  • Recently, after the 4th industrial revolution era has arrived, technological advances started to develop and these changes have led to widespread use of data. Big data is often used for the safety of citizens, including the administration, safety and security of the country. In order to enhance the efficiency of maintaining such security, it is necessary to understand the installation status of CCTVs. By comparing the installation rate of CCTVs and crime rate in the area, we should analyze and improve the status of CCTV installation status, and crime rate in each area in order to increase the efficiency of security. Therefore, in this paper, big data analytic system based on public data is developed to collect data related to crime rate such as CCTV, female population, entertainment center, etc. and to reduce crime rate through efficient management and installation of CCTV.

A Study on each Building's Constructional Characteristics of Daejeong-HyangGyo in Jeju (제주(濟州) 대정향교(大靜鄕校)의 건물별(建物別) 조영(造營) 특성(特性) 고찰(考察))

  • HyangGyo had been built for teaching peoples as a place of educational practice, and also for the order and stability of country through Confucianism. This study analyzed and researched the building structure of Daejeong-HyangGyo in Jeju Island In Daejeong-HyangGyo, unique architectural characteristics are shown as they have been built in an island independent from the mainland. Also up-down system was well reflected in detailed architectural styles. The main temple of Daejeong-HyangGyo was built in the type of one-Chulmok(a subsidiary material of Gongpo and a piece of wood to support the eaves) of which ancon supports a purline from the center of a pillar and two-Ikgong(a piece of wood engraved to put on an ancon), but in the case of the lecture hall, its Gongpo(a piece of wood to support the eaves) was inferior in quality. In the case of Jeju abutments were used in main temples and fire walls were mostly used. In particular, their abutments are difficult to be observed in HyangGyo in the mainland. It is presumed that the abutment and the fire wall used in Jeju Island might be the best solution to protect structures from rain and moisture. To sum up, local characteristics and traditional rules were thoroughly reflected in Dajeong-HyangGyos built in Jeju Island from the aspect of arrangement and detailed style. In conclusion, it is significant that architectural styles, not to mention the other aspects of Jeju culture, were suitably adapted to Jeju Island.

The Study on the Derivation of Performance Guidelines for Indoor·Outdoor Temporary Housing Facility (실내·외 임시주거시설의 성능 가이드라인 도출에 관한 연구)

  • Purpose: This study is designed to develop performance guidelines for temporary residential facilities inside and outside the building to improve the residential habit of the victims caused by a disaster. Method: Performance items were set up by analyzing the disaster response system and prior study for eliciting performance guidelines and conducting field surveys of temporary housing facilities and interviews of temporary residential facilities for eliciting relevant performance guidelines. Results: The performance of temporary housing facilities in and out of the country was largely classified as technical, environmental and social, and each presented performance guidelines. The derived performance guidelines were generally similar, although some were similar due to indoor/outdoor characteristics. Conclusion: The performance guidelines presented in this study to improve the residential habit of the victims are applied in practice, and continuous improvement through feedback of results is required.

Analysis Of The Average Rate Of Change And Curvature According To The Type Of Angled And Arched Eyebrow Makeup (각진형과 아치형 눈썹메이크업의 평균변화율 및 곡률에 따른 형태구성의 중요요인 분석)

  • The purpose of this study is to objectify the shape of curvature and average change rate of angular and arched eyebrow makeup. The data for the analysis were the final 336 pieces for the cosmetology students in the whole country. SPSS 20.0 program was used for the collected data, frequency analysis, factor analysis, reliability analysis, and crossover analysis were performed. First, the frequency of the average change rate of eyebrow makeup (angular and arcuate) was analyzed. As a result, the eyebrows suitable for the angled type showed the highest level of 'A-2' and the arched eyebrows had the highest level of 'B-2'. Second, to analyze the important factors of eyebrow makeup, frequency of eyebrows was the most important, followed by the inclination of eyebrows and eyebrow tail. Third, factor analysis and reliability analysis were conducted to examine each dimension of eyebrow makeup perception, and it was derived from three factors including acceptability, aggressiveness, and playability. Fourth, in order to analyze the difference of important factors in the form of the standard eyebrow makeup, the cross - analysis was performed with chi - square test, and it was confirmed that the angular eyebrow makeup showed the most objectivity when the average change rate was 0.29 and the curvature was 0.67. Fifth, arcuate eyebrow makeup showed the most objectivity when the average change rate was 0.57 and curvature was 0.56. The results of this analysis can be used as objective data of aesthetic criteria when designing the eyebrow shape.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.

