Cost, schedule, and quality are the three major performance indicators for any construction project. Under the globalized competition in the nuclear industry, researchers and practitioners have also explored a systemized and integrated management system for cost, schedule, and quality. In order to address this issue, the concept of earned value management system (EVMS) has been often utilized. However, implementing EVMS for a mega-project of nuclear power plant (NPP) construction requires extensive overhead efforts. Though previous studies proposed structures and methods for effective NPP EVMS, there has been no legitimate study for data collection strategy for practical implementation. In this context, the purpose of this paper is to develop an effective data collection strategy for NPP EVMS. Firstly, the barriers to practical NPP EVMS were identified based on literature review and expert interviews. Strategies for data collection were then developed based on different phases of project life cycle. This study focuses on the 'life-cycle integrated progress management system' for NPP construction from an owner's perspective Therefore, results of this study can be used as a guide for preparing request for proposals (RFP) of an NPP owner organization.

건설공사 관리프로세스 및 관리체계는 건설공사를 성공적으로 수행하는데 필수적인 요소이다. 이러한 공사관리체계는 건설공사를 계획${\cdot}$관리함에 있어서 일정, 비용, 성과측정, 현금흐름(cash flow)예측 등의 업무체계가 통합 또는 연계될 때, 효과적인 관리도구로 활용할 수 있으며, 이는 건설공사에 대한 정확하고 신속한 의사결정을 도모하고 관리의 효율성을 증대시킬 수 있다. 이를 위해 우리나라 건설업계에서는 건설공사의 수행과정을 효과적으로 계획하고 통제, 관리한 수 있도록 업무프로세스를 혁신하고, 이를 지원하는 공사관리시스템의 구축에 많은 시간과 노력을 기울이고 있다. 본 연구에서는 건설공사를 효과적으로 계획, 관리하여 업무프로세스의 투명성을 확보하고 비용효과를 증대시키기 위한 방안의 일환으로 구축되고 있는 공사관리시스템의 개발 동향과 기능적 특징을 비교 분석하고, 구축된 공사관리시스템이 유효하게 기능할 수 있도록 하기위한 현안과제와 대응방안을 제시하고 있다.

국내의 통일된 정보분류체계 부재는 건설분야 정보화사업의 중복투자 및 건설정보의 사장 등 인적, 물적 손실과 한께 국가 경쟁력 향상에 장애요인을 초래하고 있다. 따라서 정부 또는 민간은 정보유통의 기반조성과 정보화사업의 중복투자 방지 및 정보의 공동이용을 위한 통일된 건설정보 분류체계의 표준화사업을 조속히 추진하여, 건설CALS, 건설사업관리, 설계 $\cdot$시공 통합정보시스템, EVMS(Earned Value Management System) 등 업무의 기반을 구축할 필요가 있다. 따라서, 본 고에서는 국내 실정에 맞는 건설정보 분류체계의 발전방향을 제시하고, 정보분류체계의 활용 및 실무 적용방안을 제시하고자 한다.

In the construction industry, IT has been an alternative for the enhancement of productivity and technical advances through a paradigm shift. While it has been recognized that the IT system will have a substantial influence on the industry, a quantitative valuation has been very limited. This paper has chosen EVMS (Earned Value Management System), which supports the integrated management of cost and schedule by utilizing IT tools, and which is the largest trend in the construction IT industry in Korea, in order to suggest an analysis model for the valuation of IT. The CVM (Contingent Valuation Method) is used to quantitatively measure intangible value of IT application. Then, a valuation and analysis model were suggested for the quantitative valuation of the effect of IT adoption. In terms of willingness to pay for EVMS, the expected benefits from the adoption of EVMS were US$ 584.52 per man annually. This research should be helpful for construction companies evaluating their investment to Project Management Information System.

이 논문에는 한국형 헬기 시제품(KHP) 개발을 위한 EVMS 적용절차를 제시하였다. 무기체계의 연구개발은 사업기간이 긴 사업으로서 불확실성과 위험에 기인한 비용상승의 확률이 높다. 따라서 일정과 기술적 성능을 만족하고 초과비용을 억제하는 것이 연구개발사업을 성공하기 위한 주요 관건이다. EVMS는 성과를 활용하여 비용, 일정 및 기술적 성능을 통제하는 사업관리시스템이다. 그러므로 한국형 헬기 시제품 개발사업의 비용 및 일정을 통해하고, 기술적 성능을 만족시키기 위하여 EVMS의 적용이 요구된다.

