  • The 2010 PCRD(Presidential Committee on Regional Development) International Conference aims at designing regional policies to enhance regional growth potential and inter-regional cooperation. Increasing economic interdependence in Northeast Asia in particular among the 3 countries of China, japan and Korea, requires enlightened territorial development policies of each country to accommodate the need for close cooperation and networking across the border. The security problem in the Korean peninsula requires the importance for earnest dialogue and discussion between neighbors about the common future of Northeast Asia. Cross-border cooperation and networking will contribute to enhancing regional stability and development in this era of borderless globalization.

  • The Bering Strait crossing would link the entirety of Eurasia to the entirety of the Americas, and it can be seen as a natural extension of the historical Silk Road. There are some immense geopolitical benefits to such a project. It would bring about a profound and lasting change to the global economic and political outlook. The most valued function of the Bering Strait crossing and the extension of the associated railroad network would be to release the massive natural resources trapped underneath the tundra and permafrost for the benefit of Russia and the world. Moreover, the railroad project(s) would also build development corridors in those underdeveloped parts of the Russian Federation. The development of the resources and their rapid transportation to the global markets would contribute not only to the overall development of the region but also would be valuable for the resource-poor countries of Northeast Asia such as Japan, Korea, and China (relative to its economic size). This paper will explore the possible impact(s) of the Bering Strait crossing as a formidable infrastructure project for the economic development of the Russian Far East (RFE) from the Russian perspective under the frame of geopolitics. Furthermore, it will equally scrutinize the implications for the adjacent countries in the region.

East Asian Trade Flows of Cultural Goods: A Gravity Model Approach

  • With the market evaluation of economic globalization exchanges between different cultures, cultural trade has been developing at an accelerated speed, and also playing an important role in East Asian intra-regional trade. In this research the author used gravity trade model to explain the causal relationship between dependent variable trade flows and several independent variables applying with five categories cultural goods which classified in HS codes. Firstly for cultural heritage trade flow, the results indicated that economic masses of bilateral countries have no significant influences on it; GDP per capita of host country and adjacency factor with partner country have significant negative influences on it; Internet coverage ratio has improved cultural heritages exchanges in East Asian regions. Secondly for printed matter cultural goods trade flow, the distance factor has significant negative influence but common language has significant positive influence on it. Thirdly for recorded media cultural goods, only economic masses and GDP per capita of bilateral countries can improved their trade flows. Fourthly for visual arts cultural products trade flows, almost all variables we tested have significant influences on it. Fifthly for cinema photography cultural goods trade flow, the influenced factor are same with cultural heritage products except they have strong positive interaction relationship with economic masses and common language. At last, the paper figured out some important and potential sectors for cultural goods trade in East Asia and gave some suggestions to government and cultural goods product enterprises.

중국 이민자, 유학생, 여행자를 통해서 본 세계화 네트워크 (Sino-Globalization Network of Chinese Migrants, Students, and Travellers)

  • 이 연구는 중국인이 세계화로 편입되는 상황에서 나타나는 이민자, 유학생, 여행자의 네트워크 분석을 통해 중국 세계화 현황을 살펴보는 것을 목적으로 한다. 글로벌 네트워크에서 중국 이민자, 유학생, 여행자의 연관성을 제시하였다. 분석 방법은 UN의 이민자 데이터와 UNESCO의 유학생 데이터, 중국문화여행부의 여행자 데이터를 이용하여 중국 세계화의 관점에서 네트워크 및 QAP분석을 이용하였다. 분석결과 첫째, 이민이나 유학은 선진국으로 향하는 경향이 강했고, 여행은 아시아 지역에 대한 선호도가 높은 것으로 나타났다. 국가별로 태국은 여행자 네트워크에서, 미국은 이민자와 유학생 네트워크의 주요 목적지로 나타났다. 둘째, QAP 기반 통계적 상관관계 분석결과 중국 이민자들과 유학생들로 구성된 매트릭스 간 상관관계가 유의미한 것으로 나타났다. MR-QAP 분석을 통해 유학생과 이민자 네트워크가 높은 결정계수를 보여 두 변수 간 인과관계가 높은 것으로 나타났다. 이 분석을 통해 중국의 세계화에 따른 기회와 문제점을 검토하고 각국별 정책적 대책을 마련할 수 있는 실증적 근거를 제시하였다. 후속 연구에서는 중국 유학생과 중국 이민자의 국가 선택 요인, 중국의 세계화가 다른 나라들에 미치는 경제적, 사회적, 문화적 영향을 다각도로 분석하여 이 연구의 제한점을 보완할 것이다.

