Early neutral evaluation (ENE) is a fairly recent form of alternative dispute resolution procedure used in the construction industry. In the UK, ENE is usually carried out on an entirely without prejudice basis, however the parties may agree that any or part of it may be referred to at trial or any subsequent hearing. The early neutral evaluation consists of a preliminary assessment of the issues in dispute for use as a basis for negotiations which may result in a settlement of the dispute. An independent person is appointed by the parties who reviews the case and provides an opinion, in written form and in some detail, with reasons on the merits of the matters in dispute. The opinion is non-binding but provides the parties with what in the opinion of the independent person a formal tribunal may decide whether a court or an arbitrator, if the dispute is not resolved. However, ENE has yet to take off in the construction industry in the UK. This paper will explain this procedure and explore the use of it in the UK and internationally, considering the benefits and drawbacks of its use. It will consider whether or not it is more effective than other early resolution forms such as mediation and adjudication. It will argue and conclude that it is a very useful cost effective procedure, particularly in the resolution of complex disputes, whether local or international.
This paper is to illustrate a variety of court-annexed ADR programs and vindicate its implications of court-annexed ADR in United States. It has been almost three decades since Frank Sender articulated his vision of the multi-door courthouse. The court-annexed ADR originated from the concept of multi-door court house. Professor Sander argued that the court must transform from the court that provides litigation, only one type of dispute resolution, to the multi-door courthouse which provides a variety of dispute resolution methods including a number of ADR programs. The types of court-annexed ADR on which this paper focus are court-annexed mediation, court-annexed arbitration, mini trial, early neutral evaluation(ENE), summary jury trial, rent-a-judge, and med-arb in United States. The findings of this paper is as follows. First, the ADR movement is the irreversible and dominant phenomenon in the US court. The motivation of incorporating ADR into court is to reduce the cost of court to handle the civil disputes and to eliminate the delay of litigation process in the court. At the same time, a couple of studies of ADR revealed that the ADR program satisfied users of ADR. Second, the landscape of ADR has not been fixed. In 1970's, the court-annexed arbitration has been popular. In 1980's, the diverse kinds of ADR programs were introduced into the federal court as well as state courts, such as mini trial, early neutral evaluation(ENE), summary jury trial, and court-annexed mediation. But in 2000s, the court-annexed mediation has been the dominant type of ADR in United States. Third, the each type of ADR program has its own place for the dispute resolution. Since Korean society enters into the stage in which diverse kind of disputes occur in the areas of environment, construction, medicare, etc, it is desirable to take into consideration of the introduction of ADR to dispute resolution in Korea.

This study traces the flow of modern museum architecture from the 18th to 19th century when the rationalist architectural spirit influenced the museum architecture to the 1930s, before the museums of the modern architectural masters appeared. With early modern museums until the 1930s as a target, which had long been enshrined in classicality, finally contributed to narrowing the gap with the times, but did not receive the right evaluation, this study examines their different architectural styles from previous museums and reveals that they have a significance to announce the departure of modern museums beyond classical ones. The three museums, built in the 1930s, will be identified as respectable early modern museums that will fill the remaining blank space of the history of museum architecture. In this study, modern museums are asymmetric, non-centre oriented, and non decorative. They have multi-directional circulation, and a neutral, open and flexible exhibition space. They also try to align themselves with the modern architectural tendency of the day.
Active straight-leg raise (ASLR) is a physical evaluation procedure to test lumbar spine stability. Several previous studies have reported various methods to control the activation of abdominal muscles during ASLR. We investigated the effects of three different hip positions in frontal plane on abdominal muscles to increase or decrease the difficulty level of lumbar spine stability exercise during ASLR in pain free subjects. Eleven young and healthy subjects voluntarily participated in this study (6 men, 5 women; mean age=$24.0{\pm}1.2$ years, height=$160.0{\pm}7.3cm$, weight=$55.0{\pm}10.6kg$, body mass index=$21.5{\pm}2.3kg/m^2$). The subjects had three trials on each ASLR with hip $10^{\circ}$ adduction, neutral hip, and hip $30^{\circ}$ abduction. Separate repeated-measures analysis of variance (ANOVA) and the post hoc Bonferroni tests (with ${\alpha}$=.05/3=.017) were performed for each muscle among the three different hip positions in frontal plane (ASLR with hip $10^{\circ}$ adduction, neutral hip, and hip $30^{\circ}$ abduction). The ipsilateral external oblique (EO), contralateral EO, ipsilateral internal oblique/transverse abdominis (IO/TrA), and contralateral IO/TrA were significantly greater in ASLR with hip $30^{\circ}$ abduction compared with ASLR with hip $10^{\circ}$ adduction. Also, the ipsilateral EO, contralateral EO, and ipsilateral IO/TrA were significantly greater in ASLR with hip $30^{\circ}$ abduction compared with ASLR with neutral hip. These results suggest that ASLR with hip $30^{\circ}$ abduction and neutral would be useful method to strengthen the EO and IO/TrA. And, ASLR with hip $10^{\circ}$ adduction would be effective in early stages of lumbar stabilization program due to low activation of EO and IO/TrA during maintaining of ASLR position with low load.

