A Study of Energy Transfer in the Blue Emitting Fluorescence of SrAl12O19:Ce0.093+, Eu0.012+ Phosphor (SrAl12O19:Ce0.093+, Eu0.012+ 형광체에서 청색발광의 에너지 전이에 관한 연구)

  • The blue emitting fluorescence of $SrAl_{12}O_{19}:Ce_{0.09}{^{3+}}$, $Eu_{0.01}{^{2+}}$ phosphor includes two kinds of independent energy transfer mechanism through electric multipole interactions between donor and acceptor ions. The first energy transfer takes place between the $Ce^{3+}$ ion and the $Eu^{2+}$ion which strongly depends on the concentration $Eu^{2+}$ions. The second energy transfer occurs between the $Ce^{3+}$ ion and the $O_{Me}-Ce^{3+}$ complexes. Both energy transfer mechanisms of blue emitting peak at 410 nm were investigated by fitting of Gaussian functions. The result shows that the peak at 410 nm is two overlapping emissions originated by $Eu^{2+}$ions and $O_{Me}-Ce^{3+}$ complexes and as time elapses $Eu^{2+}$peak remains whereas $O_{Me}-Ce^{3+}$ related peak disappears.

A Study on Impact and Countermeasures of Marine Fuels in the FuelEU Maritime Regulation (FuelEU Maritime 규제 적용에 따른 해양 연료의 영향분석 및 대응방안 연구)

  • This study performed the analysis on an economic feasibility of each marine fuel, potential fuel pathways and the relevance of compliance measures to ensure compliance with the FuelEU Maritime regulation. Additionally, it identified certain regulatory gaps to encourage the use of alternative marine fuels. Regarding GHG emissions calculations, the existing GHG regulations for ships applies the Tank-to-Wake (TtW) method, whereas FuelEU Maritime applies the Well-to-Wake (WtW) method. The main results present that important information to establish response strategy for FuelEU Maritime including the costs and benefits of each marine fuel, the minimum blending ratio of alternative fules, and compliance impacts of measures. For the regulatory costs and benefits of marine fuels following the implementation of the FuelEU Maritime from 2025, our findings indicate that while most fossil fuels incur regulatory costs from 2025, most of biofuels and RFNBO fuels do not incur costs until 2050. This will play a role to narrow the price gap between fossil fuels and alternative fuels.

  • In this paper, we estimated the economic impacts of Korea-EU FTA on the agricultural sector in GyeongGi-Do. In particular, we estimated the economic impacts of agricultural production decrease resulting from Korea-EU FTA for 31 sub-regions in GyeongGi-Do by 15 industrial sectors. We employ a regional economic impact model combining a regional input-output model with a spatial allocation model. We found that the size of inter-industrial impacts are quite different across regions. Our results suggest the importance of agricultural and industrial policy considering the impacts of industrial sectors at the regional level.

  • The EU holds about 50% of exports and imports in the world trade of services. The insurance markets have undergone a significant consolidation in solvency rule, cross-border registration, and standardized accounts. In the EU-Korea FTA negotiations the EU is interested in mutual certification of qualifications as well as market liberalization of law, finance and distribution and so forth. When the negotiation with respect to the mutual certification of qualifications comes to a settlement, the two countries will drive it in service areas. Korea should examine european certification regulations and improve domestic insurance-related institutions. France is the focal country of the EU. The paper provides a comparative study of insurance markets and agents in France and Korea. The paper argues that Korea should initiate institutional changes and be transformed into an insurance service exporting country for the specialized insurance agents to move to EU countries.

  • This paper illustrates not only the effectiveness of applying content quota system for on-demand video streaming platform, but also the effect of OTT regulation on copyright protection and cultural industry protection in a single market, focusing on the community's response to Netflix's entry into the EU market. Additionally, this paper examines on-demand video streaming services, growth of Netflix. The EU policy on the on-demand video streaming service market consists of 'portability' in the digital single market and content quota for copyright protection. In this paper, I analyze the market protection and the aspect of improving competitiveness of online streaming service industry. The EU is trying to protect the cultural industry and copyright protection in the region by applying and regulating the OTT business in content quota system, which has been applied only to European broadcasting companies.

  • Information and communication technology (ICT) is increasingly recognized as an important driver of economic growth, innovation, employment and productivity and is widely accepted as a main feature of development. During the last couple of decades, ICT sector became the most innovative service sector that affected the living standards of human beings all over the world. In the beginning of the $21^{st}$ century, some of the Asian countries made reforms in the ICT sector and spent an enormous amount for the progress of this sector. On the other hand, developed countries in the European Union (EU) faced different crises which badly affected the dissemination of this sector. Consequently, EU countries lost their hegemony in the field of information technology and resultantly, some of the emerging Asian countries like China, India, and South Korea got supremacy over the EU in this field. Currently, these countries have a strong IT infrastructure, R&D sector, IT research centers working for the development of ICT. Moreover, this paper investigates reasons for the shifting of the balance of digital power from Europe to Asia.