Naval ships are complex weapon systems which play the integrated performance by system integration of many kinds of weapon systems and their leading ships are usually not disposed after test and evaluation but militarised. Then, strict project management is required for naval ship building projects by identifying problems early and by taking prefer measures in time against unexpected situations encountered in the process of the projects. EVMS is a project management system which can manage the schedule and the budget of a project concurrently and estimate the project's time duration and the cost at project completion. In this paper, the applicability and usefulness of WMS is studied for a assumed navai ship building project, in the environment of monetary fluctuations such as price index, wage increase rate and exchange rate.

It is generally recommended to use EVM as an efficient means for measuring project performance and progress so that the EVMS user could manage his project successfully. In spite of it's favorable intention, most project participants think it as a heavy load or a sub practiced job with low responsibility. Especially in a weapon system R&D project, the manager should consider a possibility to change plans in the middle of the project because of uncertainty coming from properties of the R&D project. Even though there are lots of variables triggering unpredictable troubles in EVM application, EVM still could be a valuable project health indicator. In this paper we introduce a case study of EVM application for weapon system development project. Furthermore, we suggest several solutions for the issues occurring in utilizing EVM.

우리는 국가 경쟁력의 한 분야인 사업관리에 있어 계획, 수행, 성과관리, 개선에 최적의 프로세스 보유가 요구된다. 그러나 Project관리체계의 현 실태는 일정관리, 범위관리, 비용관리에 초점을 맞춘 일정관리체계, WBS(Work Breakdown Structure) 및 OBS(Organizational Breakdown Structure)관리, 비용관리체계의 부분 통합 혹은 서로의 연계 정도이다. 본 연구는 최적의 사업관리를 위하여 계약관리에 체계공학을 연계하여 계약 전에 WBS, IMP/IMS(Integrated Master Plan)/(Integratcd Master Schedule), TPM(Technical Performance Measurement) 등의 SEP(Systems Engineering Plan)와 계약 후의 이행을 검증 할 수 있는 과정의 Guideline을 제시하고, IEEE 1220, ANSI/EIA 632 순기 의거 개념설계부터 통합시험에 이르는 체계공학 순기에 따른 비용예측이 가능한 USC(University of Southern CalIfornia) 대학의 COSYSMO (Constructive Systems Engineering Cost ModeI)를 소개하고 적용 가능성을 고찰하며, Project의 전순기에 걸쳐 TPM 혹은 Quality를 비용과 일정에 통합하여 관리하는 PBEV(Performance Based Earned Value)모델을 소개하고 적용 가능성을 제시한다. Project 관리에 있어 System 차원을 강조한 SE(Systems Engineering), 비용예측의 CM(Cost Management), 성과관리를 위한 EVM(Earned Value Management)의 통합은 사업 관리에 역량을 강화하며 경쟁력을 향상 시킬 수 있는 적절한 접근으로 사료된다.

EVMS(Earned Value Management System)가 공정과 연계하여 공사비를 관리할 수 있는 적절한 수단으로 대두되고, EVMS 적용의 제도화 계획이 발표된 이후 수많은 건설현장과 학계에서는 EVMS의 국내 도입 및 활성화를 위한 연구와 국내 건설 환경을 고려하는 EVMS 모델 및 이행 프로세스에 대한 연구가 진행되고 있다. 본 연구는 EVMS process에 관한 연구로서, 기존 EVMS Process에 관한 연구의 문제점을 도출하여 그 대안으로 PMBOK의 Project Management Process글 제시하고, EVMS 적용에 알맞도록 수정하여 그것을 기반으로 새로운 EVMS의 실무적용 프로세스를 제시하고자 하였다. 본 연구를 통해 EVMS 프로세스에 관한 연구의 새로운 방향을 제시하고자 하며, 나아가 국내건설공사의 특수성을 반영한 공정-공사비 통합관리체계의 틀을 마련하고자 한다.