기업간 네트워크와 산업집적지의 성장특성 -한국 컴퓨터산업을 사례로- (Spatial Chracteristics of the Inter-firm Networks in the Industrial Clusters in Seoul : Focus on Computer Industry)

  • This paper investigates the spatial characteristics of networks, which arise as a firm's strategy to enhance its competitiveness to cope with the changing economic environments characterized by technological changes and increasing competitiveness. The theoretical framework in this study proposes that networks emerge as a firm's strategies to promote its competitiveness through the vertical/horizontal disintegration of the production system. Futhermore, regional industries of networks. The study examines the types of cooperation and the spatial boundary of the computer industry networks in Korea. Questionnaire survey was conducted on 1, 128 computer companies which had more than 10 employees, with 126 questionnaires being used for analysis. In addition, newpaper articles were used to supplement the foregoing work on network characteristics. The review of these articles covers the period from Jan. 1994 to June 1996. Major findings of this study are as follows: The spatial range of cooperative networks varies according to the specific characters of cooperation(R & D, production, and seles). Intralocal networks are being developed in Kangnam and Youido area, the computer industry agglomeration clusres of Seoul. There are the regional differnces in the agents and contents of cooperation. In intra-national R & D and production networks, regional differnces in agglomeratins and non-agglomerations are not detercted. Most networks of this type are found between large firms and small firms. In contrast, foregn R & D and production networks, which are operated mostly by large firms, are found in Kangnam, Youido, and CBD. Intra-national and foreign productino networks are also focused in Kangnam, Youido, and CBD. Small firms are playing an active role in making this type of cooperation possible. In the perspective of localization-globalization, Korean computer industry can be analyzed in two respects: industrial and regional. The localization of small firms and the localization-globalization of large firms' networks are being developed in industrial contexts, while the localization-globalization of agglomerations and the localization of non-agglomerations networks are being developed in regional contexts. As networks for the localization-globalization of industry are growing in agglomerations, interfirm networks could be related to trends in the formation or intensification of industrial agglomerations. industrial agglomeration areas function as a facilitator of localization through subcontracts, intraregional network and interregional network. They also facilitate globalization via foregn networks. In non-agglomeratin areas, localization networks, which are connected with agglomeration areas via subcontracting, interregional R & D. or production cooperation.

국내진출 해외기업들의 R&D관련 투자규모 결정요인에 관한 연구 (A Study on Determinant Factors of Foreign Firm's R&D Investment Scale in Korean Market)

  • Globalization of R&D activities of multinational firms is becoming important in compared with the past, because of increasing globalization of world economy. So, every country tries to attract foreign investment including R&D activities. In this paper, effects of several factors, which determine the scale of foreign subsidiary's R&D activities in local market, are analyzed. Through the review of previous literature, I found that three groups of determinant factors. The first one is the factor which is related to characteristics of local market, such as competitive situation of local market, accessability to research institutions, etc. The second group is the factor which is related to relationship between foreign subsidiary and its mother company. The dominant factors of this group are operation strategy of foreign subsidiary, competitiveness of mother firm, and equity structure of foreign subsidiary. Finally the characteristics of industry affect to the scale of foreign subsidiary's R&D activities. Among these factors, 6 factors are chosen to investigate empirically. For the empirical investigation, 107 foreign subsidiaries among KOITA(Korea Industrial Technology Association)'s list are chosen. Each subsidiary has more than 50% of foreign equity and implement R&D activities in Korea. The results show that sales volume of foreign subsidiary is dominant influencing factor in determining scale of R&D activities in Korean market. And also I found that currently established firms are implementing more R&D activities than old established firms. This is quite interesting finding. However, R&D activities of foreign subsidiary are not vitalized in Korean market. It probably means that Korean government and Korean business partners have to make effort to enhance foreign firms/ R&D activities, because it could contribute technological and economic development of Korean market.

