Decision Making Behavior by Performance Information Use (성과정보 활용행태에 따른 의사결정 행태변화 실증분석)

  • This research empirical explores impacts of performance information use of decision makers in distributing financial resources. Based on theoretical review and previous researches, we organized three scenarios of general public administration, economic policy, and environmental policy and investigated the difference in budget distribution between measured information and simple information of success or failure by randomly divided experimental and control groups who are not experienced bureaucratic processed. The results indicate that experimental group judge by using performance information with numeric indicators and has more diversified patterns than control group. We suggest that repeated experiments including bureaucratic members to reduce bias of expertness and generalize the decision making models using performance information in future researches.

The Prediction of Industrial Accident Rate in Korea: A Time Series Analysis (시계열분석을 통한 산업재해율 예측)

  • Purpose: The purpose of this study is to predict industrial accident rate using time series analysis. Methods: The rates of industrial accident and occupational injury death were analyzed using industrial accident statistics analysis system of the Korea Occupational Safety and Health Agency from 2001 to 2014. Time series analysis was done using the most recent data, such as raw materials of Economically Active Population Survey, Economic Statistics System of the Bank of Korea, and e-National indicators. The best-fit model with time series analysis to predict occupational injury was developed by identifying predictors when the value of Akaike Information Criteria was the lowest point. Variables into the model were selected through a series of expertises' consultations and literature review, which consisted of socioeconomic structure, labor force structure, working conditions, and occupational accidents. Results: Indexes at the meso- and macro-levels predicting well occurrence of occupational accidents and occupational injury death were labor force participation rate for ages 45-49 and budget for small scaled workplace support. The rates of industrial accident and occupational injury death are expected to decline. Conclusion: For reducing industrial accident continuously, we call for safe employment policy of economically active middle aged adults and support for improving safety work environment of small sized workplace.

Study on Effects of Alternative Investment Goods in the Era of IT in Relation to Bid Rate of Neighboring Shopping Area (IT 시대의 대체투자재가 근린상가 낙찰가율에 미치는 영향에 관한 연구)

  • This study analyzed how alternative investment goods would affect a market in a neighboring shopping area in order to provide parties involved in the investment market of this neighboring shopping area with standards which would help them when they try to make a reasonable determination. The study estimated forms and explanation power of the effects of a bid rate of a neighboring shopping area, and came up with those results as follows. Increases in the representative macro economic indicators, the composite stock price index and the fluctuation rate of land price, including the real estate business would have a positive influence on the market of the neighboring shopping area as playing a circumstantial evidence of market recovery and yet, the increase in interest rate, the alternative investment goods, would reduce the relative price-earnings ratio which would, eventually, negatively affect the charm of the investment in the market of the neighboring shopping area. The study, now, understands that housing with a feature of consumers' goods and neighboring shopping area with a feature of investment goods would not have great concern with each other as they are observed to be two different markets from an aspect of interactionism.

  • This paper demonstrates empirically that individuals who monitor indicators of their current cardiovascular health status by undergoing medical examinations are more likely to invest in their own health than those who do not observe such monitoring protocols. Using data from the 2001 National Health and Nutrition Examination Survey of Korea in a structural econometric model, this paper attempts to control the endogeneity problem inherent to the individual decision as to whether to undergo medical examinations, and provides estimation results showing that increased individual health awareness via medical examinations exerts a statistically significant positive effect on health investments. From the policy perspective, the estimation results of this paper may provide a rationale supporting the health policy of free provision of health examination services to the insured via National Health Insurance.

  • The purpose of this study is to analyze the spatial structure of Mega-Economic Region particularly in Daegu using Freight Origin-Destination (O/D) Data which comes from KTDB. To diagnose the appropriate separation of Regions, the mean of three standardized indices was calculated. The indicates measured are Freight Occupancy Ratio (FOR), Freight Dependancy Ratio (FDR), Scale Parameter (SP), respectively. The result of analysis showed that FOR FDR SP indicators gave effective explanation about characteristic of Regions depending on Freight moving patterns. Especially, Gyeongsan and Gumi had high correlation Regions with FOR FDR indicator. Also, the major industries of Daegu Metropolitan based on the SP indicator are Chemical and Metal machinery industry.

Empirical Analysis of the Back and Forth Relationship Between China and U.S since 1989: focusing on the Jiangzemin and Clinton's cognitive map (1989년 이후 이중적 중미관계: 장저민과 클린턴의 인지지도 분석을 중심으로)

  • This paper aims at investigating and identifying the factor that has led the back and forth relationship between China and the United States since 1989. Previous studies on this subject addressed the issue by taking either of two approaches: one with the micro view that interprets the back and forth relationship in the context of the end of the Cold war, on other hand, with the macro view that interprets the fragile relationship in the context of the rise of China. However, neither of the approaches explains with sufficiency the question at hand. Hence for the inquiry, this article suggests a fresh view by exploring alternative method of using a cognitive map of each nation's leader, Jiangzemin and Bill Clinton. This article provides an empirical analysis through the Selected works of Jiangzemin and the speeches of Bill Clinton in 1998 for the first time in the field of Sino-US relationship studies in Korea. With the results of the cognitive map analysis, we can reach the following four points. Firstly, indicators of the forth relationship between China and the US are: i) the recognition by Bill Clinton on the importance of China's economic growth and; ii) the US's cooperation of science technology with China. Second, the conflict between China and the US results from the discordance of opinions on the matter of human rights and military power. Second, the conflict will inevitably arise on environmental issues around the globe including a global warming. Third, while China has yet to find a legitimate reason to agree upon these issues with the US, the US urges China of its cooperation. Lastly, Both China and the US attach great importance to the alliance with Japan. This implicates that relatively, issues involving Japan take more control in the China-US relationship, than those of Korea Peninsula.

