis, whether the new combined text value are fused in how forest policy. According to the results, the function of utilization which is off the traditional forestry industry and recreation, wellness are acquired a greater importance in the 5th plan than 4th plan. But the 5th plan is insufficient to establish of foundation for forestry management and welfare functions. The evidence suggest a sign of sustained paradigm convergency in forest policy of Korea. As the policy implication in establishing national forest master plan, it is necessary to strengthen policy capability to pursue sustainable forestry utilization, which can converge forest use and conservation.

The government adopted activation policy of real estate to overcome low economic growth rate. Real estate activation plan adopted by the government raised credit limit by lowering the regulation, and reduced real estate investment cost by reducing the base rate. Also, delayed transfer tax on multi-house owner to activate real estate investment and resolved purchase right resale. Relief of real estate regulate caused increase of housing sales and price increase, and the real estate market changed to overheating aspect such as premium upon completion of lot sale in a short time. Such market atmosphere greatly increased household debs as owners own houses based on 'financial debt' instead of their income. Since 2017, real estate policy was reinforced to reduce household debts and lending rate was raised due to rise of base rate, accordingly, burden of household debt is expected to increase. This research suggested a plan for the Financial Supervisory Service to efficiently manage the financial world by analyzing the cause and problem of household debs.

Dream Start Project purposes to provide equal opportunity for the child in the poverty. This project is conducted the last six years, there are voices of worry for the limit of the project performance. Therefore, this study aims to analyse the effectiveness of project and suggest activation plan of Dream Start from the viewpoint of users. This study use focus group interview to explore needs assessment for development of Dream Start Project. In conclusion, the project provides positive outcomes for children and their parents in terms of psychology, education and health etc. Children have increased their basic learning ability through the learning support. They have improved confidence and positiveness. The vaccine was as effective in health promotion. Dream Start had the effect of raising community consciousness. The relationship between children and their parents were smoothly through parent education. Free learning support has brought the economic effects. This project had the effect of improving welfare consciousness of the parents. This study presents the development plan of the business to reflect the users' assessment.
China is suffering from severe air pollution especially fine $PM_{2.5}$ pollution. In 2015, the annual average $PM_{2.5}$ concentration of the 338 municipal cities was $50{\mu}g/m^3$, 78% cities at or above the prefectural level failed to comply with the $PM_{2.5}$ concentration standards. The $13^{th}$ Five-Year Plan for National Economic and Social Development set the goal that the annual average concentration of $PM_{2.5}$ in the municipal cities which failed to attain the ambient air quality standards shall be decreased by 18% by 2020 (CCCPC, 2016). In this study, an air pollution control scenario during the $13^{th}$ Five-Year Plan period was proposed and the $SO_2$, $NO_x$ and PM emission reductions in response to different measures in 31 provincial-level regions mainland China by 2020 were estimated. The air quality in the target year (2020) was simulated using the WRF-CMAQ model. The results showed that by 2020, the emissions of $SO_2$, $NO_x$ and primary PM in mainland China will be reduced by 4.19 million tons, 3.94 million tons and 4.41 million tons, a drop of 23%, 21% and 25% respectively compared with that in 2015, and the annual average concentration of $PM_{2.5}$ will decrease by 19%. Coal-fired power plant contributes the most pollutant emission reduction.
Pusan is the largest fishing port in Korea, and deals with more than I million ton of fish catches annually, including catches of coastal and off-shore fisheries as well as those of deep-sea fishery. However, it hen had no fishing port facilities specialized fer deep-sea fishery since it started 30 years ago. Economic and physical losses resulting from this have teen enormous. Although fishing port facilities are a part of infra-structures built by Governments, the construction of them has been delayed due to financial difficulties of Central or local governments. To overcome this harsh situation to which deep-sea fishery cooperations faced, some cooperations have decided to construct fishing port facilities including fish-pier specialized for deep-sea fishery in Gamcheon port. The construction expenses of these facilities were financed by private funds to which they themselves jointly contributed. As a result, a fish-[pier, which has the capacity of serving one fishing vessel of 10, 000 ton or four of 5, 000 ton or four of 1, 000 ton at the same time, will be opened in here by 1994. The paper examines the master plan to revitalize the deep-sea fisheries industry in a deep depression with the opening of these physical facilities. The framwork of the plan is pursued in two different aspects, which are both hardware and software. In a hardware aspect, the plan in to develop Pusan into a city which is suitable for one of the best fishing ports in the world. That is, it is to develop the city into a place famous for sightseeing as well as the distribution and processing of fish-products centering around fish-piers. On the other hand, in a software aspet, it is regarding improvement of the distribution system of fish-products. One way to do that is to make up some deficiencies of the current system of a producers' joint sale. And the other is to establish an exchange of fish-products futures. Through these institutions, we could abrsorb speculative funds, which would otherwise be invested in speculation on fish-products, into productive investment opportunities, We believe that if the plan is realized, the deep-sea fishery in Korea will revive from a long-tasted depression and make progress to become one of the mai industries of Korea.