K-POP의 세계화를 위한 장기적 방안의 도출 -교육체제의 변화를 중심으로- (Long term solution for K-POP globalization -Concentrating to the change in education system-)

  • 본 논문은 k-pop의 세계화를 위한 장기적 방안의 일환으로, 현 실용음악 교육체제의 변화를 촉구하는 논문이다. 한국의 대중음악은 이전에 비해 음악적으로는 물론 음향적으로도 크게 발전하였고 k-pop이라는 이름으로 전 세계적으로 인기를 끌고 있다. 그러나 아이돌 음악이라는 한계를 벗어나지 못하고 있고, 음악적인 자질 문제와 관계하여 많은 문제점들이 대두되고 있다. 하지만 그럼에도 불구하고 또 다시 수많은 아이돌이 나타나고 사라지기를 반복하고 있다. 최근 공개 오디션 프로그램으로 인해서 전체적으로 실력이 상승하는 추세이지만 아직도 부족한 것은 사실이다. 이러한 상황 속에서 그저 기획사와 방송 오디션 프로그램 등에 유망주 발굴을 맡기기에는 역부족이다. 그러므로 대중음악도 클래식이나 국악과 같이 특성화된 중 고등학교를 설립하여 기초교육 부터 철저히 이행하여야 한다. 그러면 더 이상 어린나이에 학교생활에는 부진한 채로 소속사에 들어가거나 학원에서 높은 수업료를 지불하고 검증되지 않은 강사에게 음악을 배우는 것은 사라질 것이다. 또한 학업의 부진도 면하게 하여 지성인으로써의 면모도 갖출 수 있게 될 것이다. 그와 더불어 대학의 교직과정 설치와 교육대와 사범대에 실용음악교육과정의 개설을 통해 본격적으로 음악교육자 양성을 실시해야 한다.

JSEE(일본공학교육협회)와 일본의 공학교육 (JSEE and the Engineering Education in Japan)

  • 20 세기말 10년 동안의 경제 침체는 고용과 교육 시스템을 포함한 사회 구조에 여러 가지 극심한 격렬한 변화를 초래하였다. 일본의 대학은 연구 활동에 노력을 기울였지만, 교수들은 공학 교육에 필요한 교수법의 개발에는 별로 노력하지 않았다. 그러나 18세 인구가 감소하면서 대학의 태도 변화가 요구되었다. 대학 교육은 더 이상 엘리트만을 위한 것이 아니라 젊은이들 사이에 아주 대중화되고 있다. 또한 WTO와 APEC과 같은 조직의 설립에 따른 산업사회의 '세계화(globalization)'의 영향을 받았다. 일본공학교육인증원(JABEE)은 1999년에 국내외 문제에 대처하기 위해 설립되었으며, 2005년에 워싱턴협약(Washington Accord)의 정회원이 되었다. 일본 기술사법(Professional Engineer Law)도 JABEE와 연계되어 개정되었으며, 사회 구조의 변화와 함께 공학 윤리의 중요성이 인식되었다. 일본공학교육협회(JSEE)는 JABEE를 지원하는 활동을 통해서 일본 공학 교육의 개혁에 공헌하고 있다. 이 논문은 현재 일본 공학교육이 직면하고 있는 문제점들과 일본의 공학 교육을 재편하기 위한 JSEE의 역할을 기술한다.

수산업에 대한 국가 역할: 헌법의 정치경제학적 의미와 해석 (National Roles of Fisheries: Political-Economic Meaning and Interpretation of the Constitution)

  • The main objective of this study aims at analyzing the national roles of fisheries in the global economy from the constitutional view point. Globalization provides general firms and businessmen with great opportunities that allow them to be able to plan and operate their business strategies beyond the national boundaries. WTO and FTA negotiations must be important facilitators of such globalization. However, Korean primary industries like fisheries under comparative disadvantage have a high probability that there may have to be the trade-offs between the primary and the industrial sector to maximize national benefits in the process of bilateral and/or multilateral international trade deals. Since, moreover, fishermen face strong binding constraints under which they hardly carry out fishing operations standing aloof from national boarders, they have to manage fishing businesses within their own national territory, to maintain and develop fisheries culture, and to explore their own destiny for themselves. Because of such reasons, the constitution imposes upon the State the duty to support and develop fisheries and fishing villages. Considering its article and spirit associated with fisheries(i.e. article 123), it seems unnecessary at this point in time that Korean society makes debates over national consensus for supporting fisheries. The reason is because the explicit provisions of the constitution do not allow their arbitrary interpretation depending upon interests or policy situations. However, where national support to the particular sector could not meet the expected social value system, there would be a great deal of chance to invite serious societal debates over such national commitment to the fisheries. Therefore, whether using it efficiently and realizing the socially expected policy goals must be a responsibility of both fisheries administration and fishing industries.