  • Multi-cultural societies in the era of globalization are now common phenomena all over the world. Since our country has already entered into a multi-cultural society, we can no longer stay in the ideology of a single nation. However, current national policies and researches related to multi-cultural society in Korea are limited to institutional aspects and unilateral education of Korean culture. Therefore, this study aims to overcome these practical limitations. The purpose of this study is to acquire design resources in the folk paintings reflecting the culture of each country. And We will develop textile design content that can be applied to most closely related textile products in daily life. Through this, it is aimed to raise awareness of various cultures and to suggest a communication method through cultural exchange. Therefore, this study has developed color and textile pattern design contents through analysis of characteristics of China, Vietnam, and Japan peoples of the three most frequent countries based on the status of domestic marriage immigrants. And tried to apply it immediately to various textile products. The results and contents of the study are as follows. First, the domestic multi-cultural society was formed through international marriage, and the largest number of marriage immigrants came from China, Vietnam, Japan, the Philippines, Cambodia, Thailand, Mongolia and others. Second, folk paintings are suitable for developing textile design contents as an important factor implied by different cultures of different countries. Thirdly, we have developed the pattern and coloring DB and textile pattern design contents by using folk paintings of China, Vietnam and Japan. As a result, we could verify the utilization of contents reflecting the cultural characteristics of each country and the possibility of commercialization. Based on the results of this research, we hope to contribute to the harmonization of the emotional and artistic aspects that naturally share the culture among multi-cultural society members and to develop differentiated related products.

A Study on the Development of Designated Model of Places of Refuge location from IMO Recommendations (IMO 권고에 따른 선박 피난처 입지 지정 모델 개발에 관한 연구)

  • On December of 2003, IMO's $23^{rd}$ Assembly discussed 'Guidelines on places of refuge for ships in need of assistance' At the discussion, Res. A.949(23) has been selected to appoint recommended place of refuge for countries signatory to the IMO Convention. IMO defines "Places of Refuge" as a places where a ship in need of assistance can take action to enable it to stabilize its condition and reduce the hazards to navigation, and to protect human life and the environment. Appointing and managing a Place of refuge can be a delicate problem because of its close connection to each country's coastal and environmental protection policies. However, in case of marine accident, the appointment or management of the place of refuge has a potential to avoid further damage and reduce to the minimum any environmental and estate losses. Currently a number of foreign countries, designated and operated a place of refuge. But, place of refuge selected method criteria were different by country and also does not have any standardized designating place of refuge model. Therefor, this study suggested the model of assigned places of refuge according to objective indication in order to assign reasonable and efficient places of refuge in domestic waters in the future by investigating and analyzing imported facts in considering the assignment of places of refuge in foreign countries and describing these imported data into quantitative value. In designating the model place of refuge, the final place of refuge location was presented by evaluating the probability of marine accidents, analyzing the location, and evaluating the supporting establishment.

Tea Breeding in Korea (우리나라 차나무 품종육성)

  • When tea trees were introduced to Korea peninsular from China? Historically, Mr. Taeryum, an envoy of Shilla dynasty brought tea seeds from China during Tang dynasty and the seeds were planted at Jiri Mt. by the order of King Heungduk at AD828. During Koryo Dynasty(918 1392), Buddhism spread rapidly all over the country and the tea culture reached its highest stage of prosperity. At the Chosun Dynasty, however, the ceremonial drinking of tea vanished almost completely due to the flourishing Confucian tradition, a kind of substitution of Buddhism. But a few people have supported the traditional tea culture by themselves. Since the independence of Korea soon after the World War II at 1945, Korean War have been exploded at 1950. After economic evolution have been succeeded at 1980, the cultivation area of tea trees has been increased about 2,000ha and the cultural tradition of tea drinking has become popular again at a tea consume quantities amounted to 100g per capita at 2004. The northern limited area of tea plant is lined on the southern part of Korea peninsular. It is very small region compared to China about one million ha and to Japan over 60 thousand ha. It is problem not only the area of tea fields but also the methodology of tea cultivation, for examples without clonal cultivars and mechanical systems. WTO treatments was discussing with Korea, China and Japan government at 2005. Green tea custom is very high at 514% in Korea. If three countries will be agreed the imported tax will be cut off, the Korean tea farmers will be confused because of unstable situation of tea markets. All most of tea farmers should be made the tea fields by seeding not clonal propagation. Because of clonal cultivars have not developed in Korea, there have not been the research institutes for tea plants and manufactures before 1992. Now there are three research institute of tea in Korea; Tea Experiment Station at Bosung of Jeonnam Agricultural Research & Extension Services, Mokpo Experimental Station of National Institute of Crop Science, and Green Tea Cluster Institute of Hadong. Mokpo and Hadong Research Station were established at 2004 and at 2005 but Bosung Station was established at 1992. Seven clonal tea cultivers were selected at Bosung Station; Bohyang, Myngsun, Chanlok, Sunhyang, Mihyang, Jinhyang and Ohsun until 2004. Mokpo Experimental Institute was started the tea provenance testing about 4 provenances: Kangwon-do, Jeonlabuk-do, Jeonlanam-do, and Kyungsangnam-do. Korean new tea cultivers should be selected because Koran wild tea population have been high genetic variation. If tea breeding research will be successful to select new clonal cultivers, the tea farmers of Korea will be stable after WTO treatment with each country.