The purpose of this study was to examine the awareness of early childhood teachers for early childhood creativity programs using physical computing in an effort to provide future direction for program development. The findings were as follows: First, 43.8 percent of teachers answered they were neutral about the need for these programs, while 40.5 percent replied these programs were necessary. Second, 73.8 percent thought the utilization of physical computing tools would be useful. Third, the largest group thought that the programs should be provided for five-year-olds. Regarding the frequency of programs, once or twice a week were considered most appropriate. Concerning the length of each activity, 20 to 30 minutes was identified as ideal, and study subjects preferred small group activities. In regard to the most effective theme for these programs, tools for daily life were considered best. As for educational content to be included in program planning, scientific inquiry and experiment were viewed as best, followed by the design/ production/utilization of creative works, game and play, and producing and playing musical instruments. Evaluation by a creativity test was chosen as the most desirable evaluation method.

This study was conducted in Cheonan of central region in South Korea to identify alfalfa cultivars with superior adaptability to the local environment. To evaluate the growth characteristics, productivity, and feed value of 26 alfalfa cultivars, field experiments were conducted with a randomized block design (three replicates) for three years. Among the 26 alfalfa cultivars, "Natsuwakaba" showed the highest dry matter yield (DMY, 37,083 kg/ha), with a significantly higher three-year average than that of other cultivars. Furthermore, the three-year-average DMYs of "Alfalfa short" (31,044 kg/ha) and "Radar II Brand" (31,163 kg/ha) were significantly higher than those of other cultivars. In addition, differences among the feed values of the alfalfa cultivars were relatively less significant than the differences among their productivity, as the feed value was less influenced by the cultivation conditions and cultivars. Although "Jin Huang Hou" and "Certified organic" exhibited the highest feed values when cultivated in central region in South Korea, "Natsuwakaba" outperformed all cultivars in both productivity and feed value. The acid and neutral detergent fiber (ADF and NDF, respectively) contents of "Jin Huang Hou" (38.9% and 47.26%, respectively) were significantly lower than those of other cultivars. In contrast, the ADF and NDF contents of "Burgaltai" (46.52% and 55.56%, respectively) implied poor feed value upon cultivation in South Korea. The crude protein (CP) content in the alfalfa cultivars ranged from 14.95% to 19.44% during early flowering, and the highest CP content was observed for "Certified organic." The in-vitro digestibility of alfalfa was approximately 70% for all cultivars during early flowering, indicating good digestibility of most of the cultivars.
Type II solar radio bursts show frequency drifts from high to low over time. They have been known as a signature of coronal shock associated with Coronal Mass Ejections (CMEs) and/or flares, which cause an abrupt change in the space environment near the Earth (space weather). Therefore, early detection of type II bursts is important for forecasting of space weather. In this study, we develop a deep-learning (DL) model for the automatic detection of type II bursts. For this purpose, we adopted a 1-D Convolution Neutral Network (CNN) as it is well-suited for processing spatiotemporal information within the applied data set. We utilized a total of 286 radio burst spectrum images obtained by Hiraiso Radio Spectrograph (HiRAS) from 1991 and 2012, along with 231 spectrum images without the bursts from 2009 to 2015, to recognizes type II bursts. The burst types were labeled manually according to their spectra features in an answer table. Subsequently, we applied the 1-D CNN technique to the spectrum images using two filter windows with different size along time axis. To develop the DL model, we randomly selected 412 spectrum images (80%) for training and validation. The train history shows that both train and validation losses drop rapidly, while train and validation accuracies increased within approximately 100 epoches. For evaluation of the model's performance, we used 105 test images (20%) and employed a contingence table. It is found that false alarm ratio (FAR) and critical success index (CSI) were 0.14 and 0.83, respectively. Furthermore, we confirmed above result by adopting five-fold cross-validation method, in which we re-sampled five groups randomly. The estimated mean FAR and CSI of the five groups were 0.05 and 0.87, respectively. For experimental purposes, we applied our proposed model to 85 HiRAS type II radio bursts listed in the NGDC catalogue from 2009 to 2016 and 184 quiet (no bursts) spectrum images before and after the type II bursts. As a result, our model successfully detected 79 events (93%) of type II events. This results demonstrates, for the first time, that the 1-D CNN algorithm is useful for detecting type II bursts.