Luminescence properties of $(Y,\;Zn)_2O_3$:$Eu^{3+}$ red phosphor as the effect of Zn ion (Zn ion의 영향에 따른 $(Y,\;Zn)_2O_3$:$Eu^{3+}$ 적색 형광체의 발광특성)

  • To enhance the luminescence properties, the red phosphor composed of $(Y,\;Zn)_2O_3$:$Eu^{3+}$ as doping concentration of Zn ion is synthesized at $1200^{\circ}C$ for 6 hrs in air atmosphere by conventional solid reaction method. As a result of the red phosphor $(Y,\;Zn)_2O_3$:$Eu^{3+}$ is measured X-ray diffraction (XRD), The main peak is nearly corresponded to the same as JCPDS card (No. 41-1105). When the doping concentration of Zn ion is more than 5 mol%, However, the ZnO peak is showed by XRD analysis. Therefore, when the doping concentration of Zn ion is less than 5 mol%, the Zn ion is well mixed in $Y_2O_3$ structure without the impurity phases. The photoluminescence (PL) properties is shown as this phosphor is excited in 254 nm region and the highest emission spectra of $(Y,\;Zn)_2O_3$:$Eu^{3+}$ has shown in 612 nm region because of a typical energy transition ($^5D_0{\rightarrow}^7F_2$) of $Eu^{3+}$ ion. As the doping concentration of Zn ion is more than 10 mol%, the emission peak is suddenly decreased. when the highest emission peak as doping concentration of Zn ion is shown, the composition of this phosphor is $(Y_{0.95},\;Zn_{0.05})_2O_3$:$Eu^{3+}_{0.075}$ and the particle size analyzed by FE-SEM is confirmed from 0.4 to $3{\mu}m$.

  • Twelve patients of localized juvenile periodontitis were evaluated to detection of serum IgG and IgM antibodies to Actinobacillus actinomycetemcomitans Y4 strain. Sera were isolated from those patients. Antibody titer of patients sera to Aa stran Y4 strain. Sera were isolated from those patients. Antibody titer of patients sera to Aa stran Y4 were determined by modified enzyme-linked immunosorbent assey (ELISA) using sonicated and formalin-fixed whole Aa y4 strain for detection of serum IgG and IgM antibody titers. To compare with health control and L.J.P., we used 12 healthy dental student who did not exhibited any gingivits. Results were determined by using ELISA reader at 400mm absorbance value. Data analysis were performed with comparison of the regression functions relating absorbance to dilution and Dunnett t-test. Significant high antibody titer to As Y4 in L.J.P. sera were shown in this examination(281. 4 Eu-G to 162.80 Eu-G, 106.0 Eu-M to 40.0 Eu-M for sonicated As Y4 antigen and 653.960. to 138.117 Eu-M for intact As Y4) and this data were also statistically significant (P<0.05). A Study on the Methods for Ensuring the Transparency of the Privacy Policies in Android Environment: Based on General Data Protection Regulation (안드로이드 환경에서 개인정보 처리방침의 투명성 확보방안에 관한 연구: GDPR을 기반으로)

  • In this study, we analyzed the privacy policies of 50 Android applications that are on the top chart in EU members to present the methods for enhancing transparency based on GDPR (General Data Protection Regulation). Based on the guidelines in relation to transparency stipulated in WP29, this study extracted factors of transparency in order to ensure transparency of privacy data processing and carried out the verification procedures for each factor. The results revealed that the privacy policies provided in Google Play Store and applications need to be matched, the descriptions of the privacy policies need to be written in clear and plain language for readers to understand easily. and that it is necessary to provide information quickly and improve the descriptions of information which the data controller discloses. The research findings of this study could be used as a preliminary data for proactive responses to the EU's GDPR by substantially complying with the transparency of GDPR.

  • As the ability to use data becomes competitive power in the data-driven economy, the effort to create economic value by using personal data is emphasized as much as to protect personal data. EU's PSD2(the second Payment Service directive) became the initiative of the Open Banking trends all over the world, as it is the Mydata policy which protects the data subject's right by empowering the subject to control over the personal data with the right to data portability and promotes personal data usages and transfer. Korean government is now fast adopting EU's PSD2 in financial sector, but there is growing concerns in personal data abuse and misuse, and data breach. This study analyzes domestic financial Mydata policy in comparison with EU's PSD2 and focus on Personal information life-cycle risks of financial Mydata policy. Some suggestions on how to promote personal information and privacy in domestic financial Mydata Policy will be given.