The Influence of State on the Structure of PSB and Broadcasting Regulatory Body Survey on Political Independence of Broadcasting (방송의 정치적 독립성 확보를 위한 미디어 정책 방향 연구)

  • The limitation and scarcity of broadcasting waves provide important rationale behind the idea of public ownership of broadcasting waves which can facilitate communications among people with diverse backgrounds and values in the society. Independence of broadcasting industry from the regulatory organization is imperative for the broadcasting industry to serve the public interest that has been historically defined by each county. For the Korean broadcasting industry, history of modern Korea taught us that the broadcasting regulatory organizations such as Korea Communications Commission(KCC) should be kept from any political influence for the industry to best serve the public. Recent controversies on the role of the CEO of KBS and the appointment of the CEO of YTN by the president of the country provide evidence that the independence of broadcasting in Korean society is a critical topic. This study examined the corporate structures of broadcasting industry and the political independence of the industry in relation to the changes in the concept of public interest and the role of broadcasting. It is critically important to investigate the political independence of broadcasting in Korea because the core argument of independence of broadcasting which is about the freedom of expression protected by the constitution is still contested in the country. For the purpose of collecting diverse perspectives on broadcasting, survey method was adopted in this study. Three groups Abstracts 697 of participants were recruited: reporters, experts in the field, and regular citizens. The result indicated that the independence of broadcasting was in the process of deterioration. Also, the participants of the study understood that it was impossible for the broadcasting to serve the public interest when the broadcasting was not free from the influence of regulatory institutions such as KCC.

A study of Korean Physical Therapist's Attitudes and Beliefs on Korean Government's National Long Term Care Insurance Program (노인 장기요양 보험 제도에 대한 부산광역시 물리치료사들의 인식도 조사)

  • Objective: This study was conducted to describe physical therapists' attitudes and beliefs towards Korean Government's National Long Term Care Insurance Program implemented last July 2008. Design: A survey research. Methodology: Participants were 143 physical therapists working in General Hospitals or University Hospitals in Busan, Korea. Each of the participants completed a questionnaire which was comprised of 22 questions. Among the 22 questions, 7 of these were independent variables such as gender, age, career, etc. while 15 of these questions were dependent variables such as the subject's expectations and reactions on the said program, opinions of the participants on the impact of the program to old people's families and relatives, participant's sentiments on social effects of this program to the society, etc. Data collection was conducted from the $20^{th}$ of July to the $5^{th}$ of August, 2008. Data were analyzed by Chi-square test, frequency and cross tabs using SPSS/PC program. Results: Based on the survey conducted, it showed that 50.3% were female respondents, 53.8% were on their twenties, 31.5% of the total respondents were married and that a percentage of 82.4% had working experiences below 10 years. About 80.4% of respondents were satisfied of their jobs and 32.4%of the respondents graduated from three - year college degree, 49.3% of the respondents graduated from four-year college degree. 95.1% of the total respondents knew the existence of the national long term care insurance program of the government and almost 78% got the information of the said program via internet, news paper or T.V. About 86% of the respondents believe that there will be future improvements in the quality of life in Korea through the said program and 82% said that there will be an increase sense of responsibility among family members to take care of their old relatives. 67.2 % of respondents believe that problems regarding old people will be solved through the government's national long term care insurance program. In aspect of Physical Therapy, 50% of the respondents expected generation of more jobs especially to physical therapists and 95% of the respondents want to work in any position in the said program especially those are more experienced ones. Conclusion: Physical Therapists in Korea are aware of the existence of the National Long Term Care Insurance Program of the Korean Government. Based on the gathered results from the survey, many experienced physical therapists of the country wanted to acquire positions in the said program especially that their expertise are needed in the said field. Through this study, it is evident that many physical therapists of the country have positive vibes on the said program and are optimistic on the outcomes of the said insurance program.