Suicide Related Indicators and Trend of Korea in 2015 (2015 자살 관련 지표들과 추이)

  • Suicide is becoming a public health issue in many countries, and even more so in Korea. Korea has the highest suicide rate in the Organization for Economic Cooperation and Development countries. To address these issues, we investigated the recent trends in suicidal ideation and suicide attempts among the adult population. We used data from four sources: Korean National Health and Nutrition Examination Survey (KNHANES, '2007-2012, '2013, '2015), Korean Community Health Survey (KCHS, '2008-2009, '2013), Korean Wealth Panel Study (KOWEPS, '2012-2015), and Korea Health Panel Survey (KHP, '2010-2013). Weighted frequencies and trend tests were used. The rate of suicidal ideation as recent year was 5.10% (KNHANES, '2015), 8.95% (KCHS, '2013), 2.34% (KOWEPS, '2015), or 5.39% (KHP, '2013). Regarding the suicide attempts, the rate of suicide attempts as recent year was 0.61% (KNHANES, '2015), 0.41% (KCHS, '2013), or 0.04% (KOWEPS, '2015). Average percent change of suicidal ideation during survey year was -2.80% (KNHANES, '2007-2012), 5.78% (KNHANES, '2013-2015), 0.62% (KCHS, '2008-2013), -5.63% (KOWEPS, '2012-2015), and -10.94% (KHP, '2010-2013). Average percent change of suicide attempts during survey year was -3.84% (KNHANES, '2007-2012), 4.55% (KNHANES, '2013-2015), -2.54% (KCHS, '2008-2013), and -18.96% (KOWEPS, '2012-2015). Those who had lower income level were more likely to have self-reported suicidal ideation and suicide attempts. Our results suggest that further efforts are needed for more effective intervention to identify and manage low income strata with suicide problem.

  • Comparative studies on the quality of life, a new research specialization,have emerged only in recent years and are experiencing vigorous development in many parts of the world This study is a two year phasing-in project carried out by a jointed research team between Seoul National University and Tokyo University. As the first study of the project series, the aim of the study is to learn how different the quality of life(QOL) between Seoul and Tokyo and how the students of both cities assign the relative weights to parameters of the quality of life in their cities. The study also attempts to illustrate the current state of the art in this new field. Seoul and Tokyo are located very closely bur their physical, socia-economic and cultural aspects are not the same but rather different. Here is our interest and the reason why we started out study. The study is divided into the following two principal parts: (1 ) The survey of the variables influencing the puality of life in Seoul and Tokyo (2) The survey of the attitude of students towards the relative importance of parameter of the quality of life in Seoul and Tokyo. The researches of the variables were carried out utilizing the existing official statistics derived from 1988 Seout Statistical Year Book and 1987 Tokyo Statistical Year Book. Therefore, the choice of indicators was largely limited to data that had been compiled in two yearbooks. The attitude surveys of students were carried out by interview. The questionnaire consists of a face sheet and a question which is designed to produce information on the relative importance of the parameters by the paired comparison method.

  • This research explores the efficiency of social welfare expenditure in Korea by analyzing marginal productivity, scale economies, and elasticity of substitution that could be obtainable from a production function. By virtue of VES production function, such productive indicators are easily identified. If once the efficiency is revealed in the production process, it brings to a positive impact to increase the level of income. Empirical evidences are shown that the public expenditure is operated systematically in comparing with the private one. This is mainly due to the fact that the system of the public sector is well-established. It implies that an operational system for the private sector ought to be built up in a short period of time. Otherwise, increasing in expenditure by a private sector would not be helpful to improve efficiency in the production side. Accordingly, level of income.

Socioeconomic Mortality Inequalities in Korea Labor & Income Panel Study (사회경제적 사망률 불평등 : 한국노동패널 조사의 추적 결과)

  • This study is to examine relationships of several socioeconomic position indicators with mortality risk in a nationwide longitudinal study of South Korea. The Korea Labor & Income Panel Study, conducted on a probability sample of urban South Korean households by Korea Labor Institute, contains date of death information for the decedents which were used to estimate relative risks of mortality and their $95\%$ confidence intervals (CI) with Cox regression analysis. A total of 125 men and women among 8,415 subjects died between 1998 and 2002. Socioeconomic differentials in mortality were observed after adjustment for sex and age. Those with less than 12-year education had 1.90 times $(95\%\;CI=1.25-2.91)$ greater mortality risk than those with 12-year education or more. Greater mortality risks were also found among those with low occupational class and manual occupation. The magnitude of differentials in mortality risks between occupational class were similar in two different approaches to measuring women's occupational class: (1) approach 1 where women, married or not, retain their own occupational class, and (2) approach 2 where married women are assigned their husbands' occupational class. Relative risks of dying among those with low household Income were 1.62 $(95\%\; CI=1.08-2.42)$ compared with the counterparts. Those who reported economic hardship at the time of survey in 1998 had greater risk of mortality $(RR=1.83,\;95\%\;CI=1.21-2.78)$ than those who did not. In conclusion, increased social discourse and policy discussions about these health inequalities are needed in Korean society. Future studies should explore the causes and mechanisms of socioeconomic mortality inequalities.