Background: Prostate cancer is rapidly increasing in Korea and professional societies have requested adding prostate specific antigen (PSA) testing to the National Cancer Screening Program (NCSP), but this started a controversy in Korea and neutral evidence on this issue is required more than ever. The purpose of this study was to provide economic evidence to the decision makers of the NCSP. Materials and Methods: A cost-utility analysis was performed on the adoption of PSA screening program among men aged 50-74-years in Korea from the healthcare system perspective. Several data sources were used for the cost-utility analysis, including general health screening data, the Korea Central Cancer Registry, national insurance claims data, and cause of mortality from the National Statistical Office. To solicit the utility index of prostate cancer, a face-to-face interview for typical men aged 40 to 69 was conducted using a Time-Trade Off method. Results: As a result, the increase of effectiveness was estimated to be very low, when adopting PSA screening, and the incremental cost effectiveness ratio (ICER) was analyzed as about 94 million KRW. Sensitivity analyses were performed on the incidence rate, screening rate, cancer stage distribution, utility index, and treatment costs but the results were consistent with the base analysis. Conclusions: Under Korean circumstances with a relatively low incidence rate of prostate cancer, PSA screening is not cost-effective. Therefore, we conclude that adopting national prostate cancer screening would not be beneficial until further evidence is provided in the future.

The effect of fluoride pretreatment upon root resorption after delayed replantation was studied in beagle dogs. Upper and lower incisors were extracted and bench dried for 45 minutes. 1% Stannous fluoride solution, 2% neutral sodium fluoride gel and 1.23% acidulated phosphate fluoride gel were used for the pre-treatment of replanted root surface in the experimental groups. Replantation was done with no treatment in control group. After of an experimental periods 3 weeks, animals were sacrificed by perfusion followed by sample preparation. A histomorphometric method was applied for evaluation of tissue reactions observed in each group under light microscope. Scanning electron microscopic observation was done to find out any different surface topography between groups. The results were as follows: 1. Fluoride-treated groups showed in general the better healing patterns than untreated control group. 2. Comparisons between three experimental groups revealed the general superiority of APF-treated group over the other groups in terms of tissue healing reaction by showing the highest frequency in uncomplicated healing pattern and surface resorption and the lowest in inflammatory resorption, but with no statistical significance(p>.05). 3. Scanning elecron micrographs showed the irregular distribution of resorption cavities and the attached bone of variable size and shape in all groups. 4. It can be concluded that the types of fluoride did not have significant impact on the early tissue reactions after delayed replantation under the condition of the present experiment.

Silver diamine fluoride, which can arrest dental caries, is alkaline and may cause mild soft tissue irritation. Water-based silver fluoride has a neutral pH, which is closer to the physiological range, and is biocompatible for use in the oral environment. This study aimed to evaluate the effect of water-based silver fluoride on remineralizing early enamel lesions by comparing it with other fluoride agents through microhardness and quantitative light-induced fluorescence measurements. An in vitro study with intact bovine incisors was performed. Artificial enamel lesions were induced and subjected to microhardness and quantitative light-induced fluorescence testing. Specimens were randomly divided into 4 groups for treatment. The specimens in group I were treated with water-based silver fluoride and potassium iodide, group II with silver diamine fluoride and potassium iodide, group III with sodium fluoride varnish, and group IV with distilled water. After 8 days of pH cycling, the specimens were subjected to microhardness and quantitative light-induced fluorescence testing. Water-based silver fluoride and silver diamine fluoride showed the greatest increases in microhardness and quantitative light-induced fluorescence, with no significant differences between the two. Sodium fluoride varnish also exhibited a significant increase in microhardness and quantitative light-induced fluorescence, but the differences were smaller than those for water-based silver fluoride and silver diamine fluoride. Water-based silver fluoride is considered useful in a clinical setting for remineralizing enamel lesions, with the advantages of no risk of tissue burn and improved taste and smell.
